Abstract

The constitution serves as the highest legal norm and foundational framework for the governance of a sovereign state. Within the framework of constitutionalism, the constitution is understood not merely as a collection of written or unwritten rules, but as the embodiment of a normative hierarchy that guides state authority and ensures the protection of citizens’ rights. The Constitutional Court of the Republic of Indonesia plays a central role in upholding constitutional supremacy and safeguarding constitutional rights. Its powers include judicial review of legislation, constitutional interpretation, settlement of electoral disputes, adjudication of constitutional complaints, and—through specific legal procedures—issuing decisions on the dismissal of the President and/or Vice President. This article employs a normative juridical method with a qualitative approach, based on secondary data drawn from constitutional texts, legal literature, and decisions of the Constitutional Court. Through doctrinal analysis, the study reveals that the Constitutional Court functions not only as the guardian of the Constitution but also as a protector of democratic values and fundamental human rights. The findings underscore the importance of a theoretically grounded and constitutionally consistent role of the Court in reinforcing the rule of law and preventing the abuse of state power.

Abstract

The spatial planning of the North Lampung district is about to undergo an overhaul due to the planned construction of a tapioca factory by PT Sinar Baru Rusa Prima in the Abung Kunang area, which is not an industrial area in accordance with the established Regional Spatial Plan. This became a polemic because the North Lampung Regency legislature had submitted a recommendation letter to stop the construction of the tapioca factory because it was not in accordance with the RTRW. However, this is constrained because the North Lampung Regency Government has obtained a Space Utilization Conformity Permit so that the tapioca factory construction plan will continue by amending the North Lampung Regional Regulation Number 4 of 2014 concerning the North Lampung Regency Spatial Plan 2014-2034 which previously had five industrial areas to thirteen industrial areas.This research uses a normative method using literature study. The purpose of this research is to analyze the impact of the plan to build a tapioca factory by PT Sinar Baru Rusa Prima in the Abung Kunang area, North Lampung Regency, on the established regional spatial planning. This research aims to identify the discrepancies between the factory development plan and the applicable Regional Spatial Plan, and evaluate the implications of these changes for regional development.

Abstract

This community service activity aims to improve the competence of educators in the development of digital teaching tools through the integration of artificial intelligence (AI). The target of the activity is teachers in Tirak Village, Kwadungan District, Ngawi Regency, East Java Province, which will be held on November 29-30, 2025. The implementation method includes interactive lectures, demonstrations, project-based practices, and intensive assistance in the use of the ChatGPT application for the preparation of teaching tool components (learning objectives, summary materials, activities, LKPD, assessments, and rubrics) as well as Gamma.app for making presentations/visual materials. Evaluation is carried out using pre-test and post-test, accompanied by the assessment of digital teaching tool products through weighted rubrics. The results of the activity showed an increase in participants' understanding of the responsible use of AI, marked by an increase in post-test scores compared to pre-tests, as well as the ability of participants to produce at least one digital teaching tool package that is more structured and attractive. The activity showed that AI integration training using ChatGPT and Gamma.app effectively improve teachers' skills in compiling digital teaching tools that are ready to be applied in the classroom, with follow-up recommendations in the form of periodic assistance to strengthen the quality of assessment and final editing of teaching tools.

Abstract

The Village Consultative Body (BPD) is a governmental institution whose members represent village residents based on territorial representation and are democratically appointed. The BPD plays a pivotal role in developing village economic potential, with one of its main functions being the drafting of village regulations (Perdes). This study seeks to examine the implementation of regulatory functions of the BPD in drafting Perdes and to assess the capacity-building efforts for BPD members in formulating Perdes for economic development in Tarumajaya District, Bekasi Regency. The research employed a combined normative juridical and empirical approach, with a review of relevant literature, followed by field observations in seven villages in Tarumajaya, interviews with stakeholders, and Focus Group Discussions (FGDs). The findings revealed that: (1) the implementation of BPD’s regulatory functions in formulating Perdes on economic development across the seven villages in Tarumajaya remained suboptimal. The challenges identified included: (a) limited expertise of BPD members in legal drafting, (b) insufficient capacity to analyze village economic potential, and (c) an unconducive working climate between village heads and the BPD. (2) Optimizing the capacity of BPD members in drafting Perdes on economic development was achieved through: (a) updating regulations concerning recruitment patterns and membership requirements of the BPD, (b) organizing training and workshops to strengthen members’ legal drafting skills, (c) providing mentoring and technical assistance through model templates of village regulation draft (Raperdes) to serve as references, and (d) fostering collaboration with academics and non-governmental organizations.

Abstract

Soekarno-Hatta International Airport is Indonesia’s busiest air hub, requiring effective ground traffic management to ensure operational safety and efficiency. One of the critical facilities supporting airport safety is the Isolated Parking Area (IPA), designated for aircraft facing emergencies such as bomb threats, fuel leaks, or hazardous material incidents. This study aims to analyze the design and operational placement of the IPA at Soekarno-Hatta International Airport in relation to air traffic flow and safety services, assessing its compliance with ICAO Annex 14 and Doc 9137 Airport Services Manual standards. Using a qualitative descriptive method with field observations, interviews, and document analysis, the research evaluates the existing location of the IPA on Taxiway WC1. Findings indicate that while the current IPA meets basic safety distance and design requirements, its proximity to main taxi routes creates operational bottlenecks and reduces ground movement efficiency during emergency activation. The study proposes relocation of the IPA to the EC2 area, which offers better spatial separation, direct access routes, and improved safety coordination without disrupting regular aircraft movement. This design adjustment is expected to enhance both airside safety and traffic flow efficiency, aligning with ICAO’s “Five Objectives” principles, particularly in maintaining and expediting the flow of air traffic.
