Abstract

Abstract: The supervisory function is an essential part of the management process Operational Assistance(BOS). The purpose of this research is to find out how the supervisory functions of the Fund Schooloperational assistance (BOS) by Education Office city of Manado. The research method used is descriptivequalitativemethod. The location of the research on select three SDN from SDN 04 Manado, Manado, andSDN 21, SDN 100 Manado. Informant research as many as eight people: Head of education city of Manado(one person), the management team School operational assistance BOS from city Education Office (oneperson), Headmaster (three people) and a school Committee/student parents People (three people) datacollection Techniques used are interviews. Data analysis was done with a descriptive-qualitative analysistechniques, interactive model of the Miles and Hubernann. Based on research results drawn conclusion: Thesupervisory function and Operational Assistance School by the education service Manado well implementedthrough the use of the means/methods of supervision that exists: the implementation of the technicalinstructions consistently BOS by schools, socialization and coaching against the school in the managementand reporting of the Fund's School operational assistance (BOS), monitoring or monitoring on a regularbasis, the implementation of the reporting system by the BOS of the school funds on a regular basis, and theevaluation of the implementation of the Fund's School operational assistance (BOS) at the school. Referringto the conclusions of the study results presented suggestions: (1) to be more effective the supervisory functionsof the Fund's boss, let the Manado City Education Office parties set the school superintendent accompanyingthe management team School operational assistance (BOS) in doing the monitoring and supervision of fundmanagement School operational assistance (BOS) at school. (2) the functional Supervision by supervisoryinternal functional apparatus (inspectorates or supervisory area) need to be implemented to support thesupervisory funded by the management team of the city Education Office School operational assistance (BOS)in supervising and checking the use and the School operational assistance BOS at the school. Abstract

Abstract : Service can be defined as providing services (serving) the needs of people or communities who have an interest in theorganization in accordance with the rules and procedures that have been established. When associated with publicadministration, service is the quality of bureaucratic service to the community. Quality of service in general can be seen fromsome of the characteristics that determine the good of a service product that comes from government policy. Based on initialobservations made by researchers at the Agrarian Office and Spatial/Land Agency of Manado City, there are several problemsthat still occur in the process of making land certificate service which some of them complained about by the public. This studyaims to determine the Quality of Land Certificate Preparation Service in the Agrarian Office and Spatial/National Land Agencyof Manado City. The quality of public services can be measured from five dimensions, namely tangible, reliability,responsiveness, assurance, and empathy. The research method used is qualitative, where research is used to research on naturalobject condition, and the researcher is the key instrument. Sources of research data consist of primary data and secondary data.The research informant consisted of officials and employees of service providers as well as a community of service users totalingfifteen persons. Technique of collecting data is done by observation, interview, documentation and triangulation. This researchuses data analysis techniques from Miles and Huberman which consists of three steps, namely data reduction, data presentationand conclusion.Keywords: Service Quality, Making Land Sertificates.

Abstract

The policy of beach reclamation on Boulevard Manado which is quite extensive has caused some problemsor incompatibilities in terms of the socio-economic conditions of fishing communities around thereclamation area. After the coastal reclamation policy was implemented it turned out to have an impact onthe surrounding fishing community who had difficulty in finding fish and meeting their needs. So in gettingthe formulation of the problem of how the socio-economic impacts felt by the fishing community due to thepolicy of coastal reclamation on Boulevard Manado, especially in Sario District. The purpose of thisresearch is to provide an overview and analyze the socio-economic impacts felt by fishing communities asan impact arising from the policy of coastal reclamation on Boulevard Manado. This research wasconducted to evaluate the impact of the coastal reclamation policy. In evaluating the impact of this policy,the researcher used the theory of impact evaluation or summative evaluation with the eveluation method ofRossi and Freeman, then used the Act and a number of other advocate theories. Abstract

The existence of street vendors around the Kelapa II Entrop considered to be the cause of traffic congestionand disturb the beauty of the City. Along with the increase in street vendors Departement of industry andcommerce specifically the trade department do arrangement to street vendors by registering also socializingand prepare a place for traders. The purpose of this study to find out how the street vendor arrangementpolicy. The method used this study is a qualitative by using method of observation,interviews,anddocumentation. Result of the study shows that policy implementation of the street vendors arrangementatnot maximal, this is due to several problem and obtacles that keep trader from selling.Keywords : implementation, policy, street vendors arrangement

Abstract

ABSTRACT :APBDesa ( Income Expenditure Budgeting of Village ) is an explanation needsin building the village as defined in Ministry of Home Affairs Regulation No. 37 Year 2007on Guidelines for village financial management. The aim of this study is to determine theimplementation of village income expenditure to support the rural development in betelenvillage so that the data and information about constraints to the implementation of villageincome expenditure budgeting to supplort the rural development in Betelen village contained.This study uses qualitative research, the simple of informants selected by purposive sampling,sampling technique with particular data source (sugiono 2008). The key informants areselected from five jaga (5 areas) in Betelen village which is consist of village headmen,village secretary, village consultative body chairman, traditional leaders, religious leaders,youth leaders and four communities. A total 15 informants were selected and interviewed..The research results show, that the managerial capacity in financial management of thevillage officials is still lacking, transparency in financial management have not been fullyvisible, there is still confusing in budget management, participation or communityinvolvement in the process of overseeing and providing constructive feedback on theimprovement of financial management has not been fully maximized.

Abstract

The essence of e-KTP is one form of identity programmed online and is very helpful for theprocess of disclosing a crime, by getting instructions online through registration of population identitynumbers (NIK), where first there is a district / city code, date of birth and original number. These problemscan be grouped into three types of perceptions, namely: first perceptions about people's experience of EKTP,both perceptions of community knowledge about E-KTP, thirdly Perception regarding communityevaluation or evaluation of E-KTP. This study uses descriptive qualitative research methods. The researchinformants were 8 (eight) informants namely 1 sub-district head, 1 secretary, 1 ASN, 5 community members.Data collection techniques used are Interview Technique, Observation / Observation Technique, and DataAnalysis Technique used namely Data Reduction, Data Presentation, and Conclusion Withdrawal. Basedon the results of the research in Mooat Subdistrict, Bolaang Mongondow Timur Regency in the PublicPerception of the implementation of E-KTP in Mooat Subdistrict, Bolaang Mongondow Timur Regency asfollows: first, Perception Regarding Community Experience about E-KTP in the service process can beadequately handled and can be seen from the provisions - provisions or mechanisms in carrying out theprocess of providing services that are quite clear and directed, and making appropriate decisions with theissuance of special policies in minimizing delays in E-KTP services with a Record Certificate (SKP) whichhas the same function as E-KTP. Secondly, the Perception of Community Knowledge about E-KTP, can behandled enough that can be seen from the mechanism of E-KTP service delivery which is quite clear andalso provided a special section to provide information and direction from the leadership such as the servicesecretary to provide services equivalent to the services provided by banks. Third, Perception RegardingCommunity Evaluation or Evaluation of E-KTP in the service process has been adequately addressed andcan be seen from a special section to provide information to the community that came to receive servicesand supported by a fairly large and clear information board.Keyword : Perseption, Public, Implementation Of E-KTP Program

Abstract

This research was conducted to explain the supervision on the operational standards of domesticscheduled commercial economy class passenger service procedures by the Territory VIII AirportAuthority Office. By using a qualitative design with descriptive analysis, it was found thatsupervision was carried out using Standard Operating Procedure Inspection Procedures forScheduled Commerce Route Permits and Passenger Service Classes of Domestic ScheduledCommercial Air Transport Business Services that were adjusted to the Pre-Flight, In-Flight andPost-Flight stages. The conclusion of the research is that the supervision of Region VIII AirportAuthority Office on the economy class passenger service standard for commercial airtransportation at Sam Ratulangi Airport is done more directly than indirectly. This studyrecommends a regulation that gives authority to the head of the airport authority office to takeaction on the negligence of services, the need for the use of digital corporate government in receivingand following up on errors in the application of standard operating procedures for services, theneed for coordination and synchronization of supervision programs from the Regional AirportAuthority Office VIII with Angkasa Pura II as the manager of Sam Ratulangi Airport and theAirlines operating at Sam Ratulangi Airport.Keywords: Supervision; Standard Operating Procedures; Service

Abstract: Education and training aims to provide an opportunity to improve the skills and personnel in theirskills, especially in areas related to leadership or managerial required in the achievement of the objectives ofthe organization. In fact the structural Training is not given to most of the ASN in Bitung cityareas Secretariat, thus causing some structural position of Echelon IIIand IV Echelon structural position still held by the ASN which has yet to meet the requirementsof appropriate structural level Training position. These conditions cancause structural officials leadership competencies to be weak or insufficient. Based on the issue of thepurpose of this research is to find out and measure the influence of the education and training of leadershipcompetencies to increased structural apparatus of the civil State in the Secretariat of the Regional City ofBitung.This research is exploratory research method. This usage of the intent to address education andtraining Are a structural effect on the competence of the leadershipof the Civil State Apparatus in Bitung city areas Secretariat”The results showed significant relationships had a structural Training againstthe leadership competencies ASN in the Secretariat City of Bitung. It is seen from the value of the correlationR = 0.86 turns approaching the maximum value of the correlation coefficient (1.00), and the value of thecoefficient of determination (R-square) of 0.74 has significance that the development/enhancement ofleadership competence ASN in Bitung City Area is the Secretariat of 74 or 0.74% determined/ influencedby variable structural Training, while the rest amounted to 26% specified/ influenced by other variables.This means that the higher the structural Training undertaken/ gainedASN then the higher leadership competencies from the ASN concerned. Structural determinationof power have training/ significant deciding against the leadership competencies ASN in theSecretariat City of Bitung. This means that the level of competence of the leadership of the ASN issignificantly influenced by structural Training followed/retrieved. Abstract

The aims of this research is to examine the effectiveness of implementation AyoNabung Sampah program in maintaining environmental cleanliness in the subdistrict of Maesathe city of Bitung. This research use descriptive qualitative approach with theory of effectivenessby Sondang Siagian (2000). The informants of this research are the parties involved in theimplementation of the Ayo Nabung Sampah program in Maesa subdistrict. The collectiontechniques used interviews and documentation and the data analyzed can be done by datareduction, data presentation, and resulting the conclution of the data. The results showed thatthe Ayo Nabung Sampah program already operating effectively enough. It can be seen from theclarity of objectives to be achieved, goal achievement strategy, analysis process and the steadypolicy formulation, good planning, preparation of appropriate programs, and the availability ofinfrastructure. However, there are still two imdicator are didn’t optimal, that is goalachievement strategy, the strategies used in this case are socialization and promotion, thesocialization and promotion carried out are not optimal because the mindset and behavior of thesociety are not able tp be changed. the socialization and promotion carried out are not optimal isalso impact on not understanding the society and also external parties regarding the purpose ofthis program. And the second indicator is the availability of infrastructure in Kekenturan SatuUrban village are still did’t optimal.Keywords: Effectiveness, Ayo Nabung Sampah program

Abstract

Penelitian ini bertujuan untuk menganalisis dampak sosial ekonomi masyarakat sekitar PTTropica Cocoprima di Kecamatan Tumpaan Kabupaten Minahasa Selatan dalam upaya pengembanganmasyarakat.Dampak adalah benturan, pengaruh yang mendatangkan akibat baik positif maupun negatif.Pengaruh adalah daya yang ada dan timbul dari sesuatu (orang,benda) yang ikut membentuk watak,kepercayaan atau perbuatan seseorang. Pengaruh adalah suatu keadaan dimana ada hubungan timbalbalik atau hubungan sebab akibat antara apa yang mempengaruhi dengan apa yang dipengaruhi. Jenispenelitian kualitatif dengan metode analisis deskriptif kualitatif. Teknik pengambilan sampel snowballsampling. Metode pengumpulan data observasi, wawancara, dan dokumentasi. Data yang dikumpuldireduksi, disajikan dan penarikan kesimpulan. Hasil penelitian menunjukan (1) Dampak sosial kehadiranperusahaan dilihat dari tenaga kerja dinilai belum membawa perubahan yang berdampak positif katena PTTropica Cocoprima hanya sedikit menyerap tenaga kerja dari masyarakat sekitar yaitu didesa lelemasendiri, karena lebih banyak mengambil tenaga kerja berasal dari luar. (2) Dampak sosial limbahPerusahaan telah berdampak negatif karena telah terjadi pencemaran lingkungan yang menjadi rusak,bau, dan kotor sehingga aktivitas masyarakat yaitu memancing tidak dilaksanakan lagi. (3) Dampak sosialsistem kekerabatan baik individu maupun kelompok sudah lebih baik setelah adanya perusahaan tersebut.Kehidupan antara kedua desa sudah saling terbuka sudah tidak bermusuhan tidak menimbulkan konfilikatau pertentangan lagi karena pertemuan mereka dalam pekerjaan di PT Tropica Cocoprima (4) DampakEkonomi yaitu pendapatan/gaji yang diperoleh tidak sesuai dengan tenaga yang dikeluarkan masih kurangdan hanya bisa memenuhi kebutuhan pokok sehari-hari. Ump yang diberikan tidak sesuai standar yangditetapkan. (5) Dampak sosial pendidikan masyarakat masyarakat sekitar yaitu didesa lelema belum tidakmengalami peningkatan setelah adanya perusahaan karena pendapatan yang diterima belum dapatmembiayayi sekolah anak kejenjang lebih tinggi. (6) Dampak sosial dari status fasilitas hanya barangperabotan rumah tangga seperti alat-alat masak, dan perabotan ruang tamu dan yang lain bersifat barangkredit. Sehubungan dengan pembahasan dan kesimpulan, maka penulis merumuskan beberapa saran (1)Kepada pihak perusahaan PT Tropica Cocoprima hendaknya memperhatikan kebutuhan masyarakatsekitar dalam hal tenaga kerja, pihak perusahaan haruslah menetapkan gaji sesuai dengan tenaga yangdikeluarkan kemudian memperbaiki soal limbah. (2). Kepada masyarakat sekalipun PT Tropica Cocorpimatelah membawa perubahan yang berdampak pada sosial ekonomi masyarakat keberadaan sebagaimasyarakat petani jangan ditinggalkanKata-kata kunci: Sosial Ekonomi, masyarakat, PT Tropica Cocoprima
