Abstract

Karangasem is one of Bali’s regency that has relatively high level of poverty. In year of 2007 and 2009 the proportion of poor people in the regency was 8.95 and 6.37 percent respectively, while in Bali Province the numbers were only 6.63 and 4.88 percent in the same periods. Poverty problem in Karangasem is also indicated by Human Development Index of 66.06 in 2009, which was the lowest index in Bali Province. Based on these facts, the problem of this research would be: what are the appropriate development policy strategies to alleviate poverty level in Karangasem Regency? Karangasem is purposively selected as the research location because it has the lowest human development index in Bali. Samples are taken by accidental sampling with poor households as the respondents. Ninety respondents are distributed evenly to three sub-districts namely Karangasem, Manggis, and Abang. The three sub-districts have fulfilled requirements to become development corridor in Bali Province, which consists of tourism, agriculture, animal husbandry, and fishery. Next, data are collected through a structured interview and observation, while analysis is done descriptively by using frequency distribution and cross tabulation. Based on data analysis and discussion of the results, there are two strategies of poverty alleviation that could be done. Firstly, cluster one is strategy for the really poor households with low level of education. With the limitation in economic and social ability, job opportunities through putting out system should be provided to these kinds of households. They are given opportunities to produce goods for certain companies. Thus, three parties are involved: the poor people, the company, and the government (in this case, is Ministry of Industry and Trade, and Ministry of Labor. Secondly, cluster two is strategy for poor people that enforce labor to become self-entrepreneur to increase their income. For entrepreneur households, it is suggested to develop their business into micro, small, and medium enterprises in order to increase sales. This strategy uses quality improvement approach in production, marketing, and funding process. The cluster 2 strategy is a partner-based model of rural community empowerment.

Abstract

Development of population, social, and economic have been implemented in Indonesia, and also Bali Province. However, the achievement is varies among provinces, and among regencies in Indonesia. By using some publication data of Central Bureau of Statistics, tendency of fertility, mortality, educational, income, and Human Development Index in Bali province and each regencies will be analysed. Condition and development of those variables will determine policy applied in the future. From descriptive analysis, some conclusion can be drawn. First, there is a significant decline of fertility in Bali in the period of 1970-2000, but tend to incline in 2002-2003. Second, mortality condition (Infant Mortality Rate) in Bali Province has also declined until the last data (2004) and lower than national data. Third, educational level of Bali population has continually incline, but vary among regencies. Fourth, income condition of Bali Province tend to be better than income of population of provinces in Java, but it is vary among regencies in Bali. Fifth, Population Development Index is relatively higher than provinces in Indonesia, though vary among regencies. As development given to the local government, there must be a commitment of all leaders for continuing policy of fertility, and mortality decline through supporting activities. Besides that those activities for consolidate fund for un-wealthy population in health and family planning service. Additionally, as there is a relatively great gap of development outcome among regencies in Bali which is reflected by the imbalance of Human Development Index among regencies in Bali, so the commitment of government of Bali Province for balancing development outcome among regencies will become a crucial to be done.

Abstract

One of the objectives of national development is to improve the performance of the economy in order to createjobs and organize a decent life for all the people who in turn will realize the welfare of the population. One of themain indicators of the success of national development is the rate of decrease in the number of poor people. Thepurpose of this study was to determine: 1) direct influence between education, wages, and unemployment to thepercentage of the poor; 2) the influence of education and the level of wages indirectly to the percentage of poorpeople through unemployment in the district / city of Bali province. This study uses secondary data analysis PathAnalysis. The results showed showed that the negative effect of education on unemployment and wages positiveeffect on unemployment. Education and wage levels negatively affect the percentage of poor and unemployed positiveeffect on the percentage of poor people. In addition there is an indirect effect of education and wage levels on thepercentage of poor people through unemployment, in other words, unemployment is mediating variables in theinfluence of education and the level of wages on the percentage of poor people in the district / city of Bali province.

Abstract

Education and training is a very important activity to be implemented in order to improve the competence of civil servants. A regulation governing the education and training of civil servants is the Indonesian Government Regulation Number 101 Year 2000 on Education and Job Training for Civil Servants. Improving the competence of civil servants through education and training become important in the career advancement of civil servants, education and training is often a requirement to fill a particular position. If the opportunity to participate in different training among civil servants of men and women, it will create different competencies, and in the end there are different opportunities for certain positions. The purpose of the research was to examine the perceptions of female civil servants (PNS) of their opportunities to participate in Education and Training at the Provincial Government of Bali. Respondents in this study were female civil servant who has held echelon positions of echelon 4 to 2 in all Local Government of Regencies / City and Province of Bali, which numbered 310 people. Samples were taken with a random sampling method. Data were collected through interviews and in-depth interviews. Data analysis technique used is descriptive statistic that comes with a descriptive analysis. The results showed the majority of respondents (over 90%) of respondents have completed the Education and Training, both Leadership Education and Training , Functional, and Technical Education and Training. Respondents who have not followed Leadership Education and Training are civil servants who had served echelon 4, and immediately follow the Leadership Education and Training 4. Respondents perceive that the functional and technical Education and Training are directly benefitted and related to their duties as compared with Leadership Education and Training, and they also found that it is useful for their work. Based on the existing data and the opinions of respondents, it can be  seen that the higher the levels of leadership education and training the lower the chances of female civil servants to participate in the Leadership Education and Training, even for Leadership Education and Training I, the chance of female civil servants are very low. The suggestions that can be put forward that there should be a policy of affirmative action to follow the higher level of Leadership Education and Training , in order to achieve a higher equal opportunity to attend the Education and Training.

Abstract

The change of government from “The New Order” to “The Reformation Order” has also been followed by the change of administration system from centralization to decentralization system. Along with that change, the authority and institution of family planning program have also been transferred to the regency or city government. These changes have risen various perceptions in term of the institutional, roles, and functions of that institute. Other important changes include that (1) the family planning coordination board organization on regency level did not change but the echelon was decreased; or (2) the family planning coordination board organization on regency level was merged to other institution; or (3) the family planning coordination board activity on regency level is only a little part of the other instance. All of those changes have caused some problems of coordination from family planning coordination board on province level to regency level, and it has given a negative impact to the family planning program achievement.The objectives of this study are to investigate (1) the perception of the family program field worker to the existence of family planning program in the decentralization era; (2) the perception of the family planning fieldworkers to the realization of duties in the decentralization era; (3) the perception of the provider to the existence of family planning program in the decentralization era; (4) the perception of the eligible couple to the existence of family planning program in the decentralization era; and (5) the perception of the interrelated decision makers to the existence of family planning program in the decentralization era.This study was carried out in the Regency of Karangasem with total respondent of 153 persons, that consist of 46 fieldworkers; 89 eligible couples, 12 providers, and 6 interrelated decision makers. Some sampling techniques used in this study are; simple random sampling for family planning fieldworker, stratified random sampling for eligible couple, and purposive sampling for the provider and the interrelated decision maker. Data are collected using the structured interview, in-depth interview, and observation method. Then data are analyzed using descriptive and inferential statistics.The conclusion of this study are (1) the family planning field workers who have duty in front line felt the decrease of funding support and the intention of regency government; (2) the number of family planning fieldworkers in decentralization era have been decreased, because part of them have been transferred to the other institution; (3) the providers also felt that the funding support and the intention of government decreased in decentralization era; (4) the eligible couples felt that activities related to increasing family income have also decreased such as business partnership, capital aid, and productive economic creation; and (5) the perception of the interrelated decision makers also show that the funding support and the intention of regency government has been decreased.Based on those conclusions, some suggestions are proposed, such as (1) to maintain the sustainability of the family planning program in the decentralization era, high commitment from the government, especially the regency government are needed; (2) the regency government should provide a routinely budget for maintaining the sustainability of the family planning program; (3) the family planning fieldworkers as front liner are suggested not to be transferred to other departments (4) the service centers need to be encouraged to increase communication, information, and education of the eligible couple, and other activities; and (5) the regencygovernment need to provide capital aid, business partnership, and productive economic creation for the poor households.

Abstract

Unmet need is a phenomenon that must be seriously handled by the relevant institutions. High proportion of unmet need can occur due to some factors, such as fear of side effect of contraception, lack of understanding of various contraception means as well as unaffordable charge of birth control services. This phenomenon would affect the decrease in contraception use prevalence and the increase of probability of giving a birth to unexpected children. The proportion of unmet need can be reduced by direct intervention to eligible couples that is classified as unmet need. The purpose of this study are (1) to find out internal and external factors that motivate unmet need eligible couples willing to use contraception means after the intervention done, and (2) to identify the implementation of socialization and intervention model for unmet need eligible couples. Socialization and intervention activities are conducted in five regencies (Badung, Gianyar, Karangasem, Buleleng, and Jembrana). In each regency two sub-districts are chosen, and from each sub-district two villages are selected for implementing the activities. The results show that there are 16 variables of internal factors motivating unmet need eligible couples to use contraception means after the socialization take place. This variables relate to the availability of and satisfaction to service program information, and ability to serve in explaining the program. The main external factor relates to the free charge of program services, including cost of contraception means and the installment. Implementation of socialization and intervention is conducted in 8 steps, starting from registering unmet need eligible couples to the evaluation stage. Recommendation from this study includes periodical registration of unmet need eligible couples, commitment establishment of related institutions and providers in handling unmet need, and continuous unmet need handling program.

Abstract

The aims of this research determine : 1) the effect of social capital on the level ofempowerment of the householdhandicraft industryin the province ofBali, 2) the effect of social capital on social, cultural and custom financial institutions roles to empower householdhandicraft industryin the province ofBali,3) the effect oftraditionalviews ofthe role ofinstitutionsof social, cultural, and financialempowermentforhouseholdhandicraft industryin the province ofBali. Locationswere selected5 districtsby the numberof poor families(Keluarga Sejahtera Satu) (BKKBN 2012)has the mosthouseholdhandicraftindustrial unitsnamely:Karangasem, Bangli, Klungkung, TabananandGianyar regency. The number ofsamplestakenas many as 100units. Datawere collectedby interview, using alist of questionsprepared. The analysis techniqueused isStructural Equation Modeling(SEM) approachPartialLeast Square(PLS). The research results showed that: 1) Social capital is not proven able to affect household handicraft industryin the province ofBali 2) Social capital positively affect the role of social, cultural and custom financial institutions to empower household handicraft industryin the province ofBali 3) The role of social, cultural and custom financial institutions positively affect household handicraft industry empowerment in the province ofBali.

Abstract

Kabupaten Karangasem memiliki persentase yang sangat rendah berkenaan dengan keluarga berencana aktifpada pasangan usia subur (PUS). Untuk mengurangi laju pertumbuhan penduduk, mereka harus dibantudalam meningkatkan prevalensi penggunaan kontrasepsi. Kegiatan ini dimaksudkan untuk: 1) meningkatkanpemahaman tentang pasangan usia subur (PUS) mengenai kesehatan reproduksi; 2) meningkatkanpemahaman tentang PUS tentang kekurangan dan kelebihan masing-masing kontrasepsi untuk membantumerencanakan kelahiran; 3) membantu PUS dalam menggunakan kontrasepsi, yang akan dilayani olehpetugas yang bersangkutan. Pemecahan masalah adalah: 1) mengumpulkan mereka, dan kemudianmemberikan penjelasan atau sosialisasi, sehingga ada diskusi untuk memberikan dampak yang lebih padapemahaman kesehatan reproduksi, 2) Peningkatan pemahaman kesehatan reproduksi, akan dilanjutkandengan perencanaan atau KB melalui penggunaan kontrasepsi sesuai dengan kondisi peserta. Dari data yangdapat dilihat bahwa 53,8% dari PUS memilih untuk menggunakan implan, sekitar 41,0% menggunakan IUD,dan hanya 2,6% menggunakan suntikan dan pil. Tujuan dari program ini adalah untuk mendorong orangmenggunakan kontrasepsi, sehingga PUS dilindungi dari kemungkinan kehamilan sebelum 3 tahun. Kegiatanberhasil mencapai tujuannya, karena hampir 95% dari mereka memilih menggunakan kontrasepsi, yaitu IUDdan implan.

Abstract

Desa Ayunan merupakan Desa yang terletak di Kecamatan Abiansemal, Kabupaten Badung. Memiliki alam yang indah, suasana pedesaan yang masih asri dan sejuk, dan lahan pertanian yang masih bertahan sampai saat ini ditengah pembangunan kota yang terjadi. Keberadaan Keadaan Desa yang seperti ini tidak terlepas dari banyaknya sejarah yang dimiliki Desa Ayunan. Dari keadaan seperti ini, maka mendorong Desa untuk membangun sebuah Museum di kawasan Desa yang diberi nama Museum Tjok Agung Tresna. Museum Tjok Agung Tresna berdiri atas gagasan seorang seniman yang sadar akan sejarah dan potensi yang dimiliki Desa. Kata kunci : Seni, Budaya, Museum, Sejarah, Pengabdian Kepada Masyarakat, Desa Ayunan.

Abstract

  This study aimed to investigate the effect of anonymous peer assessment on students’ writing ability. Quantitative approach was used in this study. Post-test only control group design was the design used in this experimental study. The post-test only control group design was designed to discover the purpose of this study which was to investigate the significant effect on writing ability between students who obtain feedback from anonymous peer assessment and students who obtain feedback from conventional assessment. The study was conducted at SMK PGRI 1 Singaraja. The eleventh grade students in Academic Year 2017/2018 were chosen as the population. The samples were 44 students from XI AP and XI UPW. The instruments used in this study were lesson plan, anonymous peer checklist, writing scoring rubric, and writing test. Writing scoring rubric and writing test were used to obtain the data through post-test while lesson plan and anonymous peer assessment were used during the treatment. The data then was analyzed by using SPSS 16. The results of the analysis show that (1) the mean score of the experimental group was 77.55 while the mean score of the control group was 68.77. (2) The t-observe was 3.892 and it exceeded the t-critical value which was 2.018. Therefore, based on the aforementioned results, it can be concluded that there was a significant difference on writing ability between the eleventh grade students who obtained feedback from anonymous peer assessment and those who obtained feedback from conventional assessment at SMK PGRI 1 Singaraja in academic year 2017/2018.
