Abstract

Medicine procurement planning is an activity that is conducted in order to compile a list of Medicine -related needs of a guideline on the basis of the concept of systematic activities with a logical sequence in achieving the goals or objectives that have been set. Medicine procurement planning carried out by the regional general hospital have not been part of the Island District felt the maximum because there is still a case of the vacuum medicine. The purpose of this research is to find out and analyze how the implementation planning for the procurement of Medicines in general hospitas. District Areas of the Islands and to find out the factors that influence the implementation of Medicine procurement planning in the area of public hospitals Island Regency.The concept of the theory is a theory that the author use Moch Imron, there are 3 (Three) planning indicators, namely : policy, procedure and budget. This research uses qualitative research methods with the study of descriptive data. In data collection, the author uses interview techniques, observation and documentation. With the use of key informants as a source of information and technique of triangulation as a source in the validity of the data.The results of this study showed that the Medicine procurement planning in the area of public hospital have not been part of the Island District is running optimally, attested from the occurrence of the vacancy still a Medicine that took place from 2013, remains the lack of medical personnel, which resulted in patterns of prescribing change – change thereby affecting Medicine consumption patterns with planning that have been made, and the lack of a budget that affect the amount of the Medicine that will be conducted by the Meranti’s hospital is part of Island District. The factors that inhibit the Medicine procurement planning in the area of public hospital Island Regency is still the lack of medical personnel, facilities and infrastructure as well as material Medicines that do not exist in the distributor so that the Medicine can't be held.Key Words: Planning, Procurement, Medicine

Abstract

Terminal Simpang Aur Kuning of Bukittinggi city was included into class A type and build in 1983 next to Aur Kuning Market. At the beginning it had been functioned as it should be. However due to economic progression and street vendors activities, market expansion had become unavoidable. Therefore lesser spaces of terminal were remained. Meanwhile at the outside area of terminal had been build a kind of shadow terminal which taken a part of the road in front of SMA N 3 Bukittinggi. Based on those situations, researcher was attracted to study the area management of Terminal Simpang Aur Kuning of Bukittinggi city.This research was conducted based on theories evaluation of William N Dunn. This theory study a policy based on six criteria of evaluation namely: affectivity, efficiency, adequacy, equalization , response and precision. This research was aimed to evaluate area management of Terminal Simpang Aur Kuning and all affecting factor. It used qualitative method and data studied descriptively. Data collection was carried out with interview, observation and documentation based on purposive sampling method and analyzed by triangulation technique.The research result shown that area management of Terminal Simpang Aur Kuning of Bukittinggi city was not properly done and need to be improved with terminal expansion method. By considering limited area availability, local government was hoped to evict certain market (stores) building on terminal land, improving services by making certain needed infrastructures, improving human resources competency, good coordination with stake holders in order to reach good terminal management.Key words: Policy, Evaluation, Terminal

Abstract

Rural development is an essential element in the national development system that developed integrally. Implementation of rural development substance and essence or essentially involves 78% of the population and also the future of Indonesia itself. With the allocation of village funds, is expected to create equitable development, especially in rural areas will further improve the walfare and standard of living of rural people and encourage “the active involment” of village government and the people of the village itself in the development process.This research was conduted in the village of Sungai Putih from East Kampar, Kampar distcrict. The purpose of this study was to analyze the implementation of rural development based on the use of Sungai Putih Allocation Of Village Funds. In this study, the researcher was using descriptive qualitative method. To obtain the data for this research, the researcher used techniques such as in depth interviews, direct observation and documentation.The result of this research, indicated that the implementation of rural development by the village fund allocation ha reached 70% or 80% of the expected. But rural development in this village is focused on the construction of buildings such as village offices and BPD reconstruction, as well as the manufactured of drainage channels so as not doing roadwork environment that has been severely damaged. The researched found there is less harmonious relationship between the government on village and BPD makes no involvement in the oversight of the development and allocation of village funds. The lacking of transparency of the village government to the village are involved and who served the government only three people because of the condition the village government leadership status officials don’t have the authority to appoint a new village officers. So that it resulting in double position in the implementation of development tasks and management of village fund allocation.Key Words: Implementation, rural development, and Village Fund Allocation.

Abstract

Guidance given by the Agricultural extension officers in district Bangkinang to farmers must comply with the general principle of extension so that it can give good service. The performance of the Agricultural extension officers in increasing the production of rice plant results in district Bangkinang can be said either because the agricultural extension officers in the porch of the Bangkinang Sub-district agricultural extension has provided guidance in accordance with the principle of the extension so that it can assist and improve the production results of the farmers. Facilities owned by the Sub-district agricultural extension Bangkinang Hall is indeed not enough adequate but the agricultural extension officers possesses the ability of considerable quality. Agricultural extension officers give their time to do outreach with supervision and routine monitoring with farmers and farmer groups. Then the agricultural extension officers are always friendly and polite in doing outreach. The purpose of this research is to analyze the performance of the agricultural extension officers in increasing the production of rice plant in the subdistrict of Kampar Regency Bangkinang and aware of the factors that affected it.This research uses theories of umar where performance is determined by the indicator of reliability, initiative, presence, quality of the work. This research uses qualitative, descriptive methods, techniques of collecting data through observation and interviews where the parties involved in this study as an informant.The results of this research show that extension officers in Pertanain Sub-district agricultural extension Bangkinang Hall has good performance in doing outreach to farmers and in accordance with the expectations and the needs of farmers. Starting from the reliability of the farmers who believe in by farmers, extension officers initiative in resolving the problem, often visiting the farmers into the field, the quality of a good job and serve the community with a friendly attitude. Factors – factors that affect the performance of the agriculturalextension officers in increasing the production of rice plant in the subdistrict of Kampar Regency Bangkinang is infrastructure, work environment, work and passions.Keywords : performance, agricultural extension officers, the production of riceplant

Abstract

Department of Cooperatives and Micro, Small and Medium Enterprises (SMEs) in Pekanbaru City is an implementation services unit in the field of Cooperatives and SMEs in Pekanbaru. One of the problems that occur are many SMEs and the informal sectors are not bankable yet due to the lack of managerial and financial capabilities. Then the lack of technology knowledge, marketing skills and the limitation of small enterprises to fulfill the products / services according to market demand, as well as limitations and lack of human resources. And the lack of protection for ideas and products produced by SMEs and the informal sectors as well as government policy or supporting regulations which they do not optimally support the development of SMEs. The current number of SMEs in Pekanbaru City around 15.291.000 spread over 12 districts in Pekanbaru. Supposedly with the large number of SMEs in Pekanbaru, SMEs can develop properly, the Departement provides special training for SMEs entrepreneur, as well as the good performance management of Department of Cooperatives and SMEs in Pekanbaru City to SMEs entrepreneur for the advancement of SMEs in Pekanbaru so that SMEs products can be known widely. But in fact, the products of SMEs have not been able to compete widely. Based on this, the author wanted to conduct a qualitative descriptive study on Organizational Performance Management of Department of Cooperatives and Micro, Small and Medium Enterprises (SMEs) in Pekanbaru City and the factors that influence it.Theoretical concept used by the author is the theoretical performance of Agus Dwiyanto: Productivity, Quality, Service, Responsiveness, Responsibility, Accountability. And factors that affecting organizational performance management. This study used a qualitative research with descriptive assessment. The collecting data of this study are by interview, observation and documentation.The results of this study indicate that the Organizational Performance Management of Department of Cooperatives and Micro, Small and Medium Enterprises (SMEs) in Pekanbaru City is not optimal yet. Then there are factors that affect the performance management encountered in the field two factors that affecting performance management are internal and external factor. The internal factor are quantity and quality of human resources, employee’s motivation. Abstract

This study describes how the application of professional work culture in Badan Kesatuan Bangsa and Politik  province Riau.It aims to determine the extent of the work culture of employees and analyze in factors that affect the application of professional work culture.Professional  work culture that is applied not yet fully realized well.This is caused by the constraints of each individual employed to have an attitude, ethics, and discipline in working different and also the level adherence to the leadership and loyalty in a work that is still lacking. Research application of professional work culture in Badan Kesatuan Bangsa and Politik province Riau using a theoretical concept Paramitha in Ndraha (2002:80) work culture is divided in to: 1) attitudes toward work, 2) behavior at work. This study uses qualitative research methods with an assessment of descriptive. In data collection researchers use interviewing techniques, observation, and documentation by using key informants as a source triangulation techniques in testing the validity of the information. These result indicate that the application of professional work culture in Badan Kesatuan bangsa dan Politik provinsi riau. Not optimal or not completely be implemented by employees at work.  There are obstacles in the implementation of professional work culture of employees this is because each individual employee can not change their ways of thinking about the importance a good working culture for smooth implementation of the tasks in the work. Lack of leadership role in overseeing and controlling employee directly in work.the leader in creating a harmonious atmosphere among fellow employees work without deferent for each member or subordinate lead.   Key Words : Work culture, discipline, leadership

Abstract

This study aims are to identify and analyze employee performance evaluation in Health Departement of Rokan Hilir District and determine the factors that influence employee performance evaluation in Health Departement of Rokan Hilir District. The location of this research is in the Health Office Rokan Hilir District. The informants are formal leaders and informal leaders. Formal character is the head of Health Office of Rokan Hilir District, while the informal leaders that employees who are knowledgeable about research problems. In analyzing the data was used descriptive method that analyzes the data by formulating and decipher and interpret based on the basic theories are closely related to the existing problems. The study states that the aspect of individual attributes based on individual interviews to employee of Health Department Rokan Hilir mostly pretty good. Aspects of effort, is the work done and the desire to realize the business. Based on the interview, attributes of employee efforts in Rokan Hilir District Health Service is quite good. Aspects of organizational support, which includes leadership and work environment. Based on the interview organizational support in Health Service of Rokan Hilir District is quite good. Factors affecting employee performance evaluation is the thoroughness and fairness. Both superiors and employees in Health Office of Rokan Hilir District said it supported their performance assessment based on accuracy and fairness, and fair as it can support the creation of a better employee performance.Keywords: Assessment, Performance, Health Departmen

Abstract

Information and communication technology is growing rapidly at the moment of iron and the internet has become a necessity to get information now , previous and forthcoming .. many problems arise because the lack of social responsibility of business owners of internet cafes , which affects both children internet misuse children , adolescents, and , dewasa.Oleh is why local governments have delegated authority to the relevant parties in the implementation of the standardization problem of internet cafes (cafe ) in Kota Pekanbaru this study aims to identify and recognize , and the factors that influence the implementation of standardization policy social responsibility of internet cafes (cafe ) in Kota Pekanbaru Rumbai Pesisir subdistrict .Researchers used the theory of Van Meter and Van Horn who said that the successful implementation of a policy is influenced by the standards and policy objectives, resources, implementing organizational characteristics, komunisi among organizations, attitudes and environmental policy implementation is the social, economic, and political. This study uses a triangulation technique is an activity check, re-check and crosscheck.The results of this study indicate that factors that influence the implementation of the standardization policy of social responsibility in the city of Pekanbaru District of Coastal Rumbai not been implemented to the maximum. Implementation of the standards reasonably good internet cafes, the social responsibility of implementing internet cafes has not done well, the resources needed inadequate, lack of information and communication, is the refusal of the executive standardization interenet shop, economic and less political support.Keywords: Standardization Policy

Abstract

Help Operational School(BOS) is a government program that is basically for supplying of funding the operating costs of the non personalia for the basic education units implementing as compulsory. According to PP number 48 in 2008 about funding education, the cost of non personalia is costs for materials of equipment consumables and indirect costs in the form of recources, water, telecommunication services, maintenance of facilities and infrastructure, overtime money, transportation, consumption, taxes etc. Fund of BOS based on Regulation directive generally BOS program, in general aim to relieve of the community against the financing of education in the frame work of compulsory 9 years of quality.The concept theory of researcher use is a theory of management for analyzing the implementation process management of the of the funds of BOS that is theory G.R Terry. The Method used in this research is Kualitatif Deskriptif method with instrument Data collection techniques include from interview, observation, the study of librarianship and document program BOS that relevant with the goals of research.This results of this study demonstrate of the funds management BOS at primary school level. Especially Primary School 015 Pasir Keranji is not optimal yet. The planning stages haven’t yet to accomodate the student needs because the low community participation in meetings and the preparation of Planning Activity Cost of School(RKAS). The process of organizing there is division of tasks clear yet. While the process of the implementation funds of BOS , there is is still transferred their used or appropriate RKAS with Administrative supervision or report of accounting funding BOS.Key Words: BOS program, Management, Education, RKAS
