Abstract

Penelitian ini bertujuan untuk menganalisis implementasi keterwakilan gender dalam lembaga legislatif di Kabupaten Ciamis periode 2024-2029. Meskipun secara normatif telah diatur dalam Undang-Undang Nomor 7 Tahun 2017 tentang Pemilu bahwa keterwakilan perempuan minimal 30% dalam daftar calon legislatif, kenyataan di lapangan menunjukkan bahwa keterpilihan perempuan masih jauh dari target tersebut. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teori implementasi kebijakan Van Meter dan Van Horn sebagai kerangka analisis. Hasil penelitian menunjukkan bahwa terdapat hambatan pada enam dimensi implementasi yaitu (1) standar dan sasaran kebijakan belum terukur dengan jelas, (2) keterbatasan sumber daya manusia dan finansial bagi calon legislatif perempuan, (3) lemahnya koordinasi antar lembaga, (4) dominasi budaya patriarki dalam karakteristik pelaksana kebijakan, (5) lingkungan sosial-politik yang belum mendukung secara adil, dan (6) disposisi implementor yang belum sepenuhnya memahami dan mendukung kebijakan. Penelitian ini menyimpulkan bahwa implementasi keterwakilan gender belum optimal dan memerlukan penguatan struktural, koordinatif, dan kultural. Kata Kunci : Gender; Implementasi Kebijakan; Keterwakilan Perempuan; Legislatif; Kabupaten Ciamis.

Abstract

Based on data regarding drug abuse, it is certainly a challenging task for the Majalengka Police Narcotics Investigation Unit. The author's observations indicate that with the lack of training and education programs on the impacts of drug use, the lack of understanding of drug rehabilitation is a significant issue. The purpose of this study is to determine the role of the Narcotics Investigation Unit in tackling drug abuse in the community within the Majalengka Police jurisdiction. This research employed a qualitative method. The data used were primary and secondary data through observation, interviews, and documentation. The results of this study indicate that the role of the Narcotics Investigation Unit in tackling drug abuse in the community within the Majalengka Police jurisdiction has not been optimal. Obstacles include the perception that drug users are part of criminalization, a lack of public awareness regarding rehabilitation, information leaks during raids between the National Police and the National Narcotics Agency (BNN), and a lack of professional medical personnel specifically dedicated to rehabilitation. The efforts include building public awareness that drug users are not criminalized but require appropriate rehabilitation. This includes coordinating rapid raids between the National Police and the National Narcotics Agency (BNN), recruiting professional medical personnel, and educating the public about the impacts of drug use in accordance with Law No. 35 of 2009 concerning Narcotics.

Abstract

The development of tourism villages represents a strategic approach to rural development by optimizing local potential and community empowerment. This community service activity aims to strengthen tourism village institutions through Village Government assistance in Cisadap Village, Ciamis District, Ciamis Regency. The assistance focuses on improving institutional governance, enhancing human resource capacity, and optimizing agribusiness-based economic potential, particularly through Village-Owned Enterprises. This activity employs a qualitative exploratory approach with participatory methods, including observation, interviews, documentation, and community-based mentoring. The results demonstrate that institutional strengthening has been implemented through the establishment of formal governance structures involving the Village Government, Tourism Awareness Group (Pokdarwis), and BUMDes. However, significant challenges persist in operational governance, such as limited Standard Operating Procedures, low managerial capacity, and suboptimal digitalization of administrative systems. The Village Government plays a central role in facilitating regulatory development, capacity building, and multi-stakeholder coordination. Strengthening efforts include specialized training programs, organizational restructuring, digital governance development, and expanding partnerships with external stakeholders, including local governments, universities, and the private sector. A SWOT analysis indicates that while Cisadap Village possesses robust tourism potential, it faces critical weaknesses in human resources, infrastructure, and institutional management. The findings highlight that integrating regulatory strengthening, community empowerment, and collaborative governance is essential for developing a sustainable tourism village. In conclusion, Village Government-assisted institutional strengthening serves as a key strategy to transform Cisadap Village into an independent, competitive, and sustainable tourism destination. This model emphasizes that synergy between local authorities and community groups is fundamental for long-term rural economic resilience.
