Abstract

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

Abstract

This research aims conduct a literature review related to deliberative policies for alleviating poverty of traditional fishermen in the southern coastal region of Java. Traditional fishers in this region face serious challenges related to poverty, livelihood uncertainty, and limited access to sufficient resources to improve their standard of living. In evaluating policies that have the potential to help overcome this problem, the deliberative approach has been recognized as one approach that can encourage community participation in the decision-making process. Deliberative policy focuses on open, inclusive dialogue and accurate information to support dignified and beneficial decision making for all parties involved. The results of this literature review identify several key elements that need to be considered in formulating deliberative policies for alleviating poverty of traditional fishermen the southern coast of Java. Factors such as active participation of fishermen in policy formulation, involvement of government and non-government organizations, increased access to education and training, economic empowerment, and social protection are important points in designing effective policies. Thae hoped that further research and field implementation of this deliberative policy will provide deeper insight and ensure that the policies adopted can provide significant benefits for traditional fishermen in the southern coastal region of Java.

Abstract

Kebijakan pengembangan desa wisata di Desa Bumiaji berlandaskan pada Peraturan Desa Nomor 10 Tahun 2006 tentang Penetapan Desa Bumiaji Sebagai Desa Wisata. Penelitian ini bertujuan untuk mengetahui dan menganalisis proses implementasi kebijakan pengembangan desa wisata di Desa Bumiaji, Kota Batu. Jenis penelitian ini deskriptif dengan pendekatan kualitatif. Penelitian ini berfokus menganalisis proses implementasi kebijakan pengembangan desa wisata di Desa Bumiaji Kota Batu yang ditinjau dari model implementasi kebijakan Merilee S. Grindle (1980). Data diperoleh melalui wawancara, observasi, dan dokumentasi yang melibatkan aktor-aktor utama seperti Sekretaris Desa Bumiaji, Direktur BUMDes, anggota Pokdarwis, Pegawai Dinas Pariwisata Kota Batu, dan masyarakat lokal. Hasil penelitian menunjukkan bahwa implementasi kebijakan ini berdampak positif terhadap peningkatan ekonomi lokal melalui pengembangan agrowisata, wisata alam, UMKM, dan homestay. Keberhasilan implementasi didorong oleh sinergi antar pemangku kepentingan dan partisipasi aktif masyarakat. Namun, beberapa kendala masih dihadapi, seperti keterbatasan sumber daya manusia dalam pemasaran digital, efektivitas dalam komunikasi dan koordinasi, serta belum adanya landasan hukum yang jelas di tingkat kota untuk desa wisata. Kendati demikian, tingkat penerimaan masyarakat terhadap kebijakan ini cukup tinggi karena adanya manfaat nyata berupa peningkatan pendapatan dan terbukanya lapangan kerja baru. Oleh karena itu, diperlukan pelatihan digital, pendampingan berkelanjutan dan perbaikan komunikasi internal untuk mengoptimalkan potensi desa, serta pengesahan RIPPARDA sebagai landasan hukum pengelolaan pariwisata yang terstruktur dan berkelanjutan di Kota Batu. Abstract

Road infrastructure is a fundamental driver of economic growth and improved quality of life, especially in rapidly developing urban areas. This study examines the impacts of road infrastructure policies in Batam City, a strategic industrial and trade center in Indonesia. Using a quantitative descriptive approach, the research analyzes the influence of road infrastructure improvements on local economic performance, social welfare, and environmental sustainability. Data were obtained from secondary sources, including government reports, statistical records, and academic literature. The findings reveal that enhanced road infrastructure significantly improves accessibility and mobility, fostering economic opportunities and better access to critical services such as healthcare and education. Furthermore, these improvements contribute to environmental sustainability by reducing traffic congestion and emissions. However, challenges such as land acquisition disputes, funding constraints, and project management inefficiencies remain obstacles to policy implementation. This study emphasizes the need for inclusive planning, robust governance, and active community engagement to maximize the benefits of infrastructure development. The recommendations provided aim to guide policymakers and serve as a reference for similar urban regions undergoing rapid development.
