Abstract

Implementation is part of the public policy cycle due to political decisions in an organization. Implementation describes the intention and objective of government policy to the public. The success rate of policy implementation depends on the implementer. The regime change from New Order to Reformation Era allows the government to establish a new administrative area. In addition, regional autonomy policies change due to regional demands and a strong influence of culture and customs. Regional expansion paid attention to the principles of autonomous boundaries and community welfare of the new administration area. Regional expansion refers to the geography, community, efficiency, managerial, technique, and social principles. Furthermore, regional expansion incorporated culture and customs due to differing cultures inside a region, encouraging the community to govern their region within the framework of the Republic of Indonesia. Maluku Utara is one of the Indonesian provinces that separated from Maluku Province. The Government established Maluku Utara as a new province as a response. Halmahera Selatan is one of the regencies in the Maluku Utara province, which possesses a strong influence on Bacan Sultanate culture and customs. In addition, Halmahera Selatan has a low development rate compared to other regions, except for human resources and infrastructure.

Abstract

This study aimed to examine the influence of service quality and price perception on customer satisfaction at the Universitas Brawijaya Canteen, Indonesia, by analyzing the effects of tangibles, reliability, and empathy as SERVQUAL dimensions, as well as price suitability in terms of quality, perceived benefits, and affordability. Using a quantitative explanatory approach, data were collected from 133 respondents across two UB canteen locations through a structured questionnaire and analyzed using multiple linear regression. The results showed that empathy, price-to-benefit, and price-to-affordability had significant positive effects on customer satisfaction, while tangibles, reliability, and price-to-quality did not have significant partial effects; however, all variables simultaneously influenced satisfaction, with an Adjusted R² of 0.486. These findings indicate that emotional interaction and value-based price perceptions are more critical determinants of satisfaction in campus foodservice settings than physical facilities or technical service consistency. This study highlighted the limited empirical research on campus foodservice satisfaction in Indonesian universities using a focused SERVQUAL and price perception framework. The study contributes theoretically by refining SERVQUAL application in higher education foodservice and practically by providing evidence-based insights to support service improvement and pricing strategies for sustainable campus canteen management.

Abstract

Kebijakan pengembangan desa wisata di Desa Bumiaji berlandaskan pada Peraturan Desa Nomor 10 Tahun 2006 tentang Penetapan Desa Bumiaji Sebagai Desa Wisata. Penelitian ini bertujuan untuk mengetahui dan menganalisis proses implementasi kebijakan pengembangan desa wisata di Desa Bumiaji, Kota Batu. Jenis penelitian ini deskriptif dengan pendekatan kualitatif. Penelitian ini berfokus menganalisis proses implementasi kebijakan pengembangan desa wisata di Desa Bumiaji Kota Batu yang ditinjau dari model implementasi kebijakan Merilee S. Grindle (1980). Data diperoleh melalui wawancara, observasi, dan dokumentasi yang melibatkan aktor-aktor utama seperti Sekretaris Desa Bumiaji, Direktur BUMDes, anggota Pokdarwis, Pegawai Dinas Pariwisata Kota Batu, dan masyarakat lokal. Hasil penelitian menunjukkan bahwa implementasi kebijakan ini berdampak positif terhadap peningkatan ekonomi lokal melalui pengembangan agrowisata, wisata alam, UMKM, dan homestay. Keberhasilan implementasi didorong oleh sinergi antar pemangku kepentingan dan partisipasi aktif masyarakat. Namun, beberapa kendala masih dihadapi, seperti keterbatasan sumber daya manusia dalam pemasaran digital, efektivitas dalam komunikasi dan koordinasi, serta belum adanya landasan hukum yang jelas di tingkat kota untuk desa wisata. Kendati demikian, tingkat penerimaan masyarakat terhadap kebijakan ini cukup tinggi karena adanya manfaat nyata berupa peningkatan pendapatan dan terbukanya lapangan kerja baru. Oleh karena itu, diperlukan pelatihan digital, pendampingan berkelanjutan dan perbaikan komunikasi internal untuk mengoptimalkan potensi desa, serta pengesahan RIPPARDA sebagai landasan hukum pengelolaan pariwisata yang terstruktur dan berkelanjutan di Kota Batu. Abstract

Improving the competencies of state apparatus resources is essential for enhancing the quality of public services, which is crucial for fostering public trust in government and creating an effective and responsive state. This research explores the approaches and strategies used to develop competencies among state apparatus resources and analyzes their impact on public service quality. Employing a qualitative approach, the study examines the classification, developmental steps, quality of outcomes, and supportive factors influencing competency enhancement at the State University of Brawijaya, Malang, Indonesia. The findings reveal key strategies for fostering competencies that align with contemporary demands, including targeted training programs and institutional support mechanisms. These efforts contribute to improving public service delivery and supporting national development. The study offers insights into competency development in higher education settings, highlighting its role in advancing public service quality and reinforcing the nation's progress

Abstract

Bali Regional Government intervenes tour guides profession by implementing the licensing policy. This phenomenon is associated with the increasing number of tourist visits to Bali and the important role of tour guides in maintaining tourism quality. This research aimed to analyze the implementation of the licensing policy for tour guides in Bali. Practically, this research can provide an understanding of policy implementers to pay attention to aspects of implementation in tour guide licensing policies in Bali. Then academically, this research can be a reference for tourism policy research related to implementation theory. A qualitative approach with the case-study analysis applied to this study. The research conducted semi-structured interviews, observations, and documentation studies in gaining insights from research data. In this research, we found that licensing policy for tour guides in the process of implementation found deficiencies in aspects of policy objectives and standards, policy resources, communication, socio-economic and political environments, and characteristics and disposition implementers.
