Abstract

Improving the competencies of state apparatus resources is essential for enhancing the quality of public services, which is crucial for fostering public trust in government and creating an effective and responsive state. This research explores the approaches and strategies used to develop competencies among state apparatus resources and analyzes their impact on public service quality. Employing a qualitative approach, the study examines the classification, developmental steps, quality of outcomes, and supportive factors influencing competency enhancement at the State University of Brawijaya, Malang, Indonesia. The findings reveal key strategies for fostering competencies that align with contemporary demands, including targeted training programs and institutional support mechanisms. These efforts contribute to improving public service delivery and supporting national development. The study offers insights into competency development in higher education settings, highlighting its role in advancing public service quality and reinforcing the nation's progress

Abstract

Bali Regional Government intervenes tour guides profession by implementing the licensing policy. This phenomenon is associated with the increasing number of tourist visits to Bali and the important role of tour guides in maintaining tourism quality. This research aimed to analyze the implementation of the licensing policy for tour guides in Bali. Practically, this research can provide an understanding of policy implementers to pay attention to aspects of implementation in tour guide licensing policies in Bali. Then academically, this research can be a reference for tourism policy research related to implementation theory. A qualitative approach with the case-study analysis applied to this study. The research conducted semi-structured interviews, observations, and documentation studies in gaining insights from research data. In this research, we found that licensing policy for tour guides in the process of implementation found deficiencies in aspects of policy objectives and standards, policy resources, communication, socio-economic and political environments, and characteristics and disposition implementers. Abstract

This study uses a qualitative approach, which aims to describe the implementation and results of capacity development in the framework of public services at the UPTD Laboratorium Lingkungan, using the dimensions of Grindle (1997). The result of this study indicate that the UPTD Laboratorium Lingkungan carries out under dimensions, human resources, organizational strengthening and institutional reform. Capacity building is an increase in competence, availability of facilities and infrastructure, organizational structure. Supporting factor of the capacity building of this environmental laboratory are developing industrialization in Pasuruan regency, strengths and weaknesses recognation, leadership support and joint commitment, and concern among members. On the other hand, the inhibiting factors are the number of human resources, budget, and chanes in government policies.

Abstract

The purpose of this research is revealing the process of preparation of performance information with logic model approach in planning and budgeting that exist at Ombudsman of The Republic of Indonesia and then which supporting factor and constrain. Furthermore, revealing the process in comprehensive ways, the researcher arrange it according to the stage of building a logic model created by Mclaughlin and Jordan (2015). The result of this research indicated that most of preparation of performance information stage are according to the stage of building a logic model, however there are crucial finding that has not same/ accordance to which are some stage that not done (model drawing stage and the involvement of key stakeholders). This paper only potrait the current condition of Ombudsman of The Republic of Indonesia that it is not proper for other institutions. However, the potrait of process and supporting factor condition and constrain could be the reference of makes research.

Abstract

Higher Education carries the obligation to improve the competitiveness of the nation through increasing the intellectuality of the nation's successors. Excellent service must be given in order to achieve the vision and mission in improving the quality of education. University autonomy is needed to create more flexible institutional management. One of the autonomy models is the Public Service Agency (BLU). In carrying out its duties, the BLU must use a special pattern in the presentation of its financial statements. The Government Accounting Standards Statement (PSAP) 13 is used to simplify BLU financial reporting. The implementation of PSAP 13 at Universitas Brawijaya was discussed in this study to give an idea of how it was implemented in the Public Service Agency.

Abstract

The purpose of this research is to determine the factors that affect the use of Electronic Procurement on the performance of employees of the Public Service Agency (BLU) (Case Study on the Procurement of Goods and Services, Universitas Brawijaya). The method used is a quantitative method, the population opened is 97 people, consisting of 65 users/ user E-Procurement in Brawijaya University environment and 32 people are businessmen who participated in the auction in 2019. Thw data analysis uses quantitative with simple and multiple linear regression test equipment, t test, F test, correlation test and determination. The result of data processing shows that the Expectancy Performance positively affects the interest of E-Procurement, Effort Expectancy has no effect on the interest in E-Procurement use. Social Influence does not affect the interest of E-Procurement. Facilitating Conditions have positive effect on E-Procurement usage behavior, and interest in use has no effect on E-Procurement use behavior.

Abstract

This study aims to analyzes the empowerment of coastal communities in Surabaya as planned by the Surabaya City Government (Pemkot) in the Regional Regulators (Perda) Number 10 of 2016 concerning on Medium-Term Development Region Plans (RJPMB) of Surabaya City year 2016-2021. Data were collected by descriptive analysis research methods and approaches qualitative. The data were validated by interviews, observations, and documentations that shows the implementation of coastal community empowerment policies who was done by the Surabaya City Government to support Indonesia’s maritime defense that has not been done. Based on Grindle’s policy implementation theory approach and the empowerment model community by Hyman, the study revealed that coastal communities can be empowered to become one of the elements of Indonesia’s maritime defense force and the deterrent againts the threats of the transnational crimes that use marine and coastal areas as an alternative media.

Abstract

Digital transformation impacts various sectors of life, including business, government, and society. The implementation of electronic-based government is the focus, supported by various regulations to produce improved quality of public services through the Bali Smart Island Innovation Program launched by the Bali Provincial Government. This study aims to describe and analyze the Bali Smart Island innovation program in improving the quality of public services in Bali Province and analyze the supporting and inhibiting factors by using a   qualitative method   with  a  descriptive  research The results of the study, the Bali Smart Island innovation program in improving the quality of public services has optimally fulfilled the assurance indicator which is assessed from security and no data leakage. Supporting factors consist of political push, pressure for economy and improved efficiency, and pressure for economy and improved efficiency. While the inhibiting factors show that of the eight factors only two factors occur in the Bali smart Island innovation program in improving the quality of public services, namely; short-term budget and planning, and administrative pressures and obstacles.

Abstract

State-Owned Asset (BMN) Disposal Policy is one of the important stages in the state asset management cycle. However, its implementation still faces significant challenges such as inadequate policy capacity, complex bureaucracy, and database-based technology. With the increasing number of BMN from time to time coming from new BMN procurement, an efficient BMN write-off procedure is also needed so that the amount of BMN managed becomes balanced with the capacity of BMN managers. One of the developments in public administration in the E-Government (E-GOV) era that can be an alternative solution is the use of Artificial Intelligence (AI) based technology. This article aims to analyse how AI-Governance (AI-GOV) can be used to strengthen policy capacity in BMN disposal in Indonesia. This research uses an Analytical Hierarchy Process (AHP) approach, as well as a literature study. The results show that strengthening the operational and analytical capacity of policies at the organisational and system levels is the key to successful BMN disposal policy. AI-GOV accommodates many inputs from respondents and has the potential to strengthen the policy capacity by supporting the process of identification, prediction, classification, recommendation, and even automation in the bureaucracy of BMN proposals that are eligible for disposal, prediction of auction limit prices, automation of cross-unit auction bundling and scheduling, and anomaly audit trail. This study recommends strengthening policy capacity through the application of AI-GOV in the implementation of BMN disposal policy as part of digital and historical data-based policy reform.

Abstract

This study aims to evaluate the Rural Empowerment and Agricultural Development Scaling-up Initiative (READSI) program in Bone Bolango Regency using the CIPP (Context, Input, Process, Product) evaluation model. READSI is an agricultural-based poverty alleviation program funded by the International Fund for Agricultural Development (IFAD) through the Indonesian Ministry of Agriculture. The research employed a qualitative descriptive method through in-depth interviews, observation, and document analysis. The results indicate that: (1) Context evaluation identified key problems affecting farmers, including low production factors, unclear product pricing, limited access to capital, poor market literacy, weak financial literacy, and low human resources quality; (2) Input evaluation found that selected program activities — farmer group strengthening, field schools, agricultural inputs (saprodi) assistance, agricultural machinery, and basic infrastructure — were contextually relevant; (3) Process evaluation revealed that implementation used the Participatory Rural Appraisal (PRA) method with several challenges including low farmer participation, misuse of saprodi assistance, and difficulties in collecting mandatory 30% contributions for agricultural machinery; (4) Product evaluation showed mixed results — the 20% indicator for formal financial institution access was achieved (27%), while the targets for joint business (15.08%), formal business entities (0%), savings groups (73.02%), and good performance farmers (56%) remain unmet. The findings suggest the program needs enhanced monitoring and community trust-building strategies to improve outcomes.
