Abstract

This study aimed to analyze the paradoxical phenomenon between the quality of internal school governance and the reality of infrastructure limitations at SD No 3 Sading. A descriptive qualitative approach using the case study method was employed, with data collected through observation, interviews, and School-Based Management (SBM) assessment instruments. The results show that, quantitatively, SBM implementation is in the "Good" category with a score of 81/100, supported by very strong administrative compliance. However, qualitatively, a significant disconnection was found in the form of physical infrastructure damage and high teacher workloads due to dual administrative roles. The study concludes that the sustainability of school quality relies heavily on leadership resilience and community social capital, which function as a substitute mechanism for the lack of sectoral financial support from the government. Synchronization between managerial achievement and physical assistance priorities is an urgent necessity for future educational policies.

Abstract

This study aims to analyze the implementation of School-Based Management (SBM) in improving school quality through the role of stakeholders at SD No. 3 Legian. The study employed a qualitative approach with a descriptive method. Data were collected through in-depth interviews with the school principal, direct observation, and documentation studies, and subsequently analyzed using the interactive model of Miles and Huberman. The results indicate that the implementation of SBM at SD No. 3 Legian was carried out by involving internal stakeholders, including the principal, teachers, staff, and students, as well as external stakeholders, including parents, the school committee, the Department of Education, the surrounding community, universities, and local business actors. Collaborative activities were realized through programs such as market day, environmental care, arts performances, Teacher Working Groups (KKG), and various social activities. Challenges encountered included limited operational funds, parents' time constraints due to work obligations, and limited community awareness, which were addressed through open communication and the utilization of digital technology. Stakeholder support was proven to have a positive influence on the improvement of academic quality, non-academic quality, and public trust in the school. Transparency and accountability in school management fostered a sustainable cycle of participation, resulting in continuous improvement of educational quality at SD No. 3 Legian. Abstract

This research aims to analyze the role of stakeholders in improving the quality of schools through the implementation of School-Based Management (MBS) at SDN 1 Sanur, South Denpasar. The method used was qualitative descriptive through direct interviews with SDN 1 Sanur teachers and field observations. The results of the study show that the implementation of SBM at SDN 1 Sanur has gone quite well, especially in the aspects of educator management and technology-based learning. The five main stakeholder groups, namely school principals, teachers, students, parents, and the government, have carried out their respective roles in a synergistic manner. The SWOT analysis identifies key strengths in the form of strategic location, teacher competence, and participatory leadership; weaknesses in the limitations of technological infrastructure; opportunities from the Independent Curriculum policy and the development of information technology; as well as threats in the form of competition between schools and the demands of rapid digital adaptation. The evaluation of management effectiveness and efficiency shows that schools have been able to utilize resources optimally even though there is still room for improvement in learning innovations and digital-based administrative management. Strategic recommendations are prepared based on a SWOT matrix approach to encourage continuous improvement in the quality of education.
