Abstract

Implementation is part of the public policy cycle due to political decisions in an organization. Implementation describes the intention and objective of government policy to the public. The success rate of policy implementation depends on the implementer. The regime change from New Order to Reformation Era allows the government to establish a new administrative area. In addition, regional autonomy policies change due to regional demands and a strong influence of culture and customs. Regional expansion paid attention to the principles of autonomous boundaries and community welfare of the new administration area. Regional expansion refers to the geography, community, efficiency, managerial, technique, and social principles. Furthermore, regional expansion incorporated culture and customs due to differing cultures inside a region, encouraging the community to govern their region within the framework of the Republic of Indonesia. Maluku Utara is one of the Indonesian provinces that separated from Maluku Province. The Government established Maluku Utara as a new province as a response. Halmahera Selatan is one of the regencies in the Maluku Utara province, which possesses a strong influence on Bacan Sultanate culture and customs. In addition, Halmahera Selatan has a low development rate compared to other regions, except for human resources and infrastructure.

Abstract

This research aims to identify and analyze the service process in handling cases of violence against women in Tidore Islands City from a Collaborative Governance perspective. This research uses a mixed methods approach to analyze the model being analyzed. Research finds support for the model, and in particular for the central importance of active inclusion management. The research results show another source of data regarding the role of the Integrated Service Center for the Empowerment of Women and Children in the City of Tidore Islands in handling cases of violence against women. The research results show that P2TP2A Tidore Islands City focuses more on post-violence services through victim reports, but has not been effective in reducing the number of women's violence in the city. Therefore, preventive efforts are needed that increase public awareness of the dangers and negative impacts of violence against women. This research is limited to the context of Tidore City, and its findings may not be fully generalizable to other regions. This research underscores the importance of complete institutional design for the success of integrated services.

Abstract

ABSTRACT: Due to the industrial revolution, global demand for oil rose as did hydrogen. Given the population explosion, energy demand is rising to a very large level and this results in excessive exploitation of natural resources and greenhouse gas deposits. But since the 2015 Paris Agreement, the attention of international bodies and climate movements has made drastic policy toward the use of renewable energy, with the gradual elimination of fossil fuels. One of the key challenges to reducing greenhouse gas emissions and addressing the growing global energy demand is with environmentally friendly and sustainable energy solutions. Hydrogen is recognized as a potential fuel because it offers a carbon-free solution, a high caloric value compared to fossil fuels. Hydrogen can be produced from a wide variety of domestic resources. Currently, most hydrogen is produced using Steam Methane Reforming (SMR) and Carbon Capture and Storage (CCS) natural gas or coal gasification is the cheapest way in terms of cost compared to using electrochemistry and renewable biomass as the main ingredients of hydrogen production. Electrolysis methods were applied in this study to produce hydrogen fuel. The purpose of this test was to compare the effectivity of electrolysis system production in room temperature conditions (VH2real) and ideal conditions (VH2ideal) with energy consumption (Vcell) per liter of H2. From the tests that have been conducted, it can be concluded that the ideal condition of an electrolysis system is difficult to achieve in room temperature conditions, the results showed in ideal conditions, the expected hydrogen volume of 18.23 liters was obtained with a power consumption of 6,390 Watts / Liter, but in the room conditions the average test results showed that the average power consumption consumed was 6,633 Watts / Liter.

Abstract

This study aims to analyze and describe the Indigenous Law Society (ILS) of Great Wamesa Clan in West Papua for conserved the Indigenous Forest based on the norm coventions of Siweruri Kuweta. This research is motivated by the existence of massive deforestation and forest degradation which has a serious impact on infrastructure and forest ecosystems in Indonesia. Thus placing Indonesia in unsustainable forest management, and is considered a crime against with nature. Currently, West Papua still has a sustainable forest of 81%, has a wealth of various wildlife species and various types of ecosystems (mega-Biodiversity). Therefore, the Papua Barat Government was trying to suppress the rate of deforestation with a forest development pattern based on local wisdom. This study uses qualitative methods, the data in the study are in the form of; primary and secondary data obtained from exploration results in the field through in-depth interviews, observations, and documentations which are then analyzed and concluded, resulting in empirical findings that can be used as theoretical studies, and Applicable recommendations in the context of sustainable forestry development. The results shows that ILS has consistently and continuously conserved for the Indigenous forest wisely based on the norms and traditions of Siweruri Kuweta. So that the resources and ecosystem of the Indigenous forest are maintained in balance. This condition is supported by government policies in the form of laws and regulations that are ideal in supporting the existence of ILS. As well as the implementation of a CSR (corporate social responsibility) program in an effort to improve the quality of human resources and the welfare of ILS. The researcher concludes that through the support of government policies, as well as the implementation of CSR programs can support the existence of ILS as a social buffer in the effort of sustainable forest conservation.

Abstract

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

Abstract

Lecturers are an essential element of a higher education institution. The lecturer has two functions in Indonesia, namely an educator and a researcher who has the job in developing and deploying science, technology, and art to the community through the Three Pillars of Higher Education activities: education, research, and community services. This study aims to investigate and answer the three research questions, which involve how the academic career development system for lecturers, how the academic career development patterns for lecturers, and the factors which affect the academic career in Indonesia and the United Kingdom (UK). We chose the UK since it is one of the countries with the most robust higher education system globally. This research was required to capture the gap in academic career development for lecturers in Indonesia and the UK. There are 23 journal articles and other literature included and found using systematic literature review and PRISMA protocol. These journal articles and other literature analyzed by meta-synthesis and could describe the comparative perspectives between an academic career in Indonesia and the UK. These review results can be an excellent comparison for improving higher education systems, specifically in the academic career development for Indonesian lecturers. A significant improvement will encourage universities in Indonesia to embrace the vision as a world-class university.

Abstract

Improving the competencies of state apparatus resources is essential for enhancing the quality of public services, which is crucial for fostering public trust in government and creating an effective and responsive state. This research explores the approaches and strategies used to develop competencies among state apparatus resources and analyzes their impact on public service quality. Employing a qualitative approach, the study examines the classification, developmental steps, quality of outcomes, and supportive factors influencing competency enhancement at the State University of Brawijaya, Malang, Indonesia. The findings reveal key strategies for fostering competencies that align with contemporary demands, including targeted training programs and institutional support mechanisms. These efforts contribute to improving public service delivery and supporting national development. The study offers insights into competency development in higher education settings, highlighting its role in advancing public service quality and reinforcing the nation's progress

Abstract

Population administration services are crucial to good governance, requiring efficiency, accountability, and transparency. To address these needs, the Bojonegoro Regency government introduced an innovation called PANAH SRIKANDI (“Pelayanan Ramah Sistem Registrasi Administrasi Kependudukan Desa Integrasi”). This innovation integrates the population registration process at the village level through a user-friendly digital system. This study aims to analyze the implementation and impact of the PANAH SRIKANDI innovation on good governance practices at the Bojonegoro Regency Population and Civil Registration Office. The research used a qualitative case study approach. Data were collected through in-depth interviews with policymakers and service officers, participatory field observations, and program documentation. Findings show that implementing PANAH SRIKANDI improves the effectiveness and efficiency of population administration services. Due to streamlined procedures and a user-friendly interface, the public finds obtaining documents like e-ID cards and family cards easier. This directly increases citizen satisfaction with these services. Village involvement in the system also speeds up resident data verification. The innovation also strengthens service transparency and accountability and encourages active community participation. However, challenges remain, such as training village staff and improving IT infrastructure. In conclusion, PANAH SRIKANDI significantly supports sound governance principles in Bojonegoro's public population administration services. These findings enrich the theoretical discourse on integrated public service innovation at the local level. They have practical implications, serving as a model that other regional governments can replicate in similar contexts.

Abstract

The Double Track Programme is a strategic policy made by the East Java Provincial Government which has been outlined through East Java Governor Regulation No. 139/2018 concerning improving the skills of high school students which aims to prepare students who do not continue their studies in order to increase the competitiveness of high school graduates armed with vocational skills to be able to enter the world of work. The scope of this implementation is adjusted in article 3. This research uses descriptive qualitative research by collecting data through observation, interviews, and documentation. This research involved 9 informants, namely teacher trainers, facilitators, students and the location of this research was carried out at SMAN 1 Montong, Tuban Regency, which has less than 50% of students who continue their studies. The results of this study reveal that the Double Track programme that has been implemented at SMAN 1 Montong also focuses on improving the hard skills and soft skills of students by collaborating the learning process of critical thinking, communication, and cooperation so that students can have the opportunity to work armed with their competencies. Through the double track programme in the future there will be more cooperation with DUDI and as a form of distribution after graduation to work according to the skills that have been learned.

Abstract

Poverty alleviation is a multidimensional challenge that requires an integrated response at the local government level. This study analyzes institutional collaboration practices in poverty reduction in Blitar Regency, Indonesia, using a qualitative case study approach through interviews, observation, and document analysis. The findings reveal the presence of both formal mechanisms (TKPK forums, planning synchronization, and integrated databases) and operational arrangements (SLRT, Sidaksos, and cross-agency technical teams) that facilitate inter-sectoral coordination. However, persistent challenges remain, including data discrepancies, sectoral ego, limited resources, and low community participation. In response, the local government has introduced institutional innovations such as the Annual Action Plan (RAT), poverty dashboard, Sidaksos application, the Gotong Royong movement, and pentahelix collaborations with universities and the private sector. These findings indicate that collaborative governance, supported by adaptive innovations, can strengthen institutional synergy. The study contributes to the theoretical discourse on network governance and inter-organizational collaboration, while also offering practical insights for enhancing decentralized governance.
