Abstract

Indonesia is now experiencing national disaster called covid-19 or corona outbreak. This case will be a kind of history in the future to become a lesson for central or regional government in making public policy in emergency state. By facing the covid-19 outbreak, public officials must quickly resolve the problem. Discretion gives the opportunity for public officials to do free action to solve the urgent case. Public officials are given alternatives to reach the aim of public service by using discretion even though there is no regulation upon it. Moreover, we know that the implementation of discretion still remains several problems. This research used the literature study method with a qualitative research approach. It was based on several references in order to give the description of the discretion role in handling covid-19 outbreak. Theoretical reference in discussing discretion role was based on the study of journals, books, dan others. Being deeply studied, the discretion implementation of social distancing in big scale belongs to regulatory policy that needs social planning discretion. This type creates more different interests and contains a relatively high complexity. The result of study shows that the implementation of discretion is important because the main function of government is to serve the citizens in emergency state. Therefore, discretion becomes the effective and efficient choice. The integrity of discretion makers becomes one of the variable indicators in creating successful discretion. The government accountability needs to be explained to the society. Moreover, it can be studied more fairly.

Abstract

Penelitian ini bertujuan untuk menganalisis terkait kemiskinan yang terjadi di Kabupaten Kebumen berbasis pada Data Kesejahteraan Sosial. Mengingat fenomena kemiskinan merupakan persoalan yang sangat kompleks dalam kehidupan karena sangat erat kaitannya dengan permasalahan sosial yang terjadi di lingkungan masyarakat. Adapun permasalahan kemiskinan yang terjadi di Kabupaten memiliki jumlah yang cukup tinggi sehingga menyebabkan Kabupaten Kebumen sebagai kabupaten dengan persentase kemiskinan tertinggi di Jawa Tengah. Sehingga menjadi penting untuk melakukan penelitian terkait kemiskinan di Kabupaten Kebumen dengan menggunakan analisis kuadran. Adapun analisis kemiskinan tersebut berbasis pada Data Kesejahteraan Sosial (DTKS) Kabupaten Kebumen. Konsep yang digunakan dalam penelitian ini diantaranya Kemiskinan, Kebijakan Penanggulangan Kemiskinan dan Data Terpadu Kesejahteraan Sosial (DTKS). Penelitian ini menggunakan jenis penelitian kuantitatif deskriptif. Dalam mengumpulkan datanya, penelitian ini menggunakan teknik studi dokumentasi dengan menggunakan sumber data sekunder dari Kementerian Sosial yang dirilis melalui Dinas Sosial Provinsi Jawa Tengah. Hasil dari penelitian ini diharapkan dapat dijadikan sebagai rujukan bagi pembuat kebijakan dalam menyusun kebijakan penanggulangan kemiskinan di Kabupaten Kebumen.

Abstract

Sebagai upaya menangani dampak COVID-19 terutama di pedesaan, Pemerintah menetapkan penggunaan Dana Desa sebagai bagian dari jaring pengaman sosial. Dana Desa direalokasi sebagai Bantuan Langsung Tunai (BLT) Dana Desa yang ditujukan untuk warga miskin yang kehilangan mata pencaharian karena pandemi COVID-19 dan juga belum mendapat bantuan apapun. . Dalam konteks masyarakat desa yang belum terbiasa dengan platform media sosial dan pertemuan online, tentu mengalami tantangan khusus untuk strategi komunikasi publik terkait isu COVID-19 di masa COVID-19.Berangkat dari permasalahan tersebut, peneliti menilai bahwasannya masih ada celah antara literasi, partisipasi masyarakat dan juga komunikasi kebijakan yang dilakukan oleh pemerintah, terutama di level desa. Tujuan dari penelitian ini menyimpulkan hal-hal yang mempengaruhi respon partisipasi masyarakat terhadap kebijakan Penguatan Resiliensi Masyarakat Pasca Pandemi COVID-19 berdasar literasi informasi yang dimiliki. Jenis penelitian adalah penelitian deskriptif kualitatif, dengan wawancara, observasi, kuisioner semi terbuka, dan dokumentasi sebagai metode pengumpulan data. Informan penelitian adalah aparatur desa, tokoh masyarakat, dan masyarakat umum. Teknik analisis data menggunakan analisis interaktif Miles dan Hubberman. Hasil penelitian ini diperoleh bahwasannya komunikasi kebijakan menjadi hal yang sangat berpengaruh terhadap keberhasilan suatu kebijakan. Strategi komunikasi kebijakan yang baik dan tepat menciptakan pemahaman yang mendalam oleh masyarakat dan hal tersebut mendorong masyarakat dalam berpartisipasi dalam suatu proses kebijakan. Terdapat beberapa hambtan dalam komunikasi kebijakan yang dihadapi oleh Pemerintah desa yakni sikap pelaksana kebijakan yang kurang kooperatif dan tidak transparan dalam penentuan calon penerima BLT Dana Desa dan program PKTD dan juga komunikasi yang kurang baik antarperangkat desa dalam ketidakselarasan pemberian informasi yang dapat menimbulkan kebingungan di masyarakat.

Abstract

Introduction: This article addressed the research problem: 'how the information and communication technology usage related to the poverty rate in Indonesia in 2020-2021, compared between provinces and rural-urban segmentation.’ This study contributed evidences for the development of digital literacy policies to answer previous research debates on the extent to which information and communication technology is a useful tool for reducing poverty, which is one of the Sustainable Development Goals. Methods: Using a quantitative approach, this study used the data from the Indonesian Central Bureau of Statistics. Data is analyzed using product moment correlation to determine the relationship between information and communication technology penetration and the poverty rate, the results then are displayed using quadrant mapping. Findings: This study found variations in relations between provinces and rural-urban segmentations. High internet penetration and media use are not always accompanied by a low poverty index. In conclusion, the expansion of internet needs to be complemented by massive and systematic digital literacy education in order to effectively accelerate poverty reduction. Originality: This study meets the need for novelty as the issue discussed is related to poverty and information and communication technology penetration using spatial analysis. The novelty can be seen from the result of bibliometric analysis.

Abstract

Pembatasan aktivitas sosial yang diterapkan selama pandemi Covid-19, meskipun berdampak positif terhadap kesehatan masyarakat, turut menyebabkan disrupsi ekonomi yang signifikan. Pemerintah berupaya menekan inflasi melalui program subsidi seperti Warung Tekan Inflasi. Namun, penelitian menunjukkan adanya gap antara pencapaian dan proses pelaksanaannya, menandakan adanya potensi patologis dalam implementasi. Penelitian ini menganalisis potensi patologis dalam implementasi Program Warung Tekan Inflasi di Kota Madiun dan menganalisis langkah-langkah yang diambil oleh Pemerintah Kota Madiun dalam menangani potensi patologis tersebut untuk mengurangi risiko ketidaktepatan sasaran kebijakan. Penelitian ini merupakan penelitian studi kasus yang bertujuan untuk menganalisis potensi patologis dalam implementasi program Warung Tekan Inflasi. Penelitian ini dilakukan di Kota Madiun. Dalam penelitian ini, penentuan informan dilakukan melalui teknik purposive sampling dengan menerapkan kriteria-kriteria yang sesuai dengan kebutuhan penelitian. Subjek penelitian yaitu Pemerintah Kota Madiun yang memiliki otoritas dalam pelaksanaan program Warung Tekan Inflasi; Dinas Perdagangan Kota Madiun Kota Madiun sejumlah 3 (tiga) orang; Bagian Perekonomian dan Kesra Kota Madiun sejumlah 2 (dua) orang;  12 (dua belas) orang dari sektor tradisional; 1 (satu) orang dari Perumda Aneka Usaha; 1 (satu) orang dari Bulog Madiun. Teknik analisis data menggunakan model analisis interaktif.  Peneliti mengidentifikasi potensi patologis dalam Program Warung Tekan Inflasi Kota Madiun, seperti penjualan barang sembako subsidi di atas HET dan pembelian ulang untuk dijual kembali. Pemerintah merespons dengan menerbitkan aturan resmi, memperkuat pengawasan pedagang, menerapkan sistem pengaduan, dan menetapkan batasan jumlah pembelian serta prosedur evaluasi rekapitulasi penjualan. Penelitian ini memberikan kontribusi penting dalam pemahaman terhadap potensi patologis dalam implementasi kebijakan subsidi.

Abstract

The Age-Friendly City Policy in Madiun City aims to improve the quality of life for the elderly by providing friendly and easy access to open spaces and public buildings. However, challenges in implementation may include appropriate infrastructure management and effective international policies to ensure the availability and availability of services that meet the needs of the city's aging population. This research aims to bridge the perception gap and provide concrete recommendations for improving Madiun's elderly-friendly infrastructure. This research is a development evaluation with a mixed approach (mixed method). The research sample includes various parties, starting from the Madiun City government, which is involved in planning and implementing development for the elderly in Pangongangan Village, the city center, who are users and beneficiaries of these facilities. The data analysis method in this research consists of quantitative and qualitative analysis. Based on the analysis, the majority of the construction of open space facilities and public service buildings in Madiun City is in accordance with development needs, according to the perception of the government and older people. Both parties were satisfied with the development results, especially on items of high essential and performance. However, there needs to be more perception between older people and the government regarding items considered necessary. This shows the need for synchronization between government perceptions and the needs felt by elderly people in developing elderly-friendly infrastructure.

Abstract

Digital leadership is growing as technological advancements equip leaders with new features to tackle challenges in the digital era. This study aims to analyze the research trend of digital leadership to discover opportunities for future research in government organizations, especially in the context of the immigration sector, due to technology adoption to carry out its functions. This study utilized bibliometric analysis to analyze research publications from the Scopus database and create as well as visualize maps based on network data using VOSviewer software. Three hundred and sixty-six (366) documents were taken with the keyword “digital leadership”. The results showed that the early discussion of digital leadership started in 2015 and significantly increased in 2024. Indonesia contributed the most research compared to other countries. This study was mostly affiliated with Bina Nusantara University and mainly written by Abbu, H. The visualization result showed this study connected to five clusters focusing on gendered leadership, e-leadership in education, digital innovations and sustainability, artificial intelligence (AI) and digital learning, and digital transformation and capabilities. The absence of public organization cluster, especially in the immigration sector, implies that this study gives opportunities to guide future research among scholars and practitioners

Abstract

Society faces significant threats from external disruptions, particularly natural disasters, which impact both people and ecosystems. These disturbances require social-ecological systems to self-regulate and adapt to changing conditions. However, efforts to develop a comprehensive understanding of social-ecological resilience remain insufficient. To effectively grasp the dynamics and capacity of resilience, empirical studies are essential. Most research on this topic focuses on urban areas, often neglecting the unique conditions of rural communities. This study aims to assess rural resilience through the lens of social-ecological systems. Natural disasters progress through four key stages: pre-disaster preparedness, crisis management, post-disaster recovery, and learning for future resilience. Using qualitative methods, including interviews and focus group discussions, this research was conducted in Kutamendala Village, Brebes Regency. Findings reveal that resilience in disaster-prone villages can be strengthened through structured preparedness and continuous learning. The community demonstrated awareness of disaster risks and actively participated in risk reduction efforts rather than relying solely on external aid. Decentralized coordination allowed for effective disaster response, while post-disaster recovery efforts involved collaboration across sectors, improving infrastructure and essential services. Additionally, inclusive and sustainable learning initiatives were implemented, reinforcing long-term preparedness and strengthening the village’s ability to withstand future disasters.

Abstract

The alleviation of extreme poverty is one of the main focuses of the Wonogiri Regency Government. Data from Bapperida Wonogiri in 2024 show that there were 136,799 heads of households or 497,154 people, included in the extreme poverty category in Wonogiri. This study aims to assess the success of the implementation of Rumanis Datang Si Kumis Hilang program as a manifestation of the Wonogiri Regency Government’s commitment, particularly the Public Housing, Settlement Area, and Land Service in addressing extreme poverty by providing habitable housing. Additionally, the study seeks to assessing the results of implementation evaluation within the Rumanis Datang Si Kumis Hilang program. The research method that used in this research is qualitative, using a case study approach. The study’s results indicate that the Rumanis Datang Si Kumis Hilang program has been successful, as evidenced by the achievement of its objectives. In general, two out of the three objectives of this program can be considered successful (1) the provisioun of stimulus funds to low-income communities, which was supported by various stakeholder and (2) a reduction in the number of uninhabitable houses (RTLH) in Wonogiri every year. However, despite the success, several shortcomings need to be addressed to maximize the impact to the community. These include funding sources, which are still considered insufficient for home repairs, despite support from multiple stakeholders, post-implementation monitoring of the program, and the need to increase the number of Field Facilitator members (TFL) to enhance the program effectiveness.
