Abstract

Tujuan penelitian adalah untuk mengetahui kinerja sekertaris desa dalam penataanadministrasi desa di Desa Gangga Satu Kecamatan Likupang Barat Kabupaten Minahasa Utara.Penelitian ini menggunakan metode pendekatan kualitatif. Informan penelitiana adalah KepalaDesa (1 orang), Sekertaris Desa (1 orang), dan staf/pegawai pemerintah desa (3 orang); sedangkaninforman dari masyarakat penerima pelayanan sebanyak 5 orang jadi total informan ada 10 orang.Pengumpulan data menggunakan pedoman wawancara, sedangkan teknik analisis yang digunakanadalah analisis model interaktif dari Miles dan Hubernan. Berdasarkan dari hasil penelitian yangtelah dilakukan oleh penulis, maka dapat disimpulkan sebagai berikut : (1) Responsiveness(Responsivitas) atau kemampuan untuk mengenali tuntutan masyarakat terhadap pelayanan,menyusun agenda, dan prioritas layanan sudah sangat baik. dimana dapat kita lihat bahwa agendakerja dan skala prioritas yang dibuat mengacu pada aturan dan standar operasional yang telahditentukan oleh pimpinan melalui musyawara bersama berlandaskan pada tuntutan dan kebutuhanmasyarakat sehingga pemahaman terhadap tuntutan dan keluhan masyarakat dapat ditanganidengan baik. (2) Responsibility (Responsibilitas) disini menunjukkan kegiatan pelayanandilakukan sudah ssesuai dengan prinsip-prinsip administrasi. Dalam hal ini proses perencanaan,pengorganisasian, aktualisasi dan pengawasan berjalan dengan sangat baik walau beberapa kendalaseperti miskomunikasi terjadi namun bisa diatasi dengan mudah. (3) Accontabilit (Akuntabilitas)menunjukkan bahwa kebijakan dan kegiatan unit kerja sebagai organisasi yang harus mampumempertanggung jawabkan seluruh aktifitas dan operasionalnya sudah menunjukan hal positifdimana proses pertanggung jawaban disini dilakukan melalui laporan pertanggung jawaban yangditujukan kepada pimpinan pemerintah desa dalam hal ini hukum tua/kepala desa, BPD,kecamatan, dan yang paling penting kepada masyarakat dalam rapat atau musyawara bersama yangdihadiri setiap komponen desa. Laporan pertanggung jawaban ini berisi segala bentuk dokumentasidan administrasi terkait penyelenggaraan pemeritah desa, penyelenggaraan kegiatan atau programkerja desa, keuangan, dan segala bentuk pelayanan publik berserta pembuktiannya.Kata Kunci : Kinerja, Sekretariat Desa Penataan Administrasi Desa

Abstract

ABSTRACT: The purpose of this study was to determine the effectiveness of the supervision of theHead of administration of the village in the district Talawaan North Minahasa regency. Research usingqualitative methods. The informants were 12 people consisting of: Head, Head of Governments of theDistrict, 3 Village Head, 3 administrators BPD, and 3 administrators LPMD.Collecting data with interview techniques; while the data were analyzed using qualitative analysistechniques interactive model of Miles and Hubernann.Based on the results of the study it can be concluded: (1) Control Head of the administration of thevillage in the district of North Minahasa Regency Talawaan effective enough views of things: thesupervision of the preparation and implementation of regulations and rules village head; supervisionorderly implementation of village administration; Supervising the management of village finances;supervising the implementation of the tasks and performance of the village head and village; supervision ofthe implementation of the tasks and functions of BPD; supervision of the implementation of tasks andfunctions LPMD; means / measures to evaluate the administration of the village; means / measurescorrecting irregularities in the administration of the village administration. (2) Control Head can realizeEffectiveness village governance.Based on the conclusion of the study suggested: (1) Head should be more exercise directsupervision that is down to the villages to monitor and evaluate the direct administration of the village. Abstract

Research that has been conducted aims to analyze how the Implementation of Policy Determination of InterCity Public Transportation Tariff in North Sulawesi Province. The method used in this research is qualitativemethod. Based on the results of the study can be concluded that the Implementation of the PolicyDetermination of Inter-City Public Transportation Tariff in North Sulawesi Province has not been runningproperly. Judging from the survey results in the field based on the amount of tariff written in the Decreeissued by the Governor of North Sulawesi. In the actual tariff rules on the route Kawangkoan - Manado tariffas per SK Rp 12.600, - in fact the current tariff of Rp 15.000, - route Manado - Langoan Rp 15.000, - to Rp17.000, - Manado - Tondano route Rp 9,400, - to Rp 10,000, - Manado - Tomohon route Rp 7, 400, - to Rp8.000, - Manado - Kotamobagu route Rp 34.500 to Rp 55.000, - Manado - Bitung route Rp 9,700, - to Rp10.000, - and route Manado - Amurang Rp 13.800, - to Rp 15.000 , -.The sanctions stated in Article 10 in thePergub of North Sulawesi number 13 of 2016 which should be feared by the recipients of policies that violatethe rules are in fact not known by the recipients of the policy so that it becomes something that is consideredunimportant to something that is not important to be conveyed and known. Furthermore, four factors thatdetermine the success of a policy implementation of communication, resources, disposition, bureaucraticstructure has not been implemented and a barrier to the successful implementation of the policy ofdetermining public transportation rates. Lack of public respect for existing policies for various reasons thatexist inhibit the implementation of a policy. To solve the existing problems in the implementation of the intercity public tariff policy adoption in North Sulawesi Province, provincial and district / city governments aspolicy makers and policy-makers should be concerned about whether or not a policy should be implemented.Keywords: Policy Implementation, Public Transportation, Tariff.

ABSTRACT : The employment issue in the Sula Islands District has now reached an appreciable conditionmarked by large unemployment and underemployment, relatively low and uneven incomes, on the contraryunemployment and high unemployment are a waste of human resources and potential, the burden of familyand society, the main source of poverty, can encourage increased social and criminal unrest, and canhamper development in the long run, the future development of the Indonesian nation.Low unemployment rates can reflect good economic growth, and can reflect improvements in the quality ofthe livelihoods of the population and increased equity of income, hence the welfare of the population maythen increase. Abstract

Abstrakperan adalah aspek dinamis kedudukan(status). Apabila seseorang melaksanakan hakdan kewajiban sesuai dengan kedudukanyamaka ia menjalankan suatu peranan. Setiaporang memiliki macam-macam peran yangberasal dari pola-pola pergaulan hidup.transparansi adalah keterbukaan pemerintahdalam memberikan informasi yang terkaitdengan aktifitas pengelolaan sumber dayapublik kepada pihak yang membutuhkan,Sehingga keterbukaan pemerintah khususnyakepala desa dalam hal pengelolaan keuanganmerupakan kepuasan tersendiri bagimasyarakat. Penelitian ini merupakanpendalaman mengenai bagaimana perankepala desa dalam mewujudkan transparansipengelolaan keuangan Desa Lalue KecamatanEssang Kabupaten Kepulauan Talaud. Metodeyang digunakan adalah penelitian kualitatifdimana peneliti mendeskripsikan data darihasil pengamatan, wawancara dan studidokumen. Peneiltian ini utuk menilai adanyarasa tanggung jawab, kepastian akan sasarandan tujuan serta kejelasan mengenaipelaksanaan tugas. Berdasarkan hasilpenelitian mengenai peran kepala desa dalammewujudkan transparansi pengelolaankeuangan di desa lalue ternyata terungkapbahwa peran yang dilakukan sudah baik,meski masih ada beberapa orang masyarakatyang mengganggap bahwa belum sesuaidengan harapan mereka. Kepala desa jugamemberikan pengakuan bahwa didalamlingkup pemerintah desa lalue masih memilikikelemahan dalam hal kemampuan sumberdaya manusia dari tiap perangkat desa yangmenyebabkan ketidakpuasan dari masyarakatterhadap pelayanan yang diberikan. Jadi,Peran dari kepala desa dalam mewujudkantransparansi pengelolaan keuangan dalam hal,adanya rasa tanggung jawab, kepastian akansasaran dan tujuan dan kejelasan mengenaipelaksanaan tugas telah sesuai denganharapan masyarakat akan tetapi tetap perluada pembaruan peningkatan kinerja,kecakapan, kehandalan dan sinkronisasidalam melakukan pekerjaan.Kata kunci : Peran, Transparansi, PengelolaanKeungan

Abstract

The village fund allocation of aid programs aim to support the development programs of the village to mensejah terahkan people. Based on Act No. 6 of the year 2014 of the village, the village had a source of income in the form of original income areas, for the results of the local tax and levy County/City, part of the Fund's financial center and the berimbangan received by kabupaten/kota, the allocation of the budget STATE BUDGET, financial assistance from the NATIONAL BUDGETS of the provinces and kabupaten/kota.The focus in this study was the implementation of the policy on allocation of Funds the village to find out the extent of the success of the implementation of the policy of the ADD-ON as seen from the factor endowments and penghambatnya factors. This policy aims to let how ADD can be used with a good, correct and according to needs of the villagers.The research method used is descriptive qualitative approach method. The instruments in this study is the researchers themselves based on indicators of policy implementation theory according to the model of Merilee s. Grindle. Charge indicators will consist of the contents of the policy and the policy context. Data analysis techniques used in this research is interactive analysis techniques according to Miles and Huberman.The results of this research on indicators of policy content (content policy), that ADD it is true – true to the people, although there are still many communities that have a difference of persepdi with the village because of his lack of socialization from the village of Kalasey in the village of ADD to question two, direct benefits perceived by the people of the village also Kalasey two, and then implementing this policy ADD-ON runs pretty most from village chief to the councilor who deal directly with the application of the allocation of funds. Whereas, in the context of the ADD Policy in the village Kalasey, village officials are already running or apply an ADD in accordance with the needs of the community in the village of Kalasey, in addition to Two basic tasks and functions of each of the apparatus of the village though it looks not too good in coordination but until then this is already good enough in communications, both from the village chief, Secretary of the village, the village Treasurer, BPD , and LPM.Keywords: Implementation Of Policy, The Allocation Of Funds.

Abstract

The purpose of this research is to know the implementation process of economic empowerment program ofcoastal community in Belang Subdistrict of South Minahasa Regency. This is due to poorly targeted aid,poor quality of beneficiary community resources, misuse of relief goods, and lack of cooperation betweenthe Office of Marine and Fisheries with the District Government. To be able to describe the implementationof economic empowerment program of coastal community in District Belang Regency of South Minahasa,researcher use descriptive qualitative research method. Data obtained through primary and secondary datasources with interviewing, obserfasi and document review techniques. Data analysis is done by datacollection, data reduction, data presentation, and conclusion. The results of this study indicate that thisprogram is quite helpful in improving the economy of the community but in its implementation is still foundthat the distribution of aid that is not on target and with limited human resources of the beneficiaryfishermen groups resulted in the misuse of relief goods. Recommendations that can be put forward are bytightening the data collection of fishermen groups, providing maximum assistance to each group andmaking a statement not to abuse the relief items received.Keywords: Policy Implementation, Economic Empowerment, Coastal Communities.

Abstract

Bureaucratic behavior is essentially the result of bureaucratic interaction as a collection of individualswith their environment. Deviant bureaucratic behavior is more accurately seen as a bureaucraticpathology or a symptom of bureaucratic deviation. In relation to bureaucratic behavior in providingservices in the sub-district, its position, role, and function cannot be separated from individuals as subdistrictofficials (employees) who have perceptions, values, motivation, and knowledge in order to carryout social duties, functions, and responsibilities in providing services. Human behavior in organizationslargely determines the achievement of maximum results in order to achieve organizational goals.Human behavior is a function of the interaction between individuals and their environment. Eachindividual has its own characteristics, and these characteristics will be brought when he entered acertain environment. These characteristics include abilities, personal beliefs, needs, and experience.Likewise, organizations within the sub-district scope of each individual (bureaucrat) have certaincharacteristics, namely the order that is realized in the hierarchy, work, tasks, authority andresponsibility, so that they are required to be able and consistent in providing services to thecommunity.Keywords: Behavior, Bureaucracy, Public Service

Abstract

This study aims to determine the role of local governments in promoting Tanjung Baong tourismobjects in Soasio Village, Galela Subdistrict, North Halmahera Regency, which are reviewed in planningin promoting an object and implementing and evaluating. Promoting tourism objects aimed at attractingtourists who come by sebap that there must be clear information and the government must also have astrategy to influence tourists to be interested and interested in visiting these attractions. The role of bloodgovernment is very important to realize the wishes of the village government and the community tointroduce Tanjung bongo out and to be better known by the outside community.
