Abstract

Occupational safety and health is one aspect of protection and basic rights of every employment. Occupational safety and health are very important for companies and their workforce, this is because their work carries a very high risk, so it is necessary to implement an occupational safety and health management system, in order to minimize the occurrence of work accidents in the workplace or while carrying out work. Work activities carried out by workers at PT. PLN (Persero) ULP Panam is also not immune from the very high risk of work accidents. So, to minimize work accidents, Government Regulation No. 50 of 2012 concerning the Implementation of the Occupational Safety and Health Management System (SMK3) was created with an effort to prevent and reduce work accidents while working. This research uses phenomenology and qualitative research techniques. George Edward III's Theory of Public Policy Implementation as an indicator in the discussion of this research. The location of the research was at PT. PLN (Persero) ULP Panam. Research data was obtained through observation, interviews and document analysis. The results of the research conducted by the author show that in implementing the Policy for Implementing the Occupational Safety and Health Management System at PT. PLN (Persero) ULP Panam, in its implementation, PLN Panam itself still lacks human resources and the inhibiting factor in carrying out work safely is the condition of equipment that does not support occupational safety and health in the field.

Abstract

Public services are efforts provided by a government agency to meet all community needs in the form of goods, services and administration carried out in accordance with its principles and responsibilities. Public street lighting (PJU) is a form of public service that the public has the right to enjoy as regulated in Minister of Transportation regulation number 27 of 2018 concerning Street Lighting Equipment. The Karimun Regency Government, through the duties and functions of the public housing and residential areas service (PERKIM), Karimun Regency, is the agency that organizes public street lighting (PJU). This research was conducted using Merille S Grindle's theory (2011) which was influenced by two large variables, namely the content of policy and the implementation environment, using descriptive research methods and a qualitative approach. The results of the research conducted by the author show that the implementation of the Minister of Transportation's regulation number 27 of 2018 concerning street lighting equipment in Karimun Regency has been carried out well, which can be seen from the results of interviews and observations made by researchers of the parties involved.

Abstract

The image of employee performance in this country is occasionally branded with a lack of professionalism, an unvaried work culture. Meanwhile, performance by government employees in Indonesia is directed at the public interest, accelerating services that prioritize public satisfaction. Such is the case with the Financial and Development Supervisory Agency (BPKP) of Riau Province, where this study is intended to test employee performance. The test is intended to determine how the influence of competency development, job distribution and internal control on performance. The independent variable in this writing is competency development, job distribution and internal supervision with the dependent variable being employee performance. The method used in this study is a random sampling method which then uses the IBM SPSS 23 instrument to process data. The results in the research that has been conducted show indicators that competency development affects employee performance as evidenced by a calculated t value of 3.947; The distribution of competency work affects employee performance as evidenced in the calculated t value of 3.676; And internal supervision affects employee performance as evidenced by a calculated t value of 4.231. So it was concluded that competency development, job distribution and internal supervision have a simultaneous influence on employee performance according to the R square result of 0.686 which means that 68.6% of the performance of ASN employees in the Riau BPKP Representative is influenced by the variables studied and the rest are influenced by other variables that are not studied by the author.

Abstract

Dengue Hemorrhagic Fever (DHF) is a contagious disease that originates from the Aedes Aygpty mosquito and is caused by the Dengue virus. Dengue Hemorrhagic Fever (DHF) has long been known in Indonesia, where it can spread and become an epidemic, disrupting the social life of communities in a region. Marpoyan Damai District is one of the district with the highest incidence of Dengue Hemorrhagic Fever (DHF) in the city of Pekanbaru. The purpose of this study is to determine the Implementation of the Dengue Hemorrhagic Fever (DHF) eradication policy and to identify the factors that influence its implementation. This study uses a descriptive research method with a qualitative approach. The theoretical concept used is from Charles O. Jones` policy implementation model, which includes Organization, Interpretation, and Application/Implementation. The result of the study show that the implementation of the Dengue Hemorrhagic Fever (DHF) eradication policy in Marpoyan Damai District has not been fully effective, as seen from the low understanding of the community regarding mosquito breeding site eradication activities (PSN) and the inactivity of the Operational Work Group (Pokjanal) for the eradication of Dengue Hemorrhagic Fever (DHF) disease.

Abstract

The waste phenomenon in West Pasaman Regency continues to increase along with the growing population In this regard, the West Pasaman Regency Government has issued Regional Regulation Number 44 of 2019 regarding Household Waste Management and Similar Household Waste in the Nagari to demonstrate concern for waste management and reduce waste spread The goal is to analyze how the implementation of this regulation is carried out. The research method used is qualitative descriptive, with data collection techniques of observation, interviews and documentation, as well as using miles and huberman interaktif data analysis techniques. The findings of this research, which is analyzed with the Edward III implementation model, namely Communication, Resources, Disposition, Bureaucratic Structure, show that the implementation of Regent Regulation Number 44 of 2019 has not run optimally. This is because in terms of communication, it has not been carried out optimally due to the lack of socialization and communication to the Nagari. In terms of resources, human resources are still very lacking in terms of quantity and quality and training to improve human resources is also absent. The limited budget and also a decline have caused various problems such as the procurement and maintenance of infrastructure facilities to be hampered. And the facilities and infrastructure owned by DLH are still inadequate. Disposition/Attitude of the Implementer has not been optimal, the commitment of the Environment Agency and the Nagari Government and the lack of public awareness and understanding in managing household waste in accordance with existing regulations.The Bureaucratic Structure already has SOPs, but its implementation in the field is sometimes not in accordance with SOPs because infrastructure is inadequate and often damaged and the Nagari Government has not carried out its duties and functions as stipulated in Regent Regulation Number 44 of 2019. The inhibiting factors consist of budget limitations, limited human resources, lack of awareness and community participation.

Abstract

Transportation is a very important means. Realizing the role of transportation, therefore traffic and road transportation must be organized to create orderly traffic and transportation services, including by controlling overloaded goods cars. In order to create traffic order, Siak Regency Regional Regulation Number 8 of 2019 concerning Supervision of Overloading of Goods Transport was issued, which is carried out by the Siak Regency DISHUB and the Police. The purpose of this research is to first find out and analyze the evaluation of Regional Regulation Number 8 of 2019 concerning Overloading of Goods Transport in Siak Regency. The second is to find out and analyze the impact of the Goods Transport Overloading violation in Buantan Besar Village. The theory used is William N. Dunn's theory using 6 indicators, namely: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. This research uses a type of qualitative research that is descriptive analysis. Using interview, observation and documentation data collection techniques. The results of this study found that the implementation of regional regulations handled by the Siak Regency Transportation Service was quite satisfactory or good enough even though there were still some deficiencies in it, such as limited facilities and infrastructure, budget, human resources and time to carry out supervision. So improvements are still needed in implementing this regional regulation. So that the process of implementing the Evaluation of Regional Regulation of Siak Regency Number 8 of 2019 Concerning Supervision of Excess Cargo Goods can run optimally and optimally, various factors and needs must always be improved to achieve the goals of these regulations.

Abstract

Penelitian ini memfokuskan pada dinamika Adaptive Governance dalam konteks angkutan massal darat di Kota Pekanbaru. Dengan batasan pada fenomena kemampuan beradaptasi angkutan massal tersebut, tujuan penelitian adalah menganalisis bagaimana pemerintah setempat menerapkan Adaptive Governance. Metode penelitian yang digunakan adalah kualitatif dengan wawancara terstruktur. Temuan menunjukkan bahwa pemerintah telah berhasil beradaptasi melalui koordinasi, kesatuan tindakan, dan komunikasi efektif. Peningkatan kapabilitas tercapai melalui pelatihan dan rekrutmen, sementara perluasan partisipasi terjadi melalui perencanaan-pelaksanaan-evaluasi. Temuan lainnya menyoroti perlunya inovasi berkelanjutan untuk menghadapi ketidakpastian. Rekomendasi meliputi hendaknya ada pengadaan sebuah platform khusus untuk mempermudah pola penggunaan angkutan massal serta percepatan pembaharuan pembangunan untuk mengurai masalah kemacetan yang kompleks di Kota Pekanbaru.

Abstract

Pulau Rupat, bagian dari Kawasan Strategis Pariwisata Nasional (KSPN), memiliki potensi besar untuk pengembangan pariwisata pesisir yang berkelanjutan. Tujuan pada hakikatnya adalah untuk meningkatkan kesejahteraan dan kemakmuran masyarakat.sesuai dengan tujuan SDGs, sebagaimana diatur dalam PP Nomor 50 Tahun 2011 tentang RIPPARNAS. Namun, wilayah ini rentan terhadap bencana alam seperti banjir rob, angin kencang, tsunami, dan abrasi, yang berdampak pada masyarakat nelayan di Desa Wisata Teluk Rhu. Faktor-faktor risiko bencana antara lain sangat berdampak terhadap ancaman gelombang ekstrim, angin kencang, banjir rob dan abrasi pantai, tingginya kerentanan suatu wilayah, dan rendahnya kapasitas nelayan dalam menghadapi ancaman bencana. Abrasi menyebabkan penduduk kehilangan tempat tinggal dan angin kencang serta gelombang ekstrim mengakibatkan hilangnya mata pencaharian dan berkurangnya pendapatan. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus di Desa Teluk Rhu. Mengkaji kerentanan nelayan dan upaya mitigasi bencana, serta bagaimana hal tersebut dapat mendukung pengembangan KSPN. Hasil penelitian menunjukkan bahwa nelayan sangat rentan terhadap bencana karena kurangnya pengetahuan dan keterampilan mitigasi. mitigasi bencana yang efektif perlu menjadi bagian integral dari strategi pengembangan pariwisata yang berkelanjutan di Pulau Rupat. Kesenjangan dalam pengelolaan risiko bencana yang dapat membahayakan masyarakat dan sektor pariwisata Diperlukan intervensi kebijakan pemerintah pusat sampai di Tingkat desa untuk memperkuat mitigasi bencana khususnya kepada nelayan. Pembangunan berkelanjutan yang mengintegrasikan mitigasi bencana, pengelolaan ekosistem pesisir (seperti mangrove), dan pengembangan ekonomi yang berkelanjutan sangat diperlukan untuk mengurangi risiko ini di pengembangan Kawasan Strategis Pariwisata Nasional.

Abstract

The existence of street vendors (PKL) is a social phenomenon that can be found in big cities. One of them is in Pekanbaru City, which is on Jalan Agus Salim. The traders who sell along Jalan Agus Salim have caused the city of Pekanbaru to become a city that is disobedient to regulations, traffic jams occur as a result of which the roads become narrower, and the environment along the roads becomes chaotic, dirty and far from healthy. The aim of this research is to determine the evaluation of the Agus Salim Market Street Vendor Arrangement Program by the Department of Trade and Industry in Pekanbaru City. This research uses Evaluation Theory according to Stufflebeam in Arikunto (2008), which uses four CIPP indicators, namely: Context, Input, Process, and Product. This type of research is qualitative research by providing an overview or descriptive problem in the form of a narrative. Collecting the necessary data, both primary data and secondary data, is collected through interviews, observation, documentation and then analyzed so that conclusions can be drawn from the existing research problem. The results of this research are evaluations which can be said to have not been optimal, because there are still inhibiting factors in its implementation, namely the lack of enthusiasm of traders to relocate and the lack of land provided for traders.

Abstract

Regional Original Revenue (PAD) is a source of regional revenue that comes from several regional revenues and one of them is obtained from local tax revenues, one type of which is parking tax. In order to regulate parking tax management, Pekanbaru City Regional Regulation Number 03 of 2018 concerning Parking Tax was issued, which is implemented by the Pekanbaru City BAPENDA. In the Pekanbaru City Regional Regulation Number 2 of 2011 concerning Parking Tax in article 1 point 8, it states that "Parking Tax is a Tax on the administration of parking lots outside the road body, whether those provided are related to the principal business, including the provision of motorized vehicle parking spaces". The purpose of this study is the first to find out the evaluation of the implementation of Regional Regulation No. 2 of 2011 concerning Parking Tax in Pekanbaru City. The second is to identify the inhibiting factors of Regional Regulation Number 2 of 2011 concerning Parking Tax in Pekanbaru City. The theory used is William N. Dunn's theory using 6 indicators, namely: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. This research uses a type of descriptive analysis qualitative research. Using interview data collection techniques, observation and documentation. `The results of this study found that the implementation of regional regulations handled by the Pekanbaru City Regional Revenue Agency was quite satisfactory or good enough, although there were still some deficiencies in it, such as in terms of communication with third parties, there was still a lack of understanding by taxpayers of the importance of taxes, non-tax resources. people, as well as socio-economic conditions that affect the implementation of these regulations. So that there is still a need for improvement in implementing this regional regulation. So that the process of implementing the Pekanbaru City Regional Regulation Number 03 of 2018 Regarding Tax can run optimally and optimally, various factors and needs must always be improved to achieve the goals of the regulation.
