Abstract

By 2045, Indonesia aims to become the world's fourth-largest economy, with a projected value of USD 8.89 trillion. Achieving this target requires integrating local wisdom into economic strategies, reflecting the nation’s cultural heritage and sustainability goals. This study examines the gap between these national aspirations and ground realities, focusing on the role of local wisdom in supporting sustainable economic growth. Using a literature review, secondary data, and interviews with key informants, the study explores “Tri Hita Karana” as a basis for economic development. The findings show that although government policies, such as the regional action plan and green economy initiatives, align with local traditions, their implementation still faces challenges such as regulatory inconsistencies, weak coordination, limited access to capital, and a lack of human resources. The study also emphasizes the importance of aligning national strategies with local potential, particularly in regions like Bali, where the creative economy is closely linked to cultural heritage. Unlike previous studies, this research provides a comprehensive analysis of how local wisdom can bridge the gap between policy ambitions and on-the-ground realities, offering practical recommendations to strengthen MSMEs, attract investment, and support the green economy. This approach enhances the competitiveness of local economies while preserving cultural identity.

Abstract

The Covid-19 pandemic has overhauled all structures of life, be it in the economic, social and cultural aspects. The Covid-19 virus is the government's main focus in preventing and tackling it so it doesn't spread and takes many victims. This study aims to analyze the implementation of policies from both the central and regional governments carried out by the Bali Provincial Health Office. This research is a qualitative research with data collection techniques, namely observation, documentation and interviews with 7 informants from the government, community and policy observers taken using purposive sampling technique and data analyzed by triangulation. The results of this study stated that overall the dimensions of good policy implementation according to Edward III, namely Communication, Resources and Bureaucratic Structure had been carried out well by the Bali Provincial Health Office in carrying out or carrying out regulations or rules regarding handling and preventing the Covid-19 pandemic. From other dimensions, according to Van meter Van horn, namely Standards and Policy Targets as well as Compliance and Executors' Responsiveness, it is considered sufficiently precise and accurate.

Abstract

Advances in technology in the form of the internet make it easy to find information and entertainment through virtual space, one of which is YouTube. Youtube is a mass media that provides access for users to watch various videos from around the world. One type of YouTube program is the NERROR content segment. NERROR content is a video content segment created by YouTuber Nessie Judge which conveys various information on the horror genre. Aside from being a means of consuming information, this content is also popular because it provides a means for viewers to express their thoughts in the form of opinions related to the topic they are looking for. That way, researchers focus on examining how the phenomena and dialectics of the selective process of this NERROR content so that viewers choose and are interested in giving opinions. This discussion is supported by the theory of selective process media effects by using one of the concepts, namely selective exposure (media exposure). The research location is located in Denpasar and the type of research used is qualitative research supported by observational data collection techniques, in-depth interviews and documentation. The results of the study show that there are three impacts experienced by the audience after watching NERROR content, namely cognitive impact, affective impact and conative impact. Cognitive impact relates to knowledge and insight into something as seen from the audience's opinion of the content of NERROR and the audience's opinion of Nessie Judge. Then, affective impact relates to the audience's feelings regarding that seen from the audience's interest. And the last is the conative impact where this effect relates to the audience's response or action in responding to the topic of discussion of the NERROR content as seen from the results of the audience's attitude after watching NERROR content, namely the audience's personal opinion.

Abstract

Masyarakat Bali saat ini sedang mengalami perubahan sosial budaya yang sangat signifikan. Perubahan dan kemajuan informasi dan globalisasi membuat perubahan baru untuk masyarakat Bali, baik pada tatanan surface structure (sikap dan pola-pola perilaku) dan deep structure (sistem nilai, pandangan dalam hidup, filsafat serta keyakinan). Pada saat ini, Bali mengalami musibah dengan penularan pandemi COVID-19. Berdasarkan data Peta Penyebaran Covid-19 dari Tim SPBE Provinsi Bali. Untuk mencegah penularan Covid-19 lebih luas di Bali. Pemerintah Provinsi Bali mengeluarkan Pergub No.15 Tahun 2020 mengenai Paket Kebijakan Percepatan Penanganan Corona Virus Disease 2019 (Covid-19) di Provinsi Bali. Pihak Gugus Tugas Percepatan dalam Penanganan Covid-19 pada Provinsi Bali menerapkan beberapa syarat medis seperti surat keterangan negatif rapid tes Covid-19 untuk memasuki wilayah Provinsi Bali. Pemeriksaan para pelaku perjalanan juga dibantu oleh Satgas Gotong Royong yang ada di masing – masing desa adat yang dibantu aplikasi Cek Diri yang berbasis Desa Adat. Sosialisasi dari aplikasi Cek Diri ini sangat diperlukan oleh masyarakat dan pemerintah. Dimana aplikasi ini dapat membantu pemerintah untuk mendata para pelaku perjalanan di wilayah Bali. Hasil penelitian menunjukan strategi komunikasi yang dilaksanakan dalam sosialisasi aplikasi Cek Diri dilakukan dengan sosialisasi di lapangan bertempat di Bandara Internasional I Gusti Ngurah Rai dan Pelabuhan Gilimanuk atau Padang Bay. Serta menyebarkan pesan dalam berbagai bentuk yang disesuaikan dengan media yang digunakan.

Abstract

The revitalization of regional languages has become a strategic issue in preserving cultural identity while supporting the achievement of the Sustainable Development Goals (SDGs), particularly Goal 4 (quality education), Goal 11 (sustainable cities and communities), and Goal 16 (peaceful and inclusive societies). This study aims to analyze how collaborative governance practices can strengthen regional language revitalization programs as an integral part of sustainable development. The method used is descriptive qualitative with a literature study and policy analysis approach, focusing on the roles of cross-sector actors such as local governments, indigenous communities, educational institutions, and civil society organizations. The results show that the success of regional language revitalization is largely determined by the level of participation and synergy among stakeholders. The collaborative governance model provides a framework that facilitates dialogue, coordination, and sustainable collaboration in the planning and implementation of language policies. Therefore, the revitalization of regional languages is not only a cultural preservation agenda but also a meaningful contribution to inclusive and sustainable development.

Abstract

Komunikasi digital kini banyak dimanfaatkan untuk menyampaikan pesan secara efektif melalui desain konten visual yang kreatif menggunakan aplikasi Canva. Meningkatnya penggunaan Canva di kalangan mahasiswa menunjukkan perubahan cara berkreasi di era digital, namun kontribusinya terhadap kreativitas masih perlu dikaji. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis asosiatif kausal dan melibatkan 120 mahasiswa di Kota Denpasar. Data dikumpulkan melalui kuesioner berskala Likert dan dianalisis dengan SmartPLS 3.0. Hasil penelitian menunjukkan bahwa penggunaan aplikasi Canva berpengaruh positif dan signifikan terhadap kreativitas pesan visual, baik secara langsung maupun melalui desain konten visual sebagai variabel mediasi. Canva terbukti berperan sebagai media pembelajaran yang mendorong mahasiswa berpikir kreatif dan menghasilkan karya inovatif.

Abstract

Permasalahan sampah di Bali yang mencapai 1,1 juta ton per tahun menegaskan pentingnya penguatan edukasi dan komunikasi keberlanjutan. EcoBali Recycling menjadi salah satu pihak yang aktif menjalankan program Corporate Social Responsibility melalui kampanye edukatif, kegiatan komunitas, dan komunikasi digital yang dirancang untuk meningkatkan kepedulian masyarakat terhadap isu lingkungan. Penelitian ini bertujuan memahami bagaimana masyarakat memaknai pesan komunikasi persuasif CSR EcoBali Recycling menggunakan pendekatan Elaboration Likelihood Model dengan menelusuri operasi jalur sentral dan jalur periferal. Penelitian dilakukan menggunakan metode kualitatif melalui wawancara mendalam, observasi, dan studi dokumen. Temuan penelitian mengidentifikasikan bahwa jalur sentral muncul ketika audiens memproses pesan berdasarkan data faktual, argumentasi logis, relevansi isu, serta pengalaman langsung dalam kegiatan edukasi. Pada saat yang sama, jalur periferal bekerja melalui visual yang menarik, gaya komunikasi santai, emosi positif, dan kredibilitas komunikator. Kedua jalur ini berkontribusi pada peningkatan pemahaman dan mendorong munculnya perilaku pro-lingkungan seperti memilah sampah, mengurangi plastik sekali pakai, dan terlibat dalam kegiatan edukasi lingkungan. Temuan ini menunjukkan bahwa efektivitas komunikasi CSR sangat dipengaruhi kemampuan perusahaan menghadirkan pesan yang informatif sekaligus persuasif sehingga mampu mendorong perubahan perilaku masyarakat.

Abstract

The increasing mobility of foreign nationals in Bali requires an immigration monitoring system that is adaptive, participatory, and rooted in local values. This study aims to analyze the implementation of the Immigration Fostered Village Program by the Class I Immigration Office of TPI Denpasar in Sayan Village, Ubud District, Gianyar Regency, and to identify its challenges and opportunities. The program was designed as a preventive measure against human trafficking (TPPO) and people smuggling (TPPM) through community-based monitoring. This research employs a descriptive qualitative method involving nine informants selected through purposive sampling. Data were collected through in-depth interviews, observation, and documentation studies, and analyzed using the Miles and Huberman model, consisting of data reduction, data presentation, and conclusion drawing. Data validity was tested using source and technique triangulation. The findings indicate that the program is still in its early stage, mainly limited to socialization activities without follow-up mentoring. The main obstacles include limited budgets, human resources, and public participation. Nonetheless, there are opportunities for improvement through cross-sectoral collaboration and digitalized communication. The study recommends applying the Tri Hita Karana values and good governance principles to achieve a collaborative and sustainable immigration governance system in Bali.

Abstract

This study aims to analyze how political content on Instagram shapes the political awareness of Generation Z students during the 2024 Bali Regional Election (Pilkada), using the Agenda Setting theory as the main analytical framework. Employing a descriptive qualitative approach, this research examines three levels aof agenda setting: media agenda, public agenda, and policy agenda, alongside the cognitive, affective, and evaluative dimensions of political awareness. The findings reveal that Instagram plays a significant role in directing the political issues considered important by Gen Z, particularly through the viral circulation and high frequency of political content during the election period. These digital discussions not only influence public dialogue among students buat also stimulate responses from candidates, contributing to the formation of policy agendas. Furthermore, Instagram enhances students (cognitive) awareness by increasing their political knowledge, triggers emotional responses toward candidates and political issues (affective), and strengthens their critical evaluation of information (evaluative), ultimately encouraging more informed and conscious voting behavior. Overall, this stufy highlights Instagram as an effective digital political arena that fosters political awareness and engagement among Generation Z during the 2024 Bali Regional Election.

Abstract

Kebijakan penanaman modal memerlukan koordinasi dan komunikasi yang efektif antar organisasi pemerintahan dan pemangku kepentingan terkait. Penelitian ini menganalisis komunikasi organisasi dalam implementasi Peraturan Daerah Kabupaten Badung Nomor 3 Tahun 2022 tentang Penyelenggaraan Penanaman Modal. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus di DPMPTSP Kabupaten Badung. Data dikumpulkan melalui wawancara mendalam terhadap 12 informan kunci, observasi partisipatif, dan studi dokumentasi, kemudian dianalisis dengan model interaktif Miles dan Huberman. Hasil penelitian mengungkap bahwa komunikasi internal dan horizontal antar organisasi perangkat daerah berjalan efektif melalui saluran formal seperti JDIH, rapat koordinasi, dan bimbingan teknis. Namun, penelitian menemukan adanya kesenjangan komunikasi (communication gap) dengan pelaku usaha yang masih mengandalkan sumber informasi non-pemerintah, serta pemutusan komunikasi (communication breakdown) dengan masyarakat dan desa adat yang tidak mendapatkan sosialisasi langsung. Temuan ini menyimpulkan bahwa efektivitas implementasi kebijakan sangat ditentukan oleh kapasitas komunikasi organisasi pemerintah, khususnya dalam membangun komunikasi eksternal yang inklusif dengan seluruh pemangku kepentingan. Implikasi penelitian ini menekankan perlunya pengembangan model komunikasi organisasi yang terintegrasi, yang tidak hanya memperkuat koordinasi internal tetapi juga memperluas jangkauan komunikasi eksternal hingga tingkat masyarakat akar rumput.
