Abstract

Tujuan penelitian ini adalah untuk mengatahui bagimana pemberdayaan masyarakat pesisir pantai di Desa Inobonto Dua Kabupaten Bolaang Mongondow. Penelitian ini menggunakan teori dari Winarni mengungkapkan bahwa inti dari pemberdayaan adalah meliputi tiga hal yaitu pengembangan (enabling), memperkuat potensi atau daya (empowering), terciptanya kemandirian. Pemberdayaan masyarakat adalah proses pembangunan di mana masyarakat berinisiatif untuk memulai proses kegiatan sosial untuk memperbaiki situasi dan kondisi diri sendiri sehingga masyarakat menjadi mandiri. Masyarkat pesisir adalah masyarakat yang tinggal didaerah pesisir dan sumber kehidupan perekonomiannya bergantung secara langsung pada pemanfaatan sumber daya laut dan pesisir melalui kegiatan penangkapan dan budidaya yang tersedia. Dalam penelitian ini menggunakan jenis penelitian kualitatif. Masalah bantuan pengembangan (enabling) pemberdayaan masyarakat pesisir pantai dimana pemerintah sudah memberikan program bantuan kepada masyarakat, akan tetapi masalah yang terjadi adalah masyarakat masih mengalami kesulitan dalam menggunakan bantuan tersebut dan perekonomian yang rendah. Memperkuat potensi atau daya (empowering) masalah yang terjadi masyarakat pesisir pantai belum mampu menerapkan apa yang diberikan pemerintah lewat pelatihan dan seminar yang telah terapkan. Masalah kemandirian masyarakat pesisir pantai sudah menerima program bantuan dan pelatihan yang telah diberikan oleh pemerintah akan tetapi masyarakat pesisir masih belum mandiri. Temuan hasil penelitian pengembangan (enabling), memperkuat potensi atau daya (empowering), dan kemandian yaitu masyarakat pesisir pantai sudah menerima program bantuan dan pelatihan pemberdayaan dari pemerintah akan tetapi sebagian masyarakat belum mampu menerapkan apa yang telah diberikan pemerintah, masyarakat kurang aktif dalam kegiatan, sebagian masyarakat tidak mau merubah pola pikir mereka, serta sebagian besar masyarakat ketergantungan kepada pemerintah yang mengakibatkan ketidakmandirian masyarakat pesisir pantai di Desa Inobonot Dua Kabupaten Bolaang Mongondow.Kata Kunci: Pemberdayaan, Masyarakat Pesisir, Program

Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana implementasi Program Beras Sejahtera diDesa Guburini Kecamatan MakkiKabupaten Lanny JayaPenelitian ini menggunakan metode pendekatan deskriptif-kualitatif. Implementasi programberas sejahtera dilihat dari empat dimensi implementasi kebijakan publik dari Edward III, yaitukomunikasi, sumberdaya, disposisi, dan struktur birokrasi. Informan penelitian adalah tenagakesejahteraan sosial kecamatan Makki, Kepala Desa Guburini, Ketua BPD, Ketua Pokja PelaksanaDistribusi Rastra Desa Gurubuni, dan warga masyarakat penerima rastra. Pengumpulan datamenggunakan pedoman wawancara, sedangkan teknik analisis yang digunakan adalah analisis modelinteraktif dari Miles dan Hubernann.Hasil penelitian menunjukkan Komunikasi dalam rangka implementasi programRastra/Raskin di Desa Guburini dilaksanakan dengan cukup baik/efektif. Program Rastra/Raskindisosialisasikan kepada masyarakat baik secara langsung oleh tenga kesejahteraan sosial kecamatan(TKSK), oleh pemerintah desa, oleh BPD, dan oleh kelompok kerja pelaksana distribusi rastra DesaGuburini. Sumberdaya manusia pelaksana program rastra/raskin tersedia yaitu tenaga kesejahteraansosial kecamatan, kelompok kerja pelaksana distribusi rastra/raskin, dan dibantu oleh aparat desa.Sumberdaya finansial untuk pelaksanaan program rastra/raskin disediakan biaya operasionalpelaksanaan rastra/raskin. Disposisi atau sikap pelaksana sudah cukup baik dilihat dari komitmen,konsistensi, kejujuran, dan sikap demokratis dalam melaksanakan program. 4. Skrutkturbirokrasi/organisasi dalam pelaksanaan program rastra/raskin sudah tertata dengan baik dilihat daristruktur organisasi dan mekanisme pelaksanaan program rastra di desa yang sesuai dengan ketentuanpetunjuk teknis.Kata Kunci : Implementasi, Program Rastra.

Abstract

Improving the quality of public services needed by Civil Servants and FreelanceWorkers not only in terms of quantity, but also requires the ability of professionalism that isdirectly proportional to the demands of the community. Human resource development in theranks of government (public organizations) needs to be directed at improving professionalskills accompanied by a spirit of service to the public (community). Professionalism ofbureaucracy and public services is becoming an increasingly strategic policy issue, because itis included as one of the factors that become criteria to achieve the smoothness of the goals ofan organization or agency. This uses quantitative descriptive methods and data collectiontechniques using questionnaires given forty respondents. The results of the validity andreliability tests show each question is valid and reliable. The results of this study indicate thatwhen the Civil Service Police Unit increases professionalism (height) will encourageimprovement quality of public services. .Keywords : Professionalism, Public Service Quality

Abstract

This study aims to determine the impact of micro-community business development policies in Madidir WeruVillage, Madidir District, Bitung City. This type of research used in this study is qualitative research. Thetheory used is based on five dimensions, namely: the impact of policy on public problems and the impact ofpolicy on the people involved, the impact of the policy on circumstances and groups outside the goals orobjectives of the policy, the impact of the policy on the present and the future, the direct costs incurred andindirect costs borne by the community. Data sources used are primary data and secondary data. Datacollection techniques used were observation, interviews and documentation, data obtained from varioussources were obtained and then analyzed into a conclusion. The results of this study that the impact ofpolicies on micro-business development based on capital, marketing, human resource capabilities andtechnological limitations in terms of the impact of policies on public problems and the impact of policies onpeople involved, the impact of policies on circumstances and groups outside the target or policy objectives,the impact of the policy on the present and future conditions, the direct costs incurred and the indirect costsborne by the community shown in the program in the form of venture capital have a successful and successfulimpact on the development of microbusiness communities. However, there is a need for community initiativesto find information about existing programs and are being carried out by the government to developbusinesses.Keywords: Policy Impact, Business Development, Micro Society.

Abstract

Tujuan penelitian ini adalah bagaimana partisipasi masyarakat pada penanggulangan bencana banjir di Kelurahan Paal Dua Kecamatan Paal Dua Kota Manado. Metode penelitian yang digunakan dalam penelitian ini metode penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dalam penelitian ini dilakukan melalui wawancara, observasi dan pengumpulan dokumen. Sedangkan teknik analisa data yang peneliti gunakan adalah kualitatif dengan pendekatan deskriptif Miles dan Huberman. Berdasarkan Hasil Penelitian peneliti dapat ditarik kesimpulan (1) Partisipasi dalam perencanaan dilakukan secara langsung oleh masyarakat kepada pemerintah kelurahan dan secara tidak langsung melalui Lembaga Pemberdayaan Masyarakat Kelurahan Usulan dalam perencanaan berupa perbaikan sarana fisik pembangunan yang rusak oleh karena banjir; (2) Partisipasi masyarakat dilakukan dengan cara menjalankan setiap program yang ditetapkan oleh pemerintah, memanfaatkan bantuan yang diberikan oleh pemerintah  dan organisasi sosial.  Kata Kunci :  Partisipasi, Masyarakat, Penanggulangan, Banjir.

Abstract

Development aims to create a just and prosperous, and prosperous society. In the implementation of thedevelopment to be in accordance with the objectives set, the implementation is greatly supported by goodmanagement and organization. One of the management processes is planning. Without a plan, there is nobasis for carrying out activities in development activities in the context of achieving goals. This study aimsto determine the effect of the ability of the apparatus on village development planning Pangu Satu. Thisstudy uses quantitative research using the dimensions of technical, social and conceptual abilities for thecapability variables and the dimensions of preparation, implementation and institutionalization for theplanning variables for data collection techniques, namely questionnaires or questionnaires, observationand documentation. This research uses simple linear regression analysis. The results of this study are thatthe ability of the apparatus has a positive effect on village development planning. The conceptual ability ofthe government in development planning is in accordance with the procedure but the quality of theprocess is still not optimal, Cooperation and coordination of the village government with village officialsare not going well.Keywords: Ability, Planning, Development

Abstract

DPRD berfungsi dan berperan dalam melaksanakan fungsi-fungsi, budgeting, legislation, dancontrolling. Tantangan pokoknya adalah bagaimana DPRD dapat menciptakan suatu mekanisme kerja yangdapat mengoptimalkan kinerjanya. Menumbuhkan kesadaran DPRD akan fungsi yang diembannya merupakansuatu kebutuhan yang mendesak, karena masyarakat madani sangat berharap banyak agar DPRD dapatmelakukan fungsi-fungsi parlemennya dengan peran yang lebih nyata dan dirasakan manfaatnya bagimasyarakat. Artinya bahwa pelaksanaan penyelenggaraan pemerintahan daerah harus memenuhi akuntabilitaspublic, sehingga diperlakukan sebuah fungsi pengawasan. Dengan fakta ini maka peran pengawasan dari DPRDmenjadi suatu yang vital dalam menjaga roda pemerintah agar tetap dapat berjalan baik. Namun banyak faktamenunjukan masih banyak anggota DPRD yang tidak memiliki kemampuan yang komprehensif untukmenjalankan fungsi pengawsan yang akan mengakibatkan fungsi pengawasan tersebut tidak berjalan baik. Dansesuai hasil penelitian DPRD Kabupaten Bolaang Mongondow tidak melakukan fungsi pengawasan secaraoptimal atau dengan kata lain pelaksanaan pengawasan yang telah dilakukan tidak efektif atau tidak membawaperubahan dalam mengatasi masalah – masalah pembangunan yang dilaksanakan di DPRD kabupaten BolaangMongondowKata kunci: Efektivitas, Fungsi Pengawasan dan DPRD Kabupaten Bolaang Mongondow

Abstract

The purpose of this study is to determine the evaluation of women's representative policies in the ManadoRegional Representative Council. The research concept used in this study is to use a type of qualitativeresearch with a descriptive approach. Then the data collection technique is done by interview, observation,and documentation. Data analysis techniques in the study used qualitative data analysis of Miles andHuberman. The results showed that the evaluation of women's representative policies in the ManadoPeople's Representative Council was classified as good as seen from the number of women councilors whowere able to meet the regulations regarding a minimum of 30% involvement of women in parliament, but interms of the role of women councilors in determining and decision-making on unfinished policies. So it canbe concluded that the evaluation of women's representative policies in the Manado Regional RepresentativeCouncil has not been maximized in terms of the role of its female councilors.Keywords : Evaluation, Policy, Representative, Women

Abstract

The central government allocates Village funds to support the development in Pinamorongan Village, Tareran District, South Minahasa Regency. However, in the course of the Village Fund, there are still indications of problems related to what is generated, the lack of development from the non-physical side to improve the welfare of the community and in improving the quality of life in the Village. This research uses a qualitative approach. Data obtained from interviews, observations and documents. Data analysis was performed through data reduction, data display, conclusion drawing. The findings of this study are that the development carried out by the Village Government sourced from Village funds in the Pinamorongan Village of the Tareran District has a positive and negative impact on the economic, social and environmental fields. The Pinamorongan Village Government should first determine and consider the goals and focus of the development that will be carried out and provide opportunities for people who are able to be involved in the development project as well as the ongoing maintenance of the facilities and infrastructure that has been built as well as replanting trees in the Watuleley tourist site. . Keywords: Impact of Policies, Village Development, Village Funds

Abstract

Community empowerment is a development process in which the community takes the initiative to startthe process of social activities to improve the situation and condition of oneself so that the communitybecomes independent. Coastal communities are people who live in coastal areas and their livelihoods ofthe economy depend directly on the utilization of marine and coastal resources through available fishingand cultivation activities. In this study using a type of qualitative research in which this research isdescriptive in nature that is conducting in-depth interviews collecting primary data and collectingsecondary data, i.e. then the results of primary and secondary data are processed and data will beobtained. The results showed that the problem hampering the empowerment of coastal communities inInobonto Dua Village Bolaang Mongondow District was where the government both the BolaangMongondow District Fisheries Office and the village government had provided programs in the form oftraining and assistance to coastal communities in Inobonto Dua Village but in the problem the communityis not good enough managing the assistance that has been provided and the community is not goodenough to implement the training that has been given by the government to the coastal communities. Andalso coastal communities are not good in terms of independence because most people are still dependenton government assistance and do not want to be independent themselves and coastal communities also stillexpect work calls from other communities to become helpers or workers for them to make money. This hasbecome the majority of the people who are not independent because they are unable to apply what thegovernment has given to them which results in a low economy and increased poverty in Inobonto DuaVillage Bolaang Mongondow Regency.Keywords : Impact, Policy, Development, Infrastructur, Road
