Abstract

Dynamics of small-scale fleet fisheries is the fishing effort made by small fishermen to maximize the catch in each season. Continuous fishing effort without control can have an impact on fishing fleet competition which can lead to a decrease in certain fish resources, therefore it is necessary to identify the factors that affect the catch of small-scale fishing fleets. This study aims to identify the factors that affect the catch of small-scale fishing fleets. The research method used a survey method, the determination of respondents by purposive sampling technique. The data analysis used is comparative descriptive analysis and General Linear Model. The results showed that the catches of the fishing fleets of bagan, purse seine, drift gillnet, bottom gillnet, tug line and hand line in this study were generally significantly influenced by the variable capacity of the fleet. The number and capacity of small-scale fishing fleets that are not properly controlled and regulated by the management, namely the Maluku Provincial Fisheries Service, have had an impact on the free competition of fishing fleets in every season in the Kei Islands. Competition for small-scale fishing fleets can cause fish resources to decrease from time to time, therefore it is necessary to monitor and regulate small-scale fishing fleets using input and control techniques.

Abstract

Measured fishing policies with different technical characteristics and fishing areas in the measured fishing zone greatly affect the development of small-scale purse seine fishing businesses in the Kei Islands. The purpose of this study was to analyze a small-scale purse seine business operating in a measured fishing zone in the Kei Islands. The research method used in this study is a survey research method, respondent determination techniques based on purposive sampling. The data analysis used is descriptively qualitatively and quantitatively. The results showed that the technical aspects of purse seine vessels type two vessels are larger than type one vessel, purse seine fishing areas for type two vessels are in the measured fishing zones WPP-NRI 714 and 718, while purse seine type one vessel operates in WPP-NRI 714. The economic aspect shows that the highest income from businesses, owners, ABK fishermen and FADs is purse seine type two vessels operating in the measured fishing zone WPP-NRI 714. The financial aspect of purse seine fishing business types one and two vessels operating in the fishing zone WPP-NRI 714 and 718 measured fish are feasible to be developed. Small-scale purse seine fishing business type one and two vessels operating in the measured fishing zone WPP-NRI 714 is more effective and efficient technically, economically and financially. For management purposes, the utilization of fish resources in the restricted fishing zone in WPP-NRI 714 should only be intended for small-scale purse seines types one with a vessel capacity of < 5 GT and operating on fishing lanes 1 and 2, while purse seine type two vessels are in the industrial fishing zone at WPP-NRI 718 on lanes 2 and 3.

Abstract

The small-scale purse seine business at KM Priscilia in Latta Village, Ambon City since its establishment in 2002 until now has not been able to grow rapidly, due to the lack of education and implementation that results in a business development strategy that can be applied, while the number of small-scale purse seine fleets in Ambon City since 2017 until now continues to increase. Therefore, the small-scale purse seine business at KM Priscilia must improve the current business development strategy model for the sustainability of the business. The purpose of this study is to identify the current small-scale purse seine business model and evaluate and design new and sustainable business development strategy models. This research was conducted from November 2022 to February 2023 with a case study approach on KM Priscilia's small-scale purse seine business in Latta Village. The data analysis used is qualitative descriptive, namely Business Model Canvas (BMC) and SWOT analysis. The results of this study show that the current business model at KM Priscilia based on the analysis of the nine elements of the business model canvas still needs improvement, and the results of the SWOT analysis produce alternative development strategies for SO there are 3, WO there are 4, ST there are 4 and WT there are 3 as the basis for the preparation of the four prototypes of KM Priscilia's sustainable business canvas business model.
