Abstract

This study aims to determine the effectiveness of the application of the Online Job Exchange (BKOL) application at the Solok City Investment and One-Stop Integrated Service Office, and the supporting and inhibiting factors in the application of the Online Job Exchange application at the Investment Office and One Stop Services in Solok City. This research was conducted in Solok City using qualitative analysis techniques with descriptive methods withi, interviews,  obserpations and documentation studies. The results of this study indicate that the Effectiveness of the Application of the Online Job Exchange application at the DPMPTSP Solok City according to the indicators, it can be said that three indicators are generally effective including satisfaction with the program, achievement of goals, input and output levels, while overall, target success, input and output levels, and satisfaction with the program in general its implementation has not been effective. The supporting and inhibiting  factors in the Application of the Online Job Exchange Application of the Investment Service One Stop Service in Solok City consist of two, namely internal obstacles in the form of the absence of cooperation between DUKCAPIL and DMPTSP, such as when job introduction officers enter the NIK of unregistered job seekers, and external in the form of low public understanding in the use of this application, it can be seen that there are still job seekers who choose to come to the Solok City DMPTSP office.

Abstract

The purpose of this study is to analyze the factors constraining the Online Single Submission System (OSS) in the UMKM program in Pasar Ambacang Village, Padang City. The background of this study explains that UMKM is still not developing because there is no review carried out by the Office of the development of UMKM groups in Pasar Ambacang Village, Padang City. This research was conducted using a descriptive qualitative approach. Test the validity of the data with triangulation techniques. Collecting data through interviews, documentation. The data analysis technique that the researcher uses is the manual data analysis procedure (MDAP). The results of the study explain that there are several obstacles experienced by the community related to this OSS policy, namely the community's understanding of technology is still low and there is still a lack of socialization of the OSS system from the kelurahan so that it is necessary to increase socialization by the Pasar Ambacang Village.  thus this OSS system can be used by easy for the people.

Abstract

Penelitian ini dilatarbelakangi karena keterbatasan sarana dan prasana penunjang pariwisata, kurangnya pemeliharaan yang ada, partisipasi masyarakat yang masih kurang dalam pengelolaan yang diakukan oleh Dinas Pariwisata dan Kebudayaan Kota Pariaman dan kurangnya pengetuan masyarakat mengenai manfaat dari pengembangan pariwisata hutan mangrovetu. Tujuan penelitian untuk mengetahui Peran Dinas Pariwisata dan kebudayaan Kota Pariaman sebagai fasilitator, dinamisator dan motivator dalam Pengembangan Kawasan Wisata Hutan Mangrove di Desa Apar Kota Pariaman. Penelitian menggunakan metode kualitatif deskriptif. Data didapatkan dengan teknik wawancara, observasi serta studi dokumentasi. Keabsahan dilakukan dengan uji triangulasi. Sedangkan teknik analisis data dengan reduksi data, penyajian data dan kesimpulan. Penelitian menunjukkan bahwa Peran Fasilitator pada Dinas Pariwisata dan kebudayaan Kota Pariaman dalam pengembangan kawasan wisata Hutan Mangrove di Desa Apar Kota Pariaman kurang optimal karena sarana dan prasarananya yang ada masih belum lengkap. Peran Dinamisator masih belum optimal karena kurangnya kerjasama yang dijalin dengan organisasi pemerintah lainnya, pihak swasta dan masyarakat. Peran Motivator juga kurang optimal karena dalam memberikan motivasi kepada investor dan masyarakat kawasan wisata Hutan Mangrove masih agresif. Kendala yang pertama dari sisi anggaran, karena anggaran merupakan faktor utama yang diperlukan untuk mengembangkan kawasam wisata. Kendala kedua dari SDM (sumber daya manusia) masih terganjal dengan mindset masyarakat yang belum memiliki kesadaran tentang pariwisata, kurangnya kesadaran masyarakat akan peran dan tanggung jawabnya sebagai tuan rumah pariwisata.

Abstract

This research began with the issue that the implementation of Nagari governance in West Sumatra Province was not in accordance with the principles of good local governance based on the philosophy of local wisdom, particularly in the Minangkabau community. The purpose of this study is to explain the integration of local wisdom values, namely the leadership of the Tigo Tungku Sajarangan, the cooperation, and the consensus agreement in realizing the principles of good governance in the Nagari government in West Sumatra. The research was conducted in three villages, namely Nagari Limo Kaum in Tanah Datar Regency, Nagari Kamang Mudiak in Agam Regency, and Nagari Kayu Tanam in Padang Pariaman Regency. The data was collected using the methods of interview techniques, documentation studies, and Focus Group Discussions (FGD). The data validity test was carried out by source triangulation and method triangulation. The data were analyzed using qualitative analysis techniques through three stages, namely reduction and selection, interpretation, and inference. The results showed that the values of Tigo Tungku Sajarangan leadership, consensus agreement, and cooperation could be integrated into realizing the principles of good governance in the Nagari government in West Sumatra.

Abstract

This study aims to explain the dynamics of local food safety policy strategies in Agam District in preventing stunting in Nagari Kamang Hilia. Nagari Kamang Hilia has extensive land for agricultural and plantation growth and has the potential to become alternative land for the development of local crops to support local food security policies, especially in preventing stunting. This study uses a qualitative method. Data was collected through interviews and documentation. The research informants were determined by purposive sampling. The research results prove that the implementation of the local security policy strategy is not implemented in accordance with the policy objectives. This is caused by factors namely the food crops that are conserved are not in accordance with local commodities in Nagari, studies on local food are not carried out in depth; budget constraints; lack of program oversight from the Regency Government or Nagari Government for areas experiencing land problems, lack of professional experts in the field of local food safety and lack of transparency on stunting data from the cadre posyandu to Nagari Kamang Hilia.

Abstract

Penelitian ini bertujuan untuk mengetahui Efektivitas Pelayanan, Kendala, dan Upaya mengenai Pendaftaran Online Rawat Jalan Di RSUP M Djamil Kota Padang. Latar belakang penelitan ini adalah ditemukanya permasalahan-permasalahan dalam pendaftaran online rawat jalan di RSUP M Djamil Kota Padang. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teknik penentuan informan menggunakan purposive sampling. Informan dalam penelitian ini Bagian Sistem Informasi RSUP M Djamil Kota Padang, Bagian Humas RSUP M Djamil Kota Padang dan pasien RSUP M Djamil Kota Padang.Pengumpulan data dalam penelitian ini dilakukan melalui observasi, wawancara, dan dokumentasi. Analisis data dilakukan dengan reduksi data, penyajian data, dan pengambilan kesimpulan. Dalam hal Efektivitas Pelayanan dapat dilihat dari Pencapaian Tujuan, Integrasi, dan Adaptasi. Dimana dalam pencapaian tujuan sistem pendaftaran online rawat jalan di RSUP M Djamil Kota Padang sudah dikatakan berhasil karena memudahkan masyarakat dalam melakukan pendaftaran rawat jalan.

Abstract

Penelitian ini dilatar belakangi oleh masih terdapatnya permasalahan-permasalahan pada wisata Desa Sopo Batu berupa pengembangan yang belum maksimal. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan (1) Pengembangan potensi wisata Desa Sopo Batu oleh Dinas pemuda olahraga kebudayaan dan pariwisata Kabupaten Mandailing Natal; (2) Faktor-Faktor yang mempengaruhi dalam pengembangan potensi wisata Desa Sopo Batu. Jenis penelitian ini adalah penelitian kualitatif dengan metode deskriptif. Informan dalam penelitian ini ditentukan dengan teknik purposive sampling. Data penelitian ini adalah data primer dan sekunder Data ini di kumpulkan dengan melakukan wawancara, observasi, dan studi dokumentasi. Teknik menguji keabsahan data dengan triangulasi sumber. Sedangkan teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data dan verifikasi kesimpulan. Hasil penelitian menunjukkan bahwa pengembangan yang dilakukan Dinas Pariwisata sebatas mempertahankan dan memperbaiki objek wisata yang rusak, memberikan bantuan berupa perbaikan jalan. Ivent wisata yang diadakan berupa panen durian. Jalan yang berlobang dan yang rusak telah selesai diperbaiki serta beberapa sarana dan prasarana telah ditambah seperti toilet dan Mushallah. Pengembangan SDM berupa melakukan pembentukan pokdarwis. Dinas Pariwisata juga memberdayakan dua orang penduduk sebagai pemandu wisata. Adapun faktor pendukung dalam pengembangan ini : 1) Prasarana wisata sangat memadai. 2) Jalan yang rusak dan berlobang telah diperbaiki 3) Adanya sebuah kelompok wisata yang bernama pokdarwis. Faktor penghambat dalam hal ini: 1) Lahan parkir masih kurang memadai. 3) Belum adanya toko oleh-oleh. 4) Pokdarwis masih belum maksimal dalam pengelolaan objek wisata. 5) Kebersihan objek wisata masih kurang dan Petugas kebersihan hanya dua orang.

Abstract

The implementation of the local government is still a problem at the local level. The Nagari government was built on a structural basis, the model of efficiency, stability, uniformity, and policies towards villages was always changing so that the Indigenous Values ​​were not accommodated as self-governing communities. In fact, Indigenous Values ​​can increase Government democracy. This study aims to describe and analyze the Indigenous Values ​​as a self-governing community in the administration of the Nagari Kapau Government in Agam District. This study uses a qualitative (interactive model of analysis) data reduction, data display, and concrete drawing. Data collection methods by observation, interview, documentation study, and (FGD). The results show that the Indigenous Values ​​of Nagari Kapau are based on history, origin, and continuity of the current Nagari government. As for the Indigenous Values, (1) Ninik Mamak / customary leader, owner of Nagari; (2) Settlement of cases, by Ninik Mamak / Penghulu (3) Islam a single religion; (4) Nagari Conference, Koto Philiang; (5) Government Leader, Wali Nagari; (6) Wali Nagari and Ninik Mamak (Penghulu), Public Service.

Abstract

This study aims to determine and obtain description abaout implementation of Peraturan Nagari No 05 Tahun 2015 Tentang Penertiban Ternak Lepas di Kenagarian IV Koto Hilie Kecamatan Batang Kapas Kabupaten Pesisir Selatan aouthor also description abaouto stacles factors and efforts in dealing with the obstacles they face in implementation of the Pernag. This research is a descriptive research with qualitative naturalistic approach. The data used in this research sourced from primary and secondary data. Techniques used in data collection are interview and documentation. The informants in this study are choosen by purposive sampling. Analyzing data techniques are obtained through interviews and interpreted qualitatively throught abstract, words and statements. The result of this study indicates that the implementation of Peraturan Nagari No 05 Tahun 2015 Tentang Penertiban Ternak Lepas di Kenagarian IV Koto Hilie Kecamatan Batang Kapas Kabupaten Pesisir Selatan does no work optimallly. Implementation has 6 (six) indicators which is communication , resources, disposition, bureaucratic structure, consistency and clarity of purpose also socio-economic and technological condition of the community. Based on authors research result on implementation of Pernag there are found obstacle factors which is communication, resources, disposition, bureucratic structure and socio-economic condition of the community.

Abstract

This study aims to find out and obtain an overview of the implementation of supervision of the Transportation Agency in order to control vehicles with outside police numbers that reside and operate in Mandailing Natal District. This study used descriptive qualitative method. The results showed that the supervision carried out by the Transportation Agency in curbing vehicles with police numbers outside the area that settled in Mandailing Natal District had not been maximized. according to what has been regulated in Law number 22 of 2009. So that the potential loss and damage will occur due to vehicles with outside police numbers operating in the area and staring in the Mandailing Natal Regency, it could increase.
