diterima: 08 Februari 2013; dikembalikan untuk revisi: 20 Februari 2013; disetujui: 25 Februari 2013.Abstrak: Penelitian ini bertujuan untuk menganalisis faktor-faktor dominan dalam implementasi layanan jabatan fungsional dosen berbasis TIK, dan menyusun rancangan statis sistem informasi jabatan fungsional dosen. Penelitian ini menggunakan metode explanatory research terhadap dosen di UIN Jakarta, UIN Yogyakarta, dan UIN Bandung. Data dianalisis menggunakan teknik deskriptif dan regresi linear. Hasil penelitian ini yaitu ditemukannya faktor faktor yang dominan mempengaruhi pengajuan jabatan fungsional adalah wawasan tentang Jafung, Prosedur pengusulan, dukungan kebijakan pimpinan Perguruan Tinggi dan beban tugas mengajar. Variabel-variabel tersebut di jadikan sebagai informasi statis,dalam tampilan sistem informasi jabatan fungsional berbasis TIK. Sistem Jabatan Fungsional berbasis TIK ini dapat dimanfaatkan para dosen dalam memproses pengusulan dan perhitungan angka kredit secara mudah, cepat dan efektif. Oleh karena itu perguruan tinggi (negeri/swasta) perlu mendorong pengembangan dan pemanfaatan sistem informasi jabatan fungsional tersebut. Begitu pula para dosen perlu membiasakan pemanfaatan sistem informasi berbasis TIK dalam memudahkan mengimplementasikan jabatanfungsional dosen.Kata kunci: jabatan fungsional dosen, teknologi informasi dan komunikasi, sistem informasi jafung berbasis TIK.Abstract: This study aimed to analyze the dominant factors in the implementation of ICT-based functional lecturer, and static draft functional information systems lecturer. This study used the explanatory research lecturer at UIN Jakarta, UIN Yogyakarta, and UIN Bandung. Data were analyzed using descriptive and linear regression techniques. Results of this study was the discovery that the dominant factors affecting fungsional position submission were insight into the functional position, nomination procedures, policy support of university leader and teaching workload. These variables were used as static information in ICT-based functional position information system display.The ICT-based functional position system could be used by a lecturer in the nomination process and credit score calculation easily, fast and effectively. Therefore universities (public/private) needed to encourage the development and utilization of the functional information systems. Similarly, the teachers needed to get used to the use of ICT based information system to facilitate implementing functional lecturer.Keywords: functional lecturers, information and communication technology, ICT-based information systems jafung.

Abstract

Abstrak:Pendidikan berbasis karakter dan budaya sangat penting diberikan dalam proses pendidikan. Pemanfaatan TIK secara baik dan benar dapat digunakan untuk mendukung pelaksanaan pendidikan karakter yang menjadi cita-cita luhur pendidikan nasional. Dalam membangun karakter, proses pendidikan dan pembelajaran hendaknya diarahkan (diorientasikan) tidak hanya menjadi konsumen pengetahuan tetapi juga menjadi produsen sebuah pengetahuan. Untuk menjadi produsen pengetahuan, budaya membaca dan menulis harus dilatih melalui penggunaan TIK. Penggunaan TIK harus mampu mendorong peserta didik menjadi orang orang hebat, yang bisa menulis secara ilmiah dan sistematis. Hal ini harus dilakukan secara integrasi melalui pendidikan TIK berbasis karakter dan budaya. TIK harus digunakan untuk menumbuhkan dan mengembangkan karakter peserta didik agar mampu menghasilkan kreativitas dan produktifitas.Kata Kunci: TIK, Pendidikan KarakterAbstract:Education based on character dan culture is important in the educational process (Andrew J.Milson, Marvin W. Berkowits 2003). Ratna Megawangi (2010) in her research said that intellectual intelligent (verbal and logical-mathematical) only gave 20% contribution to the people’s successfulness in the society, and the other 80% was determined by the people’s emotional intelligent (character). Even though the use of ICT factually has certain negative effects, ICT becomes a very importance factor in improving the quality of human resource.  The use of ICT with all its potential can support effectively the character education implementation which is our concern now. In building the character the learner should be oriented to not only a knowledge consumer but also a knowledge producer. To become a knowledge producer, the writing and reading culture can be cultivated through the right use of ICT. ICT must be able to push and make someone a great people who can write systematically. This effort should be integrally done through ICT education based on character and culture. ICT should be use to grow and develop learners’ character that enable them to become creative and productive.Key Word: ICT, Character Education

Abstract

Public attention toward the Free Nutritious Meal Program (Program Makan Bergizi Gratis/MBG) has increased following mass food poisoning incidents in various regions. Data from the National Nutrition Agency (Badan Gizi Nasional/ BGN) up to September 2025 recorded 6,517 affected students, while the Indonesian Education Monitoring Network (Jaringan Pemantau Pendidikan Indonesia/JPPI) reported 11,566 victims as of October 12, 2025. This situation triggered widespread discussion on social media, with YouTube serving as the main platform for public opinion. The large number of unstructured comments rendered manual analysis ineffective, necessitating the use of automated analytical methods. This study aimed to analyze public sentiment toward the MBG program and compare the performances of the Support Vector Machine (SVM) and Random Forest algorithms. This study adopts a quantitative approach using 7,522 YouTube comments as the initial dataset, which are processed through data collection, text preprocessing, data labeling, and TF-IDF feature extraction stages. Subsequently, the SVM and Random Forest models were trained and tested to classify sentiments into positive, negative, and neutral categories. The model performance was evaluated using Accuracy, Precision, Recall, and F1-Score metrics. After the preprocessing stage, the number of data points used in the sentiment analysis decreased compared to the initial dataset. This reduction resulted from data filtering, in which irrelevant, duplicate, or sentiment-unclear data were removed from the dataset. The final cleaned dataset consisted of 7,030 YouTube comments regarding the Free Nutritious Meal Program (MBG). The results show that public opinion is dominated by neutral sentiment (77.17% or 5,425 data points), followed by negative sentiment (15.21% or 1,069 data points), which proportionally exceeds positive sentiment (7.62% or 536 data points). In the modeling stage, the Support Vector Machine (SVM) algorithm proved to be more robust and effective in handling imbalanced data than Random Forest. However, the Random Forest achieved a slightly higher accuracy (83.42% compared to 82.71%).

Abstract

This study evaluated information technology governance at PT Telkom Data Ekosistem (NeutraDC), a subsidiary of Telkom Indonesia operating in the data center services industry. As a key player in Indonesia’s digital transformation, NeutraDC was expected to ensure effective management of information and data security. The study focused on evaluating governance capabilities in two areas of COBIT 2019: APO13 (Managed Security) and APO14 (Managed Data). The main issues addressed were the absence of a formal assessment of existing capabilities and the lack of improvement benchmarks. A quantitative descriptive methodology was applied, involving questionnaires and interviews with information technology staff, and analyzed using the six-level COBIT capability model. The results showed that both areas achieved Level 5 (Optimizing), indicating the presence of strong policies, continuous monitoring, and proactive risk management. These findings reflected a mature and robust information technology governance process. However, the study recommended continuous improvement through regular audits, training, and policy updates to keep pace with technological and regulatory developments. The study provided actionable insights for organizations seeking to strengthen their data governance and information security through a unified framework.

Abstract

Di lingkungan Pusat Informasi dan Humas (PIH) UIN Syarif Hidayatullah Jakarta, pengelolaan tugas masih dilakukan secara manual, mengakibatkan ketidakefisienan dalam pemantauan progres tugas, kurangnya transparansi, dan kebingungannya dalam koordinasi antar anggota tim. Penelitian ini bertujuan untuk merancang sebuah sistem manajemen tugas berbasis web dengan menggunakan metode AGILE dan pemodelan Unified Modelling Language (UML) sebagai pendekatan untuk menyelesaikan permasalahan tersebut. Sistem yang diusulkan (Task Management System) dirancang untuk mempermudah pengelolaan tugas, meningkatkan transparansi, dan memperbaiki komunikasi antar tim. Penelitian ini mencakup analisis kebutuhan sistem melalui wawancara dengan pihak terkait, serta perancangan sistem menggunakan diagram UML, termasuk Use case Diagram, Activity diagram, dan Class Diagram. Hasil penelitian ini diharapkan dapat memberikan kontribusi dalam meningkatkan efisiensi manajemen tugas di PIH UIN Jakarta dan menjadi referensi untuk pengembangan sistem serupa di institusi lain.
