Abstract

Pembangunan Infrastruktur merupakan sebuah upaya yang dilakukan pemerintah kabupaten solok dalam meningkatkan kemajuan ekonomi kerakyatan yang tertuang dalam 4 pilar pembangunan dalam rencana strategis Barenlitbang Kabupaten Solok Tahun 2016 – 2021. Dalam kegiatan pembangunan sebuah infrastruktur pihak-pihak yang terlibat adalah Penyedia jasa konsultan perencana yang juga mempunyai peran dalam mendampingi pihak pengguna jasa (owner) dalam hal konsultasi, maka dari itu konsultan harus mempunyai pemahaman, pengalaman dan dapat menampung semua masukan atau keinginan dari pengguna jasa kemudian dituangkan dalam sebuah desain perencanaan. Dalam undang-undang nomor 2 Tahun 2017 tentang jasa konstruksi yang mengatur haluan kemajuan jasa konstruksi untuk dapat mewujudkan sistem badan usaha yang kokoh, kredibel, dan hasil yang berkualitas. Penelitian ini dilakukan untuk mengetahui tingkat kepuasan pengguna jasa terhadap kinerja konsultan perencana dengan menilai 26 variabel kepuasan pengguna jasa terhadap produk konsultan perencana menggunakan metode Field research (Penelitian Lapangan) dengan meninjau langsung ke lapangan pada bagian yang akan diteliti guna untuk memperoleh data primer. Kemudian dianalisis menggunakan 3 (tiga) analisa dengan Analisis Kesenjangan (GAP), metode Importance Performance Analysis (IPA) dan Analisis Customer Satisfaction Index (CSI). Dari hasil analisis yang dilakukan menunjukkan bahwa dari 26 (dua enam variabel) yang diujikan kepada 38 (tiga puluh delapan) responden diperoleh dirata-rata persentase kepuasan yang dirasakan oleh pengguna jasa sebesar 77,73% yang artinya pengguna jasa “Puas” terhadap produk yang dihasilkan oleh konsultan perencana

Abstract

This PKRMS method combined with the Analytical Hierarrchy Process (AHP) method is expected to get optimal road maintenance results, get the required cost budget and prioritize road handling on strategic roads in West Sumatra province. Road maintenance is carried out to provide road services in accordance with the optimal road service life. West Sumatra Province has 58 provincial roads spread throughout the West Sumatra region, the condition of the road is lightly damaged and heavily damaged. Of the 58 provincial roads, there are 5 strategic sections in the object of research, namely: 2 sections which are transportation access, namely Teluk Bayur Nipah-Purus section (P.098) and Simpang Duku-Ketaping section (P.075) and 3 sections which are agricultural and plantation areas, namely Surantih-Kayo Aro Langgai section (P.086), Panti-Simpang Empat section (P.031) and Abai Sangir-Sungai Dareh section (P.056). The study was conducted by Survey and distributed questionnaires. The survey was conducted by recording inventory data, road condition data, road traffic data which was then processed with PKRMS. The types of handling obtained for the five sections are routine maintenance, periodic maintenance and rehabilitation, the largest budget in the following order: P.056 (Rp. 40,970.5 million), P.086 (Rp. 36,252.5 million), P.031 (Rp. 11,480.5 million), P.075 (Rp. 6,633.8 million), and P.098 (Rp. 5,853.1 million), priority road handling sections are in the following order: P.031, P.056, P.086, P.098, and P.075.

Abstract

This research investigates the factors that contribute to deviations in the implementation of government construction projects through a case study approach in West Sumatra Province. This research is based on the primary secondary data, namely the West Sumatra Provincial Inspectorate Auditor Performance Audit Report from 2017 to 2021, totaling 15 (fifteen) Audit Reports (LHP). The findings of the inspection results are grouped into 3 (three) types of deviations based on the objectives of implementing a construction project, namely Cost, Quality, and Time. The results of the analysis show four dominant factors causing deviation. The first cause is contractor negligence, with a percentage of 16.13%, which highlights the problem of work implementation that is not by the contract. The second cause was negligence of the supervision consultant, with a rate of 11.29%. This included a lack of adequate supervision and producing reports that needed to reflect the actual conditions on the ground. Furthermore, the last two causes are the negligence of the Activity Technical Implementation Officer (PPTK) and the Commitment Making Officer (PPK), each with a rate of 29.03%. These two factors include problems in activity management and administration, as well as approval and payment processes that must be by the contract. Overall, the data indicates that administrative and managerial issues were the most dominant cause of deviations, at 58.06%.

Abstract

Kabupaten Padang Pariaman adalah wilayah yang berpotensi dikembangkan menjadi perumahan dan permukiman. Perumahan yang sudah direalisasikan dari tahun 2018 sampai sekarang yang mendominasi yaitu perumahan subsidi atau rumah tapak yang diperuntukan kepada masyarakat berpenghasilan rendah. Dibalik keberhasilan ini, terdapat kendala yang dihadapi developer sehingga proyek tidak berjalan baik. Terhambatnya legalitas perizinan dengan stakeholder dan Kurangnya pengalaman developer dalam menjalankan proyek menjadi kegagalan dalam proyek perumahan. Oleh karena itu penelitian ini bertujuan untuk mengetahui faktor keberhasilan proyek perumahan dari perspektif masing – masing stakeholder. Metode yang digunakan yaitu kombinasi kualitatif dan kuantitatif. Hasil penelitian menyatakan bahwa ada beberapa faktor keberhasilan proyek perumahan menurut masing – masing stakeholder. Diantaranya, perspektif menurut instansi pemerintah yaitu faktor komitmen. Perspektif menurut developer yaitu faktor lokasi, faktor kualitas bangunan, faktor manajemen perusahaan, dan faktor garansi. Perspektif menurut konsumen yaitu faktor lokasi perumahan, faktor fasilitas perumahan, faktor kualitas rumah, dan faktor garansi yang diberikan developer. Faktor kualitas rumah merupakan faktor yang dominan dari hasil perhitungan kuisioner sehingga mendapatkan kategori sangat berpengaruh dari perspektif konsumen.

Abstract

Jalan merupakan prasarana infrastruktur dasar yang paling dibutuhkan manusia guna dapat melakukan pergerakan dari suatu tempat menuju tempat lainnya untuk memenuhi kebutuhan sehari-hari, daerah Kepulauan Mentawai menurut badan pusat statistik persentase jalan mantap yang tersedia di Kepulauan Mentawai kurang lebih hanya sekitaran 10%, sehingga untuk pembangunan infrastruktur jalan di Kepulauan Mentawai menjadi sasaran utama bagi pemerintah daerah setempat. Sistem pendanaan yang diadakan kebanyakan merupakan pendanaan dengan sistem tahun tunggal. Pendanaan tahun tunggal diartikan sebagai kegiatan proyek dimana masa pelaksanaan pekerjaannya sesuai atau sama dengan satu tahun anggaran. Pembangunan infrastruktur jalan dengan sistem pendanaan tahun tunggal di Kepulauan Mentawai pastinya tidak akan terlepas dari namanya risiko proyek . Tujuan dari penelitian ini adalah membuat manajemen risiko pada pembangunan jalan dengan sistem pendanaan tahun tunggal di Kepulauan Mentawai. Metode wawancara dilakukan kepada narasumber. Terdapat 15 risiko yang terindentifikasi untuk Kabupaten Kepulauan Mentawai. Potensial loss tertinggi yang di dapatkan dari kontraktor adalah keterlambatan tender dan risk angregat dari kontraktor adalah Rp. 40.300.000.000,- . Potensial loss tertinggi yang di dapatkan dari owner adalah bencana alam dan risk angregat dari owner adalah Rp. 26.880.000.000,-.

Abstract

Construction projects have three targets that must be achieved, namely accuracy of cost, time and quality. These three targets are influenced by work productivity. However, in the implementation of construction projects there are often delays. So, contractors usually do various ways to catch up on project delays. One of the things that contractors do to speed up work is by adding working hours outside of regular working hours or overtime. When working during regular working hours, there will be different conditions during overtime, causing differences in productivity levels between the two. The amount of productivity produced is influenced by many factors. Factors, such as field conditions and supporting facilities, job skills, age, experience, and field management. This study was conducted using observation and questionnaire methods. The observation method is carried out by measuring the implementation of work during normal and overtime hours and recording activities. Questionnaires were distributed to workers to obtain factors that affect labor productivity. The results obtained were average productivity during normal hours of 2,018 m2/hour and overtime hours of 2,043 m2/hour. The average LUR value during normal working hours is 61.39% and overtime hours is 64.66%. In addition, factors that greatly influence are workers' wages, weather conditions, work area conditions, and lack of rest time.

Abstract

The Construction Industry is one of the sectors that has a strategic role in the development of information and technology in a country. There are various innovations in the construction industry, one of the most promising digital solutions in the construction sector is Building Information Modeling (BIM). Over time, the use of BIM alone in the construction industry is still considered inadequate to achieve the desired target, especially in the supervision of construction projects. Therefore, a new innovation was created by collaborating or utilizing existing technology, one of which is using Augmented Reality (AR) technology. In this study, 3D and 4D BIM modeling was carried out using Autodesk Revit, Ms. Project & Navisworks, and 5D software for project cost estimation, then demonstrating the model with Gamma AR software. Building modeling was carried out using Autodesk Revit software, then from the modeling the volume of work was calculated which would later be used to calculate the project budget. Furthermore, the model was integrated using the project plan schedule with Ms. Project & Navisworks software. Furthermore, modeling is demonstrated using Augmented Reality (AR) technology with Gamma AR software. The results of this study are in the form of 3D BIM modeling in the form of Autodesk Revit software and real-time presentation in the form of Augmented Reality (AR), then 4D BIM in the form of project scheduling that can display work progress using Augmented Reality (AR), then 5D BIM in the form of a project cost estimate of Rp 5,850,593,000.00 which is obtained from the results of multiplying the volume of work by the HSP of Padang City.

Abstract

The implementation of construction projects in the Regional Government of West Pasaman Regency almost every year there is always a termination of the contract which results in not achieving the government's goal of increasing the standard of living of the community because the targets set by the Government are delayed and hampered. This research was carried out which aims to identify the causes of contract termination in the implementation of construction service procurement in West Pasaman Regency, analyze and evaluate the causes of contract termination in construction implementation, and determine recommendations for improvement to prevent contract termination in the implementation of construction service procurement in Pasaman Regency West. This study uses descriptive qualitative analysis based on the results of interviews with CMO and TIO for work that has terminated its contract and analyzes administrative data on termination of contracts for construction work which has experienced termination of contract. The methods used in the discussion to find out the factors that cause construction contract termination are the Fault Tree Analysis (FTA) Method and the Obtain Cut Set (MOCUS) Method. From this study it can be concluded that the main factor causing the breakup of construction contracts is the owner's firmness with the performance of the provider, the provider being evaluated is unable to carry out the work, the contract termination should be carried out earlier, not waiting for the end of the year and not providing an extension of the implementation period past the fiscal year and the owner is negligent. in controlling the contract. While the supporting factors that cause the termination of the contract are the provider's fault, namely poor project management, the practice of borrowing company flags, not having capital, not heeding the instructions of the owner and field supervisor as well as other factors, namely disturbance factors from the community around the work location, weather, selection of providers and material supply. For recommendations for future improvements, it is recommended that the owner carry out control of the construction contract more optimally and the provider is more professional at work. This study analyzes the factors that cause construction contract terminations only from the owner's point of view, therefore further research is still needed from the point of view of job providers and supervisors to see the characteristics and possibilities of other different factors.

Abstract

National Road Implementation Agency (BPJN) for West Sumatera Region has an important role in managing road infrastructure in the West Sumatra Province. In the context of procurement for construction implemented by BPJN for West Sumatra, the use of e-catalogs is a solution to simplify the procurement process. The aim of this research is to evaluate how it is implemented, analyze supporting factors, analyze weaknesses and evaluate the benefits of the policy of procurement via e-catalog in construction work. This research uses a qualitative approach with a semi-structured interview method and Data analysis used thematic analysis. The results of the research show that the implementation of the policy for procurement via e-catalog for construction work at the National Road Implementation Agency for West Sumatera Region has been successfully carried out without any significant problems. Implementation of the policy for procurement via e-catalog in construction work is influenced by various supporting factors, including ease of application, socialization and technical guidance, adequate infrastructure, staff competence and coordination, as well as clear regulations and guidelines. Weaknesses of e-catalogs such as no information on remaining package capabilities, main equipment having to be proprietary, provider selection opportunities, limited service locations, and complete product limitations, all have a significant impact on the effectiveness and efficiency of the procurement process. The E-catalog system provides various significant benefits for construction work. Procurement time efficiency, fair prices, transparent systems, price negotiation, work outcomes, bid documents, provider selection, as well as motivation and competitiveness are some of the key benefits identified.

Abstract

Construction Work is the whole or part of the activities that include the construction, operation, maintenance, demolition, and rebuilding that are regulated in a Construction Contract. In the implementation of the Construction Contract, several problems cause deviations. The purpose of this research is to analyze the causes of deviations in a Construction Contract based on Verdict. The research data was obtained from the Supreme Court Repository page by searching for Verdict related to implementing Construction Contracts. The limitation of this research is a case that has been decided in the last 10 years in the District Court in West Sumatra. The search results obtained 9 verdicts. The method used to analyze the data is the Rich Picture Diagram (RPD). Validation and refinement are carried out using the Interview method from the results of secondary data analysis. The outcome of this research is the causes of deviations that are prejudicial to one of the parties and thus fall under civil law such as The occurrence of delays caused by: Contractor negligence during implementation, Contractor achievements not paid by the Owner, negligence of the Planner Consultant, the state of the land is not by the drawing plan, continuous heavy rain that disrupts the work, Kurs strengthen sharply, land acquisition has not been completed by the Owner, the Contractor is not given the opportunity 50 days of completion; Disputes caused by: Owner made unilateral changes to Technical Specifications, Supervisory Consultant's mistake in reporting progress.
