Abstract

Latar belakang: Undang-Undang Nomor 6 Tahun 2014 tentang Desa yang menyebutkan bahwa keuangan desa adalah semua hak dan kewajiban Desa yang dapat dinilai dengan uang serta segala sesuatu berupa uang dan barang yang berhubungan dengan pelaksanaan hak dan kewajiban desa yang menimbulkan pendapatan, belanja, pembiayaan dan pengelolaan keuangan desa. Sehingga yang menjadi pertanyaan sejauh mana implementasi dari ADD sehingga dapat diprioritaskan dalam upaya peningkatan kesehatan utama masalah stunting yang menjadi PR bagi pemerintah Indonesia. Metode Penelitian: Jenis penelitian kualitatif dengan pendekatan crossectinonal dengan tempat penelitian di Desa Kubutambahan. Sampel dalam penelitian adalah, kepala desa, Puskesmas dan Masyarakat yang berjumlah mencapai 100 responden. Instrument pengumpulan data adalah kuesioner tertutup dengan nilai uji valid dan reabilitas 0,6 dan wawancara terstruktur bagi kepala desa, kepala puskesmas, sekdes, Bides dan BPD. Hasil dan Pembahasan Rekapitulasi indikator implementasi kebijakan dana desa yaitu 78 % yang terlaksana sesuai dengan prioritas dana desa bahwa desa Kubutambahan merupakan daerah slot stunting yang perlu mendapatkan upaya program pencegahan stunting di Desa Kubutambahan. Kesimpulan dan Saran Implementasi Kebijakan Alokasi Dana Desa (ADD) di Desa Kubutamabahan utamanya dalam upaya pencegahan stunting berjalan cukup lancar. Hal ini dapat terlihat dari tahap persiapan berupa penyusunan Daftar Usulan Rencana kegiatan (DURK), penyelesaian setiap kegiatan sampai dengan tahap penyusunan pertanggungjawaban. Namun demikian pencapaian tujuan Alokasi Dana Desa belum optimal. Sehingga disarankan ada sosialisasi lebih luas terkait ADD ini.

Abstract

Penyaluran hibah dan bantuan sosial kemasyarakatan harus tetap dalam kontrol dan pengawasan pemerintah yang terkait. Hal ini dimaksudkan bahwa mengoperasikan sebuah program dengan memperhatikan tiga aktivitas utama kegiatan, yaitu: 1) Organisasi, pembentukan atau penataan kembali sumber daya, unit-unit serta metode untuk menunjang agar program berjalan, 2) Interpretasi, menafsirkan agar program menjadi rencana dan pengarahan yang tepat dan dapat diterima serta dilaksanakan, dan 3) Aplikasi (penerapan), berkaitan dengan pelaksanaan kegiatan rutin yang meliputi penyediaan barang dan jasa. Program penyaluran hibah dan bantuan sosial memiliki unit kerja yang menangani program hibah dan bantuan sosial kemasyarakatan dalam bidang perekonomian, pendidikan, kesehatan, keagamaan, kesenian, adat istiadat, dan keolahragaan non-profesional. Implementasi yang dimaksud telah terlaksana sesuai dengan prosedur dan tujuan yang telah ditetapkan. Penerapan implementasi kebijakan penyaluran hibah dan bantuan sosial kemasyarakatan di Kabupaten Buleleng. Realisasi hibah berupa barang dan/atau jasa dikonversikan sesuai standar akuntansi pemerintahan pada laporan realisasi anggaran dan diungkapkan pada catatan atas laporan keuangan dalam penyusunan laporan keuangan Pemerintah Daerah Kabupaten Buleleng. Koordinasi antara pelaksana program harus ditingkatkan, dengan cara melegalisasi tim koordinasi melalui pembuatan surat keputusan (SK). Koordinasi juga harus melibatkan tokoh agama, tokoh masyarakat, kalangan perguruan tinggi, dan usahawan.

Abstract

Tujuan dari penelitian ini untuk mendeskripsikan dan menganalisis tentang Spirit dan etika birokrasi ASN di Sekretariat DPRD Kab. Buleleng. Hasil penelitian menyimpulkan bahwa Spirit dan etika birokrasi ASN di Sekretariat DPRD Kab. Buleleng telah Etika Birokrasi di Sekretariat Dewan Perwakilan Rakyat Kabupaten Buleleng, secara keseluruhan baik, hal ini di indikasikan dari ketiga aspek etika yang digunakan aspek tujuan dan aspek Sarana (modalitas) sudah terlaksnaa dengan baik, aspek sarana (modalitas) sudah dimanfaatkan sebagaimana mestinya. Berdasarkan data yang diperoleh di dalam penelitian dan berdasarkan hasil analisis terhadap data tersebut menunjukkan bahwa secara umum tingkat Etos Kerja Aparatur Sipil Negara (ASN) di Kantor Sekretariat DPRD Kabupaten Buleleng adalah sebesar 83,95% dan ini berada pada intervasl 76% - 100% atau termasuk dalam kategori baik.

Abstract

This research discusses the implementation of adaptive governance in the management of Kintamani tourist attraction (DTW) in Bangli Regency. Tourism is an important sector that can boost the economy, where Bali has been recognized as one of the world's best tourist destinations. The main problems found were the lack of collaboration between village officials and the sub-district head, as well as challenges in accessibility and inadequate infrastructure. In addition, the lack of tourism training and education to the community as well as the unoptimal use of technology in tourism promotion are significant obstacles. This research used descriptive qualitative methods with interviews and field observations to collect data. Proposed solutions include increased collaboration between the district government and village-level agencies to bridge communication and tourism management. In addition, improving accessibility and road infrastructure needs to be prioritized to support sustainable tourism growth. Tourism training and education for the community as well as optimizing the use of technology, including reactivating the Sadia Bangli application, are also suggested to improve tourism promotion and management. The results show that the current collaboration has involved academics, the private sector, and non-profit organizations, but still needs to be improved, especially in fully involving village officials and communities. The government's flexibility in adjusting to changes is evident in the increase in business licenses and efforts to protect agricultural land. However, accessibility issues and road infrastructure still require special attention. On the learning aspect, although there has been training, it has not been sufficient and equitable.

Abstract

Penelitian ini bertujuan untuk (1) menggambarkan dan menganalisi implementasi pemberdayaan masyarakat di Bali, khususnya pemberdayaan perempuan dari keluarga miskin; dan (2) membangun sebuah model pemberdayaan perempuan dalam komunistas lokal di Bali. Deskripsi dimulai dari peran perempuan di Bali, pelaksanaan pemberdayaan masyarakat di Bali. Berdasarkan temuan tersebut dibangun sebuah model pemberdayaan perempuan miskin di Bali. Berdasarkan hasil penelitian dapat digambarkan peran perempuan Bali sangat strategis dalam komunitas lokal Bali. Peran mereka tidak saja pada peran domestik dan ekonomi tetapi juga dalam peran adat. Dalam lembaga keluarga, perempuan (ibu) menjadi teladan dan sangat mempengaruhi tata nilai yang dianut keluarga. Tetapi kondisi ini berbenturan dengan sistem purusa (patrimonial) dalam kehidupan adat di Bali yang meletakkan pengambil keputusan pada kaum laki-laki, sedangkan perempuan berada di sekitar pengambilan keputusan. Berdasarkan pelaksanaan pemberdayaan masyarakat di Bali, maka program-program yang ada belum cukup untuk mendorong meluasnya penanaman nilai-nilai kemanusian (kejujuran, kepedulian dan kerelawanan) yang disepakati sebagai akar masalah kemiskinan. Pelaksanaan pemberdayaan masyarakat juga belum cukup signifikan melaksanakan pemberdayaan perempuan. Pelibatan perempuan masih bersifat syarat normatif dan terkesan masih diletakkan sebagai objek bukan subjek program. Untuk itu dibangun model pemberdayaan perempuan melalui pendekatan kelompok usaha produktif yang mendorong para perempuan mampu mengembangkan kapasitas mereka, termasuk dalam pengambilan keputusan melalui proses pembelajaran yang berkelanjutan. Model ini meletakkan perempuan sebagai subjek dan objek program dengan membangun sinergitas antar aktor pemberdayaan dan pengambil keputusan dalam masyarakat lokal di Bali.Kata Kunci : Pemberdayaan; Perempuan miskin; Local Community

Abstract

Implementing political party financial assistance policies for political education in Denpasar City is regulated by Law No. 2 of 2011 and Ministry of Home Affairs Regulation No. 36 of 2018. This assistance is distributed proportionally ally to political parties that hold seats in the local parliament (DPRD), prioritizing political education. However, its implementation faces several challenges, including the limited role of political parties in effectively conducting political education and the general apathy of young people towards politics. Based on a descriptive qualitative approach, the results indicate that public political participation, particularly in elections, needs to be higher. These findings ings are expected to provide input for improving the effectiveness of policies and increasing political involvement in Denpasar City.

Abstract

This study aims to determine the process of re-realization of bureaucratic reform through the implementation of bureaucratic simplification in the BKPSDM of Bali Province and the obstacles faced in realizing bureaucratic reform in the implementation of bureaucratic simplification. This study uses a qualitative descriptive research method. The results of the study indicate that the process of reactualization of bureaucratic reform has gone well by referring to regulations that are oriented towards results and are applicable, the implementation process is measurable, synergistic, so that innovation of the apparatus and its implementation are monitored. In fact, several aspects such as the efficiency of resource use, the effectiveness of adaptation of new work systems, the realism of hierarchy reduction and the consistency of preparing individual employee skills and expertise have not been implemented optimally. The obstacles faced are the lack of competency development for functional position holders due to equalization, bureaucratic simplification regulations that still need to be reviewed and evaluated, there are still functional position holders with old work pattern mindsets, and limited implementation time targets. Implications for further research can use more complete aspects of bureaucratic simplification and can conduct research in several other Regional Devices (PD) in order to get more comprehensive results.

Abstract

Conflicts over village-owned land (druwe) in Kubu Juntal Pakraman Village, Kubu Sub-district, Karangasem Regency, tend to occur among the indigenous peoples (krama) since there is no written basis regarding the area measurement of the druwe land, as it is the right of the indigenous people (krama) in Kubu Juntal Pakraman Village. Based on the Regulation of the Minister of Agrarian Affairs and Spatial Planning/ the Head of Indonesian National Land Agency Number 10 of 2016, the village-owned land druwe is a communal right (shared rights of the village community), hence it fully belongs to the village and not to individuals. This study is conducted to understand, analyze, and interpret the phenomenon of social pathology in the customary conflicts occurred in the Pakraman Village of Kubu Juntal, Kubu Sub-district, Karangasem Regency. The method used in this study is descriptive qualitative with data collection methods in the form of observation, in-depth interviews, and document studies. The results obtained in this study show that there are several causes of conflict, including the selling of village-owned land druwe by the prajuru, no barrier of the druwe land, as well as the economic and education factors bringing the conflicts. The implementation of cultures such as “pada gelahang”, “matatulungan”, and “magibung” as the community integration, and strict regulations potentially resolve the conflicts occurred over the druwe land disputes.

Abstract

Traditional village ecotourism development based on animal welfare requires a comprehensive and collaborative approach to ensure sustainability. This study examines the role of Hexahelix collaboration, integrating government, businesses, academia, media, communities, and financial institutions, in promoting sustainable tourism within the framework of Tri Hita Karana philosophy. The research aims to explore how this collaborative model enhances economic benefits, environmental conservation, and cultural preservation while ensuring ethical treatment of animals. This study employs a mixed-methods approach, combining qualitative and quantitative techniques. Qualitative data were collected through interviews, observations, and document analysis, while quantitative data were gathered through surveys and statistical analysis. Thematic analysis is used to assess stakeholder interactions, policy impacts, and community engagement. Data validation is ensured through triangulation methods to enhance the reliability of findings. The results indicate that active community participation, supported by governmental policies and private sector engagement through Corporate Social Responsibility (CSR), significantly contributes to the success of animal-friendly tourism. Ritual practices like Tumpek Kandang reinforce ethical animal treatment, while media involvement enhances public awareness of sustainable tourism practices. However, challenges such as coordination among stakeholders and resource limitations remain barriers to full implementation. Despite its effectiveness, the Hexahelix model requires continuous refinement to address long-term ecological and economic resilience issues. This study suggests that future research should focus on evaluating long-term impacts and refining policies to optimize the balance between tourism development and conservation efforts. The findings provide practical insights for policymakers, businesses, and communities in adopting sustainable tourism models based on local wisdom and ethical treatment of animals

Abstract

Tujuan penelitian ini adalah untuk menganalisis proses seleksi Calon Pegawai Negeri Sipil (CPNS) dengan menggunakan metode Computer Assisted Test (CAT) di Kantor Regional X BKN Denpasar, serta untuk mengevaluasi apakah proses tersebut telah memenuhi prinsip-prinsip good governance, termasuk akuntabilitas, transparansi, keadilan, dan responsivitas. Metodologi yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan wawancara mendalam terhadap responden yang terlibat langsung dalam proses seleksi CPNS menggunakan metode CAT, serta observasi di Kantor Regional X BKN Denpasar. Hasil penelitian menunjukkan bahwa seleksi CPNS menggunakan metode CAT telah memenuhi prinsip-prinsip good governance. Proses seleksi ini dapat dipertanggungjawabkan (akuntabilitas), dilaksanakan secara terbuka (transparansi), adil bagi seluruh peserta (keadilan), dan memiliki mekanisme responsif dalam menangani permasalahan yang muncul. Kesimpulan dari penelitian ini adalah bahwa metode CAT telah berhasil meningkatkan kualitas seleksi CPNS dengan memastikan akuntabilitas, transparansi, keadilan, dan responsivitas, serta dapat dijadikan sebagai model dalam implementasi reformasi birokrasi di BKN. Disarankan agar metode CAT ini terus dikembangkan dan diterapkan lebih luas. Kata Kunci : CAT (Computer Assisted Test), Good Governance, Akuntabilitas, Transparansi, Keadilan,  Responsivitas.
