Abstract

Public Financial Management a set of laws, rules and standards is an important part of regulating the systems and processes used by each sovereign state and local government, in order to mobilize revenue, allocate public funds, conduct public spending, and budget audits. The purpose of public financial management itself is to increase efficiency and transparency in the use of public resources and eliminate the inefficiency of public resources. The regulatory framework for Public Financial Management is able to carry out analytical and critical practices in helping to facilitate services efficiently and effectively. This article uses a qualitative method with a descriptive approach as to describe or analyze a research result but is not used to make a broader conclusion. Analysis and Discussion The Government of Ghana is aware that there are regulations governing the budgeting, although some of them do not understand and study these documents comprehensively. The regulatory framework governing fund management influences service delivery. In conclusion, the regulatory framework explains how public budgets are used to provide better services. The regulation is designed with the aim of helping to reduce budget waste and prevent corruption. DOI: 10.26905/pjiap.v5i1.3860

Abstract

ABSTRACT. Pagerwangi Village is an area prone to natural disasters in West Bandung Regency. Also the geographical location is entered in the red-fault zone of the Lembang. So in the predictions will be one of the affected areas due to the tectonic earthquakes originating from the fault of the Lembang. Disaster management programs have been conducted by the Government along with other parties such as educational institutions and community groups. The study aims to analyse how the implementation of disaster mitigation through a functional structural approach or social balance theory of Talcott Parsons. The approach used on this studies is descriptive qualitative. The results showed that there were barriers in the system of functional structural approaches to disaster mitigation in the area of the Pagerwangi village of the four aspects namely integration, adaptation, latency and goal attaintment. These obstacles occur from one aspect, which affects other aspects.

Abstract

AbstrakPenelitian ini membahas tentang Kualitas Pelayanan Izin Mendirikan Bangunan (IMB) di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Ciamis, dengan menggunakan teori servqual dari Zeithaml mengukur 5 dimensi, yaitu Tangible, Reliabillity, Assurance, responsiveness dan Empathy. Penelitian ini merupakan penelitian jenis kualitatif dengan tekhnik pengumpulan data dengan menggunakan studi kepustakaan, dan studi lapangan berupa observasi dan wawancara dengan 6 informan yaitu, Kepala DPMPTSP, Kabid Perizinan, Kabid Pengaduan dan Advokasi, Petugas Frontliner, Kabid Kepegawaian dan Pemohon Perzinan IMB.Berdasarkan hasil penelitian, Kualitas Pelayanan di DPMPTSP Kabupaten Ciamis masih belum berjalan secara efektif dan efisien dikarenakan kurang nya SDM si bagian pelayanan perizinan DPMPTSP Kabupaten Ciamis, kurangnya kemampuan petugas dan sarana untuk menunjang online service. Kata kunci : Kualitas Pelayanan, Izin Mendirikan Bangunan, Servqual.AbstractThis study discusses the Quality of Building Construction Permits (IMB) at the Ciamis District One-Stop Integrated Services Investment Office (DPMPTSP), using the servqual theory from Zeithaml to measure 5 dimensions, namely Tangible, Reliabillity, Assurance, Responsiveness and Empathy. Abstract

This research is about the condition of the flood disaster in Bandung Regency, which is focused on the local government's steps to prevent, mitigate and prepare. The implementation of disaster management in Bandung Regency is regulated through the Bandung Regency government's policy with the establishment of the Regional Disaster Management Agency. The establishment of the Regional Disaster Management Agency based on the Bandung Regency Regional Regulation number 11 of 2010 concerning the establishment of the Bandung Regency Regional Disaster Management Agency organization, and the Bandung Regency Regent's Regulation number 53 regarding the details of the duties, functions, performance procedures of the Bandung Regency Regional Disaster Management Agency and followed by implementing regulations in the form of Regulations Bandung Regency area number 2 of 2013 concerning the implementation of Bandung Regency disaster management. The authors use common goals, division of roles, communication, and resources as the criteria for successful collaboration. This study uses a qualitative descriptive method where the data collection techniques used are library research and field studies consisting of observation and in-depth interviews.

Abstract

The new student admission based on zoning system has been implemented in Indonesia since 2017 through the Ministerial Regulation of Education and Culture No. 17/2017, then renewed by the Ministerial Regulation of Education and Culture No. 18/2018. The regulation has been enacted for the Local Office of Education in all regencies/cities in Indonesia. To be implemented, every regency and city have enacted the operational regulations in accordance with each local conditions. The Local Government of Bandung City has implemented the zoning system since 2017, namely the Regulation of Mayor of Bandung No. 553/2017 and the Regulation of Mayor of Bandung No. 456/2018. The both regulations have the different rule of game, particularly the application of quota. The zoning quota of new student admission in 2017 was regulated only for 40-50 percent, but Bandung City in 2018 applied the zoning system for 100 percent. The aims of applying the zoning system were to closely bring the students to their residences, to reduce the costs of school transportation, and to eliminate the dichotomy between the favorite and unfavorite schools. The research uses the paired sample t-Test to compare the both Mayoral Regulations and to then find the dominant factor as the cause for occuring the conflict in the process of new student admission in Bandung City. Matland’s ambiguity-conflict model is used to explain the implementation of new student admission policy. Results of the research indicate that the dichotomy of favorite and unfavorite schools can not be removed, not just because of the public mindset, but also because of the unsupporting policy of local government, and the unreadiness of local government to provide the qualified infrastructures for the education in all schools.Keywords: School Dichotomy, Policy Implementation, New Student Admission, Zoning System.

Abstract

The complex challenges faced by public administration, such as the increasing complexity of societal demands, the need to maintain and improve performance, and limited resources, require innovative approaches to achieve optimal efficiency. This study aims to examine the role of innovation in increasing the efficiency of public administration. Public administration is an important component in running an effective government and providing quality services to the public. This study uses a descriptive analysis method involving literature studies and qualitative analysis. The research results show that innovation has an important role in increasing the efficiency of public administration. Innovations in public administration can include the application of information technology, development of more effective management systems, changes to policies and procedures that are more responsive, and human resource capacity building. In a broader context, innovation also involves collaboration between government, the private sector, and communities in designing innovative solutions to complex public administration problems. Through innovation, the efficiency of public administration can be increased through the use of better technology, efficient data management, and improving the quality of public services . Innovation can also speed up the decision-making process, increase transparency and accountability, and strengthen the relationship between government and society.

Abstract

Covid-19 cases that continue to increase every time provide depth and require concrete policies from the government to prevent the spread of more. The Aceh Provincial Government has implemented a Policy for the Implementation of a Night Curfew in dealing with COVID-19 cases. In practice, this policy did not run smoothly. Initially planned for two months, but only one week finally this policy was officially lifted.The purpose of this study is to describe how the policy formulation is carried out by the Aceh Provincial Government through Forkopimda. The research method used is a qualitative approach. Analysis Using Stages of Policy Formulation Theory by William Dunn. Data analysis techniques were carried out through data reduction, data presentation, and drawing conclusions. Then testing the validity of the validity of the data by triangulating the data with source triangulation.The results show that the curfew formulation process carried out in Aceh has gone through the formulation of public policies, namely problem formulation, policy agendas, selection of policy alternatives to solve problems, and policy determination. In the process, the biggest obstacles are the time factor that is too tight when it is formulated, the socialization is not evenly distributed and on target, and the hangout culture is very thick. Then the implementation of Large-Scale Social Restrictions was also quite influential so that this policy only lasted for two weeks.Practical advice from this research is that the policy formulation process takes a long time, the stages that explain a detail of the steps to be taken. The form of socialization and understanding of community culture is also an important element that should not be overlooked. A policy will be effective if it is well received by the public. Kasus Covid-19 yang terus meningkat setiap waktunya memberikan kekhawatiran mendalam dan membutuhkan kebijakan konkret dari pemerintah untuk mencegah penyebaran yang lebih banyak lagi. Pemerintah Provinsi Aceh melakukan Kebijakan Penerapan Jam Malam dalam menangani kasus covid-19. Dalam pelaksanaannya, kebijakan ini tidak berjalan dengan mulus. Awalnya direncanakan selama dua bulan, namun hanya satu minggu akhirnya kebijakan ini resmi dicabut.Tujuan dari penelitian ini adalah mendeskripsikan bagaimana proses formulasi kebijakan yang dilakukan oleh Pemerintah Provinsi Aceh melalui Forkopimda. Metode penelitian yang digunakan adalah pendekatan kualitatif. Analisis menggunakan Teori Tahapan Formulasi Kebijakan oleh William Dunn. Teknik analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Kemudian pengujian validitas keabsahan data yakni mentriangulasi data-data tersebut dengan triangulasi sumber.Hasil penelitian menunjukkan bahwa proses formulasi penerapan jam malam  yang dilakukan di Aceh sudah melalui tahapan formulasi kebijakan publik yakni yaitu perumusan masalah, agenda kebijakan, pemilihan alternatif kebijakan untuk memecahkan masalah, dan tahapan penetapan kebijakan. Dalam prosesnya, kendala terbesar adalah faktor waktu yang terlalu mepet saat perumusannya, sosialisasi yang belum merata dan tepat sasaran, serta budaya nongkrong yang sangat kental. Kemudian adanya penerapan Pembatasan Sosial Berskala Besar juga cukup berpengaruh sehingga kebijakan ini hanya berjalan selama dua minggu.Saran praktis dari penelitian ini adalah proses perumusan suatu kebijakan membutuhkan waktu yang tidak sebentar, diperlukan tahapan-tahapan yang membahas secara terperinci dari langkah-langkah yang akan diambil. Bentuk sosialisasi dan pemahaman terhadap budaya masyarakat juga menjadi elemen penting yang tidak boleh terlewatkan. Suatu kebijakan akan berjalan efektif apabila diterima dengan baik juga oleh publik.

Abstract

Menyadari akan pentingnya peranan pendidikan dalam meningkatkan kualitas sumber daya manusia, pemerintah berupaya untuk meningkatkan kualitas guru melaksanakan sebuah program sertifikasi guru. Tujuan penelitian ini ialah untuk mengetahui bagaimana proses implementasi program sertifikasi guru untuk guru madrasah yang dilakukan oleh Kementerian Agama Kabupaten Bandung. Teori yang digunakan dalam penelitian ini adalah teori implementasi program menurut Charles O. Jones yang menyebutkan tiga aktivitas dasar yaitu organisasi, interpretasi, dan aplikasi. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik penentuan informan menggunakan teknik purposive. Hasil penelitian menunjukan bahwa implementasi program sertifikasi guru dalam jabatan khususnya pada guru Madrasah Aliyah Negeri Ciparay yang dilakukan oleh Kementerian Agama Kabupaten Bandung pada pelaksanaannya belum optimal karena masih terdapat beberapa kendala yang dihadapi. Dilihat dari organisasi masih kurangnya sumber daya manusia dan sumber daya finansial yang tersedia. Dari aspek interpretasi, para pelaksana program sudah memahami tujuan dan pedoman program akan tetapi dalam pelaksanaan tugas dan fungsinya masih belum konsisten. Dalam aspek aplikasi, ditemukan pengawasan pada pelaksanaan program tidak berjalan, terlihat pada belum adanya laporan evaluasi untuk pelaksanaan program sertifikasi guru dalam jabatan yang telah dilaksanakan pada tahun-tahun sebelumnya. ABSTRACT Recognizing the importance of the role of education in improving the quality of human resources, the government seeks to improve the quality of teachers to implement a teacher certification program. The purpose of this study was to find out how the process of implementation of the teacher certification program for madrasah teachers conducted by Kementerian Agama District Bandung. The theory used in this research is the theory of program implementation by Charles O. Jones who cites three basic activities, namely the organization, interpretation, and application. The method used is descriptive qualitative determination techniques informants usingtechnique. purposive sampling. The results showed that the implementation of certification of teachers, especially teachers of Madrasah Aliyah Negeri Ciparay conducted by Kementerian Agama District Bandung not optimal because there are still some obstacles encountered. Judging from organizations still lack the human resources and financial resources available. From the aspect of interpretation, all program managers have understood the objectives and guidelines for the program but in the implementation of tasks and functions are still not consistent. In the aspect of the application, found the supervision of the implementation of the program is not running, is seen in the absence of an evaluation report on the implementation of in-service teacher certification program that has been implemented in previous year.

Abstract

This research is based on the high basic need for habitable homes in bogor city in 2020, Through the BSPS program is expected to increase the involvement of various elements in order to be able to realize a livable home. But there are still problems such as lack of community involvement in planning and submission of criticism and advice, lack of self-help and delay in completion of development. This research aims to describe and analyze public participation in every stage of activities in the Self-Help Housing Stimulant Assistance (BSPS) program in Bogor City in 2020. In conducting the analysis, the authors used the theory of public participation in the stages of development activities by John M. Cohen and Norman T. Uphoff (1980). The research method used is qualitative research method. Data collection techniques are carried out by means of observations, interviews and documents.The results of this study show that public participation in the BSPS program in Bogor City in the implementation of 2020 is still at degree of tokenism which means it has not been able to increase the involvement of each implementing element, such as Dinas Perumahan dan Permukiman Kota Bogor, urban village staff, facilitator team, and beneficiary community in the planning stage, implementation stage, and evaluation stage. But in the benefits stage the results of the public participation was conducted better. Some of the suggestions from this research are that facilitator teams supposedly communicated and coordinated with RT, RW, and community empowerment agency parties. Urban Village parties are suggested to strengthen their roles in directing, supervision and control and paying more attention during the selection process in the proposing. The agency is suggested to make monitoring schedule periodically to entire area, it is proposed to direct urban village parties in making evaluation report in form of document to be useful for further decision making. Penelitian ini dilatarbelakangi oleh tingginya kebutuhan dasar akan rumah yang layak huni di Kota Bogor pada tahun 2020. Melalui program BSPS diharapkan akan meningkatkan keterlibatan dari berbagai unsur agar mampu mewujudkan rumah yang layak huni. Namun masih ditemukan permasalahan seperti minimnya keterlibatan masyarakat dalam perencanaan dan penyampaian kritik dan saran, kurangnya swadaya dan keterlambatan penyelesaian pembangunan. Tujuan dari penelitian ini adalah mendeskripsikan dan menganalisis partisipasi publik dalam setiap tahapan kegiatan dalam program BSPS di Kota Bogor Tahun 2020. Dalam melakukan analisis, penulis menggunakan teori partisipasi publik dalam tahapan kegiatan pembangunan oleh John M. Cohen dan Norman T. Uphoff (1980). Metode penelitian yang digunakan adalah metode penelitian kualitatif. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumen. Hasil dari penelitian ini menujukkan bahwa partisipasi publik dalam program BSPS di Kota Bogor pada pelaksanaan tahun 2020 masih berada pada derajat semu atau degree of tokenism yang mana artinya belum mampu untuk meningkatkan keterlibatan dari masing-masing unsur pelaksana yaitu Dinas Perumahan dan Permukiman Kota Bogor, pihak kelurahan, tim fasilitator, dan masyarakat penerima bantuan dalam tahap perencanaan, dan evaluasi. Namun dalam pemanfaatan hasil partisipasi publik sudah dilakukan dengan baik. Beberapa saran dari penelitian ini adalah tim fasilitator sebaiknya melakukan komunikasi dan koordinasi dengan pihak RT, RW, dan LPM. Pihak kelurahan sebaiknya memperkuat perannya dalam pengarahan, pengawasan dan pengendalian serta lebih memperhatikan saat proses penyeleksian dalam pengusulan. Pihak dinas sebaiknya membuat jadwal monitoring secara berkala dan merata dan mengarahkan pihak kelurahan untuk membuat laporan evaluasi dalam bentuk dokumen agar berguna untuk pengambilan keputusan selanjutnya.
