Abstract

The Village Self-Service Kiosk (APMD) is an online service launched by the Tuban Regency Government to simplify the public’s processing of administrative documents. In practice, the program’s success is influenced by several factors, one of which is the community’s level of knowledge about APMD. Insufficient information provision by the implementing agency limits public awareness of the program, which in turn affects attitudes toward its use. According to Ajzen (1991), individuals with greater knowledge tend to hold more positive attitudes and therefore participate more actively, and vice versa. The objective of this research is to identify the relationship between the community's level of knowledge and their attitude towards the APMD program in Jatisari Village. This study employed a quantitative approach using the cross-sectional survey method, involving a predetermined sample of 294 respondents selected through simple random sampling. Data analysis consisted of univariate analysis to determine the frequency distribution for each variable and bivariate analysis, specifically the Spearman Rank correlation coefficient, to identify the relationship between variables. The research findings indicate a "highly significant relationship" between community knowledge and community attitude towards the APMD program in Jatisari Village. The hypothesis testing results show a positive correlation with moderate strength between the level of knowledge and community attitude, evidenced by a correlation coefficient of rs = 0.463 and p-value 0.001 < 0.005. Suggesting that higher levels of knowledge about APMD correspond to more positive attitudes toward the program.

Abstract

This study provides an indepth examination of the implementation of health services and skills training programs at Rumah Anak Prestasi (RAP) Kedung Cowek in Surabaya. It focuses specifically on the provision of free services for children with disabilities. The background of this research arises from the increasing number of children with special needs (ABK) in society, coupled with the economic constraints faced by many families in accessing essential health services and skill training opportunities. RAP Kedung Cowek serves as a vital alternative, offering a range of free services, including eye examinations, ENT check-ups, occupational therapy, and various creative training programs, all at no cost to the families. The research employs a qualitative descriptive approach, utilizing data collection techniques such as in-depth interviews, direct observation, and documentation. Data analysis is conducted using George C. Edwards III's implementation theory from the book Implementing Public Policy, which encompasses dimensions of communication, resources, disposition, and bureaucratic structure. The findings of this research indicate that the implementation of the program has been facilitated through inter-party coordination, the strategic use of digital media, and the strong commitment of the implementers. However, several challenges persist, including communication that has not yet been fully optimized, despite showing signs of improvement, and a bureaucratic structure that lacks written Standard Operating Procedures (SOPs) and clarity in task distribution. This study underscores the importance of strengthening the communication system within the program to enhance its overall performance and reach.

Abstract

Industri kreatif memiliki peran strategis dalam pertumbuhan ekonomi daerah, termasuk di Surabaya yang menunjukkan keragaman subsektor dan potensi pengembangan yang kuat. Namun, pemetaan awal mengindikasikan bahwa pelaku usaha masih menghadapi tantangan terkait legalitas, manajemen, digitalisasi, akses pembiayaan, dan ekonomi sirkular. Program pengabdian ini bertujuan untuk memetakan 17 subsektor ekonomi kreatif, menentukan subsektor prioritas, serta merumuskan strategi penguatan kapasitas berbasis analisis SWOT. Metode yang digunakan mencakup Focus Group Discussion, survei skala Likert, dan prosedur pemeringkatan subsektor. Hasil pemetaan menunjukkan bahwa subsektor kuliner memiliki tingkat kesiapan tertinggi dan berada pada kuadran Strength–Opportunity, sehingga memiliki peluang pertumbuhan yang kuat. Pendampingan yang dilakukan meningkatkan pemahaman mitra mengenai legalitas usaha, digitalisasi, dan manajemen bisnis. Luaran program berupa dashboard digital pemetaan subsektor yang dapat digunakan sebagai alat pemantauan dan pengambilan keputusan. Secara keseluruhan, kegiatan ini memberikan kontribusi nyata dalam memperkuat kapasitas UMKM kuliner Surabaya serta menyediakan model pemetaan subsektor yang dapat direplikasi pada wilayah lain.

Abstract

Sidoarjo Regency is an area with a high population density of 1.95 million people, the large number of residents will automatically increase the amount of waste in the area. Based on this, Sidoarjo Regency is trying to reduce the amount of waste by managing waste through the Department of Cleanliness and Parks (DKP) in collaboration with the Environmental Agency (BLH) and realized with a management called Waste Bank. The purpose of this research is to find out how empowerment through the true prosperous waste bank program in Waru village, Sidoarjo Regency This research uses a qualitative approach. Data collection techniques in this study used triangulation techniques such as observation, interviews and documentation. The data analysis technique in this study uses the miles and huberman model which consists of data collection, data condensation, data presentation and data conclusions. This research produces interesting findings including: 1) The application of the concept of acceptable in community empowerment has been carried out well by the Makmur Sejati Waste Bank. 2) The application of the accountable concept in community empowerment has not been carried out optimally due to the absence of routine reports related to data every month provided to the community. 3) The application of the concept of profitable in community empowerment has gone well. Makmur Sejati Waste Bank acts as a programme that can provide economic benefits to the community through the exchange of waste into money by saving. 4) The application of the sustainable concept in community empowerment has been running but not too optimal. Makmur Sejati Waste Bank can indeed overcome all obstacles and problems faced independently. 5) The application of the replicable concept in community empowerment has gone well. The distribution of savings funds to the community is running smoothly so that the community can take their savings at any time.

Abstract

The Sunan Ampel Religious Tourism Area is a major destination in Surabaya that attracts thousands of visitors each year, but the lack of adequate parking space leads to illegal parking, causing traffic congestion and disorder. This research focuses on the importance of efficient parking management as part of the transportation infrastructure in large cities like Surabaya, particularly in the Sunan Ampel Religious Tourism Area. Surabaya, as one of the largest metropolitan cities in Indonesia, faces significant problems related to traffic congestion due to the high volume of vehicles. This research aims to analyze the implementation of the policy in the Sunan Ampel Religious Tourism Area and identify the obstacles and its impact on the community. This research aims to evaluate the implementation of Surabaya City Regional Regulation Number 3 of 2018 concerning Parking Management, with a focus on compliance, function execution, and its impact. The research method used is descriptive qualitative, involving interviews with parking attendants, service users, and direct observation. Data were analyzed using the Miles and Huberman model, which consists of data collection, data reduction, data presentation, and conclusion drawing. Research findings indicate that although policies have been implemented, there are challenges in their execution, such as low compliance of parking attendants with standard operating procedures (SOP) and the continued occurrence of illegal levies. In conclusion, increased supervision and training for parking attendants are necessary to ensure that the policy is implemented in accordance with regulations and has a positive impact on the community.

Abstract

                PLN Mobile is a digital service innovation developed by PLN in the form of an application with the aim of simplifying electricity services. PLN Mobile was initially launched on October 31, 2016 and then relaunched on December 18, 2020. This study uses a descriptive qualitative research method with a focus on using Rogers (2003) innovation attributes, namely relative advantage, compatibility, complexity, triability and observability. The purpose of this study is to describe and analyze the attributes of innovation in PLN Mobile services in North Surabaya in making it easier for people to accept. Data collection techniques using interviews, observation and documentation. Data analysis uses an interactive model that starts from data collection, data condensation, data display and conclusion drawing/verification. The results of this study indicate that PLN Mobile innovation in the North Surabaya area has a great point of relative advantage, this is indicated by the superiority of PLN Mobile compared to the old service and users benefit from using this innovation. The second has a high level of compatibility to the old procedures, service flow, and in accordance with the needs of PLN customers. The third has a fairly high complexity because it uses technology and is related to internet connectivity to access it. The fourth has the attribute of triability because PLN Mobile has been tested before launching and is actively socialized. The fifth is that PLN Mobile has a great level of observability because every service process can be easily monitored.

Abstract

Pengujian kendaraan bermotor memiliki fungsi pemeriksaan komponen penting kendaraan. Kabupaten Bojonegoro merupakan daerah yang sudah menerapkan kebijakan uji kendaraan bermotor secara gratis. Pembaruan kebijakan pengujian kendaraan bermotor dalam upaya meringankan masyarakat untuk melakukan uji kendaraan demi meningkatkan keselamatan di jalan raya. Tujuan dari penelitian yaitu mengetahui Implementasi Uji Kendaraan Bermotor Gratis di Kabupaten Bojonegoro. Metode penelitian menerapkan metode deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Teknik penentuan informan yang digunakan yakni purposive sampling dan snowball sampling. Data keabsahan teknik diperoleh melalui triangulasi. Teknik analisis data menggunakan model Miles dan Huberman yaitu pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa Implementasi Uji Kendaraan Bermotor Gratis di Kabupaten Bojonegoro berdasarkan faktor komunikasi, sumber daya, disposisi atau sikap pelaksana, dan struktur birokrasi dapat dikatakan cukup berhasil. Namun, keberhasilan ini belum sepenuhnya optimal karena masih terdapat kendala kurangnya komunikasi eksternal kepada masyarakat, dan kondisi alat uji yang sudah tua.

Abstract

Pencatatan perkawinan umat non-Muslim masih menghadapi berbagai kendala aksesibilitas, kompleksitas prosedur, dan ketimpangan pelayanan, yang berdampak pada lemahnya perlindungan hak sipil keluarga. Kabupaten Sidoarjo merespons permasalahan tersebut melalui inovasi pelayanan “Pasangan Serasi” (Pencatatan Perkawinan Sah dan Semesta Merestui) yang terintegrasi dalam program Jemput Bola Terpadu oleh Dinas Kependudukan dan Pencatatan Sipil. Penelitian ini bertujuan untuk menganalisis penerapan inovasi Pasangan Serasi dalam pelayanan pencatatan perkawinan umat non-Muslim serta dampaknya terhadap efektivitas layanan dan inklusivitas sosial. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan dokumentasi, serta analisis data menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa inovasi Pasangan Serasi mampu meningkatkan kepastian hukum, efisiensi waktu dan biaya, akurasi data kependudukan, serta memperluas akses layanan melalui konsep Seven in One dan mekanisme jemput bola berbasis kolaborasi dengan lembaga keagamaan. Inovasi ini juga memperkuat prinsip non-diskriminasi dan kohesi sosial bagi kelompok minoritas. Temuan ini menegaskan pentingnya inovasi pelayanan publik yang inklusif dan berkelanjutan dalam menjamin perlindungan hak sipil seluruh warga negara.
