Abstract

Road preservation activities have an important role in maintaining road conditions so that they continue to function in serving traffic so that they can extend the service life of the road and ensure traffic safety. One of the road preservation activities that affect the success of the work is the capacity and capability of the service provider. The Service Provider as one of the procurement actors is also an important element that must be considered and will determine and influence the success of project governance. This study attempts to evaluate the performance of service providers on road preservation work based on road performance indicators using the Analytic Hierarchy Process (AHP) method. Service provider performance criteria will be identified as Road Performance Indicators (IKJ), Past Performance (KT), Safety Performance (KK), Financial Stability (SF), and Technical Resource Performance (KSDT). The weight values ​​from the results of the AHP method analysis for each criterion are: IKJ (0.289), KT (0.122), KK (0.203), SF (0.135), and KSDT (0.251). The performance of the preservation work service provider gets a performance score of 2,868 with a good predicate (2 to 3).

Abstract

The government's limited budget in managing the condition of the road pavement causes the government to compile a priority ranking of the roads to be handled. Each decision maker has a different assessment for each factor or criterion that is considered in determining the path. This problem requires the same perception from decision makers in choosing road handling priorities. Priority by determining more than one criteria can be done using Multi Criteria Decision Making (MCDM) analysis such as Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP). This study seeks to obtain priority handling of the Jalan Bts. Tapteng/Tapsel – Batang Toru – Bts. Sidempuan City using AHP and ANP methods. The criteria used are traffic volume, level of road damage, government policies, handling costs, and area development. The segmentation of the road segment is applied in this study into 9 sub-sections to obtain a uniform alternative length of the road. The results show that the most influential criteria in road handling using the AHP method are traffic volume (0.428), followed by policy (0.192), cost (0.187), road conditions (0.141), and area development (0.052). While in the ANP method, the criteria with the largest weight are traffic volume (0.301), followed by policies (0.196), costs (0.194), road conditions (0.174), and area development (0.134). The results of the two methods also determine the priority of different road handling roads. The results of the ANP method are expected to be a more objective priority due to the consideration of feedback on the elements and clusters themselves.

Abstract

A construction project is a form of activity that takes place within a certain period of time and with certain resources to achieve results in the form of buildings or infrastructure. Problems that occur in a construction project are determined by the suitability of time, cost, and quality agreed in the contract documents. The road handling project is one of the areas of construction projections that are also fighting for the project. The road maintenance program in Indonesia is implemented by the Ministry of Public Works and Public Housing in the form of a preservation project with a long segment scheme. The long segment scheme has performance indicators that can assess the performance of road preservation projects so that the success of road preservation projects can be measured. This underlies this research to analyze the Critical Success Factor (CSF) on the success of road preservation projects. The Partial Least Square – Structural Equation Modeling (PLS – SEM) analysis method was used in this study to analyze the CSF performance of a road preservation project with a long segment scheme. The results of the analysis show that the Critical Success Factor that has an impact on the success of the road preservation project with the long segment scheme is the standard quality test factor with a value of 0.371 having the greatest impact. Overall, the CSF factors of the performance of the road preservation project with the long segment scheme have quite an effect (moderate) on the success of the project in the performance indicator slogan, namely with a proportion value of 47.5%. In conclusion, overall the Critical Success Factor elements of road preservation project performance with a long segment scheme are quite influential on project success in the performance indicator slogan, namely with a proportion value of 47.5%.
