Abstract

Tujuan dilakukannya penelitian ini, adalah untuk menggali dinamika Kearifan Lokal yang terdapat dalam pelaksanaan Tradisi Merlawu sebagai bentuk dari penerapan Budaya Kagaluhan yang masih dilaksanakan oleh masyarakat di Desa Kertabumi Kecamatan Cijeungjing Kabupaten Ciamis. Kerifan lokal dalam pelaksanaan Tradisi Merlawu penuh dengan nilai-nilai local genius yang pada hakekatnya telah membentuk kemampuan masyarakat dalam mengatasi setiap permasalahan dalam kehidupan. Nilai-nilai local genius pada masyarakat Desa Kertabumi membentuk pola administrasi publik yang didasarkan pada adat masyarakat dari budaya Kagaluhan. Nilai-nilai Kagaluhan yang dipegang teguh oleh masyarakat menjadi penguat dan pengendali dalam setiap interaksi sosial masyarakat. Penelitian ini dilakukan untuk mengenali dan mengkonstruksi nilai-nilai kearifan lokal terutama sebagai bentuk pola Indigenous Public Administration pada pelaksanaan Tradisi Merlawu dengan menggunakan metode kualitatif berdasarkan pendekatan etnografi. Dari hasil penelitian menunjukan bahwa penyelenggaraan Tradisi Merlawu yang dilaksanakan setiap tahun oleh masyarakat Desa Kertabumi Kecamatan Cijeungjing Kabupaten Ciamis mampu mengaktualisasikan pola-pola administrasi publik berdasarkan pada kemampuan local genius yang digambarkan dengan adanya : kerukunan sosial, konsesus bersama dan perilaku kolektif.

Abstract

Pelatihan Branding Kopi Gunung Sawal berbasis website terintegrasi di Desa Sukamaju Kecamatan Cihaurbeuti Kabupaten Ciamis bertujuan untuk meningkatkan pemahaman dan keterampilan petani kopi dan BUMDes Maju Mandiri dalam memasarkan produk mereka secara daring. Melalui pelatihan ini, mitra akan belajar cara memanfaatkan website sebagai alat branding yang efektif, menciptakan konten menarik, dan membangun identitas merek yang kuat untuk Kopi Gunung Sawal. Dengan pendekatan inovatif ini, mitra dapat meningkatkan visibilitas dan penjualan produk mereka secara nasional maupun internasional, yang pada gilirannya akan mendukung pertumbuhan ekonomi lokal dan kesejahteraan masyarakat. Metode yang digunakan, yakni pelatihan dan Focus Group Discussion yang meliputi: (1) observasi pendahuluan; (2) pelatihan pembuatan konten website; (3) pelatihan strategi pemasaran online; dan (4) evaluasi dan pengembangan.

Abstract

Financial management by the Bahara Village Government is one form of implementing the Village Government's authority to manage village assets, but this has not yet shown optimal implementation because there are still problems in managing village finances, namely: The Village Government is less than optimal in discussing and preparing Cost Budget Plans (WED). Making village financial plans still involves wasteful costs. The research objective to be achieved is to determine the effectiveness of village financial management by the Bahara Village Government, Panjalu District, Ciamis Regency, Fiscal Year 2022. The results of the research are that the effectiveness of village financial management by the Bahara Village Government, Panjalu District, Ciamis Regency, Fiscal Year 2022 has not been implemented optimally. Therefore, the Village Government should be more aware of the aspirations conveyed by the community, providing more firmness for supervisors and workers to pay attention to every direction and managerial time.

Abstract

The problem phenomenon that occurs in managing village assets is due to the lack of role of the Village Government, so that due to these limitations existing village assets are unable to be optimized as a potential for increasing village income. The research objective to be achieved is to describe the role of the Village Government in implementing village asset management in Pajaten Village, Sidamulih District, Pangandaran Regency. This research is descriptive qualitative research, the data obtained is primary data and secondary data. Data collection techniques include structured interviews, participant observation and literature study. The results of this research are that the role of the Village Government in Managing Village Assets in Pajaten Village, Sidamulih District, Pangandaran Regency has not been implemented optimally. The obstacle faced is the limited understanding of the Village Government regarding its authority in making a policy product in managing village assets

Abstract

Improving the welfare of rural communities in rural areas is an urgency in every community empowerment activity. One of the institutions that can improve the welfare of village communities, namely Village Owned Enterprises (in Indonesian is BUMDes). However, BUMDes have not contributed significantly and are optimally managed. This activity aims to apply the pattern of understanding the management of BUMDes Maju Mandiri in Sukamaju Village, Cihaurbeuti District, Ciamis Regency. In addition, this activity can make a positive contribution to the economic empowerment of rural communities through a pattern of BUMDes activities based on socio-cultural rural communities to increase the income and welfare of rural communities. The principle of gotong royong and participation is the main vocalist in Community Based Empowerment (in Indonesian is PKM) activities. This activity is carried out through mentoring methods which include: (1) the program initiation stage; (2) implementation stage; and (3) monitoring and evaluation stages. This activity resulted in an increase in the knowledge and skills of BUMDes managers by 50% in the management organization, so that the institution is managed quite well. In addition, there is an increase in the understanding of BUMDes managers by 75% in business management and has an impact on increasing innovation, as well as sales of BUMDes superior products.

Abstract

Penelitian ini dilatarbelakangi oleh belum optimalnya pengembangan komunitas Elektronik Sport di Kabupaten Ciamis. Penelitian ini bertujuan mengetahui pengembangan komunitas elektronik sport di Kabupaten Ciamis. Kabupaten Ciamis merupakan salah satu Kabupaten di Provinsi Jawa Barat dengan potensi besar di bidang esport, banyak sekali talenta yang bisa bersaing dikancah nasional. Sudah banyak komunitas-komunitas dibidang esport yang lahir diciamis sendiri, namun belum bisa bersaing dalam turnamen besar esport nasional seperti di Piala Presiden Esport yang digelar setiap tahunnya. Metode yang digunakan dalam penelitian ini, yakni metode penelitian kualitatif. Data yang digunakan mengguanakn data primer dan data sekunder yang di lakukan melalui observasi wawancara dan dokumentasi. Dalam penelitian ini menggunakan teknik analisis data dan langkah-langkah analisis data yaitu data reduction, data display, dan conclusion drawing / verification. Berdasarkan hasil penelitian wawancara dan observasi yang dilakukan oleh peneliti, bahwa pengembangan komunitas esport di Ciamis secara umum sudah berjalan secara optimal. Namun, terdapat beberapa hambatan dalam yang perlu diatasi untuk memastikan bahwa pengembangan komunitas esport dapat berlangsung secara berkelanjutan salah satunya belum adanya dukungan penuh dari pihak pemerintah khususnya dari segi finansial kepada organisasi dan komunitas esport untuk memastikan keberlanjutan ekosistem esport di Kabupaten Ciamis. Untuk itu pemerintah daerah Kabupaten Ciamis melalui Disbupora telah melakukan berbagai upaya demi memastikan kegiatan pengembangan komunitas esport di Kabupaten Ciamis berjalan secara optimal salah satu nya yaitu memfasilitasi organisasi dan komunitas esport dari segi izin kegiatan dan tempat kegiatan dan juga pelatihan-pelatihan terhadap atlet.

Abstract

This study investigates the role and implementation of collaborative governance in the development of creative economy groups in rural areas. Collaboration between various parties including government, the private sector, and civil society is considered an important foundation in accelerating the growth and sustainability of the creative economy sector. This research will carry out an in-depth analysis of the structure and dynamics of collaboration between parties involved in the process of developing creative economy groups. The methodology of this study includes surveys, interviews, and documentation analysis to obtain a holistic understanding of how collaborative governance is applied in decision-making, strategic planning, and program implementation in the development of creative economy groups. Apart from that, supporting factors and obstacles that influence the effectiveness of collaborative governance in this context will also be considered. It is hoped that the results of this study will provide in-depth insight into the best strategies for optimizing collaborative governance in supporting the growth of creative economy groups. It is hoped that the implications of these findings can become the basis for more effective policies and practices in supporting the development of the creative economy sector at the local, regional, and national levels.

Abstract

This service activity is motivated by the lack of ability of the Village Government and Village Apparatus to lead and manage digital-based villages in Pamokolan Village. This activity includes Digital Leadership training in Pamokolan Village, Cihaurbeuti District, Ciamis Regency. This training is designed to equip village officials with the knowledge and skills needed in the digital era, including the use of information and communication technology (ICT) for administrative management, village community services, and data-based decision-making. The methods used in this training include lectures, discussions, and direct practice with digital devices. The participants were introduced to the basic concepts of digital leadership, digital applications that are relevant to village government, as well as strategies for implementing technology in daily website-based activities. The evaluation was carried out through a Focus Group Discussion with all Village Officials and the Head of Pamokolan Village. The results of this service activity show a significant increase in the understanding and ability of village officials to use digital technology and an increase in the Village Head's understanding of the importance of data. Participants can apply the knowledge gained to improve the efficiency and effectiveness of village operations and services to village communities. This training also strengthens village readiness in facing challenges and opportunities in the digital era, as well as improving the quality of public services to the community.

Abstract

This study aims to analyze the role of village institutions in an effort to preserve nature in Sukamaju Village, Cihaurbeuti District, Ciamis Regency, as nature conservation has become an increasingly important issue in the context of sustainable development at this time. Village institutions have the potential to play a role in maintaining natural sustainability and promoting a balance between the use of natural resources and the needs of rural communities. The study employed a qualitative research method by means of data collection in the form of in-depth interviews, observation, and document study. The study resulted in the finding that village institutions in Sukamaju Village play a significant role in nature conservation. Several institutional forms are involved, such as farmer groups, youth organizations, community information groups, forest village community institutions, and tourism awareness groups. The roles of village institutions include managing natural resources in a sustainable manner, monitoring activities that damage the environment, educating and socializing the importance of nature conservation to the community, as well as developing programs and activities that support natural sustainability. This study also identified several challenges faced by village institutions in carrying out their roles. These challenges include limited human resources, limited funds, conflicts of interest between the use of natural resources and the economic needs of the community, as well as the lack of awareness and participation of the community in nature conservation. In this context, this study provides recommendations for strengthening the role of village institutions in nature conservation, including by increasing institutional capacity, supporting the development of sustainable environment-based economic activities, increasing community participation, and building cooperation with related parties such as local governments, research institutions, and non-governmental organizations. In addition, the Sukamaju Village Government is expected to be able to initiate climate village-based programs.

Abstract

 As an institution responsible for government affairs in the field of personnel, the Ciamis Regency Personnel and Human Resources Development Agency realizes the importance of digitalization in services. Therefore, the Ciamis Regency Personnel and Human Resources Development Agency has launched several digital service innovations for employees in the Ciamis Regency work environment. This research uses a qualitative descriptive approach, collecting data through observation, interviews and documentation. This research aims to describe various digital service innovations available at the Civil Service and Human Resources Development Agency of Ciamis Regency. Digital services at the Civil Service and Human Resources Development Agency of Ciamis Regency are running effectively, even though Si-Bangpeci is currently in the maintenance phase due to integration with the provincial central agency. Focus on digital service innovation supports Good Governance. Collaboration between the Ciamis Regency Government and the Personnel and Human Resources Development Agency has produced digital service innovations that increase the efficiency of personnel services, but implementation and integrity challenges still need to be overcome to ensure optimal service provision.
