Abstract

Empowerment is a process in which individuals or groups are able to increase their capacity and ability tounderstand, interpret the problems they face and then be able to determine their needs and translate theminto action by actively participating in the implementation of activities. The purpose of this study was todetermine the implementation of PKK organizational empowerment in Tuminting Village, Manado City. Thisresearch uses descriptive qualitative research methods. The data collection techniques used wereobservation, interviews and documentation. In this research, the data analysis technique used is the dataanalysis technique according to Miles and Huberman. The results of this study indicate the empowerment ofthe PKK program in Tuminting Village has not been going well, the empowerment of many obstacles andobstacles, lack of attention from the government and PKK of Manado city and inadequate facilities, theexistence of capacity building for the community by conducting handicraft making training. In the presencefactor, PKK members are also less interested in some environments, so that the number of PKK members islimited. So it can be concluded that the empowerment of the PKK organization in Tuminting Urban Village,Manado City has not been going well, it can be seen from the program that has not reached half of the tenprograms that the PKK of Tuminting Village must do.Keywords : Empowerment, Organization, PKK

Abstract

Minahasa regency has natural potential that can be developed to support the tourism sector. The beach inKombi sub-district is one of the natural potentials that is currently one of the alternati people traveling. Thisresearch was conducted to analyze the implementation of natural tourism object management policy ofKombi Beach in Minahasa Regency of North Sulawesi Province in the development of developmentresources studies especially the concept of policy implementation.This research uses qualitative design. Data is collected through interviews, observations and documentationstudies. The informants in this study were the head of the Tourism and Culture Office of Minahasa Regency,the Head of Kombi District, the owner and manager of tourist attractions and visitors. The focus of theresearch is on the size and objectives of policies, resources, characteristics of implementing agents, attitudesor tendencies of the executives, communication between organizations and implementing activities as wellas the economic and social environment. Data analysis is done through data categorization, data reduction,data interpretation and conclusion drawing.Research findings that the Tourism and Culture Office of Minahasa Regency does not yet have a policy thatbecomes a clear legal basis in the development of tourism object management in Kombi Beach. Humanresources management of tourist attractions owned by the village does not have good ability and has notbeen supported by the availability of supporting facilities and budget for the management of touristattractions to be better. This situation is different from the management of privately owned tourist attractionsthat have professional human resources, better tourist facilities and professional budget management. Theorganizational structure of the well-organized Tourism and Culture Office of Minahasa Regency has notbeen able to formulate and program development that supports the management of kombi beach naturalattractions as one of the promising natural tourist destinations as a result of the current regional planningand budgeting system. The open attitude shown by the head of the Tourism and Culture Office of MinahasaRegency to give authority to the village owners of tourist attractions in the management of the tourismvillage model has not been a program of the Minahasa Regency Government. Communication between theTourism and Culture Office of South Minahasa Regency and the owner of tourist attractions in KombiBeach in the management and development of tourist attractions has not gone well. The people aroundKombi beach tourism object have not made the tourism sector as a profession to support the family economybecause tourist visits have not periodically occurred every day.Keywords: Policy Implementation; Management; Tourism

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui bagaimana Partisipasi Masyarakat PadaPencegahan Dan Penanggulangan Virus Corona Di Kelurahan Teling Atas Kecamatan Wanea KotaManado. Penelitian ini menggunakan metode penelitian kualitatif, Berdasarkan observasi awalpeneliti pada masyarakat, ditemui kurangnya partisipasi masyarakat dalam pencegahan danpenanggulangan virus corona karena banyak masyarakat tidak memakai masker, tidak menjagajarak, masih melakukan perkumpulan dan mengabaikan untuk mencuci tangan, kurangnya sanksitegas dari pemerintah bagi masyarakat yang melanggar aturan dan sanksi yang diberikan hanyaberupa teguran ringan. Teknik Analisis Data yang dilakukan adalah menggunakan Reduksi Data,Penyajian Data, Dan Penarikan Kesimpulan. Berdasarkan hasil penelitian, hanya sebagianmasyarakat yang mau melibatkan diri karena sadar akan dampak dari virus corona dan peduli akansesama, dan adapun masyarakat tidak berpartisipasi dikarenakan beberapa faktor yaitu dari dalamdiri sendiri tidak tergerak hatinya serta tidak ada sanksi tegas selain teguran dari pemerintah.Kata Kunci : Partisipasi Masyarakat, Pencegahan, Virus Corona

Abstract

The purpose of this study was to determine how the behavior of the people in Tingkulu Village, WaneaDistrict, Manado City in the Digital Age. The research method used in this research is descriptive researchmethod with a qualitative approach. Data collection in this study was carried out through interviews,observation and document collection. The core problem of this research is the existence of bad attitudes insociety in using digital technology today. Based on the research results, it can be concluded that people'sbehavior in the digital era, especially in Tingkulu Village, has developed, even the Tingkulu Villagecommunity currently shows the attitude of modern society. In its use there are good and bad behaviors suchas the creation of the behavior of modern society that has a fairly good thought and understanding inutilizing digital technology, is easy to communicate, easy to get and share information, the formation ofindividualistic behavior, insinuate, spit people's badness others, venting anger, and hate speech.Keywords: Behavior, Society, Digital Age

Abstract

This study aims to find out how the culture of mapalus organizations in the social activities ofRanolambot village, Kawangkoan Barat District, Minahasa Regency. The study used a descriptivequalitative analysis design. Data collection techniques used were observation, interviews, documentation.To see how the culture of mapalus organizations in community social activities in the village ofRanolambot. Researchers used 4 indicators, namely: family, consensus agreement, cooperation, unity andunity. Based on the results of this study stated that the mapalus organizational culture in the village ofRanolambot has begun to disappear where there are still people who look ignorant in their participation incommunity service.Thus it can be concluded that mapalus organizational culture in community socialactivities in the village of Ranolambot is still not good.Keywords: Organizational culture, mapalus, community social activities.

Abstract

Penelitian ini dilakukan untuk mengetahui bagaimana dampak ekonomi kebijakan revitalisasipasar yang ada di Pasar Rakyat Desa Poopo dengan menggunakan metode penelitian kualitatif. Teoriyang digunakan yaitu teori dampak ekonomi yang didalamnya terdapat aspek perubahan tingkatharga dan barang, perubahan mutu dan jumlah barang dan jasa, perubahan dalam penyediaanproperti dan variasi pajak, perubahan sosial dan lingkungan. Data yang diperoleh dalam penelitianini yaitu melalui observasi, wawancara dan dokumentasi yang kemudian di analisis sehingga menjadisatu kesimpulan. Hasil penelitian menunjukkan bahwa revitalisasi di Pasar Rakyat Desa Poopo telahmemberikan dampak positif maupun negatif baik bagi pihak pengelola pasar, pedagang danmasyarakat sebagai pengunjung pasar. Program ini telah membawa berbagai perubahan dalam segifisik bangunan dan juga perekonomian masyarakat setempat. dengan demikian hal ini merupakansatu langkah pemerintah dalam memajukan perekonomian yang dapat diterima dengan baik olehmasyarakat.Kata Kunci: Dampak Ekonomi, Kebijakan, Revitalisasi Pasar

Abstract

Satuan Polisi Pamong Praja Kabupaten Minahasa Selatan memiliki 184 pegawai denganstatus tenaga harian lepas dalam menjaga ketertiban umum dan ketentraman masyarakat. Tujuandilakukannya penelitian ini yaitu untuk menjelaskan kompetensi kerja tenaga harian lepas di KantorSatuan Polisi Pamong Praja Kabupaten Minahasa Selatan. Penelitian ini menggunakan desainkualitatif. Data diperoleh melalui wawancara kepada informan, observasi dan pengumpulan datasekunder. Data yang diperoleh dianalisis melalui tahapan reduksi, penyajian dan penarikankesimpulan. Penelitian ini menemukan bahwa kompetensi kerja tenaga harian lepas di Kantor SatuanPolisi Pamong Praja Kabupaten Minahasa Selatan berkaitan dengan aspek motif, sifat ataukarakteristik fisik, konsep diri, pengetahuan dan ketrampilan. Perbaikan kompetensi dapat dilakukanmelalui pemberian jamianan kesehatan dan keamanan kerja, pemeriksan atau test dan pelatihan fisik,pendampingan secara langsung dalam kegiatan di lapangan, perlunya dukungan sarana kerja danketersediaan anggaran yang cukup untuk operasional kerja serta pelatihan secara terus menerusdalam membekali pengetahuan dan keterampilan tenaga harian lepas.

Abstract

The purpose of this study was to find out the implementation of the policy on handling Covid 19 in SeaTumpengan Village, Pineleng District, Minahasa Regency in the study of public administration science.The type of research used in this study is a qualitative approach with descriptive analysis. The selection ofa qualitative approach to answer the research problem proposed by emphasizing on interpretation, not ongeneralization and more on revealing the meaning and understanding of the phenomenon ofimplementing the policy for handling Covid 19 in Sea Tumpengan Village, Pineleng District, MinahasaRegency . Data collection techniques used include documentation, observation and interviews. Qualitativedata analysis techniques used in this study refer to the analysis techniques proposed by Miles andHuberman, namely data reduction, data presentation, drawing conclusions or verification. It can beconcluded that the implementation of the Covid-19 handling policy in Sea Tumpengan Village, PinelengDistrict, Minahasa Regency is seen from the environmental conditions, the relationship betweenorganizations, the budget that comes from village funds and the facilities used by the implementing teamand direct assistance by the community to meet the needs of the implementing team make theimplementation of the policy to handle Covid 19 run well.Kata Kunci : Implementation, Policy, Handling, Covid-19

Abstract

This study aims to determine the development tourism in Tomohon City. This type of research uses aqualitative descriptive method. Data collection techniques consisted of observation, interviews,documentation. The results showed that tourism development has been carried out through 3 activities init, namely increasing the development of suggestions and infrastructure, maintenance of tourist attractionfacilities as well as monitoring and evaluation. This is the main strategy for developing tourism objects bymaintaining strengths and optimizing opportunities while improving weaknesses and anticipating threatsthat exist in an effort to increase the number of tourist visits that can increase Tomohon. To increase theOriginal Regional Income of Tomohon City, It is hoped that the Government and the private sector, needto plan a marketing strategy so that the visiting tourists will continue to increase.Keywords: Development, Tourism, Tourism Objects.

Abstract

Komunikasi Publik pemerintah Kota Manado dalam penanganan COVID-19 membawa banyakketidakpastian di tengah-tengah masyarakat yang ditunjukan oleh tidak efektifnya komunikasikebijakan yang dilakukan dan berujung pada kesalapahaman publik menangkap maksud darikebijakan pemerintah. Penelitian ini bertujuan untuk mengetahui bagaimana komunikasi publikpemerintah Kota Manado dalam penanganan COVID-19 dengan metode deskriptif kualitatif. Hasilpenelitian menunjukkan bahwa komunikasi publik yang dilakukan oleh pemerintah dari aspekketerbukaan tantangannya adalah sulit meyakinkan masyarakat, pemerintah telah menggunakanberbagai media bahkan media komunikasi baru, masyarakat dijangkau secara langsung melaluikerjasama komunikasi dengan berbagai pihak termasuk tokoh-tokoh masyarakat, koordinasi lintasdepartemen pemerintah selain dilakukan secara langsung juga memanfaatkan media whatsappgroup.Kata Kunci: Komunikasi Publik, Pemerintah, Penanganan COVID-19.
