Abstract

The purpose of this study is about behavior in the digital age is in watutumou III village kalawat districnorth minahasa regency. The method of research used in this study is a descriptive study method with aqualitative approach. Data collection in this study is done through observation, interviews and documentcollection. While the data, analyzer techniques that researchers are using are qualitative with MilesHuberous approachis. Based on the results of research can be draw that is the behavior of society ih thedigital age especially in the watutumou III village has developed because it is in the digital age whichrequires us to enjoy and use the technology that exist today because of the use of gadgets themselves become a life style that belongs to every elemen of society. People’s understanding of useing gadgettechnology in the digital age has developed some societies have understood the use of these gadgetstechnology. The good effect that use of gadgets in the digital age has been feelt by gadget user and alsomakes it easiers for the job, get information, on business. Abstract

The purpose of this study was to determine the Quality of Service for Making Land Purchase Deed in theDistrict of Pineleng, Minahasa Regency. This research uses qualitative research methods. There are 8informants in this study consisting of sub-district heads (1 person), sub-district secretaries (1 person), subdistrictstaff who handle AJB (1 person), and the community (5 people). Based on the results of researchthat has been done by the author, In general the Service Quality of Making Land Purchase Deed can beseen from 3 (three) dimensions of service quality, namely: (1) Reliability (reliability) here the reliability ofemployees in providing services that are fast, precise, easy and smoothly becomes an evaluation conditionfor the people being served. In terms of speed, the accuracy of employees in the Pineleng District Officewhen making arrangements or services can be said to be quite good. However, there are still people who,when making arrangements, still lack understanding of the completeness of the file, which is the obstaclehere, namely the lack of providing information about AJB management procedures to the public. (2)Responsiveness (responsiveness), the service procedure for making Land Purchase Deed in PinelengDistrict in this case regarding the responsiveness of its employees when performing services to thecommunity can be said to be good and for the level of absorption, the understanding of all complaints andunderstandings to the community is also quite good . (3) Empathy (empathy), shows the ability to understandthe people who are served with attention, seriousness, sympathetic, and understanding. According to all theinformants' answers, the empathy attitude from the employees was good enough, but there were still peoplewho could not complete the management process. The problem is the lack of employee openness to thecommunity. And also still found special treatment to other communities.Keywords: Quality, Service, Land Purchase Deed

Abstract

Abstract

Abstract: December 9, 2016 is the day of the General Election of Regional Head simultaneouslythroughout Indonesia. One of the areas that implement Regional Head Election is the province ofNorth Sulawesi. Based on the results study Bawaslu North Sulawesi there are many districts /municipalities in North Sulawesi were prone to problems in the Regional Head General Election.From the results of this study Southeast Minahasa is a region prone to 4th highest problems in theprocess of Regional Head General Election. In addition to money politics, the neutrality of the StateCivil Apparatus is one of the most common problems occur in the Regional Head General Electionin Southeast Minahasa Regency. Recognized by one of the State Civil Apparatus that violations do isfollow the campaign with the party attributes and participate in supervising the voting results onElection Day took place. This happens because there is intervention from the employer to the chiefof the District is forwarded to the State Civil Apparatus in each office. As for the purpose of thisresearch was to determine how the neutrality of the State Office of Administrative Civil SecretariatSoutheast Minahasa regency in the election of Governor and Vice Governor of North Sulawesiprovince in 2015 The research method in this study is qualitative research methods and datacollection techniques in this study is the observation / direct observation of localized research,conduct interviews, and documentation. The results showed there were several State Civil Apparatus2015 that violated the rules on the election in the area. Abstract

The purpose of this rearch was to determine the organizational effectiveness of the East Mangoli DistrictGovernment. This research uses a qualitative descriptive approach. The organizational effectiveness of theEast Mangoli District government is seen from the five dimensions of organizational effectiveness, namelyproduction, efficiency, satisfaction, adaptation and development. The research informants were six people,namely the head of the sub-district, the head of the section, the staff / executor. Data collection usedinterview guidelines, while the analysis technique used was the interactive analysis model from Miles andHuberman. Based on the results of the data analysis, it was concluded that the effectiveness of thegovernment organization of the East Mangoli sub-district seen from the dimensions of production,efficiency, satisfaction, adaptation and development had not been maximized but was good enough. Basedon the research results, it can be recommended that: (1) To increase production, it is necessary to increasethe number of employees, increase the human resource capacity of employees through education andtraining; additional budget; and increasing the availability of work facilities and equipment. (2) Toincrease efficiency, it is necessary to utilize quickly and optimally the potential of employees' humanresources, budget / funds, and work facilities. (3) To increase employee satisfaction, it is necessary toincrease the fulfilment of intrinsic needs, especially employee welfare; (4) Increase responsiveness toevery external and internal development; and (5) To improve performance development, it is necessary toplan proper performance, increase the capacity and quality of human resources, and increase adequatework facilities, especially work technology equipment such as computers and their devices.Keywords: Effectiveness organization, government districts.

Abstract

Penelitian ini bertujuan untuk menjelaskan pelayanan pendidikan yang ada di Sekolah Menengah AtasNegeri 1 Amurang Kabupaten Minahasa Selatan. Metode penelitian yang digunakan yaitu kualitatif. Datadiperoleh melalui wawancara kepada kepala sekolah, guru, tata usaha dan siswa. Data juga diperoleh melaluiobservasi dan pengumpulan data sekunder. Analisis data dilakukan dengan cara reduksi data, penyajian data,penarikan kesimpulan dan verifikasi. Temuan penelitian ini bahwa pelayanan pendidikan yang ada diSekolah Menengah Atas Negeri 1 Amurang Kabupaten Minahasa Selatan berbentuk pelayanan pengajaran,pelayanan administasi ketatausahaan, pelayanan fasilitas sekolah dan pelayanan ekstrakurikuler. Perbaikanpelayanan perlu dikaukan melalui penataan kembali proses pembelajaran secara online khususnya dalamsistem pembelajaran dan penugasan., pelayanan administrasi ketatausahaan perlu dilakukan secara online,pengusulan penambahan fasilitas sekolah serta pelayanan ekstrakurikuler diarahkan pada kegiatan penunjangakademik seperti pendalaman mata pelajaran.Kata Kunci : Pelayanan, Pendidikan, Sekolah Menengah Atas

Abstract

Tujuan penelitian ini adalah bagaimana efektivitas program penataan pedagang di kawasan pantaiMalalayang Kota Manado. Jenis penelitian yang digunakan dalam penelitian ini menggunakanpenelitian deskriptif kualitatatif. Kemudian teknik pengumpulan data dilakukan dengan carawawancara, studi dokumenter, dan observasi,. Teknik analisis data dalam penelitian digunakananalisis data kualitatif Miles dan Huberman. Hasil penelitian ini menujukkan bahwa pemerintahKota Manado mengambil langkah guna mengatasi persoalan tersebut yaitu melakukan programpenataan kawasan wisata pantai Malalayang melalu penertiban pedagang, penataan lokasi usaha diarea lokasi wisata, pendataan para pedangang yang melakukan usaha di lokasi wisata sertamelakukan pengawasan agar para pelaku usaha maupun pengunjung tidak melakukan hal – hal yangbertentangan dengan peraturan pemerintah mengenai tata tertib pengelolaan wisata. Jadi dapatdisimpulkan bahwa dengan dilaksanakannya program pemerintah Kota Manado untuk menatakawasan wisata Pantai Malalayang maka tujuan yang ingin dicapai yaitu menraik wisatawan baikmancanegara maupun wisatawan domestic sebanyak – banyaknya akan terwujud atau tercapai yangterpenting ada keseriusan pemerintah Kota Manado untuk terus membenahi berbagai fasilitas wisatayang ada.Kata Kunci : Efektivitas Program, Penataan Pedagang, Wisata

Abstract

Strengthening community potential is a necessity today. Because with a community that has goodpotential, it will be able to manage the resources owned by the Indonesian nation. The purpose of thisresearch is how to empower the community of pig breeders in Tounelet Village, Sonder District, MinahasaRegency. This research design uses qualitative methods, then the data sources in this study use primaryand secondary data and the data collection techniques used are observation, interviews, documentation.The data analysis of this research is data reduction and conclusion drawing. The results showed that theproblem of community empowerment of pig breeders in Tounelet Village was related to economicconditions in terms of buying feed and selling their crops. Therefore, real action is needed to solve theseproblems so that babai breeders can become empowered. Based on the results of the study, it wasconcluded that 1) the extension program to strengthen the potential of the Tounelet Village community aspig breeders did not provide more benefits because the breeders had knowledge and experience inbreeding for generations; 2) The unstable price of animal feed and lack of business capital support facedby breeders as a manifestation of strengthening the potential or power of the pig breeder community hasnot yet been implemented; 3) The unstable selling price of livestock is a manifestation of the lack of accessto protection of the selling price from the government to the pig farming community.Keywords : Community Empowerment, Pig Farmers

Abstract

Inadequate human resources are one of the factors inhibiting the maximum development program basedon these problems. This study aims to determine how Village Fund Management in the Context of ImprovingFacilities and Infrastructure and Community Empowerment in Shoulder Village, Malalayang District,Manado CityThis research is designed as a qualitative study with the intention of exploring or building a procession orexplaining the meaning behind reality. In this study, the data sources (informants) are employees who workin the Shoulder Village Government, starting from the Head of the Village, the Secretary of the Village, theGovernment Division of the Head of the Village, Heads of the Environment and Customary Figures,Community Figures, Religious Figures and all those involved in managing funds. sub-district. The datacollected in this study were processed and analyzed qualitatively using an interactive analysis modelThe results showed that in the planning stage, there was no provision for the distribution of what percentageof AAK was used for various existing community empowerment programs. This organizing stage isconsidered to have run well, because there has been a division of responsibilities to every institution thathas been formed in the Shoulder Village, and the institution has been running according to its mainfunction. Implementation Stage, Shoulder Village has a main problem, namely limited liquid funds. Limiteddisbursement of funds has made programs and activities, especially physical, not well realized. In addition,the demotivation of the community and a lack of interest in continuing their existing skills made the programineffective. The last stage is Supervision. In this dimension of supervision, includes reporting and62evaluation. However, in the evaluation aspect, it did not go well, this is because there was no evaluation thatwas carried out after the activity was carried out. Abstract

Tujuan penelitian ini adalah bagaimana dampak kebijakan penggunaan fingerprint di SekolahMenengah Pertama Negeri 2 Ratahan Kabupaten Minahasa Tenggara. Jenis penelitian yangdigunakan dalam penelitian ini menggunakan penelitian deskriptif kualitatatif. Kemudian teknikpengumpulan data dilakukan dengan cara wawancara, studi dokumenter, dan observasi, Teknikanalisis data dalam penelitian digunakan analisis data kualitatif Miles dan Huberman. Hasilpenelitian ini menujukkan bahwa Penerapan finger print sebagai mesin absen guru dan pegawaiyang awalnya bertujuan untuk meningkatkan finger print disiplin kerja dan dalam upayamewujudkan pelayanan yang berkualitas di sektor pendidikan menjadi semain berarti dengantertatanya waktu operasional sekolah. Jadi dapat disimpulkan bahwa penerapan dan penggunaanfingerprint yang telah meu dan pegawai semakin tepat waktu datang di sekolah dan nanti setelahjam kantor berakhir baru pulang ke rumah tidak diikuti dengan adanya kompensasi dalam bentukpekerjaan over time. Sebab data lapangan menunjukkan bahwa tidak ada tunjangan yang diteriamauntuk guru & pegawai yang yang bekerja melebihi jam kerja (uang lembur). Hal ini dianggap perluuntuk ditindaklanjuti oleh pemerintah daerah untuk merumuskan sebuah kebijakan yang dapatmengakomodir kepentinan guru dan pegawai.Kata Kunci : Dampak Kebijakan, Fingerprint,
