Abstract

This research is based on the high basic need for habitable homes in bogor city in 2020, Through the BSPS program is expected to increase the involvement of various elements in order to be able to realize a livable home. But there are still problems such as lack of community involvement in planning and submission of criticism and advice, lack of self-help and delay in completion of development. This research aims to describe and analyze public participation in every stage of activities in the Self-Help Housing Stimulant Assistance (BSPS) program in Bogor City in 2020. In conducting the analysis, the authors used the theory of public participation in the stages of development activities by John M. Cohen and Norman T. Uphoff (1980). The research method used is qualitative research method. Data collection techniques are carried out by means of observations, interviews and documents.The results of this study show that public participation in the BSPS program in Bogor City in the implementation of 2020 is still at degree of tokenism which means it has not been able to increase the involvement of each implementing element, such as Dinas Perumahan dan Permukiman Kota Bogor, urban village staff, facilitator team, and beneficiary community in the planning stage, implementation stage, and evaluation stage. But in the benefits stage the results of the public participation was conducted better. Some of the suggestions from this research are that facilitator teams supposedly communicated and coordinated with RT, RW, and community empowerment agency parties. Urban Village parties are suggested to strengthen their roles in directing, supervision and control and paying more attention during the selection process in the proposing. The agency is suggested to make monitoring schedule periodically to entire area, it is proposed to direct urban village parties in making evaluation report in form of document to be useful for further decision making. Penelitian ini dilatarbelakangi oleh tingginya kebutuhan dasar akan rumah yang layak huni di Kota Bogor pada tahun 2020. Melalui program BSPS diharapkan akan meningkatkan keterlibatan dari berbagai unsur agar mampu mewujudkan rumah yang layak huni. Namun masih ditemukan permasalahan seperti minimnya keterlibatan masyarakat dalam perencanaan dan penyampaian kritik dan saran, kurangnya swadaya dan keterlambatan penyelesaian pembangunan. Tujuan dari penelitian ini adalah mendeskripsikan dan menganalisis partisipasi publik dalam setiap tahapan kegiatan dalam program BSPS di Kota Bogor Tahun 2020. Dalam melakukan analisis, penulis menggunakan teori partisipasi publik dalam tahapan kegiatan pembangunan oleh John M. Cohen dan Norman T. Uphoff (1980). Metode penelitian yang digunakan adalah metode penelitian kualitatif. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan dokumen. Hasil dari penelitian ini menujukkan bahwa partisipasi publik dalam program BSPS di Kota Bogor pada pelaksanaan tahun 2020 masih berada pada derajat semu atau degree of tokenism yang mana artinya belum mampu untuk meningkatkan keterlibatan dari masing-masing unsur pelaksana yaitu Dinas Perumahan dan Permukiman Kota Bogor, pihak kelurahan, tim fasilitator, dan masyarakat penerima bantuan dalam tahap perencanaan, dan evaluasi. Namun dalam pemanfaatan hasil partisipasi publik sudah dilakukan dengan baik. Beberapa saran dari penelitian ini adalah tim fasilitator sebaiknya melakukan komunikasi dan koordinasi dengan pihak RT, RW, dan LPM. Pihak kelurahan sebaiknya memperkuat perannya dalam pengarahan, pengawasan dan pengendalian serta lebih memperhatikan saat proses penyeleksian dalam pengusulan. Pihak dinas sebaiknya membuat jadwal monitoring secara berkala dan merata dan mengarahkan pihak kelurahan untuk membuat laporan evaluasi dalam bentuk dokumen agar berguna untuk pengambilan keputusan selanjutnya.

Abstract

ABSTRACTThis study describes the collaborative development of tourism in the Kubu Gadang Tourism Village. This research is motivated by problems in tourism development in Kubu Gadang Tourism Village, especially in the collaboration aspect. One of them is in collaborative communication, where sectoral ego and community participation are still fluctuating. The results of this study indicate that the collaboration of tourism development in Kubu Gadang Tourism Village has been going well. Of the six determinants of successful collaboration proposed by Paul W. Mattessich and Barbara R. Monsey, only one factor has not worked well. In contrast, the other five factors have worked well. Factors that have not gone well are the collaboration resource factor. Namely, the source of funds that are still very lacking and the members who have the skills are not evenly distributed. Some suggestions from this study are that the collaboration group members should be able to compromise to make a meeting schedule that fits the schedule of all members to maximize the attendance of all collaboration members in each meeting so that no information is missed. It is recommended that the Tourism Development Collaboration Group in the Kubu Gadang Tourism Village add a division that focuses on the business or business development. It is recommended that the Tourism Development Collaborative Group in Kubu Gadang Tourism Village conduct training on time management. To avoid wasting time and delays in receiving the next guests. ABSTRAKPenelitian ini menjelaskan tentang kolaborasi pembangunan kepariwisataan di Desa Wisata Kubu Gadang. Penelitian ini dilatarbelakangi oleh permasalahan pada pembangunan kepariwisataan di Desa Wisata Kubu Gadang terutama pada aspek kolaborasi. Salah satunya pada komunikasi kolaborasi yang masih terdapat ego sektoral dan partisipasi masyarakat yang masih mengalami fluktuasi.Hasil penelitian ini menunjukkan bahwa kolaborasi pembangunan kepariwisataan di Desa Wisata Kubu Gadang sudah berjalan dengan baik. dari enam faktor penentu keberhasilan kolaborasi yang dikemukakan oleh Paul W. Mattessich dan Barbara R. Monsey, hanya satu faktor yang belum dapat berjalan dengan baik, sedangkan lima faktor lainnya sudah berjalan dengan baik. Faktor yang belum berjalan dengan baik adalah faktor sumber daya kolaborasi yaitu sumber dana yang masih sangat kurang dan juga anggota yang memiliki keterampilan itu belum merata.Beberapa saran dari penelitian ini adalah Anggota kelompok kolaborasi sebaiknya bisa melakukan kompromi untuk membuat jadwal pertemuan yang sesuai dengan jadwal seluruh anggota untuk memaksimalkan kehadirian seluruh anggota kolaborasi dalam setiap pertemuan agar tidak ada informasi yang terlewat. Sebaiknya Kelompok Kolaborasi Pembangunan Kepariwisataan di Desa Wisata Kubu Gadang melakukan penambahan divisi yang berfokus kepada pengembangan usaha atau bisnis. Sebaiknya Kelompok Kolaborasi Pembangunan Kepariwisataan di Desa Wisata Kubu Gadang melakukan pelatihan tentang manajemen waktu. Agar tidak terjadi pemborosan waktu dan keterlambatan dalam menerima tamu-tamu selanjutnya.

Abstract

Social welfare problems marked by the condition of uninhabitable houses are still being felt in Cicurug District, Sukabumi Regency, the Sukabumi Regency government then takes care of these problems through the Uninhabitable House Social Rehabilitation Program (RS-RTLH). This study aims to analyze the coordination of the implementation of the Social Rehabilitation Program for Uninhabitable Houses (RS-RTLH) in Sukabumi Regency, especially in Cicurug District. The theoretical basis used as material for analysis is the coordination theory proposed by Bose (2012) which consists of six techniques that help achieve effective coordination, namely Clearly defined goals, Clear lines of authority and responsibility, Precise and comprehensive programs and policies, Cooperation , Effective communication, and Effective leadership and supervision. The research method used is a qualitative research method. Data collection techniques used by researchers by way of observation, interviews, documentation. Furthermore, the data processing techniques used by researchers in this study used data descriptions, theme analysis and highlighting. The results of the study showed that the six techniques proposed by Bose (2012) as an analytical knife for the Coordination of the Implementation of the RS-RTLH Program in Cicurug District, Sukabumi Regency in 2019 showed that coordination had not been effective. This can happen because cooperation has not been achieved, the form of cooperation carried out through community self-help has not been fully realized in the village in Cicurug District and awareness of a sense of mutual help that is less developed in the community around the recipients of social assistance, and not achieving effective leadership and supervision. the implementation of a regional leadership system but the lack of active leaders at the village level and the absence of technical facilitators/technical assistance teams as a form of supervision in the field, resulting in order and provision of program implementation reports that are not in accordance with the implementation rules of the RS-RTLH in Cicurug District in 2019. Masalah kesejahteraan sosial dengan ditandai kondisi rumah tidak layak huni masih tengah dirasakan di Kecamatan Cicurug Kabupaten Sukabumi, pemerintah Kabupaten Sukabumi kemudian melakukan penanganan terhadap permasalahan tersebut melalui Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH). Penelitian ini bertujuan untuk menganalisis koordinasi dari penyelenggaraan program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) di Kabupaten Sukabumi khususnya pada Kecamatan Cicurug. Dasar teori yang digunakan sebagai bahan analisis adalah teori koordinasi yang di kemukakan oleh Bose (2012) yang terdiri dari enam teknik yang membantu mencapai koordinasi yang efektif, yaitu Clearly defined goals, Clear lines of authority and responsibility, Precise and comprehensive programmes and policies, Cooperation, Effective communication, and Effective leadership and supervision. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Teknik pengumpulan data yang digunakan oleh peneliti dengan cara observasi, wawancara, dokumentasi. Selanjutnya teknik pengolahan data yang digunakan peneliti dalam penelitian ini menggunakan deskripsi data, analisis tema dan penonjolan. Hasil penelitian yang diperoleh bahwa enam teknik yang dikemukakan oleh Bose (2012) sebagai pisau analisis Koordinasi Penyelenggaraan Program RS-RTLH di Kecamatan Cicurug Kabupaten Sukabumi Tahun 2019 menunjukan koordinasi yang belum efektif. Hal tersebut dapat terjadi karena belum tercapainya kerjasama, bentuk kerjasama yang dilaksanakan melalui swadaya masyarakat belum terealisasi keseluruhan di desa di Kecamatan Cicurug serta kesadaran akan rasa saling membantu yang kurang terbangun di lingkup masyarakat sekitar penerima bantuan sosial, dan tidak tercapainya kepemimpinan dan pengawasan yang efektif, diterapkannya sistem kepemimpinan secara kewilayahan namun kurang aktifnya pemimpin di tingkat desa serta tidak adanya fasilitator teknis/tim pendamping teknis sebagai bentuk pengawasan di lapangan sehingga mengakibatkan ketertiban dan ketetapan laporan pelaksanaan program kurang sesuai dengan aturan pelaksanaan RS-RTLH di Kecamatan Cicurug tahun 2019.

Abstract

This study tries to explain the management of village-owned enterprises in Gunung Putri Village, Gunung Putri District, Bogor Regency. At present, Mitra Maju Sejahtera BUMDes is one of the active BUMDes in Bogor Regency. Of the 416 villages in Bogor Regency, 302 villages are listed by the Bogor District Community and Village Empowerment Service as having village-owned enterprises, but not all of these village-owned enterprises are running well. This is the author's background for researching one of the villageowned enterprises in Bogor Regency. The research method used is a qualitative research method and data collection techniques, namely library research and field studies in the form of observations and interviews. The theory used is the management function of Stephen P Robbins et al. As for the theory includes planning, organizing, leadership and control. The results of the study show that currently the management of villageowned enterprises in Gunung Putri Village is running quite well. This can be seen from the management of BUMDes Mitra Maju Sejahtera which has gone through the planning process, organizing by optimizing resource potential, implementing leadership that is tailored to BUMDes characteristics and implementing control over each BUMDes program.  Penelitian ini mencoba menjelaskan tentang manajemen badan usaha milik desa di Desa Gunung Putri Kecamatan Gunung Putri Kabupaten Bogor. Pada saat ini, BUMDes Mitra Maju Sejahtera merupakan salah satu BUMDes yang aktif di Kabupaten Bogor. Dari 416 desa yang ada di Kabupaten Bogor, 302 desa yang tercatat oleh Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Bogor sudah memiliki badan usaha milik desa namun tidak semua badan usaha milik desa tersebut berjalan dengan baik. Hal ini menjadi latar belakang penulis untuk meneliti salah satu badan usaha milik desa di Kabupaten Bogor. Metode penelitian yang digunakan adalah metode penelitian kualitatif dan teknik pengumpulan data yaitu studi pustaka dan studi lapangan berupa observasi dan wawancara. Teori yang digunakan adalah fungsi manajemen dari Stephen P Robbins et al. Adapun dalam teori tersebut mencakup perencanaan, pengorganisasian, kepemimpinan dan pengendalian. Hasil penelitian menunjukan bahwa saat ini manajemen badan usaha milik desa di Desa Gunung Putri sudah berjalan cukup baik. Hal ini dapat dilihat dari pengelolaan BUMDes Mitra Maju Sejahtera yang sudah melalui proses perencanaan, melakukan pengorganisasian dengan mengoptimalkan potensi sumber daya, menerapkan kepimpinan yang disesuaikan dengan ciri khas BUMDes dan melaksanakan pengendalian pada setiap programprogram BUMDes.

Abstract

Flood is a hydrometeorological disaster whose intensity and geographic scope continue to increase due to climate change, global warming, and lack of environmental management. Floods often need to be better managed through policy implementation and communication. This study reviews the communication of public policies for flood management. This review uses a traditional approach by referring to previous publications from articles and books, whereas analysis and synthesis refer to the qualitative methods. Public policy must pay attention to fairness, transparency, accountability, participation, and accommodating all parties' interests. The implementation for flood disasters needs to consider elements, the existing programs, and target groups that will receive policies. Flood disaster communication has principles such as transparency, responsiveness, efficiency, effectiveness, accountability, participation, measurement, fairness, and environmental sustainability. Effective and timely communication is very important in dealing with disasters because it can help reduce losses and increase community preparedness. The infrastructure system, which includes drainage, reservoir management, water infiltration zones (green space and densely vegetated land), and mapping of flood-prone areas, must also be communicated adequately. Flood management requires adequate public communication, thus the policy synchronization between different institutions and regions to address socioeconomics and environmental interests within a participatory-based flood management framework

Abstract

Pandemi covid 19 tidak hanya memberikan tekanan terhadap pertumbuhan ekonomi secara keseluruhan, namun juga kemampuan wilayah untuk tetap menyediakan kebutuhan pangan bagi masyarakat. Bagi pemerintah daerah Provinsi Banten, tuntutan untuk tetap mempertahankan produktivitas pertanian pangan dihadapkan pada beberapa persoalan krusial seperti permintaan yang rendah sebagai akibat dari pandemi dan resesi ekonomi, serta semakin berkurangnnya lahan pertanian yang salah satunya disebabkan oleh kebijakan Rencana Tata Ruang. Namun begitu, produktivitas hasil pertanian beras ternyata masih tetap terjaga, bahkan mengalami peningkatan. Provinsi Banten tercatat sebagai produsen beras peringkat 3 nasional, dengan surplus beras mencapai 160.132 ton pada panen raya Oktober 2020.Penelitian ini hendak mengetahui bagaimana strategi Pemerintah Daerah dalam mempertahankan produktivitas pertanian pangan, terutama beras, selama masa pandemi Covid 19. Penelitian ini menggunakan konsep Agropolitan sebagai strategi pengembangan kawasan pedesaan. Metodologi yang digunakan dalam penelitian ini adalah kualitatif deskriptif guna mengetahui secara mendalam bagaimana strategi Pemerintah Daerah dalam mempertahankan produktivtas pertanian pangan selama masa pandemi Covid 19. The COVID-19 pandemic not only pressure on overall economic growth, but also the region's ability to provide food for the community. For the local government of Banten Province, the demand to maintain agricultural food productivity is faced with several crucial problems such as low demand as a result of the pandemic and economic recession, as well as the decreasing agricultural land, one of which is caused by the Spatial Planning Policy. However, the productivity of rice agricultural products is still maintained, even increasing. Banten Province is listed as a national 3rd rank rice producer, with a surplus of rice reaching 160,132 tons at the October 2020 harvest.This study aims to find out how the Regional Government's strategy to maintain agricultural food productivity, especially rice, during the Covid 19 pandemic. This study uses the Agropolitan concept as a strategy for developing rural areas. The methodology used in this research is descriptive qualitative in order to find out the strategy of the Regional Government in maintaining the productivity of food agriculture during the Covid 19 pandemic.

Abstract

This research aims to determine the extent to how indigenous peoples in West Java Province benefit from inclusive development in terms of food management during the Covid-19. Indigenous peoples have a distinct way of life, one of which is food access. Indigenous people’s system of food fulfilment ensures that they never go hungry, even during the Covid-19, which devastated many other groups. This research is critical because, in the face of fluctuating food availability and accessibility during the COVID-19, researchers aim to examine how indigenous peoples' inclusive progress in food management will enable them to meet their food demands throughout the pandemic. This research takes a unique approach in that it will examine indigenous peoples' indigenous knowledge in food management, which has an effect on the occurrence of indigenous peoples' inclusive growth and fosters their independence in all parts of life. This research employed a qualitative methodology with a descriptive approach. Qualitative research is appropriate for research on indigenous peoples' inclusive development in food management in “Kasepuhan Ciptagelar” because it can elicit additional information, data, and facts that can considerably assist researchers in addressing research questions.

Abstract

Disaster management began as an emergency response to natural disasters, in the  administration of the government's emergency management program there is disaster  management. Disaster management describes the initiation of efforts to mitigate, prepare to  respond, and recover from disasters. The flood disaster management was hampered in the  management of emergency response due non-natural disasters to deal with flood natural  disasters during the pandemic COVID-19. This study will discuss in more depth how the flood  disaster management that occurred in Sekadau Regency, West Kalimantan Province during the  COVID-19 pandemic was carried out by the Sekadau Regency Regional Disaster Management  Agency. This research use descriptive qualitative approach. In collecting data, this research  uses observation, interviews, literature study, and internet searching. Data collection in this  study was carried out with existing studying literature. The author uses a model collaborative  capacities in disaster management Allen (2011), namely: Purpose, Structure, Communication,  Resources. The emergency management has a weakness, namely the loss of the community's  role in the expertise to handle flood natural disasters. The flood disaster that occurred in  Sekadau Regency, West Kalimantan Province was caused by high intensity rainfall and the  overflowing of the Kapuas River which triggered a flood disaster.

Abstract

The community is the main actor in disaster management in their area. Involvement as explained by The international strategy for disaster risk reduction (UNDP: 2006) which is one of the strategies by involving community participation in the implementation of disaster risk reduction. The involvement of the community in disaster management policies has been carried out by the government of West Bandung Regency through a disaster resilient village program implemented by the Regional Disaster Management Agency (BPBD). The program is intended to establish and foster local communities for disaster management. This means that the community is facilitated to be involved in disaster management through local organizations formed by the government. Then the local Institution in Pagerwangi Village, Lembang Subdistrict, West Bandung Regency in disaster management is still in the process of developing its resources. The knowledge of organization members about disaster management provides a barrier to the process of strengthening the capacity of local organizations, especially in natural disaster management. So far what has been done is still waiting for encouragement from the local government of West Bandung Regency and from the internal organization itself.

Abstract

Kelurahan Kota wetan merupakan kelurahan di Kabupaten Garut dengan jumlah industri mikro dan kecil pada subindustri kulit paling banyak dengan total 329, hal ini dikarenakan sentra industri kulit sekaregang yang berada di kelurahan tersebut. Masyarakat kampung sukaregang pada umumnya bekerja di bidang industri pengolahan kulit, seperti pembuatan sepatu, dompet, gantungan kunci, dll. Saat ini pelaku IKM di kawasan SIK Sukaregang belum merasakan adanya pengembangan dari pemerintah setempat terutama kelurahan, yang seharusnya turut dalam melakukan pengembangan IKM, sesuai dengan Perda No 6 Tahun 2021tertakit rencana pembanguan industri. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis bagaimana manajemen operasional Kelurahan Kota Wetan, Kabupaten Garut dalam pengembangan Industri Kecil Menengah Kulit di Kawasan Sentra Industri Kulit Sukaregang. Penelitian ini menggunakan pendekatan penelitian kualitatif deskriptif. Teknik pengumpulan data yang dilakukan adalah memalui observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukan bahwa penyelenggaraan manajemen operasional dalam pengembangan industri kecil menengah kulit di Kawasan Sentra Industri Kulit Sukaregang masih belum efektif dan optimal, hal tersebut dapat dilihat dari seluruh perencanaan hinga pengawasan masih belum bisa mandiri artinya masih mengikuti arahan dari dinas terkait. Meskipun demikian, Kelurahan Kota Wetan terus berusaha untuk dalam menyelenggarakan pengembangan IKM Kulit di wilayahnya terutama SIK, Kelurahan Kota Wetan bersinergi dengan beberapa pemangku kepentingan, seperti Dinas Perindustrian, Perdagangan dan ESDM, beberapa koperasi, beberapa Asosiasi Perkulitan dan pelaku IKM Kulit. Kota Wetan sub-district is the sub-district in Garut Regency with the highest number of micro and small industries in the leather sub-industry with a total of 329, this is because the Sekaregang leather industry center is in this sub-district. The people of Sukaregang village generally work in the leather processing industry, such as making shoes, wallets, key chains, etc. Currently, SMEs in the SIK Sukaregang area have not experienced any development from the local government, especially sub-districts, which should be involved in developing SMEs, in accordance with Regional Regulation No. 6 of 2021 regarding industrial development plans. The aim of this research is to find out and analyze how the operational management of Kota Wetan Village, Garut Regency is in developing the Small and Medium Leather Industry in the Sukaregang Leather Industrial Center Area. This research uses a descriptive qualitative research approach. The data collection techniques used were observation, interviews and documentation. The results of this research show that the implementation of operational management in the development of the small and medium leather industry in the Sukaregang Leather Industrial Center Area is still not effective and optimal, this can be seen from all planning and supervision, it is still not able to be independent, meaning it is still following directions from the relevant agencies. Despite this, Kota Wetan Village continues to strive to develop Leather IKM in its area, especially SIK, Wetan City Village synergizes with several stakeholders, such as the Department of Industry, Trade and Energy and Mineral Resources, several cooperatives, several Leather Associations and Leather IKM players.
