Abstract

The purpose of this study was to determine the performance of the village government in the implementation ofnon-physical development in Tolotoyon Village, Pinolosian District, Bolaang Mongondow Selatan District. Thisstudy uses a qualitative method. There were 10 informants in this study consisting of the Village Head (1 person),Village Secretary (1 person), Head of General Affairs and Village Planning (1 person), Head of Welfare andServices Section (1 person), BPD (1 person), and the community (5 people). Based on the results of researchconducted by the author, that : in general the performance of village governments in the implementation of nonphysicaldevelopment based on (1) Productivity or referring to the work of public organizations is good startingfrom the planning process, program preparation, and implementation of development in the non even thoughphysical results have not yet reached optimal results, where there are still non-physical development programsthat have not yet been realized. (2) Responsiveness The ability to recognize the needs of the community is goodwhere the village government is always open in terms of receiving proposals and what is the complaint from thecommunity. Seen from a number of proposals from the community that are included in the non-physicaldevelopment plan and the response from the village government itself is very accepting and supporting what thecommunity proposes. (3) Accountability shows the size of policies and activities of the public sector that can beaccountable to the public. The process of village government accountability in the implementation of nonphysicaldevelopment has shown a positive thing by making a report on the realization of the development programdelivered by the leadership in this case the village head to all levels of village government, BPD, and thecommunity in joint meetings or deliberations. This accountability report is submitted in oral and written formand in the form of documentation of programs that have been realized or have been carried out.Keywords: Performance, Village Government, Non-Physical Development

Abstract

AbstractMany giant companies were initially very rapidly growing, but suddenly closed or broke. Indications of thecause of the company failed to operate its business one of them is Human error or human errors in carryingout management function. Based on the objective of this research is to know how the role of managementfunction of natural resources (steam power) in PT. Pertamina Geothermal Energy Area Lahendong KotaTomohon.Based on the problem formulation and in accordance with the objectives that want to be achieved in thisstudy then the type of research used in this research is qualitative descriptive research. Data collectiontechniques are conducted using observation, interviews, documentationBased on the results of the study with the interview method of several employees at PT. Pertamina GeotermalEnergy Area Lahendong found management of natural resources management at PT. PertaminaGeotermal Energy Area Lahendong seen from the process of planning has been working well that followsthe guidelines of the work that has been established including the implementation strategy, spatial design,and recruitment of personnel/employees. From the organizing process of people – people involved inmanagement management can be said to be good because all work in accordance with the field of theirduties – each with a clear division of work so that it has almost no obstacles as well as the timeliness ofmanagement work set strict discipline comes timely and also home according to the time prescribed for thosewho violate the rules are sanctioned until the dismissal Based on the results of the research found the factthat there is still abuse of power by managers where many employees were fired for unreasonable reasons.Keywords: management, management, natural resources

Abstract

The implementation of the SIMDA policy in the BPKAD regency of the Talaud islands has beenimplemented since 2007. But in the implementation of this policy it is still not work properly. There are stillobstacles in implementing this policy. Such as frequent occurrences of interference/damage to networkapplication system, facilities and supporting infrastructure such as computer which is inadequate, besidesthe limited ability of human resources possesed, and the placement of employees who are not yet inaccordance with their competencies and capabilities. Besides that, BPKAD regency of Talaud islands relieson the BPKP in the preparation of regional government financial reports. Thus the conclusion that can bedrawn from the results of this research is that communication in the implementation of the SIMDA policyin BPKAD Talaud islands regency has been carried out before this policy was implemented throughsocialization, meetings, and coaching activities at each meeting. The amount of human resources ownedare sufficient, but in their placement it is not in accordance with the competencies and capabilities as wellas facilities and infrastructure that are inadequate. The attitude of the implementer SIMDA in BPKADTalaud islands regency is very good, this can be seen from the value of professional intergrity, commitment,sincerity, and the synergy between the leadership and staff in carrying out their duties. Bureaucraticstructure, in carrying out its duties, employees have referred to the existing standard operating procedures,as well as the distribution of tasks and responsibilities to each field in accordance with their main tasks andfunctions.Key word: The Implementation of regional financial, management information system policies.

Abstract

The existence of professional apparatus in various public institutions is still limited, it is necessary to getserious attention to the implementation of government duties and education services can be realizedoptimally. Based on the problem then the purpose of this research is to know how effectiveness of theimplementation of education and training in the leadership of civil state apparatus in the Sangihe IslandsDistrict Education Office.This research aims to determine the effectiveness of the development supervision function by the DistrictEducation Office of Sangihe Islands. Therefore, in order for this research to know clearly related to thepurpose of this research, the authors chose to use a descriptive research method with a qualitative approach.By applying a qualitative approach has a broader opportunity to interact with the research object, so as toenrich and deepen the study in the research the author is doing. The analytical technique used in thisresearch is a qualitative analysis technique which is a research procedure that generates descriptive data inboth written and oral words. The approach in this method of analysis is to use interactive analysisThe results showed that the implementation of the ASN leadership training in the Sangihe Islands DistrictEducation Office can be said to be ineffective because it is not suitable for the purpose that has beenestablished or what is expected. Judging from the timeliness of the implementation of training time so farthere are many ASN who are still in line waiting for the turn can be included in training Tepatan time oftraining by the district and provincial Training agency, making the performance of training body becomeineffective. Judging from the benefit dimension of training implementation of ASN ability especially ineducation environment need to be done evenly and contributed on all ASN in order to increase competencein accordance with standardization teachers will be professional in planning and managing learningprocess in school.Keywords: effectiveness, education and training, leadership, civil apparatus of the state

Abstract

ABSTRACT: This study departed from the indication of the low participation of villagers / villageMilinggame Tiomneri District in the process of rural development. Questions / research problems to beaddressed are: (1) how the level of public participation in decision making processes in their villagedevelopment program; (2) how the level of participation of rural communities / villages Milinggame inthe implementation process in their village development program.The method used is descriptive method .. Respondents many as 58 heads of family were taken atrandom side (random) of as many as 520 households in the village Milinggame. Collecting data usingquestionnaires / questionnaire and assisted with interview techniques. The analysis technique used isdescriptive analysis (analysis of frequency distribution and percentages).The result showed: (1) In terms of indicators used it turns out most of the respondents have neverparticipated in the decision-making process of development programs in rural / village; (2) In terms ofindicators used it turns out most of the respondents have never participated in the implementation ofdevelopment programs in rural / village.Based on the results of the study conclusion: (1) Public participation Rural / Village Milinggame in thedecision making process for rural development programs / villages are generally low; (2) Publicparticipation Rural / Village Milinggame in the process of implementation / execution of developmentprograms, rural / village generally low.Departing from the conclusions of these studies it is suggested: Necessary efforts are moreeffective to increase community participation Village / Village Milinggame District Tiomneri in theprocess of rural development, such as: providing information / counseling or motivation to thecommunity, to optimize the role of community institutions (LPM, PKK, and others) in the construction ofthe village / town, enhancing the role of social organizations / religious in mobilizing communityparticipation, and optimize the implementation of democracy in the preparation of developmentprograms in rural / village.Keywords: community participation, rural development.

Abstract

Abstract: this research is moving on from a phenomenon still the existence of weaknesses in the implementation of thesupervision of the head toward the implementation of APB-village, so that the objective of the research was to find outhow the supervision of the head in the implementation of APB-village Subdistricts Of North Minahasa Regency Kauditan.This research uses a quantitative approach method. The informant is head of research/Secretary of the district, the villagechief, caretaker and administrator BPD LPM, in total as many as nine informants. Data collection using the guidelinesof the interview, while the analysis techniques used are interactive model analysis from Miles and Huberman.The results showed a direct Supervision in the implementation of APB-head of the village has not been implementedoptimall by performing the construction directly against the Government in the preparation of APB village-Village;perform evaluation of the draft local regulations about APB villages before submitted to the Governors; monitoring directlyinto villages against the implementation of APB-Village; and down directly to the village if there is information orreports about the discrepancies or irregularities. Indirect supervision towards the implementation of APB-well done by theVillage Head by requesting written reports periodically every quarter on the development and realisatio implementation ofAPB-Village; ask for oral explanations and reports to the head of the village on the implementation of APB-coordinationmeeting at the level of Village sub district; and do report evaluation of the realization of the APB villages eachsemester that will be presented to the Governors.Keywords: Supervision, Camat, Budget.

Abstract

Adolescence is a transition from children to adulthood. Teenagers' lives are crucial for their future lives. This study aims to determine the effectiveness of youth counseling programs in the City of Manado population and family planning control agency. This research uses descriptive qualitative research type. Data collection techniques used were observation, interviews and documentation. The effectiveness of the Youth Counseling Program in Manado City is still not good. In terms of indicators in accordance with the research focus of researchers, namely the objectives, integration, and adaptation of the implementers of this program. It can be seen that this program has clear objectives in accordance with what is stated in the 1945 Constitution and Law no. 52 of 2009 so it needs to be seen also whether it is well integrated and able to adapt.Keywords: Effectiveness, Youth Counseling Program

Abstract

Public welfare is the aim and effort of the government through efforts such as increasing economic growth.To improve community welfare is inseparable from the implementation of policies. In implementing existingpolicies, development must be truly carried out in accordance with what is formulated by the villageapparatus and the community. The purpose of this study was to determine the implementation of communitywelfare improvement policies in East Towuntu Village, Pasan Sub-District, Southeast Minahasa Regency.This research uses descriptive qualitative research methods. Data collection techniques used wereobservation, interviews and documentation. To see how the implementation of community welfareimprovement policies in East Towuntu Village. In terms of indicators in accordance with the research focusof researchers, namely Idealized polic, Target groups, Implementing organizations, and Environmentalfactors. In reality, the implementation of policies to improve welfare for development also has not yetbecome a priority but has been forced to work, even though the results have not yet benefited the community,and need attention to the government of East Towuntu Village. In compiling planning, the villagegovernment should conduct a comprehensive study so that the results of development are right on targetand in accordance with needs, not just thinking that the important thing is not to break the rules, in the endone of the objectives of the dandes is to improve community welfare.Keywords: Implementation, Improvement, Community welfare.

Abstract

The purpose of this study is to explain the ability to carry out the functions of the people’s RespresentativeCouncil of north Minahasa Regency The research concept used in this research is to use this type ofresearch by participant observation, in-depth interviews, and documentation studies. The result of thestudy concluded that functions of the people’s Respresentative Council of North Minahasa Regency hasnot been well achieved because of the lack of understanding of the members of the council on thetechnical work much helped by the support of staff and experts, in desicion-making faction based on theparty’s instructions, members of the council have not been able to adapt well to work relations as thefunction of the council, and are less able to criticize the RAPBD and the oversight function is not workingproperly. So it can be concluded tha ability of the board members functions is not maximal or optimal.Keywords :Ability, Implementation, Function
