Abstract

The purpose of writing this article is to analyze the political capacity, policies of the Medan city government and the quality of democracy in the implementation of the 2020 Medan City Pilkada during the Covid 19 period. The type of research used is qualitative research because by using this type of research researchers can easily interview informants in the field by examining the problem phenomenologically which makes it easier for researchers to obtain data through experience, and informants both orally and in writing. Thus, helping researchers to obtain concrete data related to the level of Community Participation with special needs which is reviewed based on the community's response to the Implementation of the 2020 Legislative Election. In terms of political capacity, the regional elections are still being held because they are based on three main aspects, namely the first is the philosophical aspect which emphasizes that Pilkada is a form of embodiment of people's sovereignty. Second: the health protection system for participants, organizers and voters in the process of holding the 2020 regional elections amid a pandemic is in the sub-optimal category. Third: The ideal election or pilkada in the Covid-19 pandemic situation is to reconceptualize the election administration system from a substance aspect which includes the stages of updating voter data, verifying individual candidates, and campaigning using the online method and using the E-Votting method in voting. As well as the existence of public and voter compliance to the level of internalization.

Abstract

This study aims to analyze the process and results of the formation of the electoral district of the DPRD of Deli Serdang Regency in order to find out and ascertain how far the principles of forming electoral districts are applied. This research use desciptive qualitative approach. Data collection techniques in this study consisted of interviews, observations as primary data and collection of scientific references, government documents, general references and statistical data as secondary data. The results of the study found that the process of compiling, arranging and determining the electoral districts for the Members of the Deli Serdang Regency DPRD had been fully regulated through KPU Regulations and DecreesThe principle of arrangement of electoral districts that is regulated in regulations and also that is implemented empirically is not fully in line with the meaning of the principle of arrangement of electoral districts which is known theoretically. The existence of restrictions on the maximum and minimum number in determining seats in representative institutions results in inequality in the value of votes nationally or at the provincial level between districts/cities in their territories.

Abstract

Child growth is a phase where children search for their identity, in this phase children often do many things to explore themselves. The growth of children who want to explore themselves is not only supported from home but also from the environment around the child. In the growth phase children are more interested in spending a lot of time outside their home with their friends. The influence of friends makes a major contribution to bullying behavior, such as showing that bullying is not a problem but a normal thing. Bullying is a psychosocial problem by repeatedly insulting and demeaning other people with a negative impact on perpetrators and victims of bullying where perpetrators have more power than victims. This treatment has an impact on physical and emotional health and significantly affects the quality of life of a person. This also happens to the children at the Ar-Rahman orphanage, who sometimes like to isolate their friends, discriminate between friends, and fight among their own friends. In providing assistance through mini project practicum II activities, using the groupwork method through general or general intervention stages including: assessment, planning, intervention, monitoring, evaluation and termination. Where this process is a problem solving strategy given to clients, namely providing education about bullying which aims to reduce bullying to friends. And from this strategy it is hoped that clients can love friends and prevent bullying.

Abstract

In this era of globalization, competition between countries is getting higher, and countries are required to have quality human resources and be able to compete in the global era. The community is expected to have the ability to compete in this competition, and one important ability that must be owned by the community at this time is being able to speak English. In teaching English, there are quite a lot of problems faced by students that become obstacles to the development of their English language skills. One of the problems is a lack of self-confidence. So in this case, the purpose of writing is to increase the confidence of orphanage children in using English so that they understand the basics of the language for everyday life. The location of the fieldwork practice carried out by the author is on Jl. Trumpet No. 88, Titi Chain, Kec. Medan Baru, Medan City, North Sumatra. with the number of children, which on average has gone up. This activity lasted for 3 months. The method used in this practical is the groupwork method by Zastrow. The stages in the groupwork method include (1) engagement, intake, and contract; (2) assessment; (3) planning; (4) intervention; (5) monitoring; (6) evaluation; and (7) termination. The results of these practical activities show an increase in the learning and confidence of the orphanage children in using English. At the beginning of the meeting, the children found it difficult to think of English words. After several meetings, the children started to be more fluent and dared to appear in front of the class to read English sentences, and there was an increase in grades in their school assignments.

Abstract

The Mount Sinabung eruption in Karo Regency, North Sumatra, several years ago resulted in substantial material losses and fatalities. The Karo Regency Government through the Regional Disaster Management Agency (BPBD) had tried to deal with disaster problems, especially the Mount Sinabung eruption, by involving the Indonesian Army (Kodim 0205/Tanah Karo). The method used in this study was qualitative with a case study approach and sample Army of Indonesia. The results indicated that there was synergy, in the civilian-military relation, in efforts to overcome the Mount Sinabung eruption; especially in terms of evacuation and handling disaster assistance in a better and more systematic way. Therefore, there was a necessity for synergy between the civilians-military as a form to reduce disaster risk, emergency response, and for recovery phase for communities affected by disasters.

Abstract

The role of Kelompok Penyelenggara Pemungutan Suara (KPPS) is one of the main keys in realizing voter sovereignty and has a very important role in the success of elections. This study observes that in carrying out their duties, the KPPS has experienced additional workload due to the addition of election ballots from the holding of simultaneous presidential and vice-presidential elections as well as legislative elections, this causes many KPPS’s members to become exhausted and even die as happened in North Tapanuli. This is the background for researchers in analyzing the performance of the KPPS of North Tapanuli and the factors that influenced their performance in the 2019 Election in North Tapanuli Regency. This study uses several theories such as Role, Performance, Workload and Democracy Theory. The research method is qualitative with a descriptive approach with the aim of analyzing information about the performance of the KPPS in the 2019 elections in North Tapanuli Regency based on the informants that the researchers grouped. The performance of the KPPS of North Tapanuli in general has been going well without any problems or lawsuits from the results of the voting and vote counting. On the other hand, Performance Indicators in this study are seen based on a focus on targets, quality, timeliness and accuracy. In addition, internal factors such as intellectuality, work experience, age, gender, health and educational background as well as external factors such as work environment, time and incentives also influence the performance of the KPPS of North Tapanuli.

Abstract

The relationship between actors at the village level in Indonesia often changes in each period. The uniformity of actors in Indonesia has finally begun to take place since the enactment of Law No. 5 of 1979 concerning Village Government. This study wanted to look at the relationship of actors at the village level. Especially in Parlondut Village, Samosir Regency.  This research is qualitative research with qualitative descriptive methods and data collection techniques in the form of in-depth interviews along with literature studies. The results of this study show that there are differences in dominance between actor relations (power over relations) in each period of power at the village level. In addition, from the aspect of relations or values (power to relation) there is a value order that is still maintained, such as Dalihan Na Tolu and marsiadapari which lasted since the traditional reign of Ancient Batak, the Dutch period, Japan including during the Old Order through the huta and habius governments. As a conflict resolution in the midst of conflict at the Parlondut village level, Samosir Regency is recognized as an indigenous community but not as an indigenous village because there must be supporting regulations at the district level.

Abstract

This study aims to describe the Governance of Technical Guidance at the Voting Organizing Group (KPPS) level in the 2019 Election in Tebing Tinggi City as a determinant of the sustainability of democracy. This study used a qualitative type of research, so that researchers could obtain direct and more detailed information from informants by telling the steps taken by the Tebing Tinggi City KPU (General Election Commissions) in conducting technical guidance on KPPS and the impact on participants in Bimtek. This research was conducted at the Tebing Tinggi City KPU, North Sumatra Province in the 2019 Election. The results showed that the KPPS in this case worked according to the capabilities and understanding found from the results of following technical guidance carried out by PPK and PPS in stages. However, the biggest obstacle to KPPS technical guidance in the 2019 elections in Tebing Tinggi City was constrained by several of the following factors, namely: 1. Budget, 2. Time Planning and 3. Technical Guidance Method. Researchers found the most effective formula used, namely the Simulation method in conducting technical guidance on KPPS to make it more effective.
