Abstract

Latar belakang penelitian ini adalah melibatkan semua elemen masyarakat dalam kegiatan musyawarah perencanaan pembangunan yang mewakili setiap wilayah dusun. Sehingga sebagian besar pembangunan yang ada merupakan inisiatif pemerintah sendiri, bukan inisiatif masyarakat. Kepala desa kurang selektif dalam setiap menentukan prioritas kegiatan pembangunan. Hal ini terbukti dengan masih banyaknya fasilitas umum yang rusak namun masih mengutamakan pembangunan yang lain. Masih lemahnya kemampuan kepala desa dalam menggiatkan masyarakat untuk melakukan gotong royong yang berkaitan dengan pembangunan jalan desa. Hal ini terbukti dengan banyaknya pembangunan umum yang dikelola oleh pihak rekanan kontraktor/pihak ketiga sehingga biaya yang tertuang dalam perencanaan APBDes menjadi mengurangi volume. Rumusan masalah dalam penelitian ini adalah bagaimana peranan Kepala Desa dalam pelaksanaan perbaikan jalan desa? Hambatan apa yang dihadapi Kepala Desa dalam pelaksanaan perbaikan jalan desa? Upaya apa yang dilakukan kepala desa untuk mengatasi hambatan dalam pelaksanaan perbaikan jalan desa. Metode yang digunakan adalah deskriptif analisis, dengan sampel penelitian berjumlah 1 orang tokoh masyarakat, 2 orang anggota BPD, 1 orang anggota LPM, 2 orang perangkat desa dan 1 orang kepala desa. Peranan Kepala Desa dalam melaksanakan pembangunan desa telah sesuai dengan peran Kepala Desa sebagaimana dikemukakan oleh Nawawi (2006:74). Hambatan yang dihadapi kepala desa dalam pelaksanaan perbaikan jalan desa di Desa Jadimulya Kecamatan Langkap Lancar Kabupaten Pangandaran adalah faktor partisipasi perangkat desa dalam melaksanakan program pembangunan. Hal ini terjadi karena lebih mengedepankan tugas pokoknya sebagai perangkat desa di kantor, sehingga kurang berkontribusi dalam kegiatan di lingkungan desa, alasannya karena kesibukan dalam pekerjaan. Upaya yang dilaksanakan Kepala Desa dalam mengatasi hambatan dalam pelaksanaan perbaikan jalan desa di Desa Jadimulya Kecamatan Langlap Lancar Kabupaten Pangandaran adalah meningkatkan rasa dan pemupukan tanggung jawab, meningkatkan keprofesionalan perangkat desa dalam melaksanakan tugas dan fungsinya sebagai SDM perangkat desa sehingga dapat meningkatkan kinerjanya menjadi lebih baik di antaranya melalui pendidikan dan pelatihan serta pembinaan.

Abstract

This research is motivated by a problem which shows that the Community Empowerment Institute has not played a role in advocating for the people of Putrapinggan Village, Kalipucang District, Pangandaran Regency. The purpose of this study was to determine the Role of Community Empowerment Institutions in Community Advocacy in Putrapinggan Village, Kalipucang District, Pangandaran Regency. The method used in this research is descriptive analysis. Informants as many as 8 people. Data collection techniques are library research, field studies (observations and interviews) and documentation. The author uses qualitative data analysis techniques through data processing from interviews and observations to draw conclusions so that they can answer problems in research. Based on the research results it is known that: The role of Community Empowerment Institutions in community advocacy has not been carried out optimally according to the role of Community Empowerment Institutions, this can be seen from the inactivity of several LPM members in every village meeting, lack of interaction and socializing with all elements of society in the village, LPM members are less familiar and flexible in their interactions with the village community so they are less able to interact and attract the interest of the village community to participate in various activities carried out in the village, lack of sensitivity from LPM members to know the needs of the small business community in the village, lack of LPM has complete and accurate data regarding the need for infrastructure facilities for the benefit of the village community, lack of LPM members holding meetings with all elements of society in the village to listen to suggestions and input in physical development in the village and in community empowerment village aka.

Abstract

The purpose of this study is to find out the extent of the efforts made by the Regional Government of Pangandaran Regency in the context of Prevention and Handling of the Covid-19 Pandemic in the Community. Another part is how the supervision that has been carried out by the Regional Government has been running optimally at every level, starting from internal and external monitoring that focuses on encouraging the effectiveness and acceleration of handling COVID-19 in Pangandaran Regency. The method in this research is descriptive qualitative with The aim is to describe the description and explanation of the variables studied. The focus of the research is Local Government Efforts in the context of Prevention and Handling of the Corona Virus Disease 2019 (Covid-19) Pandemic in Pangandaran Regency in 2021. Data collection techniques are by means of library research and filed work research, namely observations, direct observations in the field, interviews, submitting a number of questions to related parties, namely informants and documentation of documents related to the ongoing research. The source of data was obtained through direct observation to the research location and conducting direct interviews with key informants in this study, namely the Regional Government of Pangandaran Regency. Interactive model data analysis begins with data collection, data reduction, data presentation and conclusion drawing verification. The data analysis is an interactive model developed by Milles and Huberman. The results showed that the Regional Government Efforts in the Context of Preventing and Handling the Covid-19 Pandemic in Pangandaran Regency in 2021. Namely by making policies with the aim of breaking the chain of the spread of the Covid-19 virus, such as Adaptation of New Habits, Large-Scale Social Restrictions (PSBB, PPKM by staying at home, doing social distancing, and calling for compliance with health protocols. As well as conducting education and socialization both on social media including electronic media. And the most important thing is the awareness of all parties to continue to obey and discipline the protocol health services such as using masks, physical distancing and always washing hands after activities. As well as the synergy here, apart from cross-sectoral also across local governments, by coordinating and joint handling steps. After integrated coordination, it is necessary to build a complaint system that becomes a handling control tool and Covid-19 as well as a medium of communication between citizens and service providers.

Abstract

The method in this research is using the explanatory type, using qualitative analysis techniques, namely by explaining the causal relationship between phenomena with an emphasis on bureaucratic ethics as a determinant of the success of bureaucratic reform in government administration, development and public services. Which is that bureaucratic ethics is essentially closely related to the behavior of the bureaucratic apparatus themselves in carrying out their duties and functions. Efforts to apply good government administration ethics, it is necessary to have rules made to regulate bureaucrats to remain consistent in carrying out and practicing good ethics in government administration. Reinventing Government is a conscious and planned effort to change bureaucratic structures and procedures (reorganizational or institutional aspects); and behavior of bureaucrats (behavioral aspects) in order to increase organizational effectiveness. Designing bureaucratic reform is not just simplifying the bureaucratic structure, but changing the mindset (mind set) and cultural pattern (cultural set) of the bureaucracy to share roles with the role of non-state actors in good governance. Therefore, the reinventing government strategy is implemented in the government bureaucracy through an integral approach that combines structural and cultural approaches. Through the facts, currently there are still many government agencies that have not been able to apply the principles of good administrative ethics, once again this is dependent on the willingness of individuals who work in these agencies to be able to change bad habits and replace them with the application of good administrative ethics

Abstract

Penelitian Strategi Pemerintah Kabupaten Ciamis dalam Pengelolaan Budaya Masyarakat Berwawasan Lingkungan di Tengah Pandemi Covid-19 Tahun 2021 bertujuan untuk melihat pengembangan kebudayan di Kabupaten Ciamis yang diselenggarakan secara terintegrasi dengan pembangunan kepariwisataan, yang sekaligus berperan sebagai salah satu sektor yang memberikan kontribusi terhadap perkembangan perekonomian daerah.Sumber data dalam penelitian ini dari beberapa literatur yang berkenaan dengan pengembangan potensi kebudayaan dan pariwisata daerah di tengah pandemi covid-19 tahun 2021. Adapun metode yang digunakan yaitu metode deskriptif kualitatif. Penggunaan metode deskriptif kualitatif dalam penelitian ini adalah untuk menjelaskan dan menjabarkan dalam rangka upaya mendorong peningkatan pengembangan seni, budaya dan potensi daerah dalam bentuk diplomasi dan promosi keluar daerah. Pencapaian Visi dan Misi, program unggulan 2019-2024 RPJMD Kabupaten Ciamis Tahun 2019-2024 yakni Mantapnya Kemandirian Ekonomi, Sejahtera Untuk Semua. Perumusan strategi terdiri dari pengembangan misi, identifikasi faktor eksternal (peluang dan ancaman), menentukan faktor internal (kekuatan dan kelemahan), menyusun tujuan jangka panjang, menghasilkan strategi alternatif, dan memilih strategi yang tepat untuk dilaksanakan. Adapun hasil penelitian ditemukan bahwa Strategi Pemerintah Kabupaten Ciamis dalam pengelolaan budaya masyarakat berwawasan lingkungan di tengah pandemi Covid-19 Tahun 2021 yang dalam hal ini, Dinas Kebudayaan, Kepemudan, dan Olahraga Kabupaten Ciamis sudah melaksanakan kewajibannya dalam mengelola, melestarikan dan mengembangkan kebudayaan khususnya di tatar galuh ciamis sebagai sumber asset daerah, akan tetapi masih belum maksimal. Dengan demikian, diperlukan sentuhan dari Pemerintah Daerah guna melakukan inovasi, intensifikasi dan ekstensifikasi potensi kebudayaan dengan komitmen dari seluruh pemangku kepentingan termasuk dukungan dari masyarakat untuk melestarikan kebudayaan ditengah arus globalisasi dan pandemi covid-19. Karena Kabupaten Ciamis memiliki banyak potensi kebudayaan yang bisa dikembangakan meliputi potensi wisata budaya, kesenian daerah yang bernilai budaya luhur, peninggalan Kerajaan Sunda Purba dan lainnya, yang dapat dipelajari serta diterapkan dalam kehidupan sehari-hari. Semua itu, ada di dalam sejarah, kebudayaan dan adat istiadat di berbagai destinasi wisata di Kabupaten Ciamis.

Abstract

This research is motivated by the inadequate information system services and integrated village administration services in the making of a letter of incapacity by the village government in Selamanik Village, Cipaku District, Ciamis Regency. This is due to the lack of quality of services provided by the Village government in making the Certificate of Disability (SKTM), the slow processing of a service, the lack of socialization from the Village government regarding the procedure for making a Certificate of Disability (SKTM). The purpose of this study was to determine the Quality of Information System Services and Integrated Village Administration Services in the Making of a Certificate of Inability by the Village Government in Selamanik Village, Cipaku District, Ciamis Regency. The research method used in this study is qualitative in a descriptive approach. The formulation of the problem in this study is as follows, How is the quality of information system services and integrated village administration services in making a certificate of incapacity by the village government in Selamanik village, Cipaku district Ciamis ?, What are the obstacles to the Integrated Village Administration Service and Information System services in the Making of a Certificate of Inability by the Village Government in Dea Selamanik, Cipaku District, Ciamis Regency ?, What are the efforts made to the Information System and Integrated Village Administration Service in Making a Letter of Inability by the Village Government in Selamanik Village, Cipaku District, Ciamis Regency? The results of the research show that the services provided are still not optimal, this is because the provision of services is still not following community expectations. The obstacles faced by the village are not providing services following the minimum service standards, not being fully friendly to the community, the procedures that must be followed in service, are still complicated. The suggestions that can be given to village governments are that services provided to the community must be given to the maximum, following community expectations. Quality service if people feel satisfied.

Abstract

Strategi Pemerintah Kabupaten Pangandaran dalam Peningkatkan Pelestarian Seni dan Kebudayaan guna mewujudkan visi Pangandaran Juara Menuju Wisata Berkelas Dunia Yang Berpijak Pada Nilai Karakter Bangsa adalah bertujuan untuk melestarikan dan mengembangkan seni dan kebudayaan daerah yang digambarkan dengan indikator penyelenggaraan festival seni dan budaya, jumlah karya budaya yang direvitalisasi dan inventarisasi, serta jumlah cagar budaya yang dikelola secara terpadu, sekaligus berperan sebagai salah satu sektor yang memberikan kontribusi terhadap perkembangan pembangunan kepariwisataan yang sekaligus berperan sebagai salah satu sector yang memberikan kontribusi terhadap perkembangan perekonomian daerah. Adapun metode yang digunakan adalah metode deskriptif kualitatif. Penggunaan metode deskriptif kualitatif dalam penelitian ini adalah untuk menjelaskan dan menjabarkan dalam rangka upaya mendorong peningkatan pengembangan seni dan kebudayaan potensi daerah yang sesuai RPJMD Kabupaten Pangandaran Tahun 2021-2026 yakni Pangandaran Juara Menuju Wisata Berkelas Dunia Yang Berpijak Pada Nilai Karakter Bangsa”. Perumusan strategi terdiri dari pengembangan misi, identifikasi faktor eksternal (peluang dan ancaman), menentukan faktor internal (kekuatan dan kelemahan), menyusun tujuan jangka panjang, menghasilkan strategi alternatif, dan memilih strategi yang tepat untuk dilaksanakan. Dengan demikian pengembangan pelestarian untuk memanfaatkan potensi seni dan kebudayaan guna mendorong perkembangan pariwisata dengan memperhatikan kelestarian nilai-nilai budaya adat istiadat, mutu dan keindahan lingkungan alam untuk mewujudkan pembangunan yang berkelanjutan. Namun ada beberapa permasalahan diantaranya yaitu belum optimalnya intensitas penyelenggaraan festival seni dan budaya, belum optimalnya upaya dalam menarik penyelenggaraan kegiatan festival, kurangnya inovasi dalam penyelenggaraan festival seni dan budaya, belum optimalnya promosi Kabupaten Pangandaran sebagai lokasi penyelenggaraan berbagai festival, kemudahan bagi penyelenggara festival dalam menyelenggarakan event, belum optimalnya benda, situs dan kawasan cagar budaya yang dilestarikan (30 pada tahun 2020), belum optimalnya jumlah cagar budaya yang dikelola secara terpadu (30) pada tahun 2020), belum ditetapkannya situs dan kawasan cagar budaya di Kabupaten Pangandaran, belum optimalnya perhatian dinas teknis terhadap cagar budaya dan terbatasnya SDM;

Abstract

Based on the results of research conducted by researchers that the role of the Secretariat of the Regional People's Representative Council in facilitating the aspirations of the people in Banjar City has not been implemented optimally, this can be seen based on problem indicators, namely: the uneven distribution of e-aspiration information to secretariat employees, the limited development of technical guidance followed by general functional and still limited adequate human resources in the use of digitization. This study uses a descriptive qualitative approach. Primary data was obtained from interviews with 8 (eight) informants. Data collection techniques used are observation, interviews, literature study, and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. Based on the results of the study that: 1) The results of the study show that the role of the secretariat of the regional people's representative council in facilitating the aspirations of the people in the city of Banjar as a whole has been implemented but not optimal. 2) The obstacles faced are related to the still limited human resources and budgetary aspects, there are limited patterns of relationships that exist between the facilitator and the recipient of the facility, causing miss communication. 3) In an effort to evaluate the facilities that have been provided and add online-based aspiration facilities, as well as improve the quality of human resources for the Secretariat of the Regional People's Representative Council of the City of Banjar.

Abstract

Financial management by the Bahara Village Government is one form of implementing the Village Government's authority to manage village assets, but this has not yet shown optimal implementation because there are still problems in managing village finances, namely: The Village Government is less than optimal in discussing and preparing Cost Budget Plans (WED). Making village financial plans still involves wasteful costs. The research objective to be achieved is to determine the effectiveness of village financial management by the Bahara Village Government, Panjalu District, Ciamis Regency, Fiscal Year 2022. The results of the research are that the effectiveness of village financial management by the Bahara Village Government, Panjalu District, Ciamis Regency, Fiscal Year 2022 has not been implemented optimally. Therefore, the Village Government should be more aware of the aspirations conveyed by the community, providing more firmness for supervisors and workers to pay attention to every direction and managerial time.

Abstract

The problem phenomenon that occurs in managing village assets is due to the lack of role of the Village Government, so that due to these limitations existing village assets are unable to be optimized as a potential for increasing village income. The research objective to be achieved is to describe the role of the Village Government in implementing village asset management in Pajaten Village, Sidamulih District, Pangandaran Regency. This research is descriptive qualitative research, the data obtained is primary data and secondary data. Data collection techniques include structured interviews, participant observation and literature study. The results of this research are that the role of the Village Government in Managing Village Assets in Pajaten Village, Sidamulih District, Pangandaran Regency has not been implemented optimally. The obstacle faced is the limited understanding of the Village Government regarding its authority in making a policy product in managing village assets
