Abstract

The Electronic Based Government System (SPBE) has been implemented in Bojonegoro Regency. In its implementation, there are several problems, namely the SPBE index, which is still not optimal, lack of IT knowledge in human resources, and infrastructure, which is still uneven. This research aims to determine the strategy of the Bojonegoro Regency Communication and Information Service in implementing SPBE in the Bojonegoro Regency. The focus of this research uses SOAR analysis by paying attention to 4 factors, namely Strength, Opportunities, Aspiration, and Results. This research was conducted in March 2023. The research methods used were structured interviews with several informants, observation by observing research objects, and documentation by searching for information in the form of notes, reports and news where the data obtained was then analyzed using SOAR analysis. The research results show that there are 4 strategies, namely the SA strategy, SR strategy, OA strategy, and OR strategy. The SA strategy that can be implemented is to improve the quality of human resources by providing training and technical guidance so that the implementation of SPBE can be carried out optimally. The SR strategy that can be implemented is by adding and strengthening infrastructure that can support the implementation of SPBE better. An OA strategy that can be implemented is by conducting regular training and technical guidance with more targets. The OR strategy that can be carried out is by making improvements to things that are still not optimal.Sistem Pemerintahan Berbasis Elektronik (SPBE) telah diterapkan di Kabupaten Bojonegoro. Dalam implementasinya, terdapat beberapa permasalahan yakni indeks SPBE yang masih kurang maksimal, kurangnya pengetahuan IT pada sumber daya manusia, serta sarana prasarana yang masih belum merata. Tujuan penelitian ini adalah untuk mengetahui strategi Dinas Komunikasi dan Informatika Kabupaten Bojonegoro dalam penerapan SPBE di Kabupaten Bojonegoro. Fokus penelitian ini menggunakan analisis SOAR dengan memperhatikan 4 faktor yakni Strength, Opportunities, Aspiration, dan Result. Penelitian ini dilakukan pada bulan Maret 2023. Metode penelitian yang digunakan yakni wawancara terstruktur kepada beberapa informan, observasi dengan cara melakukan pengamatan terhadap objek penelitian, dan dokumentasi dengan mencari informasi berupa catatan, laporan, maupun berita dimana data yang diperoleh kemudian dianalisis dengan analisis SOAR.  Hasil penelitian menunjukkan bahwa terdapat 4 strategi yaitu strategi SA, strategi SR, strategi OA, dan strategi OR. Strategi SA yang dapat dilakukan yaitu dengan melakukan peningkatan kualitas sumber daya manusia dengan memberikan pelatihan dan bimtek sehingga penerapan SPBE dapat dilakukan secara optimal. Strategi SR yang dapat dilakukan yakni dengan melakukan penambahan dan penguatan sarana prasarana yang dapat mendukung terimplementasikannya SPBE dengan lebih baik lagi. Strategi OA yang dapat dilakukan yakni dengan melakukan pelatihan dan bimbingan teknis secara rutin dengan target yang lebih banyak. Strategi OR yang dapat dilakukan yakni dengan melakukan perbaikan pada hal-hal yang masih belum optimal.

Abstract

Penyandang disabilitas memiliki status mendapatkan hak dan kewajiban yang sama, sudah semestinya mereka diperlakukan baik dan khusus karena mereka termasuk kedalam golongan kelompok rentan. Namun, ditemukan bahwa di Kota Surabaya masih terdapat masyarakat penyandang disabilitas yang sulit mendapatkan pekerjaan. Sehingga, untuk dapat terlaksananya pemenuhan hak ketenagakerjaan secara maksimal, maka Dinas Tenaga Kerja Provinsi Jawa Timur membentuk Unit Layanan Disabilitas Bidang Ketenagakerjaan. Penelitian ini bertujuan untuk mengetahui, mendeskripsikan, serta menganalisis Peran Unit Layanan Disabilitas Bidang Ketenagakerjaan Dalam Meningkatkan Kesempatan Kerja Bagi Penyandang Disabilitas di Kota Surabaya yang berfokus pada: Manajemen Kebijakan; Manajemen Sumber Daya Manusia; Manajemen Keuangan; Manajemen Informasi; dan Manajemen Hubungan Luar. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan teknik analisis data model interaktif yang memiliki empat komponen analisis, yaitu pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan bahwa, Unit Layanan Disabilitas Bidang Ketanagakerjaan telah berperan dalam memberikan upaya kepada penyandang disabilitas agar mendapatkan pekerjaan dengan melaksanakan fungsi manajemen dan sesuai dengan peraturan yang berlaku.

Abstract

SMPN 28 Surabaya is one of the inclusive education providers that provides innovative Smart Inclusive School (SIS) programs. However, the implementation of the SIS program is still constrained by unsupportive infrastructure and inadequate teacher competence so that the implementation of the Smart Inclusive School (SIS) program is not optimal. This study aims to look at the implementation of the Smart Inclusive School (SIS) program at SMP Negeri 28 Surabaya using David C. Korten's program implementation suitability model in which there are 3 elements that is, the programs, implementing organizations, and target groups. In the program element, the implementation of Smart Inclusive School has been well understood and implemented by the school as well as PDBK and parents. the implementing organization element, namely regular teachers and special assistants, has been equipped with training so that there is an understanding in handling PDBK. The target group element, namely PDBK and parents, has benefited from the Smart Inclusive School program, although there are still obstacles in adapting the environment for PDBK.

Abstract

The Jatim Puspa Program is an effort made by the East Java Provincial Government to increase the income of people affected by COVID-19 with a target for people who are at the lowest 8-12% welfare level. Batu City is the only city in East Java Province that receives assistance from the Jatim Puspa Program targeting 123 Beneficiary Families (KPM) spread across 6 villages, one of which is Gunungsari Village. The aim of this research is to analyze and describe the implementation of the East Java Puspa Program policy in Gunungsari Village, Batu City. The method used in this research is descriptive qualitative. The data collection techniques used were interviews, observation and documentation. The data analysis model consists of data collection, data presentation, data condensation, and drawing conclusions. The research results show that the Policy Content and Policy Context in the Jatim Puspa Program in Gunungsari Village, Batu City can be said to have been successful, but there are still targets that need to be optimized again. However, overall the implementation policy of the Jatim Puspa Program in Gunungsari Village, Batu City has been carried out well.

Abstract

The foot area of the Suramadu bridge on the Surabaya side is one of the most frequently visited locations in the city of Surabaya. The large number of visitors coming to the area has raised the interest of the surrounding community to become street vendors. The objective of this study is to describe the performance of the implementation of the street vendor arrangement policy in the foot area of the Suramadu bridge on the Surabaya side. This study uses a descriptive method with a qualitative approach. Data collection techniques in this study were carried out through observation, interviews, and documentation with the research informants involved. Theory of Policy Implementation by Van Meter and Van Horn consisting of: Policy standards and targets; Resources; Inter-organizational communication; Implementor characteristics; Implementer attitudes or tendencies; Economic, social and political conditions are the main references in identifying the results of this study. The results of this study indicate that the performance of the implementation of street vendor arrangements in the foot area of the Suramadu Bridge on the Surabaya side using the analysis of the implementation theory by Van Meter and Van Horn was less successful. This is due to the problems that occur so that street vendors are still free to trade in the area..

Abstract

This article aims to investigate, describe, and analyze initiatives to enhance the Sedudo Waterfall tourist destination by implementing a Community-Based Tourism (CBT) approach in Ngliman Village, Nganjuk Regency. The primary concern lies in the lack of integrated management, posing a hindrance to the progress of Sedudo Waterfall. Despite the natural beauty of the Sedudo Waterfall, there is a notable absence of an effective cleanliness management system. The facilities at Sedudo Waterfall have not received proper upkeep, and the tourist spot lacks cleanliness, evident in dirty seating and scattered waste from food and beverages throughout the area. To address this issue, theoretical foundations from UNEP and WTO are employed, utilizing the five main principles outlined in Community Based Tourism Development by Suansri (2003). Data was gathered through in-depth interviews with various informants at the Nganjuk Regency Culture and subsequently analyzed qualitatively. The study concludes that: achieving the implementation of Community-based Based Tourism at the Sedudo Waterfall tourist attraction is based on economic principles, social principles, cultural principles, environmental principles, and political principles. Although on economic principles there are limited regional government budgets allocated for developing Sedudo Waterfall.

Abstract

Tujuan dari Program Kalimasada adalah untuk meningkatkan kesadaran masyarakat mengenai pentingnya administrasi kependudukan. Program ini memberikan kemudahan dalam penyelenggaraan pelayanan administrasi kependudukan kepada masyarakat,sehingga mengedepankan pelayanan yang cepat,mudah,dan efisien waktu. Penelitian ini bertujuan untuk mengukur efektivitas Program Kalimasada yang diterapkan melalui Pelayanan Sayang Warga di Kelurahan Gebang Putih, Kota Surabaya. Metode penelitian melibatkan analisis data diskriptif kualitatif. Hasil penelitian menunjukkan bahwa 1.) Keberhasilan Program Kalimasada sudah berjalan dengan cukup baik,masyarakat cukup antusias untuk mengurus dokumen adminduk yang belum dimiliki sebab mereka tidak harus jauh-jauh datang langsung ke Kantor Dispendukcapil Kota Surabaya.2.) Keberhasilan sasaran Program Kalimasada belum tepat sasaran,karena masyarakat yang sudah lansia ataupun yang kurang memahami teknologi tidak mengetahui apa Program Kalimasada itu sendiri,sehingga menyulitkan mereka dalam mengurus dokumen administrasi kependudukan yang diperlukannya. 3.)Kepuasan terhadap Program Kalimasada dapat dikatakan cukup puas,masyarakat sangat terbantu dalam mengurus dokumen adminduk tanpa harus datang ke Kantor Dispendukcapil dengan prosedur yang sangat mudah,walaupun masyarakat yang sudah lansia dan yang kurang mengerti teknologi sedikit kesulitan dalam memahami Program Kalimasada.4.) Output yang dihasilkan oleh Program Kalimasada lebih besar daripada input yang diberikan, walapun Dispendukcapil Kota Surabaya harus menyiapkan input seperti berbagai fasiltas penunjang Program Kalimasada akan tetapi dapat menghasilkan Output yang lebih besar yaitu pelayanan yang cepat ,mudah,dan efisien waktu.5.)Program Kalimasada sudah cukup berhasil dalam mencapai tujuannya. Hal ini juga dapat dilihat dari jumlah masyarakat yang mengurus administrasi kependudukan yang meningkat setiap tahunnya dibanding sebelum Program Kalimasada ini diluncurkan. Kesimpulan bahwa Efektivitas Program Kalimasada cukup efektif memberikan kontribusi positif kepada masyarakat Kelurahan Gebang Putih Kota Surabaya,sebab masyarakat cukup terbantu mengurus dokumen adminduk tanpa harus datang ke Kantor Dispendukcapil Kota Surabaya.

Abstract

Setiap masyarakat memiliki hak untuk memperoleh kesejahteraan dalam menjalani kehidupan di suatu negara. Untuk memenuhi hak tersebut, diperlukan peran pemerintah untuk memberikan pelayanan yang berkualitas secara efektif dan efisien. Pelayanan publik dalam bidang adminduk merupakan pelayanan yang krusial. Surabaya sebagai kota terbesar kedua dengan populasi penduduk yang cukup padat, menjadi tanggung jawab Pemerintah Kota Surabaya untuk mengatasi beberapa permasalahan administrasi kependudukan di Kota Surabaya. Berbagai program inovasi terus dilakukan oleh Pemerintah Kota Surabaya dalam mengupayakan peningkatan kualitas pelayanan adminduk. Jebol Anduk merupakan salah satu bentuk program inovasi yang diterapkan di seluruh Kelurahan di Kota Surabaya untuk menjawab persoalan ini. Penelitian ini merupakan penelitian deskriptif kualitatif. Fokus dalam penelitian ini adalah implementasi program Jebol Anduk sebagai inovasi dalam upaya meningkatkan kualitas pelayanan di Kelurahan Kedung Baruk Kota Surabaya melalui 4 variabel dari Teori Implementasi Kebijakan oleh Edward III yakni: 1. Komunikasi, 2. Sumber Daya, 3. Struktur Birokrasi, 4. Disposisi. Hasil penelitian menunjukkan bahwa Implementasi Program Jebol Anduk (Jemput Bola Administrasi Kependudukan) di Kelurahan Kedung Baruk Kota Surabaya sudah dilaksanakan dengan baik. Program Jebol Anduk juga membantu warga Kelurahan Kedung Baruk yang memiliki keterbatasan waktu serta pengetahuan terkait kepengurusan dokumen kependudukan.

Abstract

The increasing need for electricity is part of the public interest. The availability of electricity must continue to be ensured to support all forms of activity, such as the economy. The government, through PT PLN (Persero), is responsible for distributing electrical energy to remote areas of the country quickly, easily and safely for the community. Based on this, PT PLN (Persero) is trying to provide electricity to the community quickly through the Same Day Services (SDS) Program for New Installation and Power Change. This program is expected to be a breakthrough in responding to the increasing demand for electricity needs of the community over time. Therefore, the aim of this research is to find out how effective the Same Day Services (SDS) New Installation and Electric Power Change Program implemented by PT PLN (Persero) on Customer Service Unit (ULP) Jatibarang. The research method used is descriptive qualitative research. The data taken is based on the results of observations, interviews, documentation, as well as reviewing data sourced from PT PLN (Persero) ULP Jatibarang documents, articles and other news that are relevant to the research topic. The results of this research show that the SDS Program at ULP Jatibarang shows positive results from several effectiveness indicators according to Budiani. Thus, the author concludes that this program has been running effectively.

Abstract

The development of the potential of the village-owned business sector is currently a special attraction in Indonesia. One of them is the governance process carried out by the Village-Owned Enterprise "Wijaya" in Bejijong Village, Trowulan District, Mojokerto Regency. Evidenced by the fact that all activities from the initial process to management are carried out by BUMDesa Wijaya, so that many achievements have been made at the district, provincial and national levels thanks to the potential and good management of the village-owned business sector and being able to significantly increase PADes. This study aims to describe and analyze the governance of the “Wijaya” Village Owned Enterprise in Bejijong Village, Trowulan District, Mojokerto Regency. The research method used is descriptive qualitative. Data obtained through observation, interviews and documentation. From the research results obtained, it shows that the governance process carried out by BUMDesa "Wijaya" in developing the village-owned business sector is going well and is optimal in achieving its goals, because during the governance process, namely (1) there is cooperation with various stakeholders or stakeholders including BPCB East Java, The Lumbini Buddha Parini Bana Foundation and Mister Aladin; (2) the participation of various parties including the Bejijong Village Government, Ladewi Gajah Mada and the Bejijong Village community; (3) the provision of equal services to the people of Bejijong Village regardless of class, ethnicity and religion; (4) there is a transparent attitude towards the Bejijong Village community regarding the activities and information carried out; (5) there is accountability for their performance to Pemdes Bejijong in order to overcome conflicts of interest; (6) the involvement of the Pemdes Bejijong, Ladewi Gajah Mada and the Bejijong Village community.
