Abstract

Program Penjaringan dan Penyaringan Perangkat Desa (P3D) di dua desa yang berada di Kec. Lumbir bertujuan untuk meningkatkan transparansi dan kualitas seleksi perangkat desa melalui inovasi berbasis teknologi. Program ini melibatkan 46 pendaftar, 21 anggota tim panitia, serta dukungan dari pemerintah desa, kecamatan, dan unsur keamanan. Inovasi utama dalam program ini adalah penerapan sistem Computer Based Test (CBT) dengan fitur live scoring, yang mencakup tiga aspek penilaian: ujian tulis (40%), praktik pengoperasian komputer (30%), dan wawancara kompetensi (30%). Hasil program menunjukkan tingkat keberhasilan sebesar 90%, yang mencerminkan efektivitas metode seleksi yang diterapkan. Kolaborasi multi-stakeholder dan penggunaan fasilitas laboratorium komputer universitas menjadi faktor kunci keberhasilan program ini. Namun, beberapa tantangan seperti adaptasi peserta terhadap sistem CBT dan koordinasi antar pemangku kepentingan berhasil diatasi melalui pelatihan dan penguatan komunikasi digital. Program ini menghasilkan template sistem seleksi digital yang dapat di replikasi di desa lain, peningkatan kapasitas panitia lokal, dan dokumentasi SOP (Standard Operational Procedure) yang terstandar. Rekomendasi untuk pengembangan program meliputi peningkatan kapasitas SDM (Sumber Daya Manusia), pengembangan sistem evaluasi, dan replikasi program di desa lain. Program ini diharapkan menjadi model inovatif dalam rekrutmen perangkat desa yang lebih transparan dan profesional.

Abstract

A certainty factor (CF) rule-based technique is frequently used by traditional expert systems (TES) in the medical industry to compute several symptoms and identify the inference solutions. The primary concern for this TES was predicting the likelihood of a particular ailment in the circumstances of new patients. Based on symptoms connected to clinical indicators in patients' diagnosis, CF is estimated. This TES probably won't be able to forecast unknown things, like the possibility of a particular ailment. Therefore, supervised learning techniques like linear regression can address this issue. We attempted to analyze the current COVID-19 TES by modeling the regression equation to forecast the chance of a particular disease that is COVID-like based on the CF value and the confidence level of the symptoms. To examine the most effective regression model to address the issue, we employed multi-linear regression (MLR) and multi-polynomial regression (MPR). The findings demonstrate that the MLR and MPR models are the most accurate regression models for estimating the chance of a disease associated with COVID-like symptoms. Our work built a basis for the creation of expert systems by concentrating more on MLES (machine learning expert systems) analytical techniques than TES.

Abstract

Background: Cement is a key component in mortar production due to its calcium-rich composition, which plays an essential role in pozzolanic reactions. However, the extensive use of cement contributes to high carbon emissions and limestone exploitation. The incorporation of laterite stone powder as a partial cement replacement offers a potential alternative to enhance mortar performance while promoting sustainable construction practices. Aims: This study aims to evaluate the effect of laterite stone powder as a partial substitute for cement on the compressive strength and density of mortar. Methods: A quantitative experimental approach was employed through laboratory testing. Laterite stone powder passing a 200-mesh sieve was used as a partial cement replacement at substitution levels ranging from 0% to 10% by weight of cement. The mortar mixture was prepared with a cement-to-sand ratio of 1:3 and a water–cement ratio of 0.5. Compressive strength and density tests were conducted on 50 mm × 50 mm × 50 mm cube specimens at curing ages of 7, 14, 21, and 28 days. Result: The results showed that the highest compressive strength, reaching 20.33 MPa, was obtained at a 3% laterite stone powder substitution after 28 days of curing. Substitution levels exceeding 3% resulted in a gradual decrease in compressive strength, indicating a reduction in mortar performance at higher replacement ratios. Conclusion: The study concludes that laterite stone powder can be effectively utilized as a partial cement replacement in mortar at an optimum level of 3%. This substitution not only improves compressive strength but also contributes to sustainable construction by reducing cement consumption and minimizing limestone exploitation in Indonesia.

Abstract

The transformation of legal services through the implementation of the E-Court system is part of judicial modernization aimed at realizing effective and inclusive access to justice. This study seeks to analyze the regulation of cross-regional jurisdiction under Supreme Court Regulation (PERMA) Number 1 of 2019 and to examine the challenges of digital infrastructure in providing access to justice for civil litigants in remote areas. The research employs a normative juridical method with statutory and conceptual approaches. The findings indicate that PERMA Number 1 of 2019 enables the implementation of e-summons and electronic hearings without eliminating the court’s authority based on territorial jurisdiction. However, its effectiveness still depends on the consent of the parties and technical readiness. On the other hand, limitations in internet connectivity, technological devices, and digital literacy in underdeveloped, frontier, and outermost (3T) regions create disparities in access to justice. This study concludes that the transformation of legal services through E-Court requires regulatory strengthening, the development of digital infrastructure, and the implementation of a hybrid service model to ensure that the principles of justice, legal certainty, and utility are equitably realized for all people across Indonesia.
