Abstract

This vehicle test is determines for chek the worthines of vehicle, cheking is will do on a physical check. Testing conducted is the test of vehicles used as public transportation and logistic transportation. The aim of this study is to determine the service of vehicle testing from the administrastion and physical testing of the vehicle. this research using basic concept of public service standard which taken from joko widodo theory (2001), which explains that there are 5 indicators of public service standards are service procedures, completion time, service products, service costs, facilities and infrastructure, and officer competence. the authors use qualitative research methods by assessing data descriptively. in collecting research data using interview technique, observation, and documentation.the results of this study can be seen that the service KIR Test at Technical. Abstract

Livestock Production Improvement Program is one of the activities program implemented by the Department of Agriculture of Bengkalis Regency where the program is intended primarily to spur production. The program implemented in pinggir Sub district of Bengkalis Regency experienced various problems in the implementation of there is overlapping in the distribution of seeds of cattle to farmer groups as well as improper program targets resulting in programs that have been implemented not in accordance with the intended purpose. Therefore, the purpose of this research is to analyze the effectiveness of the increase of livestock production program in Pinggir Sub-district of Bengkalis Regency. This research uses the concept of Effectiveness theory by EdySutrisno (2007: 125-126). This research uses qualitative research method with descriptive data analysis and data analysis technique using interactive model (Interactive Model) from Milles and Huberman (1984) which quoted in sugiyono (2014).In the data collecting researchers using interviewing techniques, observation, and documentation. The results of this study, it can be seen that in the implementation of the program to increase the production of livestock products in pinggir Sub district of Bengkalis Regency based on the following indicators (1) understanding of the program, farmer groups understand in general the implementation of the program through counseling / socialization of the UPT BPP (2) Exactly Goals, Programs that are not on the right target where the target given is not in accordance with the rules that have been set but many who get cattle help without going through specific group data verification (3) On time, not yet optimal the predetermined period of time to make the program activities are constrained in terms of triggering the production of cattle(4) The achievement of the objectives, in fact many groups of farmers who failed to manage and breed his cattle because the main target is not the original breeder group (5) Real change, the real change felt by breeder groups not all groups of farmers who get help feel a positive impact or real change.Keywords: Program, Effectiveness, Livestock

Abstract

Coordination is an important role in an organization to archive the desired goal. Kampung KB Program as an implementation of program related to partners of BKKBN Riau Province. This research aims to obtain a description the coordination among BKKBN Riau Province, Population control and family planning office of pekanbaru city, and field line in Kampung KB implementation of Pekanbaru city and to identify the factors that affect the coordination of Kampung KB program of Pekanbaru city.Blade analysis in this study comes from the book writen by Malayu Hasibuan involving that coordination includes cooperation, communication, division of task and discipline. This research uses qualitative-descriptive method. In data collection, writer uses interviewing technique, observation, documentation and questionnaires. Using purposive sampling as an information source and interactive model as data analysis technique.The result of the research indicate that the coordination that has been done by BKKBN Riau Province and The controlling service of population and family planning of Pekanbaru city has been running optimally but the coordination to cross sectoral and the regional tool not yet optimal. Abstract

The problem of this study includes the illegal parking on the edge of Pekanbaru's public roads caused by a number of things including limited public roadside parking due to provisions for parking, parking officers who use illegal parking locations, lack of coordination between relevant agencies and parking rates that do not in accordance with established regulations. The purpose of this study was to find out and analyze the strategy of the Pekanbaru City Transportation Agency in regulating illegal parking on the edge of Pekanbaru's public roads. This research method uses descriptive qualitative research methods. This research focuses on the strategy in regulating illegal parking using the SWOT analysis.The results of the study indicate that the Department of Transportation in regulating illegal parking on the public road in the form of preventive actions. The focus of this research is the role of the Department of Transportation in responding to the problem of illegal parking, harmful illegal fees, and the number of vehicles parked on the road / sidewalk. The Department of Transportation has taken strict action to get a deterrent effect, in improving parking management efficiency which is one of the effectiveness in improving parking management in Pekanbaru City. The factor that became a supporter in creating the strategy of the Department of Transportation, namely that the Department of Transportation through the UPTD Parking of the City of Pekanbaru did not have a specific strategy in overcoming illegal parking. The recommended strategy used in overcoming illegal parking is to formalize illegal parking officers by providing new parking locations that are strategically located.Keywords: Strategy, Illegal Parking, Parking Control

Abstract

Law no. 37 of 2008 on the Ombudsman of the Republic of Indonesia clearly stipulates the duties and authority of the Ombudsman of the Republic of Indonesia namely to receive and complete reports on alleged Mal - Administration in the provision of public services. Lack of public awareness, the extent of illegal levies is a description of the current state of bureaucracy in Indonesia. Parking management is one of the social phenomenon in Bukittinggi City which is in need of government attention. The purpose of this research is to know how the forms and factors that influence the emergence of Mal - Administration and what efforts are made to overcome Mal - Administration in the management of parking in Bukittinggi City. The concept of theory used is Mal - Administration theory by Nigro and Nigro, namely dishonesty, bad behavior, ignoring the law, and favoritism in interpreting the law. This research uses qualitative research method with case study approach and data assessment is desktiptif. Technique of collecting data through interview technique, observation, library study and documentation by using purposive sampling method in informant selection. The result of the research is that the management of parking in Bukittinggi City needs to be maximized again, it is shown that the obligation and responsibility of parking management management has not been able to be implemented properly, the perception and the public response to the management of parking area need to be improved.Keywords: Mal – Administration, Parking Management, Public Service

Abstract

The population of Pekanbaru has increasingly in every year that resulted in moral of degradation. Moral of degradation is the degradation of a quality in public order. Public order is a condition that support for the government and people's activities in implementing development in a region. It can be happend by various causes and circumstances, for an example violation of law which still happened in Pekanbaru. The violation of law that usually happend is violation of traffic signs. The purpose of the study to analyze the implementation and know the factors that affect of regional regulation in Pekanbaru city no. 5 of 2002 on public order in Pekanbaru (study case of the street orderly). The concept of this research is the implementation policy theory by Ripley and Franklin in Tahir (2015: 95). It is about the success of the implementation policy based on 3 perspectives such as : The Loyalty of Bureaucracy Level (Compliance), have a Smooth Routine and there is no problem, the last is Performance. This research design of this study case which use qualitative approach . The results of this study is the Implementation of Regional Regulation in Pekanbaru has not been implemented optimally . It is because The Loyalty of Bureaucracy Level that has not been implemented in good way that we can see some of people’s still ignored the regulation of road rules from government. As a result, the routines by the implementor have an insufficient that impact on staff performance. The factors that influence the implementation of the local regulation is the lack of awareness of the implementors and the lack of supervision from the implementors which causes problems on public policy, especially the road rules policy has been implemented yet optimally in the city of Pekanbaru.Keywords: Public Order, Policy Implementation, The Street Orderly

Abstract

The city of Pekanbaru is currently experiencing a very rapid development, which is oriented to the economic and entrepreneurial sectors. This results in the increasing number of organizers or the installation of billboards in the city of Pekanbaru. With the large number of billboards installed in the city of Pekanbaru, the longer the rules do not follow, which will affect the aesthetic aspects of the city, thus requiring serious attention from the government. The purpose of this study was to determine the factors that influence the Implementation of the Pekanbaru Mayor Regulation No. 24 of 2013 concerning the organization of Advertisements in the City of Pekanbaru. This study uses Ripley and Franklin policy implementation concepts based on 3 perspectives, that is : Bureaucracy Compliance Level, Smooth routine and no problems, and performance. This study uses qualitative methods with descriptive data assessment. Data collection techniques through interviews, observation, literature study and documentation by using purposive sampling method in selecting informants. The result of the research is the lack of cooperation between the implementing party and the entrepreneurs who set up the billboard. This can be seen by the number of billboards that have not been in accordance with the rules and lack of supervision from the implementor which causes the problem in the implementation of the billboard has not been implemented optimally. Besides that there is still a lack of facilities and infrastructure as well as Pekanbaru City Satpoll PP experts in disciplining. So that it is necessary to strengthen facilities and infrastructure and train experts by Satpoll PP and also the need for awareness from the public or advertisement entrepreneurs to comply with fennel rules so that the optimal advertisement arrangement is realized in Pekanbaru City.Keywords : Implementation, Public Policy, billboards

Abstract

The implementation of health services carried out at the Kuantan Singingi Regional General Hospital where the implementation of health services there are problems with the doctor's slow coming, waiting for the medicine to be treated for a long time, sometimes there is no medicine so it requires buying outside, the doctor is not there and there is no substitute doctor, the officers are less friendly registration. The purpose of this study is to Organize Health Services at the General Hospital of Kuantan Singingi and find out the factors that influence the Implementation of Health Services at the General Hospital of Kuantan Singingi.Using the concept of public service theory according to Suryadi (2009: 69). Using qualitative descriptive methods. The type of data used is primary data and secondary data. Data collection uses observation, interview, literature study, documentation. Data analysis used is data reduction, data presentation, conclusion drawing and verification. The results of the study addressing the Implementation of Health Services at the General Hospital of Kuantan Singingi, the hospital has not run optimally. Abstract

The Covid-19 pandemic is a worldwide problem. Various impacts have occurred as a result of this pandemic, one of the most visible is the decline in the economic level that has hit various countries including Indonesia, as a result of which many people find it difficult to make ends meet. Therefore, the government has launched various Social Assistance programs to help the community continue to be able to meet their needs during the pandemic, one of which is the Cash Social Assistance program provided by the Ministry of Social Affairs. The purpose of this study was to determine the effectiveness and inhibiting factors as well as supporting cash social assistance programs for the poor affected by Covid-19 in Merangin Village, Kuok District, Kampar Regency. This study used a qualitative approach with a descriptive research type. Data collection techniques using interview techniques, observation and documentation studies. The informant selection technique used a purposive sampling technique with a total of 8 informants. The theory used is the theory of effectiveness. The results of this study indicate that the provision of Cash Social Assistance in Merangin Village has been carried out properly such as on time, proper administration, provision of adequate resources, but there are irregularities caused by social assistance implementers who are less professional so that social assistance programs are not well targeted to families in need, while the inhibiting factors are the community and the attitude of the implementers who are less honest and professional. Abstract

Pelaksanaan digitalisasi pelayanan kependudukan di Disdukcapil Kota Pekanbaru memiliki beberapa jenis pelayanan seperti residen, pelayanan tunggu, kedatangan, SKP, smart dan sinopsis. Penelitian ini bertujuan untuk menganalisis digitalisasi pelayanan kependudukan dan bertujuan untuk mengidentifikasi faktor penghambat digitalisasi pelayanan kependudukan dalam perspektif digital era pemerintahan di Disdukcapil Kota Pekanbaru. Penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologis. Teknik pengumpulan data adalah observasi, wawancara dan dokumentasi.
