Abstract

Pengelolaan sampah di daerah Bandung Raya (Kota Bandung, Kab. Bandung dan Kab Bandung Barat) pada bulan Agustus 2023 mengalami kondisi darurat. Hal ini ditandai dengan overload yang dialami Tempat Pembuangan Akhir (TPA) sampah yang sudah tidak sanggup lagi menampung pembuangan sampah, terutama sampah yang berasal dari kawasan Bandung Raya. Berdasarkan hal tersebut maka tim PPM merasa terpanggil untuk berkontribusi dalam menjadi bagian dalam solusi mengatasi sampah dari hulunya. Tim PPM memutuskan untuk berkontribusi dalam pengelolaan sampah pada level Desa di wilayah Kab. Bandung. Adapun desa yang Tim PPM pilih untuk melaksanakan pengabdian kepada masyarakat adalah Desa Cileunyi Kulon, yang terletak di Kecamatan Cileunyi, Kabupaten Bandung, Provinsi Jawa Barat. Metode kajian dan pengabdian kepada masyarakat yang digunakan dalam kegiatan PPM pada tahap ke-1 ini adalah dengan melakukan kegiatan FGD, pendampingan penyusunan roadmap dan rencana aksi pengelolaan sampah Desa. Hasil dari kegiatan ini adalah terbentuknya terbukanya komunikasi  dan transparansi informasi terkait permasalahan di wilayah masing-masing peserta, serta terbentuknya komitmen untuk menyusun rencana aksi lebih lanjut untuk memperbaiki tata kelola pengelolaan sampah di Desa Cileunyi Kulon. Waste management in the Greater Bandung area (Bandung City, Bandung Regency and West Bandung Regency) will experience an emergency in August 2023. This is characterized by the overload experienced by the final waste disposal site (TPA) which is no longer able to accommodate waste disposal, especially waste originating from the Greater Bandung area. Based on this, the PPM team feels called to contribute to being part of the solution to dealing with waste from upstream. So the PPM Team decided to contribute to waste management at the village level in the district area. Bandung. The village that the PPM Team chose to carry out community service is Cileunyi Kulon Village, which is located in Cileunyi District, Bandung Regency, West Java Province. The method of study and community service used in PPM activities at stage 1 is by carrying out FGD activities, assisting in the preparation of roadmaps and action plans for village waste management. The result of this activity is the formation of open communication and transparency of information regarding problems in each participant's area, as well as the formation of a commitment to develop further action plans to improve waste management governance in Cileunyi Kulon Village.

Abstract

This research explains the reality of moving the capital city of Indonesia from Jakarta to Ibu Kota Nusantara (IKN) in North Penajam Paser, East Kalimantan Province, and the opportunities for the dynamics of ecological balance in public administration that will be formed for West Java Province using the equilibrium model from Fred W. Riggs. The previous research has not yet found publications on IKN using the ecological perspective of public administration and utilitarianism. Reserachers uses qualitative research methods uses prospective case studies as a form of research. The research results show that there will be a change in equilibrium in the public administration system. The policies produced by the political system in the form of moving the country's capital from DKI Jakarta to IKN, changing DKI Jakarta to DKJ, and expanding the agglomeration area are predicted to shift the ecological balance of West Java Province's public administration. Viewed from the perspective of Jeremy Bentham's pleasure and pain utilitarianism, the West Java Provincial Government can take a development policy direction that is based on the reality of human resource conditions and geographical advantages.

Abstract

In the Lebakwangi District Office, the purpose of this study is to investigate how different styles of leadership influence the level of employee work discipline. In order to achieve high levels of efficiency and productivity in the working environment, work discipline is an essential component that must be present. In the meanwhile, a leadership style that is effective can help to build a culture inside a company that is conducive to good work discipline. This study takes a quantitative approach and employs the survey method in its data collection. According to the findings of this research project, the work discipline of employees working in the Lebakwangi subdistrict office is impacted by the leadership style of their superiors. It is believed that the findings of this research will be able to provide management and leaders in the Lebakwangi District Office with recommendations that will assist in enhancing employee work discipline by increasing the number of successful leadership styles. The repercussions of this study are anticipated to provide a constructive contribution to efforts to increase the level of organizational performance and to realize the objectives that have been established.

Abstract

Effective public leadership is pivotal for achieving transparent, accountable, and responsive governance. This study examines the process of public leadership in implementing good governance in West Java Province by exploring the interplay of policy innovation, public opinion, and local Sundanese cultural values. Employing a qualitative case study approach across several administrative regions, data were collected through in-depth interviews, observations, and document analysis. This study finds that effective public leadership in West Java emerges from the dynamic integration of policy innovation, public opinion, and Sundanese cultural values, which collectively enhance transparency, accountability, and participatory governance. Leaders who internalise cultural principles like “Parigeuing, Dasa Pasanta, and Silih Asih” implement innovative and responsive governance mechanisms and achieve higher public trust and more sustainable policy outcomes. Effective public leadership in a culturally rich context like West Java requires a hybrid model that combines technical governance skills with cultural literacy, ethical practices, and citizen engagement to achieve good governance. Nevertheless, the research provides valuable insights for policymakers, public administrators, and scholars on culturally grounded, innovative, and citizen-centred governance strategies. Originality lies in combining the analysis of policy innovation, public opinion, and indigenous cultural values to understand effective public leadership in a specific Indonesian context, highlighting a modern, participatory, and locally rooted governance model.

Abstract

This paper will discuss the policies that have been put in place related to the labor market in Indonesia and Korea, especially during the Covid-19 pandemic. Many problems occurred during the Covid-19 pandemic, such as the increasing number of unemployed, reducing working hours. The research design used is descriptive qualitative research. The author uses a literature study and is reviewed using the SLR (Systematic Literature Review). Literature study by making summaries sourced from secondary data such as Scopus indexed articles, books, and other documents related to research. Each country has made policies to overcome the unemployment problem that occurred during the Covid-19 pandemic, workers are given assistance and training to be able to help fulfill daily life and create opportunities to get through the existing crisis. However, several policies that have been made have not been able to completely solve the problem, especially related to the differences in the problems faced between male workers and female workers, should be done with a different approach.

Abstract

AbstractDiscipline of the State Civil Apparatus or commonly called ASN is an absolute thing that must be done if you want to improve performance. Work discipline is a problem that always occurs in every organization, including the Social Service of Sumedang Regency. One effort to improve the discipline of ASN is to provide employee training in collaboration with institutions or third parties regarding training that is mental and training that improves work skills competence. Therefore, the purpose of this study is to improve the level of employee discipline in order to enhance the efficiency of the state's civil machinery. In this investigation, a qualitative strategy is combined with a descriptive research approach. According to the findings of the study, discipline is of utmost significance in terms of enhancing the performance of the State Civil Apparatus, indicating the necessity of occupational training. In this study, the authors propose 6 scopes of work training that must be carried out by ASN to improve their work discipline, namely employee motivation development training, leadership training, effective communication technique training, self-introduction training and acknowledgment management training.Keywords: Performance, Discipline, Training, State Civil Apparatus. AbstrakDisiplin Aparatur Sipil Negara atau biasa disebut ASN merupakan hal mutlak yang harus dilakukan jika ingin meningkatkan kinerja. Disiplin kerja merupakan masalah yang selalu terjadi di setiap organisasi, termasuk Dinas Sosial Kabupaten Sumedang. Salah satu upaya untuk meningkatkan kedisiplinan ASN adalah dengan memberikan pelatihan pegawai bekerja sama dengan lembaga atau pihak ketiga mengenai pelatihan yang bersifat mental dan pelatihan yang meningkatkan kompetensi keterampilan kerja. Oleh karena itu, tujuan dari penelitian ini adalah untuk meningkatkan tingkat kedisiplinan pegawai dalam rangka peningkatan efisiensi mesin sipil negara. Dalam penelitian ini, strategi kualitatif dipadukan dengan pendekatan penelitian deskriptif. Menurut temuan penelitian, disiplin sangat penting dalam hal peningkatan kinerja Aparatur Sipil Negara, menunjukkan perlunya pelatihan kerja. Dalam penelitian ini, penulis mengusulkan 6 lingkup pelatihan kerja yang harus dilakukan oleh ASN untuk meningkatkan disiplin kerja, yaitu pelatihan pengembangan motivasi karyawan, pelatihan kepemimpinan, pelatihan teknik komunikasi efektif, pelatihan pengenalan diri dan pelatihan manajemen pengakuan.Kata Kunci: Kinerja, Disiplin, Diklat, Aparatur Sipil Negara.

Abstract

The purpose of this paper is to analyze the Bekasi City Government's Public Service Innovation in the form of the Public Service Mall Policy and describe the inhibiting and supporting factors in the process of public service innovation in Bekasi City. This research uses descriptive qualitative research methods using Rogers' Theory where there are several attributes as a characteristic of an innovation, namely Relative Advantage, Suitability, Complexity, Probability of Experimentation, and Observability. The results showed that the Public Service Mall in Bekasi City has become a significant innovative solution in the delivery of public services in Indonesia, especially in Bekasi City. because the Public Service Mall concept offers an integrated, efficient, and more responsive approach to the needs of the community in accessing various public services in one place.

Abstract

Ethical behavior and effective leadership go hand in hand. In order to achieve good governance, it is necessary to have ethical values that serve as guidelines and must be followed by the public and public administrators. One of the problems that arises in the provision of public services is that there are still deviations by the State Civil Apparatus, hereinafter referred to as ASN in public services. To better understand how public administration ethics can be applied to the delivery of public services and ultimately promote good governance, this research is focusing on the state's civil apparatus. This research is a qualitative study using a descriptive approach to analyze and clarify phenomena in the field. According to the study's findings, in order to meet the needs of the community in a variety of service capacities, the apparatus as a public administrator has a duty to ensure that citizens have access to high-quality public services. Problems with management in the public sector abound. No one ever tells customers how much a service will cost or how long it will take. This happens because citizens' rights as service recipients and service providers' responsibilities are never codified in the procedures by which these interactions take place. Establishing public service standards is a workable solution. Developing a Complaint Management System, Customer Satisfaction Survey, and Standard Operating Procedures..
