Abstract

Pembangunan infrastruktur di Indonesia terus mengalami pertumbuhan yang pesat, didukung oleh alokasi anggaran yang terus meningkat, mencapai Rp 422,7 triliun pada tahun 2024. Konsultan pengawas memiliki peran strategis dalam memastikan proyek konstruksi berjalan sesuai dengan spesifikasi, waktu, dan anggaran yang telah ditetapkan. Namun, praktik di lapangan menunjukkan berbagai kendala seperti kurangnya koordinasi dengan masyarakat, pelaporan yang tidak konsisten, dan dokumentasi yang tidak lengkap. Penelitian ini bertujuan untuk mengevaluasi kesesuaian tugas konsultan pengawas dengan Kerangka Acuan Kerja (KAK) dan mengidentifikasi permasalahan yang dihadapi. Pendekatan kualitatif digunakan dengan wawancara semi-terstruktur terhadap 10 konsultan pengawas di Sumatera Barat. Hasil penelitian menunjukkan bahwa sebagian besar tugas konsultan pengawas telah dilaksanakan dengan baik, dengan rata-rata pencapaian 83,64%-100%. Namun demikian, masih terdapat permasalahan pada beberapa tugas seperti koordinasi dengan masyarakat (50%), penggunaan identifikasi (20%), dan pelaporan bahan yang ditolak serta dokumentasi berita acara penyerahan (10%) yang memerlukan perbaikan. Masalah-masalah ini berpotensi mengurangi efektivitas pengawasan dan menghambat keberhasilan proyek. Penelitian ini merekomendasikan untuk meningkatkan koordinasi sosial, digitalisasi pelaporan, dan standarisasi dokumentasi untuk mendukung keberhasilan proyek konstruksi.

Abstract

Healthy and clean behaviour are behaviors that made family contribute in pursuing a healthy living environment. Based on City Health Office Padang data in 2015, the implementation of healthy and clean behavior at Andalas Public Health Center work area only 3,18 %. The Purpose of this study to determine the factors associated with the implementation of Healthy and clean behaviour among household  who live in Padang. This research use mixed method design with sequential explanatory approach. Samples were choosen using cluster sampling technique amount 99 unit of Household. The quantitative data were collected by interview with questionare and analyzed using multivariate, logistic regression with 95% CI (p= 0.05). The qualitative data were collected by depth interview and analyzed using content analysis. The result of multivariate analysis showed the dominant factor is basic sanitation. Basic sanitation eligible households will increase by 5.8 times. The research suggest Public Health Center should build cooperation cross-sectors with Public Work Service Office to fulfill of basic sanitation, like the fulfill of clean water needs and adding healthy sewerage system

Abstract

Background of the Study: Reading rooms serve as essential facilities that support academic learning and research in higher education. However, increasing user needs have revealed potential gaps in the quality of services provided. At the Department of Civil Engineering, Universitas Andalas, several students reported discomfort and limited access to certain services, which may reduce the effectiveness of the reading room as a learning support space Objectives: This study aimed to evaluate the service quality of the reading room by combining the SERVQUAL model and Maslow's hierarchy of needs to assess how well the services meet user expectations and fundamental the needs. Method: The research employs a descriptive quantitative method by distributing questionnaires to 100 active students from the Civil Engineering Department who have visited the library. The SERVQUAL model, which includes five dimensions—Reliability, Responsiveness, Assurance, Empathy, and Tangibles—was used to assess the service quality. Additionally, Maslow’s Hierarchy of Needs theory was applied to evaluate the fulfillment of users' needs based on physiological, safety, social, esteem, and self-actualization dimensions. The data obtained was analyzed using descriptive quantitative analysis. Finding: The findings revealed significant service gaps in the dimensions of tangibles and responsiveness. Many students expressed dissatisfaction with physical comfort, digital access, and staff support. In terms of user needs, the study found that basic physiological and safety needs were not fully met, which affected higher-level needs such as esteem and self-actualization. Conclusion: The study concludes that improving physical facilities, enhancing digital resources, and increasing staff responsiveness are critical to elevating the service quality of the reading room. These improvements are expected to better fulfill students’ learning needs and contribute positively to their academic experience.

Abstract

In order to promote efficiency and transparency in the government procurement of goods and services, the use of e-catalogues has been implemented to accelerate information. This study aims to identify the factors contributing to the shortcomings of e-catalog use in construction projects. For this study, interviews were conducted with Pejabat Pembuat Komitmen (PPK)  from construction projects in the Bidang Cipta Karya Dinas Bina Marga Cipta karya dan Tata Ruang Provinsi Sumatera Barat regarding e-catalog version 5. Data analysis was performed using thematic analysis. The results indicate that the e-catalog system is deemed unsuitable for construction projects. Some shortcomings of the e-catalog compared to the tender system in construction projects include the following: 1) insufficient socialization by the government to both service users and providers; 2) regulations that are still biased regarding guidelines for selecting providers and standardizing construction products; 3) limited and incomplete products that are not always available; and 4) ineffective price negotiations, which should only be used for imbalanced prices. High PPK workload due to direct provider selection by the PPK without going through the Pokja. The system is not yet integrated according to needs. Examples include the SIKaP database not being updated and the manual calculation system for selecting service providers, which can lead to typing errors by providers and service users. Therefore, applying procurement principles for goods and services through the e-catalog to construction projects is far from efficient or effective.

Abstract

Abstrak: Identifikasi Faktor Penting dalam Manajemen Material Pelaksanaan Pekerjaan Konstruksi Jalan. Penelitian ini bertujuan untuk mengindentifikasi proses dan menyusun hirarki fakto penting manajemen material untuk pekerjaan konstruksi jalan. Proyek jalan berbeda dengan proyek gedung, salah satu yang membedakan proyek jalan adalah jumlah material yang dibutuhkan sangat besar, material terbesar berada pada item pekerjaan timbunan. Sehingga dibutuhkan manajemen material dalam konstruksi jalan yang memegang peranan penting dalam menjamin kelancaran dan kualitas proyek. Penelitian ini menggunakan metode kualitatif yang dipakai dengan wawancara mendalam dan untuk pengolahan data menggunakan content analisis serta kuantitatif menggunakan kuesioner yang diolah dengan analytical hierarchy process. Hasil penelitian menunjukan pemilihan material yang ditunjukkan oleh nilai bobot sebesar 31%, hal ini menunjukkan faktor pemilihan material berpengaruh penting dalam proses manajemen material yang juga berdampak terhadap keberhasilan proyek konstruksi sebesar 56%,= berpengaruh terhadap keberhasilan pelaksanaan pekerjaan konstruksi jalan. Selanjutnya faktor penting kedua pada proses manejemen material adalah menjaga persediaan material 16% menunjukan proyek konstruksi yang tepat waktu. Faktor penting ketiga hasil penelitian ini adalah pemilihan pemasok material sebesar 13% menunjukan biaya yang murah dengan mutu yang bagus dengan mempertimbangkan pemasok material yang akan dipilih. Dapat disimpulkan bahwa manajemen material yang efektif dapat meningkatkan kualitas dan hasil akhir proyek konstruksi jalan Kata kunci: Pekerjaan Jalan; AHP; Faktor Penting Manajemen Material

Abstract

Dalam pelaksanaan proyek konstruksi, masih ditemukan keterlambatan dalam penyelesaian pekerjaan. Untuk proyek yang telah memasuki fase kontrak kritis, perlu dilakukan rapat pembuktian atau Show Cause Meeting (SCM). Penelitian ini bertujuan mengevaluasi efektivitas SCM pada proyek pembangunan jalan dan jembatan yang berada di bawah naungan Dinas Bina Marga, Cipta Karya, dan Tata Ruang Provinsi Sumatera Barat. Dari analisis terhadap empat proyek konstruksi, keterlambatan pekerjaan diketahui dipengaruhi oleh berbagai faktor. Pelaksanaan SCM mengacu pada Standar Operasional Prosedur yang ditetapkan oleh Kementerian PUPR. Namun, waktu pelaksanaan dan target realisasi ditentukan berdasarkan hasil diskusi dalam rapat SCM, dengan mempertimbangkan kemampuan kontraktor serta kondisi lapangan. Secara umum, SCM mampu memberikan dampak positif terhadap peningkatan capaian progres pekerjaan, sehingga proyek dapat melewati tahap kontrak kritis dan terhindar dari risiko pemutusan kontrak.

Abstract

This study discusses the application of Building Information Modeling (BIM) to the Al-Muttahidin Mosque construction project in Payakumbuh, which was built on the land of an existing mosque. The complexity of this project requires a planning strategy that takes into account safety, scheduling, and coordination between demolition and construction work. Modeling was carried out using Autodesk Revit 2023 to create 3D models of the old and new buildings, then analyzing the work sequence through integration with Microsoft Project and 4D simulation using Autodesk Navisworks Manage. The results show that BIM modeling facilitates the identification of design conflicts, work sequence planning, and construction activity duration estimation. The project requires 39 work items with a total duration of 201 days, of which the existing mosque cannot be used for 54 days due to safety aspects. This study confirms that BIM plays a significant role in improving scheduling efficiency, minimizing the risk of construction conflicts, and supporting the visualization of the project implementation process.

Abstract

Roads are the basic infrastructure that humans need most to be able to move from one place to another to meet their daily needs. According to the Central Statistics Agency, the Mentawai Islands area, the percentage of stable roads available in the Mentawai Islands is only around 10%, so that for Road infrastructure development in the Mentawai Islands is the main target for the local government. The funding system provided is mostly a single year funding system. Single year funding is defined as project activities where the work implementation period corresponds to or is equal to one budget year. The development of road infrastructure with a single year funding system in the Mentawai Islands will certainly not be without the name project risk. The aim of this research is to create risk management in road construction with a single year funding system in the Mentawai Islands. The interview method was conducted to informants. There are 15 risks identified for the Mentawai Islands Regency. The highest potential loss obtained from the contractor is the delay in the tender and the risk aggregate from the contractor is IDR. 40,300,000,000,- . The highest potential loss obtained from the owner is a natural disaster and the aggregate risk from the owner is Rp. 26,880,000,000,-. Abstract

Padang pariaman district is one of potential region to develop being residence and settlement. From 2018 until these days, the subsidized housing is the dominated housing which been realised to be distributed for the low income community. Behind the developments, obstacles will be certainly faced by developers on the project fluidity. The adversity on building permits with stakeholder and developer deficiency of expertise are factors causing the housing project failure. This study purposes on discovering the success factor of housing project from perspectives of each stakeholder. The method of the study is mix methods. The study concludes that there are some successes factors of housing project based on perspective of each stakeholder. There is the commitment factor from the government institution perspective. While from the developer perspective, there are factors such as location, building quality, company management and guaranty. From consumer perspective, it associates with housing location, housing facility, housing quality and guaranty from developer. The dominant factor from the questionnaires’s result is the housing quality factor, so this can achive great influence category from the consumers.

Abstract

Kota Padang berada pada jalur Ring of Fire yang memiliki risiko yang cukup besar terhadap ancaman gempa dan tsunami yang juga berdampak terhadap fasilitas infrastruktur sanitasi. Penelitian ini bertujuan untuk melakukan penilaian kerentanan infrastruktur sanitasi saat menghadapi skenario bencana gempa dan tsunami di Kota Padang. Metode yang dipakai dengan memberikan bobot nilai kerentanan melalui pendekatan & penyesuaian. Nilai kerentanan yang diperoleh berupa 1 untuk tingkat kerentanan rendah dan 3 untuk kerentanan tinggi dengan menghitung setiap parameter fasilitas sanitasi. Hasil penilaian kerentanan fasilitas sanitasi terhadap skenario gempa berada pada tingkat kerentanan rendah. Hasil penilaian kerentanan terhadap skenario tsunami memiliki nilai yang beragam, diantaranya 26,3% sistem drainase primer memiliki kerentanan rendah, 68,4% lainnya memiliki kerentanan tinggi. TPA memiliki kerentanan rendah. 78,7% kontainer sampah memiliki kerentanan tinggi dan 21,2% memiliki kerentanan rendah. IPLT memiliki kerentanan kerentanan tinggi. 44,7% TPST3R memiliki nilai kerentanan tinggi dan sisanya memiliki tingkat kerentanan rendah. 55% IPAL komunal memiliki nilai kerentanan rendah dan 45% memiliki kerentanan tinggi. Rekomendasi yang diberikan kepada Pemkot Padang yaitu mengaplikasikan metode pembangunan sesuai standar dan peraturan terkait cara membangun fasilitas di daerah rawan bencana gempa dan tsunami serta mengaplikasikan teknologi yang diperlukan pada banguunan sanitasi agar mampu bertahan terhadap bencana gempa dan tsunami.
