Abstract

Berkembangnya perekonomian kota Jakarta diikuti oleh meningkatnya kegiatan logistik dan transportasi, dimana salah satunya ditunjukkan oleh meningkatnya kegiatan bongkar muat di pelabuhan. Kendaraan angkutan barang yang beraktifitas di pelabuhan Tanjung Priok membutuhkan tempat parkir, salah satunya di Terminal Angkutan Barang (TAB) Pulo Gebang. Saat ini utilisasi fasilitas parkir di terminal ini pada waktu-waktu tertentu cukup tinggi dan tampak memerlukan pengembangan, hal ini terlihat dari adanya parkir ganda. Berdasarkan kondisi ini, penelitian ini ditujukan untuk menganalisa efektifitas penggunaan TAB Pulo Gebang saat ini sebagai fasilitas parkir dan mengkaji potensi perbaikan utilisasinya. Dari pengamatan selama 6 hari diperoleh nilai rata-rata karakteristik parkir berupa Turn Over sebesar 0,053–0,101, Indeks Parkir 60,9%-105,5%, Indeks Aktifitas Parkir (IAP) 0,54–0,81, dan V/C ratio 45%-59%. Parameter-paramter ini menunjukkan bahwa terminal selalu dalam keadaan penuh dan terutilisasi dengan cukup efektif. Walaupun demikian, terminal masih memiliki potensi untuk dikembangkan. Potensi dilihat dengan menganalisa beberapa skenario yang mungkin diimplementasikan yaitu melarang keberadaan kendaraan tidak layak jalan, memperkeras lahan di belakang terminal, mengoperasikan pintu kedua terminal, dan mengubah sistem penerimaan kendaraan menjadi bukan sistem sewa. Dengan skenario-skenario ini, kapasitas statis terminal dapat ditingkatkan hingga 30,43%.

Abstract

This paper is aimed to develop the optimization model of time slot utilization for both runway and apron gate of airport system. The model considers the objectives of airline company to minimize flight-taxiing-time and waiting-time for both landing and take-off. The optimization makes use of Network Representation (NR) in the form of two bipartite networks in order to transform the problem of runway and apron gate assignment into the network flow problem. Maximum Matching and Minimum Cost Flow on NR are the core of the model. An illustrative example is presented. The result shows that the model could increase both runway and apron gate capacities to as close as their theoretical capacities. Compared to the common practice which concerns only; the nearest available runway slot time, behind the scheduled time, and the nearest location of available gates to serve the flight, the model could reduce the total taxiing and waiting time.

Abstract

Currently Jakarta has two freight terminals, namely Pulo Gebang and Tanah Merdeka. But, both terminals are just functioned for parking and have not been utilized properly yet, e.g. for consolidation. Goods consolidation, which is usually performed in distribution terminal, may reduce number of freight flow within the city. This paper is aimed to determine the best location of distribution terminal in Jakarta among those two terminals and two additional alternative sites, namely Lodan and Rawa Buaya. It is initialized by the identification of important factors that affect the location selection. It is carried out by Likert analysis through the questionnaires distributed to logistics firms. The best location is determined by applying Overlay Analysis using ArcGIS 9.2. Four grid maps are produced to represent the accessibility, cost, time, and environment factors as the important factors of location. The result shows that the ranking from the best is; Lodan, Tanah Merdeka, Pulo Gebang, and Rawa Buaya.

Abstract

Dampak industri 4.0 sangat besar terhadap penggunaan sumber daya manusia (SDM) akibat berubahnya teknologi yang digunakan, termasuk kehadiran kereta modern. Perkembangan teknologi kereta di Indonesia berjalan dengan cepat. SDM yang terkait dengan penyelenggaraan Perkeretaapian Modern memerlukan penambahan kompetensi agar dapat menjamin keselamatan sistem transportasi. Studi ini dimaksudkan untuk menganalisis kebutuhan standar kompetensi SDM pada sektor Perkeretaapian Modern dan mengevaluasi kesiapan Regulator dalam menyiapkan SDM-nya. Standar kompetensi diidentifikasi menggunakan Analisis Gap melalui benchmarking. Sementara itu, Analisis SWOT digunakan untuk mengevaluasi penyiapan SDM. Hasil analisis menunjukkan terdapat 6 teknologi inti dari kereta modern yang membedakan kereta modern dengan kereta konvensional, yaitu Civil infrastructure and track, Rolling Stock, Electric power facilities, Signaling and telecommunication facilities, Operation Control Center, dan ICT System. Kompetensi SDM kereta modern harus dapat mendukung penggunaan teknologi inti ini. Disusun 11 fungsi utama SDM kereta modern beserta kompetensinya masing-masing. Tambahan kompetensi mencakup aspek safety, ICT, sistem yang terintegrasi, serta budaya kerja. Analisis SWOT menunjukkan organisasi masih lemah secara internal namun memiliki peluang dari pihak eksternal. Peluang terbesar adalah adanya kebutuhan yang tinggi dari pihak industri maupun operator terhadap SDM tersertifikasi. Kekuatan yang dimiliki hanyalah dalam hal kontribusi Diklat yang cukup besar dalam memenuhi kebutuhan pasar. Hampir seluruh unsur Input-Proses-Output-Outcome Diklat yang diidentifikasi dalam studi ini masih merupakan kelemahan walau dengan tingkat kelemahan yang berbeda-beda. Kelemahan utama dari sisi Diklat yaitu terbatasnya anggaran dan juga kurangnya kompetensi SDM Regulator dan Instruktur Diklat, serta kurikulum dan silabus Diklat yang masih perlu dipersiapkan. Kualitas sarana prasarana Diklat juga masih menjadi kelemahan utama. Kelemahan utama dari sisi regulasi yaitu belum cukup siapnya SKKNI. Studi ini merekomendasikan perlunya penyiapan SDM yang memenuhi standar kompetensi , termasuk peningkatan peran dan kapasitas Diklat, peran dan persiapan Regulator, serta kebutuhan SKKNI.

Abstract

In DKI Jakarta, despite the extensive infrastructure development, there has been a significant decline in the usage of public transportation. This can be attributed to the inadequate quality of the services provided. Various studies have highlighted the significance of evaluating the quality of service in public transportation to ensure passenger satisfaction and attract new users. However, there is no agreement on the most effective methodology and suitable indicators for conducting such analyses. In addition, there is a growing recognition of the importance of promoting gender equality in multimodal public transportation (MMPT) and understanding gender differences and perceptions of MMPT services. A case study was carried out in DKI Jakarta, the capital of Indonesia, to analyse the influential indicators of the quality of MMPT. The analysis used the Importance Performance Analysis (IPA) combined with the Tarrant and Smith procedure. These indicators greatly impact the perception of MMPT services for both genders. Safety against crimes, facilities for disabled people, pregnant women, and senior citizens, announcements in the required language, clarity in travel-related information, and availability of seats inside vehicles are the most influential indicators of the quality of the services. However, there are significant differences in how women and men perceive the importance and performance of indicators related to seating availability, coordination between transport operators, and passenger information.

Abstract

Economic growth involves massive movement of logistics, where goods transported by land become the main choice by supplier. One of them being the main access for connecting Java and Sumatera is the Tangerang – Merak toll road. An increase in traffic volume occurs every year, followed by additional problems such as congestion which obviously affects traffic performance. Given this reason, it is necessary to evaluate traffic performance through parameter assessments, which are the degree of saturation and travel speed. This research was carried out on the Tangerang - Merak toll road section KM 32,300 to KM 35,500 towards Jakarta for one week using traffic CCTV recordings, then selected on 17 April 2024. The calculation results obtained for each average weighted value for the degree of saturation (Ds) at 0.36 and average of the Space Mean Speed is at 33.08 kph. Based on traffic performance analysis, the volume parameter does not indicate a problem, and is included in the LOS A category. However, the travel speed parameter shows an issue and included in the LOS F category. This will be the focus problem within the scope of the research. On the other side, traffic composition which includes variations in the number of vehicles per time and type of vehicle. Given this kind of variation, a Passenger Car Unit value is needed that can equalize the existing different vehicle types into a uniform standard, including who commit over dimensional violations. Where the value of passenger car equivalent of an over-dimensional vehicle is changing, it is necessary to re-calibrate the emp value. Researchers used the Volume Delay Function formula to calculate travel time, then explore a combination of emp values using the dynamic programming method by comparing survey travel time with the simulation one. The difference between the PKJI standard value and the calibrated pce value proves the problem of these vehicles commit over dimension violations on the Tangerang – Merak toll road. For this reason, it is hoped that this research which evaluate traffic performance, travel time and passenger car equivalent values, can be used as a basis for further policy making to improve the performance of the Tangerang – Merak toll road.

Abstract

In its implementation, the role of coal transportation infrastructure is important in supporting the mining industry in Jambi City. However, it also causes various complex problems; one of them is traffic congestion on arterial roads in Jambi City. In May 2023, the Jambi Regional Police of the Republic of Indonesia issued a notification letter to stop the mobilization of coal transportation in Jambi Province. The policy caused several coal companies to switch their transportation method to shipping in order to continue operating, while several other companies stopped operating until an indeterminate time. Therefore, this study aims to compare traffic performance before and after the implementation of the policy on Jambi City arterial roads, especially on Talang Duku Port Road and East Ring Road II. The method used was a comparative analysis of the degree of saturation before and after the enactment of regulations on the prohibition of coal truck operations. The results of this study show the importance of traffic management as one of the solutions to reduce traffic congestion. Nevertheless, other alternatives are still needed to support the smooth operation of coal transportation activities.

Abstract

Jakarta International Container Terminal (JICT) in Tanjung Priok Port , which serves export and import containers, can serve up to 5500 TEUs daily. However, no more than 1% of the total containers are transported by freight trains, meaning that 99% of container distribution from industrial areas is carried by trailer trucks. This condition causes a long queue at the container terminal entrance, resulting in delays in the services as well. Currently, Tanjung Priok Port is connected to rail transportation from Cikarang dry port with the frequency of twice a day with 30 flatcars (FC) for each trip. The capacity of one series of freight trains from Cikarang dry port to Tanjung Priok Port can reach 30 Feus or 60 Teus. However, the container distribution using freight trains is still less optimal because of the double handling at the JICT emplacement which is located outside JICT and the use of trailer trucks to move the containers from the area to JICT. The cost of transporting export and import containers always increases year by year because of the slow transportation due to inefficiency of the container depot location in Tanjung Priok area. In this research, the method used to determine the efficiency of container transportation is divided into three scenarios. The first scenario is when the container is fully transported by truck from the industrial area. The second scenario is when the container is transported by train and handled twice while entering JICT. Finally, the third scenario is when the JICT emplacement is located inside the JICT area, changing the business process of containers coming in and out, needing no stacking in the JICT container yard, relocating the container depot placement, consolidating containers, and automating equipment at JICT to reduce the cost and time of containers for export and import. After analyzing the costs and time of the three scenarios, it was found that the third scenario could reduce travel costs and shorten container time when exporting and importing. The 3rd scenario can reduce the cost by almost 50% from the 1st and 2nd scenarios due to container consolidation.

Abstract

This study conducted in Bandung Regency delves into the factors influencing the choice of transportation modes for tourists and provides practical insights. Specifically, the research examines the influence of park-and-ride security, travel time savings, and travel costs on the selection of private vehicles and shuttle buses. The findings emphasize the importance of sustainable transportation facilities and efficient public transport services, offering a practical roadmap for addressing transportation needs for tourists in Bandung Regency. With a focus on the park-and-ride concept, this research identifies and analyzes the factors influencing mode choice between private vehicles and public transportation. The study was conducted in Ciwidey, a natural tourism area in Bandung Regency, which offers diverse attractions such as nature-based tourism, ancient sites, culinary experiences, and water tourism. The findings of this research aim to contribute to the improvement of sustainable transportation and mobility choices for tourists while alleviating traffic congestion and environmental impact in Bandung Regency's tourism areas.

Abstract

According to data from the Department of Transportation, trips to and from Jakarta reached 36,578,671 trips/day with 44% using buses, 31.6% using private cars, 18.2% using motorcycles, and 6.3% using rail. To serve the mobility of the Jabodebek population, the government provides BRT TransJakarta, KRL, MRT, and LRT facilities. However, those who use private cars are still very much causing traffic jams. One of the government's efforts is to provide LRT facilities with a ticket price of IDR15,000 per passenger for the Dukuh Atas to Cibubur route, this fare has increased from the initial planned operation of IDR12,000. The purpose of this analysis is to determine the characteristics of individual travel patterns in using LRT as an alternative mode and to validate the level of Willingness-to-Pay (WTP) and potential demand from choosing the mode using LRT. The research method uses a logit model which states that the probability of choosing a particular mode for a particular trip is based on the relative value of a number of cost factors, service levels, and travel time. With this analysis, it is hoped that this will be a reference for determining LRT rates so that people can switch to using LRT. ABSTRAK Menurut data Dinas Perhubungan perjalanan dari dan menuju Jakarta mencapai 36.578.671 perjalanan/hari dengan 44% menggunakan bus, 31,6% menggunakan mobil pribadi, 18,2% menggunakan sepeda motor, dan 6,3% menggunakan rail. Untuk melayani mobilitas penduduk Jabodebek pemerintah menyediakan sarana BRT Transjakarta, KRL, MRT, dan LRT. Meskipun demikian yang menggunakan mobil pribadi masih sangat banyak mengakibatkan kemacetan. Salah satu upaya pemerintah yaitu dengan menyediakan sarana LRT dengan harga tiket Rp 15.000,00 per penumpang untuk rute Dukuh atas sampai Cibubur, tarif ini mengalami kenaikan dari awal rencana pengoperasian Rp 12.000,00. Tujuan dari studi ini untuk mengetahui karakteristik pola perjalanan individu dalam menggunakan LRT sebagai moda alternatif dan memvalidasi tingkat Willingness-to-Pay (WTP) dan potensi demand dari pemilihan moda menggunakan LRT. Metode penelitian dengan membuat model logit yang menyatakan bahwa probabilitas memilih moda tertentu untuk perjalanan tertentu didasarkan pada nilai relatif dari sejumlah faktor biaya, tingkat layanan, dan waktu tempuh. Dengan adanya analisis ini diharapkan menjadi acuan untuk penentuan tarif LRT sehingga masyarakat dapat beralih menggunakan LRT.
