Abstract

This research analyzes the adaptive capabilities of Ponggok Village Government in responding to the changes brought by Law No. 6 of 2014 concerning Villages, using the Dynamic Governance framework developed by Neo and Chen. Employing a qualitative method through focus group discussions, interviews, and document analysis, the study investigates the village government’s capacity in thinking ahead, thinking again, and thinking across. Findings show that Ponggok Village successfully adapted to legal reforms by implementing participatory planning, institutional innovation through BUMDes, human resource development, and digital governance. These adaptive efforts demonstrate a responsive and future-oriented local governance model supported by competent actors and agile processes. The case of Ponggok Village illustrates how dynamic capabilities can transform regulatory changes into opportunities for sustainable development.

Abstract

This study analyzes social change in Ponggok Village, Klaten, Central Java, from an impoverished village to a self-sufficient one, utilizing Talcott Parsons' structural functionalist framework and the AGIL model (Adaptation, Goal Attainment, Integration, Latency). Prior to 2006, Ponggok Village faced poverty, inadequate infrastructure, and limited employment opportunities, despite its significant potential for spring water. The transformation began in 2009-2013 with collaboration between the village head and academics for potential mapping and the establishment of the Village-Owned Enterprise (BUMDes) Tirta Mandiri. The period from 2014 to 2018 marked a "golden era" with the implementation of the Village Law of 2014, increased village funds, and peak revenues from Umbul Ponggok. However, from 2019-2023, the village experienced a significant decline due to the COVID-19 pandemic. A descriptive qualitative research method with a case study approach was employed, dividing the timeline into three periods (2009-2013, 2014-2018, 2019-2023). Data were collected through Focus Group Discussions, interviews, and literature reviews. The research findings demonstrate how Ponggok Village systematically fulfills the AGIL functional prerequisites by examining socio-economic policies through policies implemented by the Village Government, Village Consultative Body (BPD), and Village-Owned Enterprise (BUMDes) in efforts to improve quality of life, foster social integration among stakeholders, and maintain values through sustainable programs aimed at achieving and sustaining the success of its transformation. These findings provide a holistic understanding of the village’s resilience and adaptability in facing social and economic challenges.

Abstract

If the wave of globalization may inspire democratic understanding and its implementation in Indonesia, then the Pancasila Democracy which has similar meaning with the broad definition of democracy will bring advantages for political, economic, and social condition. In the contemporary era, democracy that has been always elaborated was the democracy that originally came from the West. It has also been socialized only in its narrow definition; therefore, democracy is only commonly understood as political democracy. However, in broad definition of democracy – called by Held as democracy autonomy - the State has an obligation to guarantee that people have easy access not only to political affairs but also to social and economic ones. For that reason, it is necessary to examine several regional elections that have been held successfully. Democracy was not violated when provincial election budget was used for facilitating people to access their neglected economic and social rights. It is difficult to establish democracy in the midst of extreme poverty. New order had made its own interpretation to Pancasila Democracy, and nowadays a more suitable interpretation needs to be made through normative and pragmatic studies.

Abstract

Quality public services are related to continuous innovation. For public sector organizations, innovation is a demand amidst changes in people's lives. In fact, local governments need to innovate to improve the quality of their public services. In Indonesia, the city of Bandung has one of the innovations in overcoming the number of unemployed in the form of the New Bandung Integrated Manpower Management Application or New Bimma. This study aims to examine and analyze the strategies carried out by the Bandung City Manpower Office in implementing New Bimma in increasing employment opportunities. This study applies a descriptive qualitative approach with data collected through observation, interviews, and document studies. The analysis focuses on Mulgan's (2009) strategy theory which contains the stages of purpose, environment, direction, action, and learning. The results of the study show that in general the existing stages show an increase or development even though there are some shortcomings and obstacles.

Abstract

Kota Tasikmalaya memiliki potensi yang cukup besar pada bidang industri usaha mikro kecil menengah, khususnya kerajinan tangan menjadi komoditas unggulan dalam meningkatkan perekonomian. Kota Tasikmalaya memiliki sembilan komoditas unggulan diantaranya: payung geulis, bordir, batik, anyaman bambu, anyaman mendong, mebel, konveksi, alas kaki dan makanan olahan. Untuk mengembangkan komoditas tersebut diperlukan fasilitasi sarana prasarana dalam menunjang dan meningkatkan usaha mikro kecil menengah (UMKM). Adapaun fasilitas yang dimiliki Kota Tasikmalaya dalam menunjang kegiatan UMKM yaitu program Pusat Pengembangan Industri dan Kerajinan (PPIK). Penelitian dilatarbelakangi oleh manajemen kinerja yang dilakukan oleh Dinas Koperasi Usaha Mikro Kecil Menengah Perindustrian dan Perdagangan Kota Tasikmalaya terhadap program Pusat Pengembangan Industri Kerajinan. Peneliti menggunakan teori manajemen kinerja balanced scorecard yang terdiri dari empat dimensi, namun pada penelitian ini akan menggunakan dua dimensi dikarenakan keterbatasan data yang dimiliki oleh peneliti. Metode yang digunakan adalah studi kasus dengan pendekatan kualitatif. Hasilnya pada perspektif pelanggan, secara keseluruhan pembinaan dan pelayanan yang diselenggarakan Diskumkm Perindag Kota Tasikmalaya sudah baik meskipun belum ada penilaian dinas dengan PPIK belum dibuat secara terpisah.  Sedangkan pada perspektif proses bisnis internal, Diskumkm Perindag Kota Tasikmalaya memiliki keterbatasan dalam sumber daya manusia dan anggaran sehingga ada beberapa fasilitas di PPIK yang kesulitan dipelihara karena keterbatasan tersebut. Diskumkm Perindag Kota Tasikmalaya memiliki opsi agar PPIK diberi kewenangan yang mandiri maka PPIK harus berdiri mandiri menjadi Unit Pelaksana Teknis Daerah (UPTD). Kesimpulan menunjukkan bahwa pelaksanaan manajemen kinerja pemerintahan balanced scorecard sudah terlaksana namun belum optimal dalam beberapa perspektif.

Abstract

(Collaborative Governance in Efforts to Accelerate Stunting Reduction in Garut Regency) Tingginya angka stunting di Kabupaten Garut mendorong pemerintah daerah melakukan kolaborasi lintas sektor sebagaimana amanat Peraturan Presiden No. 72 Tahun 2021 tentang Percepatan Penurunan Stunting. Namun, angka stunting di Kabupaten Garut kembali mengalami peningkatan pada tahun 2023. Penelitian ini bertujuan untuk menganalisis tahapan-tahapan collaborative governance dalam proses kolaborasi penanganan stunting di Kabupaten Garut. Metode yang digunakan adalah kualitatif dengan jenis studi kasus, dengan pengumpulan data melalui dokumentasi dan wawancara, dengan teknik penentuan informan dilakukakn secara purposive,  Teori yang digunakan adalah teori collaborative governance yang dikembangkan oleh Morse dan Stephens (2012) yang terdiri atas empat tahapan: assessment, initiation, deliberation, dan implementation. Hasil penelitian menunjukkan bahwa proses kolaborasi belum berjalan dengan optimal dengan adanya berbagai kendala di setiap tahapannya, seperti ketidaksesuaian pemangku kepentingan, keterbatasan sumber daya, kurangnya aturan dasar kolaborasi, dan hambatan dalam tata kelola serta keberlanjutan program. Abstract The high rate of stunting in Garut Regency has prompted the local government to engage in cross-sector collaboration as mandated by Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction. However, the stunting rate in Garut Regency has increased again in 2023. This study aims to analyze the stages of collaborative governance in the process of collaboration in handling stunting in Garut Regency. The method used is qualitative with a case study type, with data collection through documentation and interviews, using purposive informant selection techniques. The theory used is Morse and Stephens' (2012) collaborative governance, which consists of four stages: assessment, initiation, deliberation, and implementation. The results of the study show that the collaboration process has not been optimal, with various obstacles at each stage, such as stakeholder incompatibility, limited resources, lack of basic collaboration rules, and obstacles in governance and program sustainability. These findings provide recommendations for improving collaboration governance so that efforts to reduce stunting can be more effective and sustainable.

Abstract

The success of SPBE implementation is not solely determined by the availability of technology or regulations. It is also significantly influenced by social readiness, institutional readiness, implementation strategies, and contextual change management. The research method employed was a descriptive qualitative approach, with triangulation techniques utilized for data collection. The research findings indicate that during the planning phase, the City Government of Cimahi demonstrated a structured strategic approach through the collaborative development of the vision, mission, and objectives of the SPBE, despite facing challenges such as the digital divide and resource constraints. The implementation phase demonstrated the following outcomes: the strengthening of digital work culture, the enhancement of human resource capacity, the integration of information systems, and inclusive public communication. Concurrently, the SPBE index score of 4.15, which corresponds to a "Very Good" rating, serves as an indicator of the strategy's effectiveness during the evaluation stage. These findings suggest that a systematic and adaptive strategic management approach is essential to achieving an effective, inclusive, and sustainable digital government.

Abstract

Penelitian ini berjudul ”Kualitas Pelayanan Publik Dinas Arsip Dan Perpustakaan Daerah Kota Bekasi Melalui Layanan Arsip Keluarga ’Larsiga’ Tahun 2024 -2025”. Penelitian ini dilatarbelakangi oleh adanya permasalahan dalam pelayanan Layanan Arsip Keluarga yang merupakan program layanan enkapsulasi dokumen dengan tujuan menjaga keaslian dan keamanan arsip masyarakat Kota Bekasi. Dalam penelitian ini menggunakan Teori Kualitas Pelayanan yang mencakup lima dimensi, yaitu tangible, reliability, responsiveness, assurance, dan empathy. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada dimensi tangible, fasilitas fisik sudah cukup baik, namun masih terdapat kekurangan dalam penggunaan teknologi administrasi. Pada dimensi reliability, pegawai sudah kompeten, namun ketepatan waktu pelayanan belum optimal karena keterbatasan jumlah pegawai. Dimensi responsiveness menunjukkan bahwa sosialisasi layanan masih terbatas pada media sosial Instagram. Dimensi assurance, peningkatan kompetensi pegawai telah dilakukan melalui pelatihan arsiparis, namun pemanfaatan teknologi informasi masih perlu ditingkatkan. Dimensi empathy, pegawai menunjukkan kepedulian dan bimbingan kepada masyarakat. Faktor pendukung pelayanan meliputi fasilitas memadai dan SDM yang kompeten, sedangkan faktor penghambat meliputi keterbatasan jangkauan layanan, kurangnya pemanfaatan teknologi, dan rendahnya kesadaran masyarakat terhadap pentingnya arsip. Penelitian menunjukkan kualitas pelayanan Dinas Arsip dan Perpustakaan Daerah Kota Bekasi belum sepenuhnya optimal.
