Abstract

Universitas Sebelas Maret membuka kesempatan Kuliah Kerja Nyata (KKN) mandiri tanggap Covid19, untuk adaptasi situasi pandemi Covid-19. Kebijakan tersebut dieksekusi di Fakultas Ilmu Sosial dan Politik, dengan melepas 12 kelompok KKN, dimana tiap kelompok berisi 9 mahasiswa dengan 1 Dosen Pembimbing Lapngan (DPL). Artikel ini disusun berdasarkan laporan kegiatan KKN dari 1 kelompok mahasiswa dibawah supervisi penulis. Artikel ini bertujuan mempublikasikan daya tanggap mahasiswa pada kebutuhan lingkungan masyarakat dan memetakan respon mahasisswa yang terwujud dalam program kerja KKN. Publikasi ini disusun menggunakan metode Discourse Network Analysis. Kerangka analisis menggunakan konsep resiliensi masyarakat, sebagai pengarusutamaan kebijakan pasca bencana, dalam hal ini bencana Covid19, yaitu (i) local knowledge, (ii) community networks and relationships, (iii) communication; (iv) health, )v) governance and leadership, (vi) resources, (vii) economic investment, (viii) preparedness, and (ix) mental outlook (Patel, et al, 2017). Hasil kegiatan KKN akan divisualkan dalam dua bentuk. Pertama, peta isu (wordcloud), diolah dengan Nvivo, mendekripsikan kata kunci yang paling banyak disebut dalam program kerja mahasiswa. Kedua, peta kluster tematik (visualisasi jaringan), diolah dengan software dna.20-beta2.5, dan visone 2.18, untuk mendeskripsikan interkoneksi isu, jenis kegiatan, kelompok sasaran dan gender mahasiswa KKN.

Abstract

In the case of Karanganyar Regency, this study identify that al­though the public aspire to have an adequate understanding about the APBD, the access for obtaining the information is very limited. Data collection methods used in this research were: (1) documents study on the Local Government Development Plan (RKPD) and the Regional Budget (APBD); (2) semi open-ended questionnaires; (3) in-depth interviews; and (4) focus group discussions. The data then analyzed using descriptive analysis and interpretive analysis methods. This paper recognizes the potency of ICT in developing the forum for public access and deliberation related to the budget information; while also identifies the challenges facing the implementation of ICT for the local budget accountability and the development of budget information literacy among the public.

Abstract

Social accountability has been believed as an approach to overcome the deficit of the formal accountability (both horizontal and vertical accountability). Social accountability is percieved as a public accountability which is initiated by and aimed for the society. Several studies found the effectiveness of social accountability in encouraging a more transparent government and a wider public involvement. Those studies identified variables which contribute to the social accountability, i.e. the degree of government openness; the density of community organizations and their advocation capability; social, political, and cultural environment; and the public information accessibility. Data for this paper is collected through in-depth interviews and focused group discussion with the major players in the budget policy making process, including local government officers, members of local house of representatives (DPRD), and activists of the local community groups in the Regency of Karanganyar. This paper argues that despite its effectiveness, social accountability also produce some counterproductive excesses. The term social accountability paradox is used in this paper to represent the abuse of social accountability and it risks. This paper aims to identify the practices of social accountability abuse in the local budget policymaking process, with the case of the Regency of Karanganyar. Based on the study, there are some requirement to be fulfilled In order to increase the social accountability of the public budget policy making process, i.e. (1) revision of regulations to encourage a more transparency in the budget public information; (2) the development of community-based monitoring and dialogues forums; and (3) the increasing of the capability of community groups in conducting social accountability audit.

Abstract

Laporan Kinerja Instansi Pemerintah adalah instrumen untuk mempertanggungjawabkan pelaksanaan tugas, fungsi dan peran OPD dalam pengelolaan sumberdaya dan sumber dana serta kewenangan yang ada yang dipercayakan kepada publik guna pencapaian tujuan organisasi. Permasalahan yang dihadapi kabupaten Sukoharjo, Provinsi Jawa Tengah adalah dalam tiga tahun terakhir berada di ranking paling bawah penilaian Sistem Akuntabilitas Kinerja Instasi Pemerintah Jawa Tengah selama beberapa tahun terakhir dan bertekad menaikkan posisi menjadi nilai B. Penanggung jawab pembinaan Perangkat daerah supaya nilai akuntabilitas kinerja baik adalah bagian organisasi Sekretariat Daerah. Oleh karena itu, Tim Pengabdi bermitra untuk membantu meningkatkan kapasitas staf perencana di Perangkat Daerah.  Metode yang digunakan adalah teknik “Participatory Community Problem Based Solving”.  Teknik pelatihan terdiri dari: (i) penyampaian materi untuk membekali konsep; (ii) bedah kasus salah satu indikator kinerja utama daerah; (iii) praktik bersama menyusun pohon kinerjanya; (iv) praktik di tim kelompok kerja berdasar rumpun urusan; (v) peserta mempresentasikan hasil kerja; (v) narasumber (tim pengabdi) memberikan review atas hasil kerja kelompok. Output dari pelatihan adalah: (i) dihasilkan cascading kinerja; (ii) dihasilkan sampel narasi evaluasi capaian 1 indikator kinerja utama perangkat daerah tahun N-1. Simpulan, hasil pengabdian ini meningkatkan pengetahuan peserta tentang bagaimana menyusun pohon kinerja Perangkat daerah berbasis Logicl Framework. Disamping itu juga meningkatkan keterampilan peserta menyusun narasi capaian kinerja pada dokumen Laporan Kinerja Instansi Perangkat Daerah.Government Agencies Performance Report is an instrument to account for the implementation of the duties, functions and roles of OPD in managing resources and sources of funds and existing authorities entrusted to the public in order to achieve organizational goals. The problem faced by Sukoharjo Regency, Central Java Province, is that in the last three years it has been at the bottom of the Central Java Government Performance Accountability System assessment for the past few years and is determined to increase its position to a B value. part of the Regional Secretariat organization. Therefore, the Service Team partnered to help increase the capacity of planning staff in the Regional Apparatus. The method used is the "Participatory Community Problem Based Solving" technique. The training techniques consist of: (i) delivery of materials to equip concepts; (ii) examine the case of one of the main regional performance indicators; (iii) joint practice of compiling a performance tree; (iv) practice in working group teams based on family of affairs; (v) participants present their work; (v) resource persons (service team) provide a review of the results of group work. The training materials consist of: (i) reviewing the logical framework of the performance tree and business processes for achieving regional strategic targets; (ii) measuring performance achievements; (iii) narrate the measurement results to a performance report document as a means of communication of accountability to the public. The outputs of the training are: (i) generated cascading performance; (ii) a sample narrative of the evaluation of the achievement of 1 main performance indicator of regional apparatus is produced in N-1. In conclusion, it is necessary to follow up in the form of regular desk evaluations for each OPD to ensure there is an improvement in skills in compiling narratives of performance achievements in the Performance Reports of Regional Apparatus Agencies.

Abstract

Indonesia is now experiencing national disaster called covid-19 or corona outbreak. This case will be a kind of history in the future to become a lesson for central or regional government in making public policy in emergency state. By facing the covid-19 outbreak, public officials must quickly resolve the problem. Discretion gives the opportunity for public officials to do free action to solve the urgent case. Public officials are given alternatives to reach the aim of public service by using discretion even though there is no regulation upon it. Moreover, we know that the implementation of discretion still remains several problems. This research used the literature study method with a qualitative research approach. It was based on several references in order to give the description of the discretion role in handling covid-19 outbreak. Theoretical reference in discussing discretion role was based on the study of journals, books, dan others. Being deeply studied, the discretion implementation of social distancing in big scale belongs to regulatory policy that needs social planning discretion. This type creates more different interests and contains a relatively high complexity. The result of study shows that the implementation of discretion is important because the main function of government is to serve the citizens in emergency state. Therefore, discretion becomes the effective and efficient choice. The integrity of discretion makers becomes one of the variable indicators in creating successful discretion. The government accountability needs to be explained to the society. Moreover, it can be studied more fairly.

Abstract

Penelitian ini bertujuan untuk menganalisis terkait kemiskinan yang terjadi di Kabupaten Kebumen berbasis pada Data Kesejahteraan Sosial. Mengingat fenomena kemiskinan merupakan persoalan yang sangat kompleks dalam kehidupan karena sangat erat kaitannya dengan permasalahan sosial yang terjadi di lingkungan masyarakat. Adapun permasalahan kemiskinan yang terjadi di Kabupaten memiliki jumlah yang cukup tinggi sehingga menyebabkan Kabupaten Kebumen sebagai kabupaten dengan persentase kemiskinan tertinggi di Jawa Tengah. Sehingga menjadi penting untuk melakukan penelitian terkait kemiskinan di Kabupaten Kebumen dengan menggunakan analisis kuadran. Adapun analisis kemiskinan tersebut berbasis pada Data Kesejahteraan Sosial (DTKS) Kabupaten Kebumen. Konsep yang digunakan dalam penelitian ini diantaranya Kemiskinan, Kebijakan Penanggulangan Kemiskinan dan Data Terpadu Kesejahteraan Sosial (DTKS). Penelitian ini menggunakan jenis penelitian kuantitatif deskriptif. Dalam mengumpulkan datanya, penelitian ini menggunakan teknik studi dokumentasi dengan menggunakan sumber data sekunder dari Kementerian Sosial yang dirilis melalui Dinas Sosial Provinsi Jawa Tengah. Hasil dari penelitian ini diharapkan dapat dijadikan sebagai rujukan bagi pembuat kebijakan dalam menyusun kebijakan penanggulangan kemiskinan di Kabupaten Kebumen.

Abstract

Sebagai upaya menangani dampak COVID-19 terutama di pedesaan, Pemerintah menetapkan penggunaan Dana Desa sebagai bagian dari jaring pengaman sosial. Dana Desa direalokasi sebagai Bantuan Langsung Tunai (BLT) Dana Desa yang ditujukan untuk warga miskin yang kehilangan mata pencaharian karena pandemi COVID-19 dan juga belum mendapat bantuan apapun. . Dalam konteks masyarakat desa yang belum terbiasa dengan platform media sosial dan pertemuan online, tentu mengalami tantangan khusus untuk strategi komunikasi publik terkait isu COVID-19 di masa COVID-19.Berangkat dari permasalahan tersebut, peneliti menilai bahwasannya masih ada celah antara literasi, partisipasi masyarakat dan juga komunikasi kebijakan yang dilakukan oleh pemerintah, terutama di level desa. Tujuan dari penelitian ini menyimpulkan hal-hal yang mempengaruhi respon partisipasi masyarakat terhadap kebijakan Penguatan Resiliensi Masyarakat Pasca Pandemi COVID-19 berdasar literasi informasi yang dimiliki. Jenis penelitian adalah penelitian deskriptif kualitatif, dengan wawancara, observasi, kuisioner semi terbuka, dan dokumentasi sebagai metode pengumpulan data. Informan penelitian adalah aparatur desa, tokoh masyarakat, dan masyarakat umum. Teknik analisis data menggunakan analisis interaktif Miles dan Hubberman. Hasil penelitian ini diperoleh bahwasannya komunikasi kebijakan menjadi hal yang sangat berpengaruh terhadap keberhasilan suatu kebijakan. Strategi komunikasi kebijakan yang baik dan tepat menciptakan pemahaman yang mendalam oleh masyarakat dan hal tersebut mendorong masyarakat dalam berpartisipasi dalam suatu proses kebijakan. Terdapat beberapa hambtan dalam komunikasi kebijakan yang dihadapi oleh Pemerintah desa yakni sikap pelaksana kebijakan yang kurang kooperatif dan tidak transparan dalam penentuan calon penerima BLT Dana Desa dan program PKTD dan juga komunikasi yang kurang baik antarperangkat desa dalam ketidakselarasan pemberian informasi yang dapat menimbulkan kebingungan di masyarakat.

Abstract

Introduction: This article addressed the research problem: 'how the information and communication technology usage related to the poverty rate in Indonesia in 2020-2021, compared between provinces and rural-urban segmentation.’ This study contributed evidences for the development of digital literacy policies to answer previous research debates on the extent to which information and communication technology is a useful tool for reducing poverty, which is one of the Sustainable Development Goals. Methods: Using a quantitative approach, this study used the data from the Indonesian Central Bureau of Statistics. Data is analyzed using product moment correlation to determine the relationship between information and communication technology penetration and the poverty rate, the results then are displayed using quadrant mapping. Findings: This study found variations in relations between provinces and rural-urban segmentations. High internet penetration and media use are not always accompanied by a low poverty index. In conclusion, the expansion of internet needs to be complemented by massive and systematic digital literacy education in order to effectively accelerate poverty reduction. Originality: This study meets the need for novelty as the issue discussed is related to poverty and information and communication technology penetration using spatial analysis. The novelty can be seen from the result of bibliometric analysis.

Abstract

Pembatasan aktivitas sosial yang diterapkan selama pandemi Covid-19, meskipun berdampak positif terhadap kesehatan masyarakat, turut menyebabkan disrupsi ekonomi yang signifikan. Pemerintah berupaya menekan inflasi melalui program subsidi seperti Warung Tekan Inflasi. Namun, penelitian menunjukkan adanya gap antara pencapaian dan proses pelaksanaannya, menandakan adanya potensi patologis dalam implementasi. Penelitian ini menganalisis potensi patologis dalam implementasi Program Warung Tekan Inflasi di Kota Madiun dan menganalisis langkah-langkah yang diambil oleh Pemerintah Kota Madiun dalam menangani potensi patologis tersebut untuk mengurangi risiko ketidaktepatan sasaran kebijakan. Penelitian ini merupakan penelitian studi kasus yang bertujuan untuk menganalisis potensi patologis dalam implementasi program Warung Tekan Inflasi. Penelitian ini dilakukan di Kota Madiun. Dalam penelitian ini, penentuan informan dilakukan melalui teknik purposive sampling dengan menerapkan kriteria-kriteria yang sesuai dengan kebutuhan penelitian. Subjek penelitian yaitu Pemerintah Kota Madiun yang memiliki otoritas dalam pelaksanaan program Warung Tekan Inflasi; Dinas Perdagangan Kota Madiun Kota Madiun sejumlah 3 (tiga) orang; Bagian Perekonomian dan Kesra Kota Madiun sejumlah 2 (dua) orang;  12 (dua belas) orang dari sektor tradisional; 1 (satu) orang dari Perumda Aneka Usaha; 1 (satu) orang dari Bulog Madiun. Teknik analisis data menggunakan model analisis interaktif.  Peneliti mengidentifikasi potensi patologis dalam Program Warung Tekan Inflasi Kota Madiun, seperti penjualan barang sembako subsidi di atas HET dan pembelian ulang untuk dijual kembali. Pemerintah merespons dengan menerbitkan aturan resmi, memperkuat pengawasan pedagang, menerapkan sistem pengaduan, dan menetapkan batasan jumlah pembelian serta prosedur evaluasi rekapitulasi penjualan. Penelitian ini memberikan kontribusi penting dalam pemahaman terhadap potensi patologis dalam implementasi kebijakan subsidi.

Abstract

The Age-Friendly City Policy in Madiun City aims to improve the quality of life for the elderly by providing friendly and easy access to open spaces and public buildings. However, challenges in implementation may include appropriate infrastructure management and effective international policies to ensure the availability and availability of services that meet the needs of the city's aging population. This research aims to bridge the perception gap and provide concrete recommendations for improving Madiun's elderly-friendly infrastructure. This research is a development evaluation with a mixed approach (mixed method). The research sample includes various parties, starting from the Madiun City government, which is involved in planning and implementing development for the elderly in Pangongangan Village, the city center, who are users and beneficiaries of these facilities. The data analysis method in this research consists of quantitative and qualitative analysis. Based on the analysis, the majority of the construction of open space facilities and public service buildings in Madiun City is in accordance with development needs, according to the perception of the government and older people. Both parties were satisfied with the development results, especially on items of high essential and performance. However, there needs to be more perception between older people and the government regarding items considered necessary. This shows the need for synchronization between government perceptions and the needs felt by elderly people in developing elderly-friendly infrastructure.
