Abstract

Scientific climate as the unity of ideas and the activator of an organization is suspected to be a form of civil society leadership. It moves from the personification of actors to the debate of ideas. Civil society as a political movement is a study that still being debated because of its position when faced with the state and policy. This article provides a different review, by carrying out the phenomenon of research-based policy in Indonesia. Through qualitative data tracking, it was shown that some civil society did not put themselves in these two positions, namely as the opponent or the partner for the government. Furthermore, the reality showed that both of them, in this case civil society and the state were more concerned with the realization of their ideas, the openness, and the professionalism of publications to support policy making. More specifically, the existence of openness and implementation of science and information as a collaborative arena appeared from the interaction of the National Development Planning Agency and Knowledge Sector Initiative which had been running since 2011 in building the ecosystem of Research- Based Policy. Then, it was followed by the presence of Open Science community in 2017 and the establishment of National Research and Innovation Agency in 2019. Therefore, both collaborations encouraged the creation of a data openness climate in policy making. This was a general 'norm', but it did not work fully. Moreover, this article provides a space that the opportunities to strengthen the ecosystem of research-based policy can be optimized by setting out the idea approach and makes the civil society goes beyond the institutional barrier

Abstract

The interaction between the village leader or Lurah and citizens can be regarded as a fundamental process. Because, in this level leaders and the led will be interact intensively. This is in contrast to the higher levels of government, for example, at the district level, the city, even at the national level. At this lowest level, interaction and relations, social control, policies, support, and the rejection of the program will often occur. In the context of the wider innovation, village leaders are also required to develop social capital in managing human resource potential that exists. Therefore, the development of village- based management of village, hence, the development effort is the development that relies on strength, characteristics, and independent initiative of the village.

A study of science today is inseparable from a diversity of contexts. This is also reflected in society’s discourse on the positioning of science itself. To that end, principles of science cannot be actualized as such, rather must be underpinned by society needs that are reflected in research and pre requisites of science manifested in reengineered forms. Findings that relate to the environment, especially water, are crucial today in many areas.   By using a comparative and in-depth interview methodologies in a qualitative manner, this article which is based on a research that was conducted during   2008-2016 period in Code- Yogyakarta city (Indonesia), Air Panas Diwak- Semarang (Indonesia), Umbul Cokro-Klaten (Indonesia), Rawa Pening-Salatiga district (Indonesia), Curug Kalisidi- Semarang city (Indonesia) and Tasik Chini- Negeri Pahang (Malaysia), makes it interesting for a variety of reasons. First, based on a lot of previous literature, this article makes an argument that water with all its manifestations and forms, must have the quality of fulfilling needs of society. Abstract

This article examines how locally driven innovations contribute to the effectiveness of decentralization policies, focusing on the COVID-19 pandemic response by the Depok City Government in Indonesia. Using a qualitative case study approach, the research draws on in-depth interviews, field surveys with 932 residents, an online survey of 218 healthcare workers conducted between September 2020 and January 2021, and content analysis of mass and social media conducted in collaboration with citizen experts. The analysis highlights two key initiatives. The first is the COVID-19 Information Center for Depok City (Pusat Informasi COVID-19 Kota Depok), better known as the PICODEP application, which functions as a digital data platform that supports evidence-based policy-making. The second is the Kampung Siaga program, which facilitates community participation in monitoring and managing the local impacts of the pandemic. Despite fiscal and infrastructural constraints, these innovations strengthened Depok’s capacity for timely and effective pandemic control. The study also reveals skepticism among some residents regarding official government assistance. However, it demonstrates that adaptive, collaborative, and inclusive strategies are vital for rebuilding trust and reinforcing local governance. Cross-sector collaboration, including partnerships with academic institutions, together with broad citizen engagement, proved critical for sustainable pandemic adaptation. The integration of technology, grassroots participation, and institutional support not only improved crisis management but also provided valuable lessons for strengthening decentralization frameworks in future emergencies. Ultimately, this article offers a comprehensive analytical perspective on designing adaptive local policies for public health resilience and disaster mitigation.

Abstract

Occupational Safety and Health (OSH) protection is the fundamental right of every worker and a legal component that should be implemented in the workplace, including the informal sector. Many informal sectors in Indonesia still have high potential hazards; including those related to the work environment, chemical substance management, inadequate knowledge of employers and workers, non-compliance with OSH standards, and suboptimal prevention of work-related accidents and illnesses. This study aims to analyze the OSH conditions in the informal sector and their influence on occupational accidents in various informal sectors in Indonesia. The study adopts an analytical observational design with a cross-sectional design, using purposive sampling technique. The selected informal sectors include paint workshops, batik, furniture and salons. An interesting finding from this research indicates that the variable influencing occupational accidents in the informal sector is chemical hazards, with a significance value <0.05, i.e., 0.035, and Exp (B) of 64.188, meaning that workplace chemical hazards affect the occurrence of occupational accidents 64.188 times more. Therefore, intensive supervision and guidance regarding the work environment, especially chemical substance management, must be continuously enhanced.

Abstract

This study explores the pro-poor orientation of Participatory Budgeting (PB) in Surakarta, Indonesia, with a focus on its effectiveness in enhancing socioeconomic conditions for impoverished and marginalized groups. Using a qualitative methodology involving observations, legal document analysis, and interviews with underprivileged citizens and key stakeholders, the research seeks to address two core questions: To what extent is PB in Surakarta truly pro-poor, and what key challenges hinder its role in poverty alleviation? Findings indicate that Surakarta’s PB system has made notable strides in inclusivity, prioritizing budget allocations that enhance access to essential services like healthcare and education for disadvantaged communities. Additionally, the village-delegated budget system empowers local residents to address specific needs, supporting efforts to improve quality of life. However, persistent challenges remain; despite PB’s inclusive design and community participation, poverty rates have seen limited reduction. This study underscores the need for an increased delegated budget alongside strengthened social accountability mechanisms and enhanced community empowerment programs to achieve sustainable poverty alleviation. These findings contribute valuable insights into the dynamics of pro-poor governance and highlight critical areas for strengthening participatory frameworks in Indonesia’s local governance.
