Abstract

Abstract Musi Banyuasin is a district with a high level of vulnerability to forest and land fire disasters. Therefore, prevention efforts are needed to minimize forest fires again. Forest fire prevention efforts are activities that are the responsibility of all relevant stakeholders in Musi Banyuasin, one of which is the Regional Disaster Management Agency (BPBD) of Musi Banyuasin Regency. This research will focus on the role of BPBD in efforts to prevent forest and land fires in Musi Banyuasin Regency. The method used in this research is descriptive qualitative method of observation and in-depth interviews. The results of the study show that the BPBD of Musi Banyuasin Regency plays a role in accordance with its functions and obligations as a regional BPBD, namely as an organization that conducts risk studies of Kahutlha fire-prone areas in Musi Banyuasin Regency. The area risk assessment is carried out in three main stages, namely determining the condition of the area, determining the condition of the land through the level of vulnerability and hotspots, and finally informing the condition to the local government and the community through outreach activities. Keywords:BPBD, Fire Disaster, Kahutlha, Prevention Abstrak Musi Banyuasin merupakan kabupaten dengan tingkat kerawanan level tinggi terhadap bencana kebakaran hutan dan lahan, Oleh karenanya, perlu adanya upaya pencegahan untuk meminim lisirter jadi kebarakan hutan kembali. Upaya pencegahan kebakaran hutan merupakan kegiatan yang menjadi tanggung jawab seluruh stakeholder terkait di Musi Banyuasin salah satunya adalah Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Musi Banyuasin. Penelitian ini akan berfokus pada peran BPBD dalam upaya pencegahan kebakaran hutan dan lahan di Kabupaten Musi Banyuasin. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan metode observasi dan wawancana mendalam. Hasil penelitian menunjukkan bahwa BPBD Kabupaten Musi Banyuasin berperan sesuai dengan fungsi dan kewajibannya sebagai BPBD daerah yaitu sebagai organisasi yang melakukan kajian resiko Kawasan rawan kebakaran Karhutla di Kabupaten Musi Banyuasin. Kajian resiko Kawasan dilakukan dengan tiga tahapan utama yaitu menetapkan kondisi daerah, menetapkan kondisi lahan melalui tingkat kerawanan dan titik panas, dan terakhir adalah menginformasi kondisi kepada pemerintah daerah dan masyakarat melalui kegiatan sosialisasi. Abstract

Pelayanan Publik Desa adalah hal yang mendasar yang menjadi tugas dan tanggung jawab pemerintah desa. Pelayanan publik desa telah tertuang dalam dalam peraturan Permendagri No. 2 tahun 2017 tentang Standar Pelayanan Minimal Desa. Oleh karena itu sangat penting bagi pemerintah desa mengacu pada peraturan Undang-undang Desa dan Permendagri No. 1 tahun 2017 tentang Standar Minimal Pelayanan (SPM) Desa dalam memberikan pelayanan yang maksimal kepada masyarakat desa sehingga kebutuhan-kebutuhan dasar masyarakat desa dalam hal pelayanan publik dapat terpenuhi dengan baik. Kegiatan pengabdian ini dilakukan dengan terlebih dahulu melakukan observasi dan dilanjutkan dengan mengadakan sosialisasi peraturan Permendagri No. 2 Tahun 2017 tentang Standar Pelayanan Minimal Desa sampai pada pendampingan adanya pemahaman akan prosedur dan standar dalam pelaksanaan Pelayanan Desa di Desa Nifuboke Kecamatan Noemuti Kabupaten Timor Tengah Utara. Hasil dari kegiatan ini yakni: 1). Adanya peningkatan kapasitas akan pemahaman oleh Pemerintah Desa terkait Standar Pelayanan Desa 2). Percepatan optimalisasi peningkatan kualitas pelayanan publik desa. 3). Adanya papan iformasi yang sesuai standar pelayanan publik desa di Desa Nifboke, Kecamatan Noemuti, Kabupaten Timor Tengah Utara.

Abstract

Governance network mampu membantu pihak pemerintah untuk mengatasi keterbatasan sumber daya yang dimiliki salah satunya kebijakan ketahanan pangan. Tujuan penelitian ini yakni mengalisis governance network dalam jaringan implementasi kebijakan ketahanan pangan di Kabupaten Timor Tengah Utara yang mana dalam proses pelaksanaanya terjadi interaksi antar banyak aktor dalam jaringan kebijakan ketahapan pangan. Penelitian ini menggunakan pendekatan analisis social network theory (Klijn & Kopenjan) yang melihat struktur dalam jaringan implementasi kebijakannya yakni aspek kontak, kepercayaan, sharing informasi, pertukaran sumber daya. Hasil penelitian bahwa implementasi kebijakan ketahanan pangan di Kabupaten Timor Tengah Utara melalui jaringan governance network bahwa permasalahan pangan dapat dideteksi secara cepat berdasarkan cakupan wilayah. Kesimpulan bahwa dalam jaringan implementasi kebijakan ketahanan pangan di Kabupaten Timor Tengah Utara berdasarkan aspek kontak yaitu menetapkan organisasi dan tata kerja, kepercayaan yaitu Dinas Pertanian Membantu Bupati dalam melaksanakan urusan Pemerintahan Daerah bidang pertanian. Sharing informasi yaitu adanya Penetapan Tim Kerja FSVA Kabupaten Timor Tengah Utara. Pertukaran sumber daya yaitu pelaksanaan tugas, fungsi dan kewenangan Dinas Ketahanan Pangan, Dinas Pertanian dan Dinas Kesehatan.

Abstract

This study aims to determine the effect of transformational leadership on work motivation in the view of the new public management. This study uses a quantitative paradigm and uses a saturated sample technique, with a total sample of fourteen employees. The data collection method used in this study was a questionnaire which was then analyzed using frequency analysis and simple linear regression analysis. The study results show that transformational leadership positively and significantly affects employee motivation. Work motivation possessed by employees can fulfill what is expected in the view of the new public management, including fast and adaptive service to change. In conclusion, there is a significant influence between transformational leadership and work motivation in the view of the new public management. Abstract

This study aims to determine and explain the influence of employee competence on service quality. The population in this study is the community that has been served. The sample technique used in this study was non-probability sampling. The sampling technique used was purposive sampling. The respondents in this study were 96 people. The data collection used is a questionnaire. The collected data were analyzed using descriptive statistics, namely frequency analysis and simple linear regression in inferential analysis. The results showed that employee competence has a positive and significant effect on service quality, where the better the competence of employees, the higher the quality of service provided, so that the satisfaction felt by the community is determined by the extent to which the quality of service is provided. In conclusion, there is a significant influence between team member competence and service quality Keywords: Employee Competence; Public Service; Service Quality

Abstract

This research aims to analyze the public service performance of the TTU Regency Regional Drinking Water Company (Perumnda). This research uses qualitative research methods with observation and interview methods. From the research findings, it was found that environmental quality greatly influences the quality of service provided. Environmental quality conditions related to demographics hurt the continuity of water that can be distributed and give rise to various complaints from the public. However, on the other hand, Perumnda Drinking Water District TTU continues to promote efforts to improve the quality of service results by increasing the number of customers by improving the quality of interactions through acceleration, accuracy, and transparency. The conclusion is that the performance of the public services of the TTU Regency Regional Drinking Water Company is greatly influenced by the environmental quality of the North Central Timor Regency..
