Abstract

Decentralization and reformation in Indonesia have entered an uncertainty stage of people’s welfare in the near future. Uncertainty of political stability and fluctuative oil prices also led to uncertainty of other dimensions of development. This paper aims to elaborate the roles of institution in reducing poverty and identify indicators to evaluate the performance of pro-poor development, particularly in Indonesian context. The method was literature reviews and specific case study. Sustainable development indicators were employed to evaluate an appropriate strategies by comparing with best practices in several local governments in Indonesia. This paper promotes steps in reducing poverty and provides indicators of pro-poor governance. The result of analysis shows that development planning at local government should have balanced strategies with focus on indicators to accelerate poverty reduction in the regions.

Abstract

The Special Economic Zones for Maritime Industries in Paciran District would create a new activity center in North Lamongan. Indications of rapid development in the northern of Lamongan Region made this district strategic in spatial and economic context, however there was no policy of Lamongan Local Government to regulate land use and control land use development in the Paciran District related to the Economic Zone. The purpose of this study were to identify the characteristics and development of land use in Paciran District Year 1999-2010, to analyze the physical potency and constraints of land and provide land-use zoning recommendations in Paciran district related to the planning of Maritime IndustriesSpecial Economic Zones. Descriptive analysis aimed to identify the characteristics and development of land use, evaluative descriptive analysis was used to evaluate the land policy, the the physical potency and constraints of land and land suitability. Evaluative analysis was used to determine the need for housing land and facilities. Prescriptive analysis was used to determine land use zoning. The results of this study showed that the development of land use in Paciran District was still dominated by unbuilt area, so it has great potentialstodevelopindustrial estates. Based on the analysis, Paciran District should be divided into 13 blocks. For zoningrecommendations, Paciran District was divided into seven main zones, they were: the zone of protected areas, agriculture zone, residential zone, industrial zone, mining zone, forest zone and tourism zone. Zoning of industrial land in Paciran District related to the planning of KEK will be directed to the development of shipyard maritime industries in the village of Kemantren (Block 10) and Sidokelar (Block 11), which covers an area of 540.57 hectares.

Abstract

Penelitian ini menelaah keterikatan tempat (place attachment) masyarakat Bajo di Pulau Bungin, Kabupaten Sumbawa, yang dikenal sebagai pulau terpadat di dunia. Kepadatan ekstrem dan wacana relokasi dari pemerintah menimbulkan pertanyaan bagaimana keterikatan masyarakat dapat bertahan lintas generasi. Penelitian ini bertujuan mengukur tingkat keterikatan tempat dan menilai bagaimana keterikatan tersebut diwujudkan dalam tindakan masyarakat. Metode yang digunakan adalah mixed-methods dengan 157 responden yang dipilih menggunakan rumus Slovin dan teknik purposive, sehingga mewakili beberapa kelompok lama tinggal. Data dikumpulkan melalui kuesioner skala Likert dan wawancara mendalam, kemudian dianalisis secara deskriptif kuantitatif dan dilengkapi interpretasi kualitatif. Hasil penelitian menunjukkan indeks afektif dan konatif berada pada kategori tinggi pada semua kelompok, dengan ikatan yang berakar pada hubungan leluhur, identitas kolektif, serta praktik rekonstruksi ruang. Analisis kualitatif menegaskan bahwa Pulau Bungin dipandang sebagai tanah warisan dan bagian tak terpisahkan dari kehidupan masyarakat. Kebaruan penelitian ini terletak pada pengaitan keterikatan afektif dan konatif dengan adaptasi ruang dalam konteks permukiman padat pesisir. Temuan ini menegaskan bahwa kebijakan penataan kawasan dan program hunian hanya akan efektif bila mengintegrasikan identitas budaya dan ikatan emosional masyarakat.
