Law No. 23/2007 on Railways is opening the option for private sector or Local Government to be involved in railways. This study investigated experiences from other countries in railway restructuring especially their measures and model of restructuration. The countries investigated are Germany, Japan, Britain, and Sweden. After investigating restructuration experiences from other countries and looking on Indonesian railway condition, the study developed two approach of restructuration.The first approach of restructuration was using vertical separation model. The approach has advantages of: eliminating potential discrimination from the current holding company, increase the transparency in railway fund management, and more competitive market. The disadvantages were the high transaction costs, a need for monitoring of the other’s performance, the difficulty in creating complex performance schedules. The second approach was using the integration model. It has advantages of lower transaction cost, easy to manage path allocation, and efficient scheduled design. The disadvantages were the misuse railway fund allocation, also potential discrimination to the new entrants.The study found that the separation model is still the best approach for restructuring Indonesian railway but if looking at the Indonesian railway current condition with its problem of backlog assets it would be better that the separation approach is used in the development of railway in other islands.Keywords: Restructuration, separation, funds, operator.

MICRO SIMULATION OF PELICAN CROSSING AT THE ROAD SECTION OF COLOMBO STREET, YOGYAKARTA Anggraeni Hapsari; Siti Malkhamah

Yogyakarta has a problem related to pedestrians. The inappropriate implementation of crossing facility and disobedience of pedestrians while crossing the street leads to conflicts between pedestrians and vehicular traffic. Taking the road section of Colombo Street as the case study, this research proposed pelican crossing with independent and coordination time signal operation. Using Aimsun software, the existing traffic signal, geometric design, traffic flow and turning proportion were taken into account to build the initial model. Afterwards, a calibration of queue length and a validation of vehicle speed were carried out to obtain a basic model which represents the existing condition of the system. Comparing the basic model and the alternatives in terms of performances of junctions, road section and pedestrians in the pelican, this research resulted in setting double cycling of pelican as 100 seconds for the independent operation and setting common cycle time 120 seconds for the coordination operation as the best alternatives. In addition, the implementation of pelican crossing brought about the reduction of vehicle speed in the road section so that the safety of pedestrian increased. Tramway systems, which can carry more passengers than buses at one haul, are now being proposed to meet Indonesia’s public transport requirement. The objective of this research is to analyze the management structures for operating tram in different countries and then propose a suitable organizational structure for operating trams, if re-introduced, in Indonesia. The author chose France (Montpellier tramway), Germany (Karlsruhe tram-train) and the UK (Nottingham Express Transit) as the role model countries for investigation. From the analysis, the most appropriate organizational structure and suitable tramway management structure for operating tramways implementation in Indonesia. The key features of the research are to establish public transport company by local government to manage all public transport systems, propose tramway construction and operation to exist as separate departments under the tramway team division of the public company, recommend the public transport company to have responsibility for overseeing construction of the trams, operating, and maintaining the trams, suggest local government to own them and have responsibility for tramway strategic policy, control regulation as well as supervision and coordination of the performance of the public transport company, propose joint working between public and private sectors.

Comparative Study on Implementing Home Air Conditioning for Passenger Carriages in the Indonesian Railway Hardianto Eko Prasetio; Siti Malkhamah; Charles Watson; Subarmono Subarmono

Passenger comfort is important in railway transport system. The train operator company in Indonesia would like to increase passenger comfort by installing home air conditioning into all existing carriages of the economy train. The air conditioning is expected to give better passenger convince. Therefore, the aims of this research are to know the cooling load and compare characteristic between home Air Conditioning (AC) and train AC. The cooling load calculation is analyzed using Cooling Load Temperature Difference (CLTD)/Solar Cooling Load (SCL)/Cooling Load Factor (CLF) method. Comparison between both home air conditioning and train air conditioning are discussed to identify the benefits and drawbacks of each type. The total heat that needs to be removed from a passenger carriage with home AC is 104,334 Btu/h, while the total cooling capacity of home AC is 75,000 Btu/h. The passenger carriages with train AC have cooling capacity 119,100 Btu/h to remove heat 11,5290 Btu/h. The Energy Efficiency Ratio (EER) value of most home AC is higher than train AC, installation time of home AC is shorter than train AC, total cost for 20 years period of home AC is more than train AC. There is no guarantee for home AC, so everything that happens to it will become the full responsibility of train operator company. The train AC control system is more effective than the home AC. No fresh air is permitted to circulate within the home AC system hence, the same air is repeatedly processed in the system. Implementing home air conditioning in the existing passenger carriages is worthwhile for short time period in the goal to increase and improve the level of service provided by giving better comfortability to the passenger.

Public transportation is important in an urban area to provide better mobility and access to several destinations within the city. Therefore, this research was conducted to improve the Trans Jogja service as an Urban Agglomeration Transportation which is considered appropriate for residents, especially students, to ensure they shift to public transportation. The focus of this study was to develop the plan for the route and bus stop distribution in the educational facility covering high schools and universities in Yogyakarta Urbanized Area (YUA). The bus route network plan was formulated based on the number of student trips, land use, characteristics of the road network, route length, and travel time using multi-criteria analysis while the spatial analytical method was applied to cover the bus stop accessibility to schools and universities through two scenarios. The first was approximately a 200-meters radius while the second scenario was a 500-meters radius of accessibility and the route analysis showed the possibility of having 31 new routes of Yogyakarta Urban Agglomeration Transportation to cover the whole sub-districts in YUA including the Godean and Ngemplak which was not previously served by the Trans Jogja. The new routes consist of three outer city routes (OCR), 23 inner-city routes (ICR), and 5 connecting routes for the suburban and urban areas. Meanwhile, the bus stop was planned to focus on the new route as well as residential land use in a sub-urban area, high schools, and universities and the first scenario with a 200-meter radius has 99 units of the additional bus stop while the second with 500 meters has 66 units. This means the second scenario is better due to its coverage of a larger catchment area and other advantages and both the route network and bus stop addition plan were observed to have the equity concept to increase connectivity and accessibility for students.
