Abstract

This article focuses on Indonesian foreign policy change and continuity and then the discussion of foreign policy at present. The analysis is carried out in six periods of Indonesia’s foreign policy change and continuity, namely Soekarno’s Old Order Era period (1945-1965), Soeharto’s New Order Era period (1965-1998), and four Indonesian governments in the Reformation Era; Habibie period (1998-Oct1999), Abdurahman Wahid period (1999-July 2001), Megawati Soekarnoputri period (2001-October 2004), and Susilo Bambang Yudhoyono period (2004 – now). This paper concludes that since the fall of Soeharto, Indonesia’s diplomacy was called upon to play a substantive role in meeting an array of challenges in the economic, political and social fields that threatened the unity, integrity, and sovereignty of the Republic.

Abstract

Globalisasi mendorong setiap daerah berkompetisi melaksanakan pembangunan. Pembangunan menjadi salah satu strategi daerah mengurangi ketimpangan dan kemiskinan. Berbagai upaya dilakukan pemerintah daerah untuk membuka jalan mengatasi kemiskinan. Kerja sama internasional daerah merupakan salah satu strategi mengatasi kemiskinan sekaligus mengurangi ketergantungan kepada pendanaan pusat. Kerja sama internasional daerah juga menjadi sarana untuk mengembangkan potensi daerah. Tulisan ini bertujuan mengamati kerja sama internasional daerah dalam upaya mengatasi kemiskinan dalam kerangka pembangunan berkelanjutan. Dengan mengambil studi kasus kerja sama internasional Yogyakarta dan Gyeongsangbukdo Korea Selatan di desa Ponjong Gunung Kidul maka penelitian ini menyimpulkan bahwa kerja sama internasional daerah merupakan salah satu cara mencapai pembangunan berkelanjutan melalui pengembangan potensi desa. Melalui transfer ilmu pengetahuan, pemberdayaan masyarakat, dan pengembangan fasilitas publik maka dapat membantu meningkatkan aktifitas perekonomian daerah secara berkelanjutan sekaligus sekaligus mendukung pembangunan nasional.

Abstract

Despite of its advantages in social dimension, English School still has limited articles on environmental issues. Many global ecological crisis has been dealt with constructivism and green theory because the failure of English Scholars to adopt new norms such as climate responsibility, sustainable development and environmental justice. This article would like to highlight the synthesis of the normative tensions and the regional studies within the environmental studies of English School using the case study of Indonesia ratification to ASEAN Agreement on Transboundary Haze Pollution. Pluralism and solidarism will be the conceptual instruments in criticizing the blindness of environmental analysis in the English School communities and also constructing the environmental-friendly English School theory. There are two main conclusions in this article. Firstly, Indonesia ratification of ASEAN Agreement of Transboundary Haze Pollution, the emergence of domestic environmental legislation and the adoption of environmental responsibility marked the end of pluralist hegemony in environmental studies. Secondly, Indonesia ratification of AATHP is one of the foundations of regional environmental governance in Southeast Asia.

Abstract

Since the publication of the 2030 blueprint, Sustainable Development Goals (SDGs) have been promoted as a global project. Many steps have been taken; however, until now, the achievement remains limited. This is due to the low understanding of SDGs from stakeholders at the local level, such as the village. This study examines how we can develop SDG awareness and implementation in the village level. This article argues that we need to look at two essential factors namely the notion of social capital and value chain management in order to fulfill SDGs at the local level. Arguably, social capital can be mobilized by the local leaders to socialize the importance of SDGs at the village level. Second, value chain management enables local leaders to manage sustainable economic activities at the village level. Hence, these two concepts eventually enhance the implementation of SDGs at the village level. This argument will be illustrated in the case of three tourism village development areas in Yogyakarta namely, Pentingsari in Sleman, Mangunan in Bantul, and Bleberan in Gunungkidul.

Abstract

This research will discuss climate change, which causes national security threats to several countries. To tackle climate change, the United States ratified the Paris Agreement 2015, but in 2017 the United States left the agreement. The position of the United States is important because it is both an emitter and a cause of climate change. So that climate change influences the national security of the United States. This study was analyzed using the concept of safety and environmental safety. The idea of security used to analyze the threats caused by climate change to the United States national security threats, and the concept of environmental protection is to analyze the ecological crisis as a threat because it is no longer able to sustain human life. This research method with qualitative methods and data collection techniques through a literature study. The results of this study, based on the findings of climate change as a threat to the United States, can have an impact on health, food availability, requests, and coastal areas. It also disrupted military bases and operations in several international and domestic sectors.

Abstract

The influence of China in the Pacific region increases due to the Belt and Road Initiative (BRI) program that focuses its assistance and soft loans on the development of basic infrastructure and other supporting infrastructure. Increased economic influence has an impact on changes in regional geopolitical maps. China appears to be increasingly dominant in influencing the foreign policy of the region’s countries, including China’s involvement in controlling Vanuatu and Solomon Island’s foreign policy. At present, the issue of Papua is on the main agenda of Vanuatu and Solomon Island’s foreign policy. Significant funds are needed to finance the process of advocating for the issue of Papua in the Pacific region and the international community. One source of funding comes from Chinese aid. This article will review China’s position as a source of the financing for the Papuan separatist movement based in Vanuatu and Solomon Islands, by using a power approach and economic diplomacy. Abstract

Amerika Serikat (AS) sebagai tokoh tunggal dalam kekuatan dunia memainkan peran utama dalam mengubah sistem internasional. AS “berkewajiban” menjaga ketertiban dunia yang ditujukan dengan banyaknya personel militer yang dikirim keluar negeri guna menjalankan misi tersebut. Setelah memutuskan kembali ke Asia-Pasifik, AS menegaskan untuk membangun suasana saling percaya dengan negara-negara lain di kawasan. Dalam pelaksanaan strateginya, AS mengedepankan peran sekutunya dan membentuk jaringan yang meliputi seluruh dunia. AS secara aktif mengembangkan hubungan dengan NATO dan para sekutu-nya untuk mempertahankan keamanan dan perdamaian, dan terus memperhebat strategi pindah poros ke Asia dan Pasifik. Amerika Serikat meningkatkan kerjasama pertahanan dengan Australia untuk meningkatkan akses militer Amerika Serikat terhadap fasilitas militer Australia. Bagi Australia, AS akan tetap menjadi aktor di Asia Pasifik. Hadirnya armada AS di Darwin, Australia akan memberikan rasa nyaman dan aman secara politik dan militer, mengingat kepentingan mereka sejalan untuk membendung kekuatan dari Utara (Asia).

Abstract

This essay is motivated by an interest in a particular aspect of Indonesian foreign policy. Indonesia’s foreign policy has been called upon to serve the goals of national development. The national development takes place within a regional and global environment. Indonesia’s most immediate environment is the sub-region of Southeast Asia, and for that reason the Association of Southeast Asian Nations (ASEAN), which remains the cornerstone of Indonesian foreign policy. ASEAN Community is a continuing process. It will continue to promote the expansion and then deepening of the implementation of ASEAN Community Blueprints beyond 2015. ASEAN Community Vision 2025 was approved and signed at ASEAN Summit Meeting, 21 – 22 November 2015 in Kualalumpur, Malaysia. In the mean time for Indonesia itself, there are some impediments in the implementation of Indonesia’s maritime nexus will continue to hedge against the ASEAN Economic Community as well as the major powers interests, especially with RCEP (Regional Comprehensive Economic Partnership led by ASEAN but heavily influence by China and the Trans Pacific Partnership that once led by the United States of America and seems abandon in Donald Trump era. The study reveals that he strategic implication of the above possible development appeals the need of new approaches to Indonesia. Some basic assumptions can be derived from the foregoing examination of Indonesian foreign policy concepts, a changing Asian strategic environment, and uncertainties of interdependence. It may be reasonable to assume that Indonesia has the capability to increasingly strengthen linkages among defense, security, and foreign policy aspects which leads to an adequate Indonesian national security policy.

Abstract

Pertamina and Eni faced double strike problems. The Italian government did not grant the license for building Indonesian crude palm oil (CPO) based green finery to Eni-Pertamina as most Indonesian CPO producers do not possess RSPO certificates and the EU restricts the use of CPO. The policies resulted in opportunities loss for Pertamina and Eni in 2019. This qualitative paper examined the logical reasons behind the Italian government decision by two levels of analysis, domestic and regional locus. The finding shows that domestically, political circumstances among parties and figures, other than CPO commodities farmers, played a significant role in the cancellation. The historical instability in Italy domestic political situation also brought it closer to revocation. On another level, the ups and downs of Italy-the EU relations before and during Conte I and Conte II government were a regional reason behind it.

Abstract

The purpose of this paper was to analyze the bibliometric characteristics of articles on paradiplomacy published in Scopus-indexed by analyzing the development of paradiplomacy studies, the prominent authors with the most citations, and the prominent journals containing the most paradiplomacy studies. This research used a bibliometric and content analysis of publications in the Scopus database collected through Publish and Perish. By using VOSviewer, a total of 109 articles were analyzed by classifying title, abstract, and keywords. The findings show that trend of paradiplomacy research focuses on theoretical frameworks and paradiplomacy issues such as globalization, federalism, development, foreign policy, and interests. Future research may be focused on case studies and elaborating forms of paradiplomacy. The findings also indicate that Canada, the USA, and Europe still dominate paradiplomacy studies, but research from other areas may emerge in the future. The prominent author with the most citations is Noe Cornago, while the prominent journal contains the most paradiplomatic research is The Hague Journal of Diplomacy (HJD). The Conclusion is paradiplomacy research has increased significantly. Canada, the USA, and Europe are the largest contributors to paradiplomacy publications, but other regions such as Latin America, Asia, and Africa have also begun to focus on this study. Thus, Latin America, Asia, and Africa need to be more active in research on this topic by bringing up empirical practices experienced by themselves.
