Abstract

This study was motivated by the suboptimal formulation of the Village Government's strategy for preserving culture and local wisdom in Cintaratu Village, Parigi District, Pangandaran Regency. The objective of this study was to examine the formulation of the Village Government's strategy for preserving culture and local wisdom in Cintaratu Village, Parigi District, Pangandaran Regency. This study employed a qualitative research method involving six informants. Data were collected through a literature review, field studies (observations and interviews), and documentation. The data were analyzed using qualitative data analysis techniques by processing the findings from interviews and observations to draw conclusions that addressed the research problems. The findings indicate that the Village Government's strategy formulation for preserving culture and local wisdom has been implemented through the establishment of cultural preservation programs, the involvement of community members and traditional leaders, and the development of cultural activities aimed at safeguarding local values within the community. However, its implementation has not yet been fully optimal due to several constraints, including limited resources, the relatively low participation of some community members, and the declining interest of the younger generation in local culture. Therefore, stronger coordination, greater community participation, and the development of sustainable cultural preservation programs are needed to ensure that the culture and local wisdom of Cintaratu Village are preserved and passed on to future generations. Abstract

This research was motivated by the fact that the implementation of the Population Data Center (Rumah Data Kependudukan) program by the Kertabumi Village Government (Cijeungjing District, Ciamis Regency) has not yet been optimal. The study aims to examine the implementation of this program by the Kertabumi Village Government. A qualitative research method was employed, involving seven informants. Data collection techniques included literature reviews, fieldwork (observation and interviews), and documentation analysis. Qualitative data analysis techniques were used to process findings from interviews and observations, enabling conclusions to be drawn that address the research problem. The results indicate that, while the implementation of the Population Data Center program by the village government has generally proceeded well, it is not yet fully optimal due to several obstacles: suboptimal data integration, delays in updating population data, limited supporting facilities, and low community participation in reporting data changes. Furthermore, inconsistent coordination and varying levels of understanding among implementers have affected the program's effectiveness. Nevertheless, the village government continues to make various efforts such as improving coordination, conducting public outreach, performing periodic data verification, and strengthening the roles of RT/RW officials, community cadres, and field officers (PLKB) to optimize the program's implementation. Abstract

This study aims to analyze the evaluation of the supervision conducted by the Ciamis Regency Election Supervisory Body (Bawaslu) during the 2024 Simultaneous Regional Head Elections. The study employs a descriptive method with a qualitative approach. Data were collected through observation, interviews, and document analysis involving nine informants: the Chairperson of Bawaslu Ciamis Regency; members of the Prevention, Community Participation, and Public Relations Division; members of the Violation Handling, Data, and Information Division; two Chairpersons of the District Election Supervisory Committees (Panwascam); two Village/Ward Election Supervisors (PKD); a representative from the Independent Election Monitoring Committee (KIPP); and a member of the public. The analysis is based on the Context, Input, Process, Product (CIPP) evaluation model proposed by Suryadin et al. (2022). The results indicate that the supervision carried out by Bawaslu Ciamis Regency aligned with its institutional duties and functions across all evaluation dimensions, although it was not yet fully optimal. Challenges encountered included limited human resources and supervisory support facilities, low public participation in participatory oversight, local political dynamics, and suboptimal documentation and publication of supervision results. Various efforts were made to address these challenges, including increased outreach and political education, the strengthening of participatory oversight, improved coordination with supervisory staff and relevant agencies, human resource capacity building through training and technical guidance, and the optimization of documentation and publication via social media, the official website, and the Information and Documentation Management Officer (PPID) service. Overall, the supervision conducted by Bawaslu Ciamis Regency contributed positively to supporting the conduct of the 2024 Simultaneous Regional Head Elections in a manner that was democratic, transparent, and characterized by integrity.
