Abstract

The government uses the participation approach in the efforts to overcome the socio-economic problem capacity within the community since it was able to increase community empowerment indirectly, even though to the probability of fake participation in the program implementation still exist. The purpose of this research is to find out the participation form that raised by the government programs, by looking at the community behaviour factors that determine the success of participation and a behaviour-based model of community participation to overcome the participation problem. The research type is descriptive with a qualitative approach through the application of several methods of data collection, in-depth interviews, secondary data studies and observations. The informants of this study were 20 people from local government, program implementers and target groups. The analysis data is using the qualitative technique. The results identified the typology of participation that emerged in the management of community participation programs in Lampung Province in the area of non-participation, delegation of authority and partnerships. The conditions of participation that occur driven by community behaviour factors. Consist of three factors, namely: 1) Trust or opportunity to participate; 2) Ability to participate, and 3) Willingness to participate in each activity determined by the presence or absence of the interests concerned. In the end, a behaviour-based participation management model built by adopting the concept of community engagement and personal engagement.

Abstract

Permasalahan prioritas dalam pengelolaan website pemerintah desa adalah aspek mutu pengelolaanlayanan dan pemanfaatannya sebagai media promosi pariwisata. Secara lebih spesifik kondisi tersebutterkait dengan dua aspek sebagai berikut; (1). Sumber daya manusia, khususnya dalam hal kapasitasdan kualitas aparatur desa serta pengelola website pemerintah desa, dan (2). Kelembagaan, khususnyadalam ketersediaan pedoman kerja dan perangkat evaluasi pengelolaan website pemerintah desa. Tujuandari kegiatan ini adalah (1). Peningkatan keterampilan SDM dalam pengelolaan website desa dan, (2).Peningkatan kuantitas dan kualitas pedoman kerja dan evaluasi pengelolaan website desa. Metodepelaksanaan yang dilakukan menggunakan prinsip bahwa setiap inovasi yang diterima oleh Mitra (1)dan Mitra (2) sebaiknya melalui proses, mendengar, mengetahui, mencoba, mengevaluasi, menerima,meyakini, dan melaksanakan. Pada akhirnya diperoleh kesimpulan bahwa telah dipahaminya konseppengelolaan Website desa, proses dan mekanisme pengelolaan pengelolaan Website desa serta pentingnyaperan aktif aparatur desa dalam pengelolaan Pengelolaan Website desa oleh para aparatur Desa di DesaBernung dan Desa Sumber Jaya Kabupaten Pesawaran. Berdasarkan hal tersebut maka dapatdisimpulkan jika telah meningkatnya pengetahuan dan pemahaman para Aparatur Desa dalam halpengelolaan Website desa sebagai media inovasi desa

Abstract

Kabupaten Tanggamus merupakan salah satu daerah di Provinsi Lampung yang berlokasi padamorfologi pegunungan dan berbatasan langsung dengan lautan. Daerah ini merupakan daerahrawan bencana tsunami, gempa bumi dan bencana alam lainnya. Kegiatan pengabdian kepadamasyarakat dilakukan dengan sasaran adalah siswa –siswi SMA N 2 Kotaagung, KabupatenTanggamus sebanyak 32 orang. Metode pelatihan dilakukan dengan ceramah, diskusi,menonton film, dengan evaluasi dilakukan melalui pre dan post test. Hasilnya pelatihan inimampu meningkatkan resiliensi peserta dalam menghadapi bencana sebesar 33.6 persen.

Abstract

Anticipation act in disaster management is important, including non-natural disasters such as the COVID-19 pandemic. This research aims to examine the government colaborative action in dealing with covid-19 non-natural disasters in Lampung Province. This research is an experiment study, using pretes-post design methods with group control. The population in this study was 84 people from stakeholders in regional disaster management, the group was divided into 2 groups: groups that intervened through model and groups that intervened with disaster relief without model. The sample of the study results is carried out with representative criteria and relevant criteria. In this study a large sample based on that criterion was 70 people who were divided into 2 groups. The instrument used is a questionnaire. Based on the results of the known paired t test there is a difference between the pretest and postest values in each group namely the experiment group (p=0,001) and the control (p=0,001), based on the t test based on the value of the p=0.006 result, which means there is a difference in disaster management knowledge in the significant stakeholder group between the post test group I and the control group.

Abstract

VILLAGE WEBSITE AS INNOVATION MEDIA IN BERNUNG VILLAGE, PESAWARAN REGENCY, PROVINCE OF LAMPUNG. The urgent problem in the management of the village government website in Pesawaran Regency, Lampung Province is the quality aspect of service management and its use as a tourism promotion media. More specifically, these conditions are related to two aspects as follows; (1). Human resources, especially in terms of the capacity and quality of village officials and village government website managers, and (2). Institutional, especially in the availability of work guidelines and evaluation tools for village government website management. The method of implementation is carried out using the principle that every innovation received by partners should go through a process, listening, knowing, trying, evaluating, accepting, believing, and implementing. So that every process goes well, the delivery of innovations to Partners is carried out through the stages of explanation, discussion, practice and mentoring. At the end of the activity, it was concluded that the concept of village website management was understood, the process and mechanism of village website management as well as the importance of the active role of the village apparatus in the management of village website management by the village apparatus in Desa Bernung, Pesawaran Regency. Based on this it can be concluded if there has been increased knowledge and understanding of the Village Apparatus in terms of managing the village Website as a village innovation media.

Abstract

INCREASING THE CAPACITY OF VILLAGE COMMUNITIES ON PLASTIC WASTE MANAGEMENT IN THE TOURISM VILLAGE OF SUAK, SIDOMULYO DISTRICT, SOUTH LAMPUNG REGENCY. Based on the situation analysis, the partners identified problems as follows: (1). The problem of plastic waste is still relatively high, so plastic waste management activities are needed to reduce negative impacts, (2). The condition of the community's knowledge capacity as the manager of village tourism in managing plastic waste has not been well identified, (3). The role of village tourism management groups in managing plastic waste is not yet fully optimal. Training and outreach are solutions provided to the target group, in this case the village community group in Suak Village. In the training, knowledge and ways to identify types of plastic waste are provided, select and identify potential plastic waste into various processed products. In practice, several methods are used, namely: (1) lectures, and (2) questions and answers to further improve the training participants' understanding of the material presented. From the activities that have been carried out, the following conclusions are drawn: (1). In the aspect of training implementation achievement, it is known that the training process is in a good category where the target number of training participants is achieved, the training objectives achieved, the material targets that have been planned and the participants' ability to master the material is in the good category, (2). In terms of changes in the knowledge of the imaginary group, it is known that there has been a change in the degree of an average of 20.5%, where the three indicators used have also increased in the range of 15.4% to 23.1%.

Abstract

Kualitas pelayanan prima merupakan standar pelayanan Negara pro rakyat. Layanan berkualitas menjadi tolak ukur keberhasilan organisasi yang bergerak dalam bidang pelayanan. Membangun kepercayaan masyarakat atas pelayanan public perlu dilakukan untuk memenuhi standar harapan serta tuntutan masyarakat terkait kualitas pelayanan. Mengingat hal tersebut, Bandar Udara Radin Inten II Lampung melakukan perubahan tata kelola menjadi Badan Layanan Umum. Aspek yang akan menjadi tujuan dari perubahan tersebut yaitu, keselamatan , keamanan, pelayanan, dan kepatuhan. Penelitian ini bertujuan untuk mendapatkan deskripsi kualitas pelayanan publik pasca transformasi yang dilakukan oleh Bandar Udara Radin Inten II dibawah pengelolaan Badan Layanan Umum. Tipe penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, kuesioner, dan dokumentasi. Hasil penelitian kualitas pelayanan Bandar Udara Radin Inten II Lampung cukup baik. Sejak dibawah pengelolaan Badan Layanan Umum, peningkatan sarana prasarana dan fasilitas terus dilakukan. Hal tersebut berdampak pada perubahan status bandara menjadi internasional. Meskipun demikian, masih terdapat beberapa kendala fasilitas yang belum tersedia, salah satunya yaitu akses jalur bagi pejalan kaki. Selanjutnya terkait tingkat kemampuan petugas pelayanan dalam aspek kehandalan, ketanggapan, jaminan, dan kepedulian terhadap pengguna jasa memperoleh respon yang cukup baik. Hal tersebut berdasarkan hasil wawancara dan observasi selama proses penelitian.

Abstract

The problem of poverty in rural areas is quite complex and require the intervention all off part together. The Indonesian government has done various effort for diminish destitution in rural area. One of the effort is Prukades Program (Featured Product Of Rural Area). This research is purpose to analysis the effectiveness Prukades Program in Jatibaru Village Tanjung Bintang Sub-District South Lampung Regency as effort poverty breakthrough problem in rural area with apply effectiveness theory. The type of this research is descriptive research with qualitative approach. Data has been collected by means of Interview, observation and documentation. Data analysis has been done with data reduction, data presentation and conclusion drawing. The Effectiveness Prukades Program In Jatibaru Village Tanjung Bintang Sub-District South Lampung Regency is dieficient effective. The indicator effectiveness is achieving goals wich not yet maximally, there was no increase in the quantity and quality of human resources after the socialization and training and the village society was still unable for adapt to technological sophistication. The constraints in carrying out the Prukades Program In Jatibaru Village, Tanjung Bintang Sub-District, South Lampung Regency are the optimal not yet society of participation, the budget of village fund is inadequate and the facilities and infrastructure are inadequate.

Abstract

Implementation of Child Protection in South Lampung Regency under the Ministry of Women's Empowerment and Child Protection (PPPA) which promotes the Child Friendly Village program. In this study, Natar Village is one of the villages in the Natar District that implements the Child-Friendly Village program and Kali Sari Village as the object comparison village in this study. Evaluation is a form of supervision to determine a program, especially the Child Friendly Village program, whether a village can be categorized as a village worthy of children or not. This can later be used as a recommendation for other villages that do not yet have regulations regarding the properness of children to participate in achieving common goals. The type of research used in this research is descriptive type with a qualitative approach, data collection techniques, observation, interviews, documentation. The results of this study indicate that the Evaluation of the Child-Friendly Village Program in South Lampung Regency shows that the Child-Friendly Village Program has been implemented well, this can be seen from the results of the research which states that the evaluation of the program service process has been carried out as planned, the planned target has been served. The evaluation that has been carried out states that this program has shown good performance and benefits for the community and especially for children.

Abstract

Leadership style is important in an organization, if a leader can adapt his leadership style to the existing situations and conditions, it can affect the performance of his subordinates. In Tanggamus Regency currently led by a woman leader, namely Dewi Handajani, different from previous periods in this period the first time Tanggamus Regency was led by a woman. Therefore, this study aims to determine the leadership style of Tanggamus Regency regional leaders and whether this leadership style affects the performance of employees in Tanggamus Regency. The method used in this research is descriptive research method with a qualitative approach, data collection is done using interview and documentation techniques. The results showed that the leadership style used by the local leaders of Tanggamus Regency, namely the feminine leadership style tends to be transformational and the style applied is able to influence the improvement of employee performance in Tanggamus Regency.
