Abstract

Violence against women (VAW) is a global issue that causes physical and psychological harm and hinders women's participation in various life aspects, impeding a country's development and economy. In this regard, research on the issue tends to focus on health, socio-economic, or legal aspects and prevention, overlooking the impact of public policy on VAW. This study utilises bibliometric analysis to investigate the impact of public policy on VAW over the last three decades. The sample analysed was 405 articles. The results show that the literature production in this field tends to increase yearly. Despite the issue being more prevalent in low- and middle-income countries, research is predominantly conducted by developed countries, with the US, UK, and Canada being the most influential. Public policies have both direct and indirect impacts on women. Policies can create social conditions that increase gender equality, encouraging improvements in women's social and economic conditions. On the other side, public policy can increase women's vulnerability to violence. It is an urge to address VAW that tends to increase due to the COVID-19 pandemic. Thus, it is essential to critically evaluate policy implementation and ensure women can access various forms of protection and assistance.

Abstract

To increase foreign tourist visits, one of the policies implemented by Thailand is to have a gastro diplomacy policy. This policy is related to efforts to attract tourists to visit a country through the introduction of culture, art, education and culinary. The focus of this study is on the introduction of superior cuisine owned by Thailand. This study aims to analyze the gastro diplomacy policy implemented by the Thai government by introducing culinary and identifying inhibiting factors. This study uses a literature study approach. The study results show that the Thai Government has succeeded in developing culinary by launching various programs, namely Kitchen in the World, culinary events, cooperation with domestic media, the private sector and other supporting actors. However, there are various obstacles in implementing the gastro diplomacy policy, namely negative image, globalization, lack of political support, tourism threats, political controversy, standardization and quality, infrastructure and logistics, human resources, government regulations and policies, climate change and food security. Therefore, the Thai Government must make various efforts to overcome obstacles to gastro diplomacy, including strengthening education and training, increasing public-private cooperation, campaigning for storytelling promotion, developing derivative products, and utilizing digitalization.

Abstract

Five years have passed since the closure of Sunan Kuning, yet it has left various residual problems that are not only related to moral issues alone but also linked to economic, health, and social structures. This study aims to provide a comprehensive overview of the evaluation of the Sunan Kuning Semarang red-light district closure policy. The policy evaluation model used was the Countenance model by Robert E. Stake (2004), which divided policy evaluation into three stages: (1) antecedent; (2) transactions; and (3) outcome. The approach utilized in this research was qualitative. The author used a purposive sampling technique. Information gathering was conducted through semi-structured, in-depth interviews, as well as interviews with experts. Additionally, information was also gathered through observation, document analysis, and literature review. The analysis technique involved three components: data reduction, data display, and drawing and testing conclusions. From the research results, the researcher concluded that the closure policy of the Sunan Kuning district has not been optimal. As recommendations, several key elements such as the government's political will in executing each policy process. Additionally, recommendations from previous research considerations and aspects of previous policy experiences need to be considered in policymaking.

Abstract

Transportasi merupakan sarana vital dalam mendukung tercapainya kemajuan, khususnya di bidang ekonomi. Dengan perluasan jaringan jalan, terutama di wilayah yang memiliki potensi alam yang tinggi akan lebih mudah untuk dibuat. Dukungan jalan yang memadai, dapat memberikan banyak dampak positif terhadap masyarakat. Hal ini diharapakan dapat membantu memberikan masukan kepada pihak terkait dalam strategi pengembangan jaringan Kota Batu. Tujuan dari penelitian ini adalah mengetahui kondisi jaringan jalan dan potensi alam yang ada di Kota Batu, serta mengetahui cara perluasan jaringan transportasi darat di Kota Batu guna membantu penyebarluasan panen hasil alam.Metode penelitian yang digunakan dalam penelitian ini adalah Location Quotient dan SWOT. Hasil dari LQ dan SWOT menunjukkan bahwa terdapat 12 komoditi yang memiliki angka LQ > 1 , artinya Kecamatan Bumiaji memiliki 12 subsektor yang merupakan basis perekonomian di wilayah tersebut, sedangkan strategi yang digunakan dalam perluasan pengembangan jaringan adalah dengan menggunakan strategi Strenght-Opportunity (SO), yakni dengan menggunakan kekuatan dan memanfaatkan peluang.

Abstract

Cannabis is a plant that has medicinal benefits. However, the use of cannabis is prohibited by Indonesian Law Number 35 of 2009 concerning Narcotics. Cannabis has a million benefits that can be used in medicine. The government must take this effect into account because legalizing cannabis for medical use has many benefits from various perspectives. And this will have an impact on the economy, industry, and a number of other sectors. However, the government's attitude towards the benefits of cannabis for medical use has not responded well, the Indonesian government is still silent without any explanation to the public regarding this issue. This research uses a normative juridical approach with conceptual and case law methods. Cannabis is classified as a Group I narcotic, prohibiting its medical use under current regulations, allowing only scientific research and diagnostic purposes. Despite its potential as a treatment, cannabis has not been approved by the National Narcotics Agency (BNN) or the government for medicinal use. Article 41 of the Narcotics Law suggests revising the classification of cannabis to allow its use for medical treatments or palliative care under strict supervision. A specialized government agency could oversee its distribution, ensuring it is used safely and according to medical prescriptions

Abstract

Sektor pariwisata menjadi salah satu sektor yang berhenti beroperasi karena pandemic global (Corona Virus 2019/Covid-19). Aktivitas wisata di berbagai belahan dunia pun diperkirakan anjlok sampai 90% (mediaindonesia. Diakses pada tanggal 20/11/2020). Kerugian yang ditimbulkan pada sektor pariwisata indonesia hingga US$9 miliar atau setara Rp135 triliun. Pemerintah telah mengeluarkan sistem tatanan baru yang disebut sebagai new normal, agar sektor pariwisata harus kembali dikembangkan dan menjadi rencana strategis pasca covid-19. Kebijakan pemerintah dikaji dalam artikel ini guna mengetahui kebijkan yang diambil guna membangun kembali sektor pariwiasata dalam menyongsong era new normal. Metode yang digunakan adalah kepustakaan deskriptif, yaitu dengan menelaah berbagai fenomena, tantangan dan potensi dengan merujuk referensi yang relevan. Hasil kajian kepustakaan deskriptif terhadap kebijakan pemerintah yang diambil dalam mengembangkan sektor pariwisata yaitu: (I) kebijakan pemerintah mengedepan social safety net (safety, security, healthy) dalam pembukaan sektor pariwisata. (ii) kebijakan dalam membangun sektor pariwisara ada tiga aspek yang harus ada, yaitu Sustenance (kemampuan untuk mempertahankan eksistabilitas dari destinasi), Self Esteem (mengajak masyarakat terlibat dalam mengelola pariwisata.) dan Freedom from servitude (pemberian kebebasan daerah dalam mengelola pariwisata). (iii) Bentuk kebijakan pemerintah dalam mengembangkan sektor wisata dengan cara mendorong wisata in city, atau wisata dalam kota.

Abstract

Poverty reduction remains a major challenge in Indonesia. Although government reports always show a yearly decrease in poverty, this is not always accurate. The same situation occurred in Tasikmalaya City. In 2020, Tasikmalaya City was identified as the poorest city in West Java. Despite a decline in the poverty rate in Tasikmalaya City, from 12.72% in 2022 to 11.53% in 2023, poverty remains a significant issue. This research aims to examine how the government manages and controls poverty in Tasikmalaya City. The study uses a qualitative approach. Key informants were selected through purposive sampling. Primary data was collected via interviews and observations, while secondary data came from literature and document studies. Data analysis employed triangulation based on Miles and Huberman. The findings indicate that government governance has not effectively impacted poverty reduction; collaboration, particularly regarding poverty alleviation programs, has not been carried out optimally. Recommendations suggest that the government should apply the principles of good governance to improve collaboration among OPDs in implementing poverty reduction programs.

Abstract

Regent Regulation Number 39 of 2017 concerning Procedures for Distribution and Determination of Details of Gampong Funds is prioritized for community development and empowerment. This study aims to describe the implementation of the Aceh Utara Regent's Regulation and analyze the supporting and inhibiting factors in the implementation of the Aceh Utara Regent's Regulation. This study uses a qualitative method with a descriptive analysis approach. The results showed that all gampongs in Syamtalira Bayu sub-district had finished compiling the Village Fund Policy Plan (Qanun APBG) for the current year and reported the realization of the use of the Gampong Fund for the fiscal year; All Village Fund Policy Activities that have been determined (Qanun APBG) have been completed, although there are still villages that are late in completing them; All Gampong Funds have been completed, although reporting is still ongoing. factors that support and hinder the implementation of the bupati's policies include; communication, resources, attitude of implementers, objectives, environment, as well as steps and company policies. Solving this research problem is done by combining the theory of public policy implementation models from Grindle, Van Meter, and Van Horn, as well as the theory of Edward III.
