Abstract

Supervisory control of hospital sewage in the city of Pekanbaru aims to identify andanalyze the supervisory control of hospital sewage in the city of Pekanbaru. In fact there aremany hospitals that have not complied with such as have no means of wastewater treatmentbut get permission hospital sewage control, also the presence of a hospital that does not havesuch permission. Study of phenomena, the formulation of the problem of this research is howthe supervision and control of hospital sewage in the city of Pekanbaru and the factors thatinfluence the supervision and control of hospital sewage in the city of Pekanbaru. This studyuses the theory of Darwis, Eni Yulinda, Lamun Banthara.This study used a descriptive analysis method. Data collection technique is theobservation, interviews, and library research. Key informants of this study is the BadanIngkungan Hidup in Pekanbaru, the hospital and the community.The results showed that not maximal supervisory control of hospital sewage in thecity of Pekanbaru is carried out by the Badan Lingkungan Hidup in Pekanbaru. It looks thereare still hospitals that do not have control permit process wastewater and waste properly. Aswell as not optimal implementation factors that influence the Supervision and Control ofhospital sewage in the city of Pekanbaru is the lack of qualified human resources and expertsto go into the field so there are still many hospitals that have not done direct monitoring. aswell as the need to hold socialization to the community.Keywords: Liquid waste, supervision and control.

Abstract

Functions of the Office of education in coaching and training teachers in the city of Pekanbaru (case study of the quality of teachers of basic education). In this study the author based on the theory of Subekhi A. & Jauhar (2013: 127) about what the functions of the Organization and the theory of Musfah (2011: 12-13) about the factors which affected it. That there are several stages that must be known to run a function, namely: planning, management, reporting, and oversight. By doing this education service function in doing coaching and training can be organized properly and achieve the desired objectives for the improvement of the quality of basic education teachers so effective and good learning process. The results of the research function of the Office of education in coaching and training teachers in the city of Pekanbaru has done quite well but not yet fully reached the goal and not the maximum.Keywords: primary education, functional organization, coaching and training.

Abstract

Employee Performance Tax Office (LTO) Pratama Pekanbaru Tampan In Serving Taxpayers. This study aims to determine the performance and the factors that affect employee performance Tax Office (LTO) Primary Handsome Pekanbaru in serving taxpayers. This study uses a quantitative research study deskriptif. The way to collect the data the authors used a questionnaire and observation as a data collection tool research. After collecting data from survey respondents are employees of the Tax Office Primary Pekanbaru and taxpayer maintains in Pekanbaru tax service office on performance variables consisting of 6 indicators of Work Quality, Quantity of Work, Timeliness, Effectiveness Resources, Independence and motivation , it can be seen that the performance of which is owned by an employee in the office of serving taxpayers in both categories, as for some of the factors that influence employee performance is the human resources of the organization and work organization with the system. So once held research can be in the know that the Employee Performance Tax Office (LTO) Pekanbaru Tampan In Serving Taxpayers in both categories .Keywords : Performance , Employee Services

Guidanced by Chalid SahuriBased excercise centering’s athlete in Riau Province, since two last year gotting data that excercise centering’s athlete increasing every single year. But the problem is not yet achieve maximum and occuring different achievement result on every sport chapter. Problem formulation on this research is “Effectivity excercise centering’s athlete in Riau Province and factor that influencing effectivity of excercise centering’s athlete in Riau Province with purpose to knowing effectivity centering’s athlete in Riau Province and knowing factor that influencing the effectivity of excercise centering’s athlete in Riau Province.This research uses qualitative descriptive method that explains a thing based on reality found in the field about effectivity excercise centering’s athlete the data that we use on this research consist of (organization character, area character, worker character, policy and management practice) and secondary ( history, organization structure, resaurces, visi and misi, duty and main function). Technique of data collecting include : observation, interview, study library. Involving the head master of Dispora Riau Province.Result of this research is effectivity of excercise centering’s athlete in Riau Province is going enough effectively and agree with the target that Dispora wont to reach with applying organization character, area character, worker character, policy and management practice. The successing of excercise centering’s athlete is “enough success” because not at all factors effective on this thing is gotting athlete’s achievement in Riau Province with appying affectivity concept centering with orientation UU number 3 year 2005 about sport system.Key words : Efectivity, excercise centering’s athlete.

Abstract

Pekanbaru local regulation number 8 in 2012 about Interference Permit Retribution is one of policy made by government of pekanbaru city to organize and regulate the entrepreneurs where their business include into interference business in pekanbaru city. This regulation was made to follow where this regulation aim to the entrepreneurs in running their business accordance with condition and regulation in force and with regulation the existence of these regulation salon owner are required to have permit and pay permit retribution on bisiness they have.The aim of tis research to anaylize local regulation are already running well or not, as well as to find out the factors that influence the implementation of this regulation. This research was conducted in tampan sub of pekanbaru city, by using descriptive quatitative methods with data collection technique through observation and interviews. This research was conducted with the use of surveillance according to subrantas theory.The result of this research show that the implementation of these regulation has not been effective. The goal of existence of this regulation not yet achieve such as creating ublic order and to increase local income areal regional income area (PAD). This policy has been in force for 2 years but have yet to get the desied result. The lack of efficiency of this regulation due to alack of coordination between technical implementing pollius team and government who not strictiy in carrying out these regulation, as well as the in responsifity of the objective target of this policy very low or do not care obout implementation of this pomey.Keyword : curbing, salon business, permit

Abstract

One service to the community is the management of the census is the responsibility of the municipality / county, which in practice starting from villages / wards as the spearhead of population registration, until every citizen registered in the administration as a citizen of Indonesia and in accordance with Law No. 24 in 2013 on amendments to Law No. 23 of 2006 on the administration of residence.This study aims to determine how the implementation of the application of the Electronic Identity Card (e-ID) in Siak, and the factors that influence the implementation of Electronic Identity Card (e-ID) in Siak. The research looked at the implementation of Electronic Identity Card application in Siak through programs, budgets and procedures, which use qualitative methods and types of data collection using document review, interviews and observation, while the data processing procedures and data analysis using descriptive qualitative.Results of the study are based on real action undertaken by DKPS Siak in accordance with Regulation No. 9 of 2011 on Guidelines for Issuance of Identity Card-Based Electronic Standard Operating Procedures and Minister of Home Affairs in order to implement the Electronic Identity Card 2011 through strategic programs that form the structure of the organization with the name of the working group District and Sub-District, socialization, implementers (SDM), the provision of facilities and infrastructure and the mobilization of the population. Furthermore, this program is made the procedure to be carried out where the start of the Village / Village in the form of mobilization or the delivery of the invitation letter, then to the District of registering themselves for recording the population, then perform queue name-calling, the operator then verify the data, taking photographs, signatures, fingerprints , iris, fingerprint verification index then further signatures to the statement of the correctness of data is concerned. Furthermore wait Electronic ID card printing process.This activity has been realized with various obstacles such as the slow distribution of the central device and only one is functioning, the damage to the device and inaccessibility most of the population due to the delay of mobile enrollment is expected to be an alternative to meet the targets to be achieved. The research method used is descriptive qualitative method of data collection instruments include observation, interviews. the study of library-related research objectives.The research results show that the Committee role of State junior school 5 Rupat in oversight of Operational Assistance Program School (BOS) in the state Junior high school 5 Rupat of Bengkalis Regency has not run optimally. where the school Committee does not play a role in giving considerations compose RKAS and embody and encourage community participation in program activities of the BOS. The school Committee also did not perform the Act assessment on the implementation of the BOS programme with a plan that has been set. Abstract

The importance of land uses for the person or legal entity demands guarantees of legal certainty over land, particularly on the status of ownership of land rights relating to land of certificate will provide clarity about the person or legal entity becomes the holder of the rights over the land, nor the certainty about the layout, the broad restrictions, and so on. Therefore the national land Agency Pekanbaru is a government agency responsible for providing services in accordance national land Agency Chief Regulations of the Republic of Indonesia number 1 of 2010 on standard services and Land Arrangements. The purpose of this research is to know how the implementation of the national land Agency Chief Regulation number 1 of 2010 about the standard of service and land Arrangement and the factors that influence the national land Agency Chief Regulations of the Republic of Indonesia number 1 of 2010 on standard services and Land Arrangements.The concept of the theory that the author use is public policy, implementation of policy and public services. This research uses qualitative research methods with the study of descriptive data. In data collection, the author uses the techniques of observation, interview and the study of librarianship. With the use of key informants as a source of information and technique of triangulation as a source in the validity of the data.The results of this research show that the implementation of the national land Agency Chief Regulation number 1 of 2010 about the standard of service and Setting of land not yet running optimally. It can be seen from to benefits and have not yet any change after the enactment of the national land Agency Chief Regulation number 1 of 2010. The factors that inhibit the implementation of the national land Agency Chief Regulation number 1 of 2010 about the standard of service and setting the amount of the Land is the lack of adequate human resources di BPN the city of Pekanbaru, as well as the lack of good communication between agencies-agencies that deals in the management of the registration certificate of the land first.Keywords: implementation of policy, Service, Land Certificates and registration first.
