Abstract

Tax is a compulsory contribution paid by each citizen to the government. Tax can be used to fulfill the country’s needs for the greatest prosperity of the people. Income tax is one of tax that levied by the government from worker’s income. Income tax has been applied since colonial era. In the colonial era, income tax can be found in Income Tax Regulation 113 H 8/14. This research will discuss about the prevailing income tax rules in Ternate and explain the effect of Income Tax Regulation 113 H 8/14 to the taxpayer. This research uses philology methods with tax theory approach. The result showed that there are regulations that regulate the taxpayer, calculation of the aanslag, the tax collection methods and fines. The regulation was applied by the royal government to all citizens who lived in Ternate in 19th century. According to the regulation, this research also found the intervention of the Dutch government on the management in Ternate’s income tax. It can be seen from the clauses of the regulation that shows an agreement between the Dutch and the royal government caused by economical interest. --- Pajak merupakan salah satu iuran yang harus dibayarkan oleh setiap warga yang bermukim di suatu negara dan digunakan untuk kepentingan masyarakat. Salah satu pajak yang berperan adalah pajak pendapatan. Pajak pendapatan telah diterapkan sejak zaman kolonial. Hal ini dapat ditemukan dalam naskah Peraturan Pajak Pendapatan 113 H 8/14. Penelitian ini bertujuan untuk menjelaskan aturan pajak pendapatan yang berlaku pada masyarakat Ternate dan menjelaskan penerapan pajak terhadap pembayarpajak yang telah ditentukan dalam naskah Peraturan Pajak Pendapatan 113 H 8/14. Metode penelitian yang digunakan adalah metode filologi dengan pendekatan teori perpajakan. Berdasarkan analisis yang telah dilakukan, hasil penelitian ini memperlihatkan bahwa di dalam naskah ini terdapat aturan mengenai pembayar pajak, orang yang dibebaskan dari pajak, perhitungan jumlah aanslag, cara pemungutan pajak serta perihal denda. Aturan ini diterapkan kepada seluruh masyarakat yang bermukim di Ternate pada abad XIX. Selain itu, pada peraturan ini ditemukan pula bahwa Belanda ikut campur tangan dalam pengelolaan pajak pendapatan di daerah Ternate. Hal tersebut terlihat dari pasal-pasal di dalam PPPT yang menunjukkan adanya kesepakatan keputusan antara pemerintah kerajaan dan pegawai pemerintah Belanda.

Abstract

The aim of this study is to explain characteristics of illumination in Betawi manuscript and reveal every culture that shows in it. The data used in this research is Betawi manuscript in Cohen Stuart’s collection (CS). This study uses documentation and literature review method to collect the data. Beside that, this research uses codicology method to analyze the characteristics of illumination in six Betawi manuscripts. The result of data analysis showed that there are three characteristics in Betawi manuscript’s illumination, which are (1) simplicity, (2) the illuminations are formed from a combination of floral and geometric patterns, and (3) the illuminations are made with certain colors, namely red, blue, yellow, and black. Those characteristics show several cultures that are stored in it, that are Betawi, Chinese, Arabic, and Indian cultures. It shows that, at that time, Chinese, Arabs, and Indians had contact with Betawinese. In addition, it also explains Betawinese’s egalitarian nature so that they can accept acculturation that happened in their culture. --- Penelitian ini bertujuan untuk menjelaskan karakteristik iluminasi naskah Betawi koleksi Cohen Stuart (CS) dan khazanah budaya yang terdapat di dalamnya. Pengumpulan data dilakukan dengan metode dokumentasi dan studi pustaka. Penelitian dilakukan dengan metode kodikologi untuk membahas karakteristik iluminasi di dalam enam naskah Betawi koleksi CS. Hasil penelitian menunjukkan bahwa terdapat tiga karakteristik yang terlihat dalam iluminasi-iluminasi tersebut, yaitu (1) bentuk iluminasi yang sederhana, (2) iluminasi dibentuk dari perpaduan motif floral dan motif geometris, dan (3) iluminasi dibuat dengan warna-warna tertentu, yakni merah, biru, kuning, dan hitam. Karakteristik-karakteristik tersebut mengungkap adanya beberapa khazanah budaya yang tersimpan di dalam iluminasi naskah-naskah Betawi koleksi CS, yaitu budaya Betawi, Cina, Arab, dan India. Hal tersebut menunjukkan bahwa bangsa Cina, Arab, dan India memiliki kontak dengan masyarakat Betawi pada masa itu. Selain itu, hal tersebut juga menjelaskan sifat egaliter yang dimiliki masyarakat Betawi sehingga dapat menerima terjadinya akulturasi di dalam budayanya.

Abstract

Indonesia as a culinary paradise has a variety of foods, while literature as a medium can be used as a tool to introduce various Indonesian culinary delights. This study aims to discuss food issues, especially “pecel”, to reveal the secrets of story characters in showing their identity and as an effort to preserve the culinary arts of the Indonesian archipelago. This study uses a qualitative method with a gastro criticism perspective. The research object is the novel Rahasia Salinem by Brilliant Yotenega and Wisnu Suryaning Adji. In this study, food in literature is not only used as the story's object, but both have material, physical, social, and cultural relationships. The results showed four concepts from the perspective of gastro critism, namely (1) food and pleasure, (2) food and art (bricolage), (3) food and names, and (4) food and history. The results of this study are expected to contribute to the development of literary studies in a cultural context as an effort to introduce and preserve local cuisine through literary works.

Abstract

Artikel ini membahas naskah Jawa yang berjudul Kitab Patahulrahman sebagai alih wahana dari naskah Melayu yang berjudul Fath al- Rahmān. Permasalahan yang dibahas dalam artikel ini adalah bagaimana bentuk alih wahana tersebut terjadi dan unsur apa saja yang menyertai alih wahana tersebut. Bertolak dari rumusan masalah di atas, maka tujuan penulisan artikel ini adalah menjelaskan bentuk alih wahana yang terjadi pada naskah Kitab Patahulrahman dan menjelaskan unsur-unsur yang menyertai terbentuknya alih wahana tersebut dibandingkan dengan unsur-unsur yang terdapat dalam naskah Fath al-Rahmān yang menjadi sumber sadurannya. Metode yang digunakan dalam penelitian ini adalah metode penelitian deskriptif-kualitatif. Pendekatan yang digunakan adalah kodikologi dan tekstologi. Dengan pendekatan ini, dapat simpulkan bahwa penulis teks memanfaatkan bentuk teks lokal, berupa tembang sebagai media alih wahana. Selain itu, pada teks terlihat penggunaan unsur-unsur lokal yang menyertai alih wahana tersebut. Unsur-unsur lokal ini dimanfaatkan dengan tujuan untuk mengembangkan suatu gagasan dalam bentuk lain, mengenalkan suatu karya dalam bentuk yang mudah dipahami oleh pembaca, dan sebagai upaya untuk mendekatkan karyanya pada masyarakat.Kata kunci: alih wahana, Kitab Patahulrahman, tembang, unsur lokal This article discusses about the Jawa manuscripts of Kitab Patahul-rahman as an adaptation from the Malay Manuscripts of Fath al-Rahmān. The issues that will be covered in this article are how the process of adaptation happens and what are other elements that complete the adaptation itself. Based on the problems mentioned above, therefore, the purpose of this article is to explain the forms of adaptation occurred in text Kitab Patahurahman and illustrate the elements that complete the adaptation, comparing them to the elements in the text Fath al-Rahmān which is the source of the adaptation. The method that will be used in this research is qualitative descriptive. This research will also use codicology and textology approach as main approaches. With these two approaches, this reseach utilities the forms of local texts as tembang the media of adaptation. Another this to add, we can see the use of these local elements on the text that goes together with the process of adaptation. These local elements are used purposefully to develop main ideas into another possible forms, introduce works in forms that are comprehensible enough for the readers, and to make the works closer to the people who read them.Keyword: adaptation, Kitab Patahulrahman, tembang, local colour

Abstract

ABSTRACT A Quran copy written by Tubagus Mustofa Bakri (TMB) stored in the oldest mosque in Bogor, West Java, was claimed to have been existed since the 14th century and became a wide public attention. However, the use of European paper and the watermarks in this Quran copy could indicate the otherwise.  This study examines the use of European paper and watermarks in the Quran copy by TMB to confirm whether the reported time of publication (by the descendants of TMB) confirms with philological identifiers in the manuscript. This study employs a qualitative research design with descriptive analysis methods. Data were collected from direct observations in the field and interviews with key informants. The data were then analyzed using descriptive analysis method. Research finding indicates that there is information discrepancy regarding the time of Quran rewriting. Based on the analysis of the paper used, European paper only began to circulate in Nusantara around the 17th –18th century AD. The watermark in the Quran was also unique to the emblem produced between the 17th–18th centuries AD. The present study concludes that Quran copy made by Tubagus Mustofa Bakri was more likely copied between the 17–18th centuries, hence the claimed date of publication in the 14th century might not be accurate. With this finding, this study contributes in providing more accurate historical fact about Quran copy written by a prominent Islam preacher in West Java, Tubagus Mustofa Bakri.   Keyword: Quran, watermark, paper, European paper     ABSTRAK Salinan Al-Qur’an yang ditulis tangan oleh Tubagus Mustofa Bakri diketahui sebagai Al-Qur’an yang ada sejak abad ke-14. Namun, peng­gunaan kertas Eropa dan tanda air (watermark) dalam manuskrip tersebut mengindikasikan perbedaan waktu. Penelitian ini mengkaji penggunaan kertas Eropa dan cap kertas yang terdapat dalam Al-Qur’an salinan Tubagus Mustofa Bakri (disingkat TMB), untuk menjawab pertanyaan: Apa­­kah terdapat kesesuaian antara waktu pembuatan Al-Qur’an sebagai­ma­na disampaikan oleh keturunan TMB dengan informasi filologisnya (jenis kertas dan watermark)? Penelitian ini menggunakan desain pene­litian kuali­tatif dengan model analisis deskriptif. Data penelitian dikum­pulkan melalui pengamatan langsung di lapangan dan wawancara terha­dap narasumber. Data kemudian dianalisis dengan menggunakan metode analisis deskriptif. Data analisis menunjukkan adanya ketidak­sesuaian data terkait waktu penyalinan Al-Quran. Data filologis menunjukkab bahwa kertas yang digunakan Al-Qur’an ini adalah kertas Eropa yang mulai ber­edar di Nusantara sekitar abad ke 17–18 Masehi. Selain itu, konversi cap kertas yang terdapat pada kertas Al-Qur’an juga memperli­hatkan bahwa cap kertas tersebut merupakan ciri khas di abad ke 17–18 Masehi. Pene­litian menyimpulkan bahwa Al-Qur’an salinan Tubagus Mustofa Bakri diperkirakan ditulis pada sekitar abad ke-17–18 Masehi, bukan pada abad ke-14 Masehi sebagaimana informasi anak keturunan TMB. Dengan demi­kian, penelitian ini meluruskan informasi yang berkembang di masyarakat terkait fakta sejarah al-Qur’an yang disalin oleh penyebar Islam di Jawa Barat ini.  Kata kunci: Al-Quran, Cap Kertas, Kertas, Kertas Eropa

Abstract

This article discusses historical construction of Baron Sakendher manuscripts in the collection of Yogayakarta Sonobudoyo Museum. Serat Baron Sakendher (SBS) was written in the main frame of Babad Tanah Jawi. Various stories frame SBS distinctively based on each manuscript. This study proposes to explain the position of SBS in the Javanese authority domain under the Colonial—which was increasingly entrenched. The study used historical philological research methods, namely by selecting manuscripts and tracing their historical backgrounds to discuss the contents. The results point out that there are six manuscripts containing SBS stories. Four are included in the big frame of Babad Tanah Jawi, one is in Babad Selahardi, and one is in Pakem Ringgit. None of the six was written as a single stand; they were always integrated with the monumental Javanese genealogical story and believed by the Javanese people. As a means of cultural arrangement, stories in SBS are incorporated in the midst of Javanese legendary figures or rulers with different secondary stories. Conquest and cultural approach through genealogy pedigree are crucial in babad (chronicle stories). --- Artikel ini membahas konstruksi historis naskah-naskah Baron Sakendher koleksi Museum Sonobudoyo Yogyakarta. Naskah SBS ditulis dalam bingkai utama yakni naskah Babad Tanah Jawi. Penelitian ini bertujuan untuk menjelaskan posisi naskah SBS dalam lingkaran kekuasaan Jawa di bawah bayang-bayang Kolonial yang semakin kuat mengakar. Untuk mencapai tujuan tersebut, penelitian dilakukan dengan metode penelitian filologi historis, yaitu pemilihan naskah, kemudian penelusuran latar belakang sejarah naskah untuk membahas isi teks. Hasil penelitian menunjukkan terdapat enam naskah yang memuat cerita SBS. Empat naskah masuk dalam bingkai besar Babad Tanah Jawi satu naskah Babad Selahardi dan satu naskah masuk dalam bingkai Pakem Ringgit. Kelima naskah tidak ada yang ditulis berdiri tunggal tetapi, selalu menyatu dengan cerita genealogi Jawa yang monumental dan dipercaya kebenarannya oleh masyarakat Jawa. Sebagai sarana penataan kultural, cerita SBS dimasukan dalam lingkaran tokoh legenda penguasa Jawa dengan cerita penyerta yang berbeda-beda. Penaklukan dan pendekatan kultural melalui silsilah genealogi menjadi penting dalam cerita babad.

Abstract

This  paper  presents  a  study  on  Sarakata  manuscripts  from  the collection  of  the  National  Library  of  the  Republic  of  Indonesia.  The Sarakata analyzed in this research is  entitled "Surat-Surat dari Aceh" with  the  code  ML  447  written  in  the  19th  century  Jawi  script.  This Sarakata  consists  of  nine  letters,  four  of  which  are  analyzed  in  this study,  namely  Sarakata  3,  5,  6,  and  7.  These  Sarakatas  are  selected due  to  their  historical,  economic,  political,  social,  and  Islamic  law aspects.  The  text  structure  is  examined  using  'guidance  of correspondence'  in  Kitab  Tarasul.  It  is  found  that  compared  to Tarasul, SSA sarakata has five elements, one of which is not contained in  Kitab  Tarasul,  namely  the  pledge.  The  different  correspondence formats  are  due  to  the  fact  that  Aceh  has  its  Islamic  proprietary custom.  Another  segment  under  analysis  was  the  Sarakata  stamp (sikureueng  seal)  which  the  Aceh  sultans  used  in  establishing important  royal  letters.  This  seal  consists  of  one  or  nine  circles  with different  designs  and  decorations  depicting  each  king's  arts  and specific  objectives.  The  present  study  examines  this  usage  by employing  the  semiosis  process  by  Pierce.  The  study  results  indicate that  the  sikureueng  seal,  adorned  with  natural  and  geometric  shapes, represented  meanings  such  as  a  yearning  of  growth,  peace,  welfare, life, and longevity.

Abstract

Panji’s literary works in Java became a form of sign or pasemon in Javanese culture. Many of the narratives in Panji’s texts relate to Javanese traditional historiography. This research will focus on the story about Putri Wandhan in the Panji Jayalengkara Angreni text and the Babad texts. This study uses a comparative literary method and considers that Putri Wandhan’s narrative in the Panji Jayalengkara Angreni text contains a collective memory of history in the past. The emergence of the narrative about Putri Wandhan in Panji Jayalengkara Angreni and other Javanese literature is due to the contact of the Javanese and East Indonesian people in the past. In this study it was found that the story of Putri Wandhan describes the efforts of Javanese poets in the past to show the superiority of the Javanese kingdoms. In addition, this story is also a pasemon of the political life of the kingdoms in Java in the past. The story of the concubine from Wandhan in Panji Jayalengkara Angreni is an attempt to describe the superiority of the Javanese kings and an effort to honor their ancestors.

Abstract

This study aims to explore the concept of miasma and the spiritual implications of earthquakes as depicted in the Naskah Cerita Gempa (The Story of Earthquake) manuscript found in Ambon, “The Story of Earthquake” is a manuscript from the collection of Husain Hatuwe. It is cataloged in both the Ambon Manuscript Catalog and the Religious Catalog of the Makassar Research and Development Center, under the Ministry of Religious Affairs of the Republic of Indonesia. The manuscript has been digitized through a collaborative effort between the Pernaskahan Nusantara Foundation and the Faculty of Cultural Sciences at the University of Indonesia, in partnership with the Endangered Archives Programme (EAP) of the British Library. The digitized version of “The Story of Earthquake” manuscript can be accessed online via the EAP British Library’s website using the code EAP276/7/10. This study employs a textual analysis adopting Han-Liang Chang’s disaster semiotics methodology which categorizes disasters into three phases: natural events, interpretations and effects. The findings of this study reveal that natural events, in the form of weather changes associated with miasma, have a significant impact on all forms of life, including animals, plants and humans. These changes lead to damage and death, prompting individuals to seek protection. This research underscores the profound spiritual and physical effects of natural disasters as interpreted through the lens of the Naskah Cerita Gempa manuscript.
