Abstrak Penelitian ini bertujuan untuk menganalisis implementasi Program Youth Entrepreneurship and Employment Support Services (YESS) di Kabupaten Subang. Program YESS merupakan program strategis pemerintah yang dirancang untuk mendorong regenerasi petani muda dan pengembangan kewirausahaan di sektor pertanian. Namun, dalam pelaksanaannya program ini belum menunjukkan hasil yang optimal. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis implementasi program menggunakan model implementasi kebijakan Jones (1996) yang meliputi tiga dimensi utama, yaitu organisasi, pemahaman, dan penerapan. Hasil penelitian menunjukkan bahwa implementasi Program YESS di Kabupaten Subang belum optimal. Pada dimensi organisasi, ditemukan permasalahan pada struktur organisasi dan keterbatasan sumber daya manusia, khususnya tingginya tingkat pengunduran diri fasilitator. Pada dimensi pemahaman, program telah disosialisasikan dengan cukup baik kepada pelaksana dan peserta. Namun, pada dimensi penerapan, tingkat partisipasi peserta masih rendah dan capaian target penerima manfaat belum sesuai dengan perencanaan. Oleh karena itu, diperlukan penguatan organisasi, peningkatan komitmen fasilitator, serta strategi penerapan program yang lebih adaptif agar tujuan regenerasi petani muda dapat tercapai secara optimal. Abstract This study aims to analyze the implementation of the Youth Entrepreneurship and Employment Support Services (YESS) Program in Subang Regency. The YESS Program is a strategic government initiative designed to encourage the regeneration of young farmers and promote entrepreneurship in the agricultural sector. However, its implementation has not yet achieved optimal results. This study employs a qualitative descriptive approach, with data collected through observation, interviews, and documentation. The analysis is based on Jones’ (1996) policy implementation model, which consists of three dimensions: organization, interpretation, and application. The findings indicate that the implementation of the YESS Program in Subang Regency remains suboptimal. Organizational challenges include inadequate organizational structure and limited human resources, particularly the high resignation rate among facilitators. In terms of interpretation, the program has been sufficiently communicated to both implementers and participants. However, in the application dimension, participant involvement remains low and the achievement of beneficiary targets falls short of expectations. Therefore, strengthening organizational capacity, improving facilitator commitment, and enhancing program application strategies are essential to achieve effective young farmer regeneration.
