Abstract

From the democratic theory perspective, social media is a means to improve collaborative public governance between government, society, and business sector, in order to ensure effective public issues management as well as public services. On the other hand, there are preconditions for the effective use of media social; in the context of addressing poverty issues, these preconditions have potential to generate certain paradoxes. This article aims to answer a question “Is the use of social media effective to the poverty alleviation mainstreaming issue?” This study was conducted in one of the cities that won Smart City Award in Indonesia; using content analysis on the "Monggo Lapor" Facebook group combined with the mapping of Local Government Apparatus and poor people group’s perception on the use of social media for poverty issue through focus group discussion. The data then was analyzed using Institutional Theory approaches to identify the paradoxes that emerge from the using of social media in process of communication addressing poverty issues. The result shows that poverty issues were marginalized in the discussion using Facebook group, because of the culture of the bureaucracy in the local government and the culture of the society. The paradoxes arising were, i) democratic-elitist; ii) functional-artificial ones. The emerging paradoxes resulted from the inconsistency of the Local Government in implementing e-government for addressing poverty issues and the elitism in using the social media as a tool for power control by society. Social Media “Monggo Lapor” has not functioned intensively as the means of expressing voice and communicating between people and government for poverty issue, but it had functioned intensively for non-poverty issues, so that non-poor group enjoy its usefulness more. It indicated that the group with excess power had a higher ability of using social media. This paper recommends further research focusing on building social media readiness model, particularly for developing an inclusive regulation for poverty alleviation.

Abstract

Social accountability has been believed as an approach to overcome the deficit of the formal accountability (both horizontal and vertical accountability). Social accountability is percieved as a public accountability which is initiated by and aimed for the society. Several studies found the effectiveness of social accountability in encouraging a more transparent government and a wider public involvement. Those studies identified variables which contribute to the social accountability, i.e. the degree of government openness; the density of community organizations and their advocation capability; social, political, and cultural environment; and the public information accessibility. Data for this paper is collected through in-depth interviews and focused group discussion with the major players in the budget policy making process, including local government officers, members of local house of representatives (DPRD), and activists of the local community groups in the Regency of Karanganyar. This paper argues that despite its effectiveness, social accountability also produce some counterproductive excesses. The term social accountability paradox is used in this paper to represent the abuse of social accountability and it risks. This paper aims to identify the practices of social accountability abuse in the local budget policymaking process, with the case of the Regency of Karanganyar. Based on the study, there are some requirement to be fulfilled In order to increase the social accountability of the public budget policy making process, i.e. (1) revision of regulations to encourage a more transparency in the budget public information; (2) the development of community-based monitoring and dialogues forums; and (3) the increasing of the capability of community groups in conducting social accountability audit.

Abstract

As the front line of detection of patients infected with Covid-19, doctors have a high risk of transmission. However, doctors’ ability to provide proper communication with a unique medical interview process and persuasion of health context is needed. Patients can be open and honest about the illness symptoms and get the required information as prevention. This study aimed to determine doctor-patient communication changes and how information can reduce doctors’ risks of infection. Then, this research also aimed to know how the information from health communication to patients and their families can increase awareness toward the outbreak, change patients’ behavior, and likewise build a resilient society. As a qualitative case study, through semi-structured interviews with fourteen general practitioners of the Emergency Department and fourteen patients, we constructed some barriers and opportunities when doctors gave patients information about Covid-19 and figured out how it could be influence behavior. The attitudes and communication behaviors of doctors underwent several modifications, namely changes in the premedical examination, anamnesis, providing information, verification of information, and a tendency to change the relationship from mutualistic to paternalistic-informative. Provision of knowledge through information was carried out in a balanced way between risk and prevention so that patients behaved according to medical advice. Changes in community behavior indicated a difference in the community’s lifestyle, although it has not yet been consistent, to become a resilient, adaptive, and preventive community against pandemics. This paper provided findings for health communication value and offered useful suggestions for general practitioners, especially by educating vulnerable people during catastrophic events such as Covid-19.

Abstract

The community has the right to get a clean, beautiful, comfortable and healthy environment; get cleaning services; utilizing and processing waste; actively participate in waste management activities; and obtain information from local governments and/or other parties that are directly related to the sustainability of life related to waste. This right has direct implications for the community's obligations regarding the management of household waste and/or similar household waste by being obliged to reduce and/or handle waste in an environmentally sound manner. Unfortunately, the handling of environmentally sound waste has not gone well due to inadequate facilities, enforcement of regulations, and low awareness of the community itself. PT. Wahana Anugerah Energi has developed a waste collection and transportation system using a smartphone application called Rapel. Rapel campaigns for sustainable waste management in households. Currently, Rapel provides garbage pick-up services, especially for recycled waste. However, the problems faced include: wide community reach but with Human Resources (HR) PT. The Wahana Anugerah Energi (Rapel Surakarta) is limited, facilities and infrastructure for the ongoing development of understanding of waste management for the community are not sufficient, the application of Rapel is not yet known by the people of Surakarta. overcome, the lack of public awareness of Surakarta City regarding waste management, lack of cooperation and coordination with agencies related to waste problems so that Rapel technology has not received public knowledge, Surakarta people do not know about data integration related to environmental information. From this problem, we design a social marketing communication program so that Rapel Indonesia's goal of encouraging people to sort household waste can be achieved. To achieve this, we design a waste sorting workshop by presenting credible sources such as Lyfe With Less Representative and Rapel Indonesia Manager. Abstract

The Environmental Issue has become a sensitive problem in Batang Regency. This is due to the fact that Batang Regency has several national-scale industrial projects, such as the Batang Integrated Industrial Estate. The development of these projects has also led to the increasing activities of illegal mining in Batang Regency. The issue of illegal mining has also become an environmental concern raised by Tribun Jateng. This research is expected to find out how the Tribun Jateng addresses this issue from the side of Environmental Journalism. Environmental journalism is a journalistic activity that reports on environmental issues and invites all parties to contribute to the environmental conservation movement. This study uses phenomenology theory which re-expresses the phenomenon experienced by someone directly and is then expressed again in a more understandable way. This research was found that journalists have an understanding of the definition of Environmental Journalism, and the issue of Illegal Mining is considered something that needs to be addressed together. Tribun Jateng journalists admit that there are many obstacles when reporting on this issue. Among them are many sources or related parties who are not willing to be interviewed. There are also several warnings not to report on illegal mining issues. The informants hope that with this reporting, more people will be aware of the losses caused by the impact of illegal mining. Thus, more decisive actions can be taken.

Likewise in the dynamics of conflict between industry players and the community in defending their every interest. Conflict complexity basically includes various combinations of power, value and economic resources. Related to complexity which is often beyond the authority of institutions in general and there are standard procedures that have been carried out so far, to build consensus from various stakeholders, it is necessary to have a resolution by conducting a collaborative approach involving various other constituents. This collaborative approach in groups needs to be carried out dialogically in order to get an understanding between the conflicting groups.
