Abstract

Abstrac :Road handling priority determination is an important tasks faced by decision makers and is regarded as a complex multi-criteria problem. It requires a system to categorise and ranks the project order using several criteria. Officially, SK. No. 77 of the Directorate General of Highway issued in 1990 is a method used in the local government. This method however, has been considered to have limitations to determine road handling priority. Using previous studies, the Analytic Hierarchy Process (AHP) and the combination of FAHP and TOPSIS methods are considered relevant to determine road handling priority. These methods incorporates a variety of criteria which can also be considered by the decision makers. Using the AHP, the criteria of road conditions, traffic volume, economic and policy factors are 41.8%, 25.4%,  21.6 and 11.2% respectively. Meanwhile, a combination methods of FAHP and TOPSIS give the criteria of road conditions, traffic volume, economic and policy factors of 33.8%, 26.6%, 24.7% and 14.9% respectively. Both AHP and FAHP produce the same result in terms of criteria rank. This is not the case however, in the sub criteria rank. This study found that AHP gives road handling priority differently to the SK. No 77 of Directorate General of Highway (1990). In contrast, a combination methods of FAHP and TOPSIS produces road handling priority in the same way to the SK. No 77 of Directorate General of Highway (1990). Denpasar city government is suggested to consider the use of FAHP and TOPSIS method in determining its road handling priority. This method is considered to have a capability to combine many criteria using a priority weighted score. The road handling priority results therefore, are more realistic.

Abstract

The population increase in Denpasar City causes the increase of peoples’ activities which is followed by the increase of using transportation facilities. It certainly influences the traffic in the city itself. One of the peoples’ activities causing traffic jams on the streets of Denpasar particularly on Gunung Agung Street is the students’ pick-up service. The jam is mainly caused by the use of private vehicles especially motorcycles for picking-up the students. The problem can be overcome with pick up service so that the use of private vehicles can be minimized. Some advantages can be gained from the pick-up service; it can be done door to door in accordance with the students’ schedules and it can help the parents who are in troubles in bringing and picking-up their children to schools. A planning and an evaluation on aspects of financial investment feasibility towards the students’ pick-up service are needed in order to match both the interests of service providers and the customers. This research used field survey method completed with interview method. The interview method was applied to gain primary data from related parties and from related institutions for the secondary data. Tariff calculation analysis based on the vehicle operational cost (VOC) used a method of Transportation Department, and the Ability to Pay (ATP) tariff and Willing to Pay (WTF) tariff were determined based on respondents’ income and their perceptions toward a tariff they expected. The result of the research shows that the ATP tariff for both routes is higher than WTF tariff; on route I the ATP is Rp. 569,76 per kilometer-  passenger (Rp. 4,273 per passenger) and the WTP tariff is Rp. 499,67 per kilometer-passenger (Rp. 3,748 per passenger), on route II the ATP tariff is Rp. 594,46 per kilometer-passenger (Rp. 3,864 per passenger) and the WTP tarrif is Rp. 554,56 per kilometer-passenger (Rp. 3,605 per passenger). Based on the estimation of the passengers, there are 97 vehicles estimated for route I and 38 for route II. Based on the tariff analysis, it can be recommended that tariff based on VOC + 15% margins is Rp. 797,47 per kilometer-passenger (Rp. 5,981 per passenger) for route I and Rp. 1,645,08 per kilometer-passanger (Rp. 10,693 per passenger) for route II. The financial evaluation analysis shows that the three criteria such as Net Future Value, Benefit Cost ration, and Internal Rate of Return for route I and route II are not feasible to be operated if they are operated both by personal and corporation agents.

Abstract

NgurahRai Airport is the third busiest international airport in Indonesia, after Soekarno-Hatta and Juanda International Airport. NgurahRai Airport services need to be improved, one of them with the development of integrated mode transport route at NgurahRai Airport. The purposes of this research are to analyze the potential demand and characteristic operational systemof integrated mode transport.Based on the results of analyses, it was found that potential demand of integrated mode transport is 15.385 people in 2016 and it is estimated to be 16.154 people in 2017. The number represents the amount of demand of the integrated transport mode for the eight routes of service. The service time is designed for 16 hours / day, divided into two shifts. The first shift operates from 05.00 A.M untill 13:00 PM, followed by the second shift that begin at 13.00 PM to 21:00 PM. The fare is IDR. 10.000 for all routes except Route 8 is IDR 4.500. Abstract

Abstract : Tourism is the main sector to increase the economy of Province of Bali. A lot of components involved in this tourism industry such as hotel, restaurant, and other tourism objects. The function of tourism transportation is to connect those places. The objective of this study is to analyze the investment feasibility on the torusim transportation in the Province of Bali.   Analysis was performed on PT Gd Bali Transport and PT Amanda Legian Tours using interest rate at 15% and investment duration for 7 years. The outcome for PT Gd Bali Transport was the value of NPV Rp.(-) 11.866.640.000, IRR uncountable, BCR : 0,37 and PBP 21 years. While for PT Amanda Legian Tours was NPV Rp.(-) 875.310.000, IRR uncountable, BCR : 0,77 and PBP 9 years. That outcome indicating that tourism transportation in the Province of Bali was not financially feasible.

Abstract

Sarbagita region is currently facing problems such as traffic congestion roads. High private vehicle ownership has a direct impact on the community in using public transport. Secondary data are extensively used in this study are from selected households along the corridor in 4 (four) Trans Sarbagita service. The data used is household income, family composition (number of members, workers, and students), ownership of motor vehicles (the number of cars and motorcycles), trip purpose (work, school and shopping). Statistical Package for Social Science (SPSS) version 20 software is used to perform a multinomial logit regression. In addition, GDP and inflation for 5 (five) years in Denpasar and Badung regency which is used to estimate the household income during the next 20 years. Analysis shows that household income <Rp. 3 million have increased the probability of car ownership and car 1 ? 0 motorcycle. In 2017 and 2032, this income affect household vehicle ownership respectively 36.4% and 46.5%. Meanwhile, the influence of household income of Rp. 3-5 million increase for type 0 cars and motorcycles ? 0 and 1 ? 0 cars and motorcycles. In 2017 and 2032, household income affect the ownership of the vehicle amounted to 34.6% and 38.7%. In 2017 and 2032, household income affect the ownership of the vehicle from one car and motorcycle ? 0, respectively by 33.9% and 35.3%.

Abstract

The present transport activities cause negative effects in the form of various kinds of diseases in the community. The government in this case, it makes use of the guidelines Noise Reduction Building (BPB) to reduce traffic noise. BPB in the design of Highways made ??of konblok ALWA (Artificial Low Weight aggregate) with a height of 2.75 meters was built along the road at a distance of 5 meters from the edge of the pavement. In this study, the noise level will be analyzed without and with unobstructed BPB. This study began from site selection studies, problem identification, goal setting research, development BPB, measuring noise levels without and with BPB analysis of the data and draw conclusions. From the analysis of the results obtained by calculation that the path chosen as the object of study, namely Jalan Uluwatu II Jimbaran without BPB has a noise value of 73.23 dB (A). While the values ??obtained BPB 61.85 decibels A, the value of this noise then most of the raw noise threshold has been exceeded so that some kind of designation of the area should be kept lying on the edge of the pavement. From the calculation of the distance from the edge of pavement to reduce noise levels in order to be secure appropriate noise threshold obtained for the allotment of residential, hospitals, schools and places of worship should be within 24.29 meters from the edge of the pavement. For government offices, public facilities should be located at a distance of 6.79 meters, while for offices, commerce, industry, services and stations could be placed as close as possible but still within the protection of BPB.

Abstract

By Pass Ngurah Rai is the only primary arterial road linking the traffic flow of people and goods from Ngurah Rai Airport to Nusa Dua. Peak hour traffic flow condition has exceeded the capacity of the road. To solve the above problems, it is planned to build toll roads Benoa-Bandara-Nusa Dua. The objectives of this study were to analyze the performance of existing roads with and without the toll road, the rates applicable to service users and to analyze the financial feasibility of the investment of the project.   Analysis was performed for several scenarios, including the scenario-1, assuming traffic growth factor of i = 9.96% / year, the interest rate 16% / year, inflation accounted for 8.506% / year and the toll rates using rates set by the Jasa Marga. All of the cost including land acquisition and construction costs were provided by investors. It was found that for the scenario-1, the  NPV is Rp 1,586,137,984,347, -, BCR: 0.4754 and IRR 3, 8676%. The results of the financial analysis indicated that investment of the toll roads Benoa-Bandara-Nusa Dua is not financially feasible. In order for this project to be financially feasible, the growth rate of vehicles should be at least i = 14.7% / year.

Abstract

Budget limitations are a problem in road handling programming. The purpose of this study is to determine the hierarchical arrangement and quantitative measurements of each sub-criteria so that a mathematical formula is formed to develop a priority scale for handling district roads with the study location in Klungkung Regency. The decision making method used is Analytical Hierarchy Process (AHP). The hierarchical arrangement of the research results consisting of Level-1 is the objective, namely determining the priority scale for handling district roads in Klungkung Regency. Level-2 is a criterion, and Level-3 is a sub-criteria that affects the criteria. The criteria used are i). Network system (A) with sub-criteria for road conditions (A1), pavement width (A2) and disaster-prone areas (A3), ii). Land Use System (B) with sub-criteria for access to government offices (B1), to areas of tourist attraction (B2), to strategic transportation areas (B3), and to areas of holy places and cultural heritage (B4), iii). Movement System Criteria (C) with sub-criteria LHR (C1), and iv). Institutional System Criteria (D) with subcriteria included in the proposal in the Musrenbang (D1), according to the direction of RENSTRA (D2), and equal distribution of road stability (D3). The weights of each sub-criteria A1, A2, A3, B1, B2, B3, B4, C1, D1, D2, and D3 are 15.23%, 7.80%, 5.80%, 3.25%, respectively. 9.50%, 8.10%, 3.24%, 19.9%, 6.32%, 7.63%, and 13.24%. The mathematical formula based on the weight of the quantitative measurements, namely Y = 15.23A1 + 7.80A2 + 5.80A3 + 3.25B1 + 9.50B2 + 8.10B3 + 3,24B4 + 19.9C1 + 6,32D1 + 7,63D2 + 13 , 24D3. Obtained a priority scale arrangement of road handling, namely 62 very high priority scale roads, 58 high priority scale roads, 60 medium priority scale roads, 59 low priority scale roads, and 60 very low priority scale roads.

Abstract

Kebisingan karena lalu lintas pada daerah perkotaan di Bali menyebabkan terganggunya masyarakat sekitar dan pada sektor pariwisata. Kawasan Simpang Lima Sunset Road menjadi salah satu pusat pariwisata di Kabupaten Badung yang menjadikan aktifitas trasnportasi maupun perdagangan menjadi berkembang. Tujuan penelitian ini adalah untuk menganalisis pengaruh jarak dan arus lalu lintas sebagai sumber kebisingan yang ditimbulkannya di dalam dan luar ruangan pada kawasan Simpang Sunset Road, menyusun model matematis yang menyatakan hubungan antara variasi jarak dengan arus lalu lintas yang berpengaruh terhadap kebisingan di dalam dan luar ruangan pada kawasan Simpang Lima Sunset Road dan menganalisis persepsi kebisingan oleh pengguna fasilitas umum di kawasan Simpang Lima Sunset Road.Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data primer meliputi data kebisingan lau lintas, volume lalu lintas, persepsi masyarakat dan tata guna lahan. Data sekunder meliputi peta lokasi penelitian..Tingkat kebisingan tertinggi terjadi pada lahan kosong berjarak 10 meter yaitu sebesar 71,89 dB(A). Rata-rata kebisingan akibat lalu lintas di Simpang Lima Sunset Road yang tertinggi terjadi untuk jarak 10 meter dari tepi jalan sebesar 68,317 dB(A) dan untuk jarak 20 meter sebesar 65,84 dB(A) sehingga kawasan tersebut dikategorikan bising (> 60 dB(A)). Model kebisingan lalu lintas terbaik berdasarkan volume pada Pertokoan Sunset Star jarak 10 meter yaitu y = -36,844x2 + 5170,9x – 179437 dengan nilai R2 = 0,2518, pada Pertokoan Sunset Star jarak 20 meter yaitu y = 1,886x2 - 255,46x + 10480 dengan nilai R2 = 0,0012,dan model terbaik kebisingan lalu lintas berdasarkan volume pada lahan kosong jarak 10 meter yaitu y = -4,6268x3 + 982,82x2 - 69419x + 2E+06 dengan nilai R2 = 0,3963, dan lahan kosong jarak 20 meter adalah y = 0,2814x3 - 72,179x2 + 6002,1x – 160905 dengan nilai R2 = 0,3434). Persepsi masyarkat di sekitar Simpang terdapat 63% responden yang merasa cukup terganggu. Hal ini menunjukkan suara kendaraan yang berada pada kawasan Simpang Lima Sunset Road tidak begitu berpengaruh terhadap gangguan yang dialami responden. Pernyataan ini didukung hasil pengaruh lalu lintas terhadap kebisingan yang dialami di kawasan Simpang Lima Sunset Road. Model Polynomial hubungan volume dan kebisingan (Leq) berupa persamaan y = -36,844x2 + 5170,9x – 179437 dengan nilai R2 = 0,2518 yang artinya volume kendaraan berpengaruh sebesar 25,18 % terhadap kebisingan. Noise caused by traffic in urban areas in Bali causes disruption to the surrounding community and to the tourism sector. Simpang Lima Sunset Road area becomes one of the tourism centers in Badung Regency that makes transportation and trade activities become developed. The purpose of this study was to analyze the influence of distance and traffic flow as a source of noise caused indoors and outdoors in the Simpang Sunset Road area, develop a mathematical model that states the relationship between distance variations and traffic flows that affect indoor and outdoor noise in the Simpang Lima Sunset Road area and analyze noise perception by users of public facilities in the Simpang Lima Sunset Road area.Data in use in this study is primary data and secondary data. Primary data includes traffic noise data, traffic volume, community perception and land use. Secondary data includes a map of the research location. The highest noise level occurs on vacant land 10 meters away which is 71.89 dB(A). The highest average traffic noise at Simpang Lima Sunset Road occurred for a distance of 10 meters from the curb of 68,317 dB(A) and for a distance of 20 meters of 65.84 dB(A) so that the area was categorized as noisy (> 60 dB(A)). The best traffic noise model based on volume at Sunset Star Shops distance of 10 meters is y = -36.844x2 + 5170.9x – 179437 with a value of R2 = 0.2518, at Sunset Star Shops distance of 20 meters ie y = 1,886x2 - 255.46x + 10480 with a value of R2 = 0.0012, and the best model of traffic noise based on volume on land empty distance of 10 meters i.e. y = -4.6268x3 + 982.82x2 - 69419x + 2E+06 with value R2 = 0.3963 , and the vacant land distance of 20 meters is y = 0.2814x3 - 72.179x2 + 6002.1x – 160905 with a value of R2 = 0.3434). The perception of people around Simpang is that 63% of respondents feel quite disturbed. This shows that the sound of vehicles in the Simpang Lima Sunset Road area does not have much effect on the disturbance experienced by respondents. This statement is supported by the impact of traffic on noise experienced in the Simpang Lima Sunset Road area. Polynomial model of volume and noise relationship (Leq) in the form of equation y = -36,844x2 + 5170.9x – 179437 with a value of R2 = 0.2518 which means the volume of the vehicle affects 25.18 % of noise.

Abstract

One aspect of transportation used is public transportation. It is good that public roads can affect user choices. In 2015 passengers who used Trans Sarbagita services were students and students, which was 28% of the total number of passengers. The purpose of this study is to find out how perceptions about services to public services and services of Trans Sarbagita Buses on Corridors I and II. This study uses two data techniques that are used, namely primary data consisting of data used and secondary data used to process the wrong data. Trans Transkolita that uses the results of processing questionnaires from respondents. The analytical method used is Importance Performance Analysis (IPA), Customer Service Index (CSI), and Heterogeneous Customer Satisfaction Index (HCSI). Based on the IPA analysis, almost all service attributes need to be improved, for service users' satisfaction with services obtained from the analysis using the CSI method where the current level of satisfaction of Trans Sarbagita Bus service users is 75.60% in corridor I and 80.31% in corridors II which means needing attention. From the results of HCSI the results were 38.9% corridor I and 38.1% for koriodr II, ease of reaching the Trans Sarbagita bus stop, attention of the instructor in enforcing the passengers professionally, the timeliness of the departure of the Trans Sarbagita Bus and the harmony between service hours and time which is needed by the community
