Abstract

Disiplin kerja merupakan modal yang penting yang harus dimiliki oleh Pegawai Negeri Sipil sebab menyangkut pemberian pelayanan kepada masyarakat. Penelitian ini berkonsentrasi pada manajemen sumber daya manusia dengan fokus pada bagaimana disiplin pegawai negeri sipil di BALITBANGDA Provinsi Lampung sebelum dan sesudah adanya perubahan aturan disiplin yang ditentukan oleh Peraturan Pemerintah. Penelitian ini dianalisis dengan teori disiplin menurut Singodimedjo, menggunakan pendekatan kualitatif dan mengumpulkan data melalui observasi, wawancara, dan dokumentasi. Teknik analisis data dalam penelitian ini adalah reduksi data, penyajian data dan penarikan kesimpulan Hasil dari penelitian menunjukkan bahwa disiplin pegawai tidak mengalami banyak perubahan. Walaupun aturan disiplin saat ini lebih ketat, namun pelaksanaannya di BALITBANGDA Provinsi Lampung masih belum maksimal. Terdapat 3 faktor yang diidentifikasi masih rendah dalam penegakkan disiplin yaitu kompensasi yang dinilai belum mencukupi, sosialisasi perubahan peraturan yang tidak merata tidak adanya aturan hukuman disiplin jam kerja, dan pemimpin yang tidak berani dalam mengambil keputusan. Saran dari penelitian ini adalah agar pimpinan BALITBANGDA Provinsi Lampung dapat mengambil inisiatif dengan membuat aturan yang lebih ketat tentang hukuman atau sanksi bagi pegawai yang melanggar peraturan jam kerja.

Abstract

Purpose: This study aims to identify the contribution of local taxes to regional revenues in Tanggamus Regency and predict the pattern of realization of regional tax revenues in the coming period. Research methodology: This research is a quantitative study with a time series trend analysis according to the type of regional tax and an overview of the target and its realization. The sample used in this study was data from seven types of regional taxes obtained from the Regional Financial Management Agency of Tanggamus Regency. The data analysis process uses the least squares method, often used to forecast, and the application uses Minitab software with fitted line plots and descriptive statistics features. Results: This study's results showed that the seven tax subjects seemed to go through changes and tended to grow in the future. Limitations: This research is limited to the specific scope of taxes selected and does not cover all other types of taxes and levies. Contributions: This study's ability to predict the future helps make plans for regional tax revenue, especially when it comes to planning for policies that might change in the near future. Novelty: This research is new because it has a new update on how to use predictive methods with Minitab and an analysis of how local taxes have changed over time.

Abstract

Before village regulations are discussed jointly with the BPD, village officials draft village regulations. Village officials have a very important role in preparing quality village policy designs. Therefore, village officials must have adequate competence in drafting village regulations. The purpose of this study was to analyze the Competence of the Sidomakmur Village Government Apparatus in Compiling Village Policies (Village Regulations) and to analyze the competency weaknesses of the Sidomakmur village government apparatus in formulating village policies (village regulations). This research is a descriptive qualitative research using data collection methods by interviews and documentation studies. The results of the study show that the Sidomakmur Village apparatus does not yet have good enough competencies to formulate a village policy. The competencies that are still lacking are academic competence and technical competence. This is because the majority of village apparatus only graduated from high school and they also have good competence in using computers. The recommendation that the author gives is to provide scholarships to officials to pursue higher education and organize training in the use of technology and information such as computers.

Abstract

Abstract. Natural disasters result in casualties owing to the community's lack of preparedness, this lack is a result of the education and catastrophe awareness condition among community groups. This paper describe the following questions: 1) How do socioeconomic factors affect disaster awareness? 2) Does a person's socioeconomic status effect their requirements and preferences for disaster information search? This study seeks to analyze a research issue utilizing case studies from two local administrations in the province of Lampung: South Lampung and Bandar Lampung. This research's is based on a comparative case study, an approach to community-based research that fits perfectly. Two-month survey (May-July 2022) will be undertaken to assess the level of disaster awareness in the community and to determine how and where individuals with varied socioeconomic levels get disaster-related information. The conclusion of this study is the importance for decision-makers to understand the background cultural context and disaster experience.

Abstract

The massive infrastructure development program during president Jokowi's administration will always produce a variety of different perceptions in the public area. Public perception will be built differently and form the image of the government in the scope of the implementation of the program and can be the material of preparing a government communication plan to the public. Research objectives in this article; Analyze the dynamics of the government's image in the topic of infrastructure development on social and non-media sosial. More specifically, several points of purpose are to be achieved as follows: (a). The amount of discussion volume on the topic of infrastructure development, (b). The dominant parties discuss and respond to the topic of infrastructure development, (c). Dynamics of public sentiment in discussions with the topic of infrastructure development. The research method is done with media monitoring analysis that starts with a search profile and searches for terms or keywords. Furthermore, data mining using the Brand24 Media Monitoring application using the keywords Infrastructure Development and Infrastructure Projects. The data mining process is carried out in a span of 90 days, from Aug 16, 2021 to Nov 14, 2021. Data analysis is done simultaneously with the Brand24 and Microsoft Excel applications for data rechecking and confirmation of the data to be analyzed. The results of the analysis concluded; On the topic of infrastructure development, the volume of mentions was obtained by 13 thousand times, of which the most dominant media was non-media sosial with the composition of news agencies (5433) and the web (4435), while the media sosial area represented by several applications, forums, blogs, videos youtube) and podcasts had a smaller portion of the topic.

Abstract

In order to break the chain of the Covid-19 virus, the government recommends schools lockdown and implementing online learning. The research problem formulation is as follows: (1). How is the trend of online learning studies during the covid-19 pandemic at universities in Indonesia? (2). What topics have developed in studying online learning during the COVID-19 pandemic at universities in Indonesia? The research was carried out as a literature review using bibliometric analysis of several sources of scientific publication data. The data in this study were obtained through literature collection techniques and their references which were obtained directly from the Scopus and Google Scholar databases. The data was extracted using the Publish or Perish tool and then analyzed with the VosViewer tool. From the analysis that has been done, it can be concluded that the distribution of authors who study online learning topics during the pandemic has not yet appeared to form a polarization of authorship networks that explore these topics in depth. Meanwhile, the trends that have formed in online learning during the pandemic seem to condense into several topics.

Abstract

Permasalahan utama yang hendak diatasi melalui kegiatan ini antara lain: (1). Belum optimalnya pemanfaatan Social Media dan pengemasan gerakan sadar bencana bagi kelompok pemuda dalam menghadapi resiko bencana di Kota Bandar Lampung?, (2). Belum maksimalnya peningkatan kapasitas resiliensi kelompok pemuda melalui penerapan Social Media dan pengemasan gerakan sadar bencana dalam menghadapi resiko bencana di Kota Bandar Lampung?. Metode pengabdian yaitu berupa pelatihan dengan pendekatan pragmatis teoritis dan pendekatan pragmatis praktis. Dalam tahap pelaksanaan, kegiatan utama yang dilakukan adalah penyampaian materi, pelatihan, dan pendampingan. Kegiatan pelatihan yang telah dilakukan menghasilkan perubahan rasio skor pengetahuan dan sikap peserta pelatihan, sehingga menghasilkan total skor rasio sebesar 89,4%. Diperlukan kegiatan lanjutan yang sifatnya lebih proaktif dengan melibatkan pihak lainnya yang dianggap lebih mampu mendorong pengaruh luas terhadap upaya pemanfaatan sosial media guna kepentingan memperkuat ketahanan terhadap bencana.

Abstract

All local governments have the same responsibility and obligation in positioning themselves as institution that are friendly to persons with disabilities, including Central Lampung Regency in Lampung Province. There are two important questions from the research which is the basis of this study; (1). What are the efforts made by the Central Lampung Regency government towards groups with disabilities? (2). What are the problems that occur in the management of disability groups in Central Lampung Regency?. The type of this research is descriptive with a qualitative approach. The data used by researchers in this study are sourced from primary and secondary data. In this study, primary data obtained through interview techniques was carried out by giving several questions related to the problem issues in research to the informants who had been determined. Informants in this study was collected with a purposive sampling technique. The key informants in this study were 9 heads of local government organizations, 10 representatives of community organizations, and 5 members of the regional parliament. All of them play a role in data collection activities which include focus group discussions, in-depth interviews, observation, and documentation. Meanwhile, data analysis was carried out using interactive data analysis techniques. In the last three years, the number of people with disabilities in Central Lampung has increased. However, the increase in the number of people with disabilities in Central Lampung is due to the expansion of the meaning and scope of disabilities in Indonesia regulation. It is known that several actions at the level of local government organizations in facilitating groups with disabilities can be designed in a more focused manner in the design of programs and policies covering the government, population and civil registration, social, health, education, employment, and transportation, and public infrastructure sectors.

Abstract

The role of social protection has emerged as a strategy to minimize post-disaster impact by building resilience in the community. This approach is increasingly being used in post-disaster risk reduction. This study aims to review the role of disaster management and social protection in various literature through bibliometric analysis and systematic literature review using the SPAR-4-SLR protocol. The Scopus database was used to retrieve the article using selected keywords. Citations, keywords, and country analyses were used for a bibliometric review. The SPAR-4-SLR protocol was used to identify on social protection and disaster management. This study was generated over 30 years from Scopus and Google Scholar databases; over 1089 texts from various disciplines were retrieved. The bibliometric analyses revealed five different clusters were formed. Social protection and disaster management are emphasized to strengthen community resilience, especially in developing countries.
